  • So I was at 26 and cal today. When I went to sign out, I handed my slip to the guy in the sign in room. He then studied my slip and proceeded to mark a tally on a sheet of paper. One tally was for cases that got continued and the other was for officers that did not testify. I asked him what was up with the tallies and he replied exactly like this "the superintendent is trying to figure out what exactly happens in this building. Just another way for him to cut overtime. I don't know how he's gonna do it, but he's trying to figure it out."

    Hey superintendent, what goes on in that building is called court. This is part of the American justice system that involves criminal cases going to trial to determine whether or not someone will be convicted of a crime.

    The idea factory running this department has no idea why officers who have good activity are still working. The only reason is overtime/court. There are no other incentives on this job anymore. A guy who works his but off makes the same per hour as a guy who does nothing. The only incentive to work, especially for older coppers is overtime. Without overtime I will never make another proactive arrest. When I was new on the job, I hustled cause I had something to prove. Now I do it for the extra cash. May as well just go work days and spend more time with the family.

We recall efforts being made in the past to charge the Cook County States Attorney's office for some or all of Chicago Police overtime when you are under subpoena, but then are dismissed without testifying.

This would seem to conflict with other efforts to cut back on Extension of Tour overtime when the Department is making officers and detectives hand off existing arrests and investigations to the oncoming watches, thereby increasing the number of officers who will be under subpoena once something hits trial.

But then again, what do we know?

Same shit these morons tried in 2003, decided to send coppers and detectives home at the end of their tours even if they were working on a case or in the middle of a an arrest, a handwritten statement etc... and the end result in 2-3 years when the cases went to trial was instead of 2 police officers or detectives you had 6 or 8 and 10-20 detectives....

this is no different than what they did in the past in '03, sent the detectives home after their tour and instead of 2 or 4 dicks they ended up with 10-18 during trials and motions in court.

Brilliant! Kind of like when they cut overtime for impoundment court. Guess what? No more impoundments! City didn't want to share in their cut of the money they made and shot themselves in the foot.

You would think they would make impoundment and traffic court like going to a VIP club at the airport, free parking, no hassles, etc. Instead they do just the opposite.

This department is just about toast. Why would any cop in their right mind go out and take the risk associated with good aggressive police work. I do believe that many of the officers who are on tact teams and in the recently disbanded special teams want to do the JOB. What do they get for their efforts? A large boot in their asses. The bosses suck and nobody cares. This town is going down hill really fast. When the streets are unsafe and good people feel frightened they LEAVE. Look at Detroit.

26th & Cal already cuts required court appearences by officers already, without even involving the police department. making trials go first time up. putting cases on even without notifying the required officers needed for prosecution and without the required officers present to testify. making sweet ass plea deals, so sweet that any offender would be a fool not to take and when that happens lots of times the arresting officers dont even get a single trial date. as for the police department getting involved, duh - the judicial system and police department are two entirely seperate mammals. one envolves making the arrest and the other prosecuting the arrestee. McCarthy needs to relax.

I hear this is coming to misdemeanor courts. Hey want to see who is/ is not testifying and to make it so you only go to felony pretrial dates. I would be considered a hair gel. But guess what. I don't need the court to decide where I'm risking getting sued on bullshit and for the city I'll do my job. I'll answer calls but won'take petty arrests" anymore Four cops sued froman asshole who broke the law and killed two people ( Michigan truck driver). I don't need to be sued to realize what's going on. I'll always back up officers. Other than that, fuck the city. I heard stories of the bs. Screw getting on the job. Now it's self preservation. Policemen should spend their precious time chasing bad people doing bad things, not tied up with pursuing legal technicalities. The war on drugs is finally getting too expensive.

CA prisons are so overcrowded, they're having to release prisoners after having served only a fraction of their sentences.

The American experiment of hyper-criminalization is finally starting to break our backs.

I still work, but not as much as I did 3-4 years ago. The reason I continue to make arrests: court and overtime. No overtime, no arrests...it is that simple. There are not a lot of workers out there anymore...most of those that continue to work due so for overtime. See how many workers you will lose if you cut down on overtime...If the department wants to play that way, everyone should get a steady side job and then court time wont be needed...

Could some please give me some advise. I'm a PPO in a southside district. Without looking to be a snitch and ruining my career I would like to respectfully tell my field training officer that he is not a good police officer. In fact more like a dog. Saddly I know more than the officer does yet my career is in this officer's hands.
Any advice?

This is a double edged sword. If coppers stop working the crime rate will go down, because there will be less reported crime and less arrests. Either way the City wins, until everyone who is not a City employee moves out.

Yes, the race pimps, the reverands and unfortunately , lately the president, are hypocrites when it comes to black on white crime. Statistics, nationwide, show that if a black is a victim of any crime, the offender is mostly likely black. And, if a white is a victim of any crime, a black is again most likely to have been the offender. It seems very little has been done to actually look at the reasons this is so, other then to blame white people, slavery or the police for over policing. How about the family structure and family attitudes? How about the speeches of the race pimps ? The race pimps always talk about having a dialog on race, but it seems that it is more of them lecturing everyone else.

Actually, the answer is to de-criminalize posessiion of drugs for use. I am not saying legalize, but make possession of small amounts nothing more then a traffic ticket and an appearance at a drug court for evaluation. This has been done successfully in Europe with no significant increase in drug use.

Check to money box on all over time! Michigan Ave foot guys and girls don't have to make one single arrest on their beats. Most are on management, should be on beat cars on midnights. 1880 watches out for one female PO with 2 minutes on the job. She should be riding a beat car on midnights. So beat cars have to go down and work over time almost everyday and pull man power away from places that they really need it. Take the money. Put foot back on beat cars. We need the help. I guess that is what they meant when they tell the public, we're police on the street. Oh but they don't make arrest on Michigan Ave. Call a beat from another sector for the arrest. I have things to do afterwork also. Man , Michigan Ave don't get no better than this sweet spot . And I don't have make one single arrest. Not so very long ago, a short little Sgt in 18 got a PO kicked off of his school spot because he had no arrest, low numbers. I wonder what Michigan Ave foot score cards look like? Oh, that's right, most are management.

I know I'm going to get shit for this but how about your incentive to do your job is your paycheck and the oath you took. Face it, we make a lot of money to hear people arguing all day and taking reports. Once in a while we have to make an arrest or write a ticket-wif not, then what are we getting paid for? I'm not talking about jumping fences every night but many officers blow crap off when they could be "proactive" and lock someone up. Stop worrying about what the dogs are doing, and worry about your work ethic. We get paid alot and our job is important to society, and we could end up seriously hurt or dead and we knew this going in. But we also knew there is a lot to policing then just taking reports. Just do your job, I'm just saying.....

The people going to court represent the actual # of workers on this job, the same 1% ofthe department is the same 1% that is @ 26th & Cal.

Cut out the incentive for court pay and watch this ship sink even further. You actually think coppers will work when there is no incentive to work.

Especially in light of more and more coppers being sued for punitive damages.

True. I work in Internal Affairs. We have been ordered to cut our overtime and per the Supe, our overtime budget is limited.

We were also told that once the budgeted amount is reached, we will be forced to check the "time" box and that slips with the "pay" box checked will be kicked back.

Lots of bullshit going on at court. Officers will be charged soon. Staying all day even after the judge has gone home. Staying all day even when the judge is not there. Staying for hours after bringing a couple of pieces of paper to the ASA. These are easy public corruption cases to prove.

This will be as big a scandal as the parking ticket scandal in New York. The research into this began shortly after Rahm became mayor. Trust me, a good number of officers are going to jail for felony theft. The majority will be detectives.

Get wise. Don't be one of them. For some, it's already too late.

I do like some of McComposts ideas. Being on the department for over 20 years many of his ideas have been tried in the past. Many of these ideas became ineffective over the years due to loss of manpower, being handcuffed by weak politicians, sanctuary city status and lack of support for the CPD. McCompost thinks he invented policing. 99% of the department has no respect for him and only goes through the motions. I think he could have been a good Supe if he had only checked his EGO and his COMPOST at the door. He has come through for guys and their families when they have been shot or injured. That is something the Weasel did not do.

Next officers will schedule court dates only during working hours ,kinda like on days ,no overtime,and less officers on the street,hell they don't give a damn about our safety in numbers so,why do anything other than swipe in and go home! If they think it'll save money Rahm'll try it.you tell them what you like and they will take it away,if it saves them money,they will take this whole Dept away and privatize it with illegals making minimum wage,cause its cheaper. No overtime, ok. I know of an officer who does nothing but write DUI's on midnights. CBC is on days. Grand Jury is on days. Trial Courts are on days. He does a good job, He saves lives. No ot means no dui arrests.

Huh? Wuh? Your right, first your a PPO, second your on the southside. That's two strikes already.
Keep your trap shut. He probably thinks the same of you. Do your training, one day you'll be able to choose your partner. Even the seemingly laziest of dogs have a trick up their sleeve. I had around 10 FTO's during my (1985) probation. I came away with a lot of different views of a job I knew nothing of. Drop the complaining about FTO's, you'll have years to bitch about pdts, air conditioning, time due, supervisors, etc.

yes, it's entirely possible that you (think you) know more than your FTO. we've all been there. we've all worked with someone who didn't want to do shit, didn't know shit and we were chomping at the bit to save the world.

but here's the thing:

the world doesn't need saving. the important thing is that you go home every night. so as long as your FTO isn't pulling a Denzel on anyone, just ride it out. you will get to choose who you want to work with soon enough.

Most fun was when for whatever reason your case was farmed out to a satellite court house (Markham, Maywood, Skokie) and you had to do a "shuttle run" to Bulk Storage (dungeons of 26th & Cal then "Castle Brown-Skull" on 39th St.) to retrieve AND return evidence for trial.

Coppers WERE doing quite well financially. The city was reaping big benefits too but the Stuttering Prick got greedy and didn't want to share anymore.

...That's when they started picking Policemen's pockets by taking court away.

Mis-indexed assholes had the nerve to get pissed when Coppers got cramps in their "revenue generators" and starved the city in response... As well they should have.

Chicago Politicians have a bad habit of trying to shit on the people who make the damn thing go.

Just for laughs wew ould love to see the numbers for revenue generated by CPD as part and parcel of Police Work being done (say 1985 to 1995) versus revenue as a function of de facto armed revenue collectors. (say 2002 to 2012)

I am a beat cop, not a tact or gang or whatever officer. I make arrests and do my job, not for the court time but because shitheads need to be locked up when they commit stupid crimes. This irritates me. Anyway, to give the impression on this public blog that police only make arrests for overtime is an irresponsible message to send. I know you guys don't really mean that you arrest just for overtime but are venting your frustration that doing the job we were hired to do is made more difficult when they won't pay us to go to court so dude gets what's due him. It's frustrating that in addition to this it seems like felons are let go back onto the streets in record time. The OT and the low standards for the law that judges seem to have is really demoralizing to police who work hard to keep crime at bay. The department nor the judicial system seem appreciative of that. The legal system instead is content to continue low standards regarding criminal responsibility.

Face it, we make a lot of money to hear people arguing all day and taking reports. Once in a while we have to make an arrest or write a ticket-wif not, then what are we getting paid for? I'm not talking about jumping fences every night but many officers blow crap off when they could be "proactive" and lock someone up. Stop worrying about what the dogs are doing, and worry about your work ethic. We get paid alot and our job is important to society, and we could end up seriously hurt or dead and we knew this going in. But we also knew there is a lot to policing then just taking reports. Just do your job, I'm just saying.....

Major changes are coming after NATO.

Rahm's staff have figured out that ineffective officers can only be removed by criminal charges or successive performance ratings below 70.

McCarthy and Rahm are currently working with the Cook Co SA to charge officers with official misconduct in cases where citizens allege that officers failed to take action. The SA needs to charge police to take away the focus on the Koschman case.

Sergeants who give the standard 90 performance rating to every officer will be threatened with demotion and/or termination if they give a substandard officer a performance rating over 70. There is going to be a City Hall audit of all performance ratings for police.

Rahm wants to get rid of 200-300 officers via performance ratings or criminal charges by next year and replace them with recruits.

Here is my piece of advise to you. Stick through the cycle with him. You are new and you don't want to rock the boat. Once your cycles are done, then you can work with whomever you want to. Pick a good partner who does their job by the book (goes to their assigned jobs, generates reports if needed, has good tactical skills, has good people skills, etc.). Learn from them and also learn from yourself, your training and any mistakes you make.

We have all been in situations where you end up working with someone you really don't feel are on the same page. It happens. Deal with it.

Good luck to you and your future career. This is a great job. What you make with it is really up to you. I wish you the best of luck.

Shut up and try to learn something. If he is a dog, he probably hasn't always been. If he has always been a dog, you can still learn something from him or because of him. They aren't going to make you work with him your entire career. Stick it out and you can partner up with some other new guy who thinks they know more than the rest of us coming out of the academy.

Sounds like BULLSHIT to me...and anyone that has the least knowledge of the job or the contracts.

In order to discharge an officer for low performance rating, there has to be documented counseling sessions.

Housecats and office staffers routinely get 90+ ratings because they are the commanders people. That will not change.

Every officer that is brought up on incompetence charge has a right to grieve the whole process. A long and very costly process. And it is a lot of work for the supervisors. And the Lts and everyone up the officer's chain of command. Tons of paper generated. If the firing fails, PO can sue the white shirts.

Plus there would be blow-back. Think the manpower is disheartened and unmotivated now?? Ain't seen nothing yet.

Sergeant is a civil service rank. There is no mechanism for demotion.

Rahm want to get rid of 200-300 officer next year? Doesn't have to do a dang thing. He will lose that due to retirements.

Your not alone in your thinking. I make a good salary and actually enjoy my job. The City and the CPD do make every effort to demoralize us. But with that said, I go home knowing I did my best. I also believe the most of you do also, it just isn't popular to say so out loud. But I wouldn't change jobs for anything and think that overall we are a great group of people.

The media and politicians are the ones that know what they are when they look in the mirror every day!

McCarthy and Rahm are currently working with the Cook Co SA to charge officers with official misconduct in cases where citizens allege that officers failed to take action. The SA needs to charge police to take away the focus on the Koschman case.

Sergeants who give the standard 90 performance rating to every officer will be threatened with demotion and/or termination if they give a substandard officer a performance rating over 70. There is going to be a City Hall audit of all performance ratings for police.

To the PPO: You are a beat officer. how can you say your FTO is a bad cop???? If he answers his call and codes it without any calls for a supervisor,then he has completed his job. Tact teams make arrests and street stops. Beat officers answer calls. That is our job. I have 11 years on and it was the same thing when I started. Beat officers dont need to do any of the following: Traffic or street stops. Any form of tickets like parkers and movers. Why the city hired revenue ticket agents. And as far as movers we have a traffic unit. So please someone tell me what is wrong with that????

Yes. Stop being such a bitch. You know more than your FTO? Kid, you may be well versed in the law and proceedure but all those book smarts mean diddly if you do not have the experience.

You know, on second thought why don't you see what happens when you walk into your XO's (whoops! I almost said Watch Commanders) office and tell him that you know more than you FTO.Good luck in finding a steady partner after that.

Vehicle Impound.
Hoe Court.
Dope Court.
Night Dope Court.
Juvenile Court.
Traffic Court with both minor & major rooms jumpin'.

Most fun was when for whatever reason your case was farmed out to a satellite court house (Markham, Maywood, Skokie) and you had to do a "shuttle run" to Bulk Storage (dungeons of 26th & Cal then "Castle Brown-Skull" on 39th St.) to retrieve AND return evidence for trial.

Coppers WERE doing quite well financially. The city was reaping big benefits too but the Stuttering Prick got greedy and didn't want to share anymore.

...That's when they started picking Policemen's pockets by taking court

Ok first of all, don't listen to all of these people telling you that you know nothing and to stfu. All they've shown you is how immature and crabby so many people on this job are. They seem to forget that they were new once and actually wanted to learn at one point. Second, I too had to deal with a HORRIBLE fto when I was new 10 years ago. He used to make me pull over for hours everyday so he could sleep and would blow off every job possible. That being said, I had no choice but to ride it out. The whole watch knew he was a dog so they didn't judge me because of who I got stuck with. I certainly did learn how not to be the police from him. I also learnd that part of our job as p/os is to teach the new people how to do the job, whether we are fto's or not. So don't let all the crab asses on here make you feel worse about your situation. Just ride it out. This too shall pass, and chances are if this guy really is a dog, everyone already knows it.

PPO: I remember my FTO on days he had about 25 years on. We didn't do shit. I kept thinking too myself, "there has to be more to policing." I think he was afraid of his own shadow.

I then went to 3rd watch after my period on days. I worked with one FTO who had 15 years on and with the other FTO who had 29 years on. Both were great and showed me that there IS INDEED more to police work.

If you're dog, you're a dog. It doesn't matter how many years you have on.

As far as alienating anyone in your district. You won't. You'll find your group of workers that you bond with and the dogs will all hang out together being dogs.

Morale of the story is, you won't work with your FTO forever. A lot of FTO's are FTO's for a reason and most of that reason is because other people don't want to work with them.

They don't do that numbers game anymore, and haven't in a very long time. No ratings at all for a very long time then it was changed to a peformance criteria/behavior model. Just above meets, meets or below, that's it! People should really know what they are talking about when they try to shit over something or someone. Im not saying that it's the best system, but it's what we got, not that other junk. I guess that was just your way to stick it to the "inside" people-

False. They're already releasing prisoners and trying to close facilities due to lack of funding for currents ops. More prisoners with "true sentencing" would have been more prisoners released because of more expenses, more facilities clsed, more COs laid off. Hwy would you think more prisoners would stop the state from cutting corners. KING OF CORRECTIONS CALIFORNIA is releasing prisoners man!

If you think you don't make any money now go ahead and quit and let us know what better salary you come across. I've been out there and as I told my old man who thought I should do "better" than him and not be a coppper..the college boys aint running to this side because they want to be heroes. My pros and cons are simply this: I don't like office work, sitting behind desks, and wearing ties everyday. I did. I hated it. If I could get used to that, my earning potential would be much higher but those hours are going up to at least 50 a week in the beginning and more with time, there is no overtime and you do work nights and weekends...and there is at will firing LOL. It was culture shock for me but yes...future bosses of something or the other are coming out from great schools and making 30k.. I went to a state school so I figured that was why I was at the bottom but I literally had coworkers and interns from Princeton, Dartmouth, U of C, Wash U in St Louis, Mizzou...all that. They were getting paid crap just like me! That's reality brother, like it or not. Why are the young college grads flocking to these jobs if it isn't for pay? The funny thing is, from my experience the college guys are the ones who think they're getting paid well because of their previous options while the non college guys think they should be getting paid more though unless they got a clouted govt gig they would not be making this much anywhere else. If you don't have a degree, it's no slam on you but the guys stuck paying back student loans are going to do what you don't want to and for less because they remember what its like to have that paper degree on the mantle and still be hungry. By the way, seniority gets little respect on the outside if you're not on top of your stuff. If I could fake the funk and be an office weasel...I'd still be one, but they can look at me and tell I hate it and don't wanna be there which means no promotions, no "I see something in you"...nope. I came to this side of the house because active Army was not an option and it's the only place I felt like a duck in water. The pay isn't nearly as bad as you think it is...though the crap you put up with on this job definitely is unknown is most other situations.

The rating system is flawed, and can be proven to be so in a major lawsuit by police officers who are threatened with termination or terminated. I don't use the Trib site's search tool. For some reason it's ridiculously inefficient. A general google search will usually put the Trib article you're looking for somewhere near the top of the results, making it much easier to find what you're looking for.
