Section 20.3 Grievance

It must be nice to just make an out-and-out declaration that portions of the Contract will be suspended during planned events without any explanation whatsoever. These are official legal documents and agreements that pretty much have the power of law, yet Tiny Dancer 9.5 can just piss all over them whenever the mood strikes him:
  • The Fraternal Order of Police has not been shy about suggesting that Chicago Police officers should be compensated during upcoming contract talks for their performance during the NATO Summit.

    But now the union is being forced to play defense to ensure its members get their due under the existing collective bargaining agreement.

    The FOP has filed its fourth grievance tied to the summit, this one stemming from the city’s apparent decision not to give officers time-and-a-half overtime for working a sixth or seventh consecutive day in a week.

And of course, the other controversy rears its ugly head once again:

  • ...
Oh wait, that part of the article has mysteriously disappeared without attribution regarding the "missed deadlines" and once again, quoting an unnamed administration source as "sticking it in the ear" of rank-and-file police officers along with only negotiating what has been described as affecting financial aspects of the Contract.

About that bit about having to take overtime in MONEY NOT TIME.

The way one boss put it, that is something that should have been foreseen by both sides during negotiations. But the results would probably be the same.

If the Feds are paying for all this, BLUE COMP TIME SLIPS there is only a short window where then can pay this off and be done with it. They can't wait until the end of your career for you to cash out your time.

But, they could do this, wait until the end of the year, (when all the Christmas bills are coming in) and let anyone that really wants to make out a check to rahm to buy those hours back. How many people do you think will want to do that?

I would like to commend the bicycle police for a job well done.

I was at protest 3 months ago where there 400 protesters that were led by led 2 bicycle cops and 2 squad cars. I was amazed, How can so few people make a difference?

My seniority rights have never been respected by my so called union. Some have more rights than others, namely those blessed with special DNA......and that Y chromosome.

I'd love to see the look on some of the misfit union representatives faces if they came to work one day and found out they were only going to get half of what the prevailing pay rate. If the city violates one provision of the contract, then what's to stop them from violating others?

I'll be thinking of them when I vote for Mittens this fall.

Fair is fair. The fop should start ignoring other parts of the contract then. 30 min lunch? Not any more. Enjoy your hour off unpaid lunch, take it anywhere in the city, it's on your time. Same with personals. Take a half hour shit and read the stall door for entertainment.

Down every car for for every minor safety problem. Grieve every contract issue. Bring the department to a grinding halt.

Daley never attended a St. Jude's march to honor our fallen." sound familiar? It should. It's from SCC's thread titled "St. Jude's" from 07 May.

Got news for ya. That was another psychological munition lobbed by Rahm in the war against city unions. The CTU's ass-raping should've been an eye opener to the Tiny Dancer's true agenda.

Well, he IS gonna try to do something personal to you. Real personal. He's going to continue to exert his considerable influence to take money out of your pocket, food off your table and diminish your childrens' very future in his quest for pension "reform".

Due to CompStat, Commanders are not allowing Police Officers to use their allotted VACATION days to extend their furloughs. Oh, you can take them, just not to extend YOUR furlough. You can only take them during SOMEONE ELSES FURLOUGH, so that neither of you can actually take any extended time to relax and recharge for the next year.

They or their surrogates will wave the order in your face and tell you, "See, we CAN do this to you! So there!"

After all their time and experience as police officers, Superintendent McCarthy and his fearful followers have still not learned the difference between CAN and SHOULD.

Just because you CAN screw over a police officer and his/her family, does not mean that you SHOULD. We are supposed to know right from wrong. And I know, I know, I know that things are unfair, the department is not fair, life is not fair, etc., etc., etc. I've been on the job a few years too. But that does not mean that we have to CHOOSE TO MAKE IT MORE UNFAIR. It does not mean we have to CHOOSE TO SCREW OVER OFFICERS AND THEIR FAMILIES by denying them time with their fathers, mothers, sons and daughters.

When you screw with officers furloughs, you screw with their families. When you screw with officers families, you have found the one most efficient way to destroy morale within this department.

We work the long hours during NATO, put up with all the bullshit, and soldier on professionally so that we may have a life outside this job. (We work to live, not live to work.)

Otherwise kind and decent people are being intentionally cruel to subordinates because of their fear of CompStat. It breaks my heart that they cannot see the harm it will do the department in the long term. I am so very disappointed in them, words fail to describe it.

P.S. Yes, I post this anonymously here. Only to keep my name from becoming public and to keep from dealing with the news media. Don't worry, everyone in my district, and the department in general, will figure out who I am. And In/Appropriate sanctions/punishment will be imposed upon me soon. And once again it will show if our department knows right from wrong.

This goddamned Mayor is putting us into the position of having to fight simply for the provisions of our current contract to be observed! All officers pay careful attention to what he is doing, he is going to make us grateful to have a contract at all. Get ready for the toughest contact negotiations in any of our careers. We must stand united on this one.

The ballerina is one tough bastard, this will not come easy. Guide yourselves accordingly.

Also, while he is playing poor mouth with us, he is spending a quarter Billion $$ ($250 million) to build a new Malcolm X College while nothing is wrong with the existing college. He is also handing out millions of tax $$ to already wealthy real estate developers to improve some of the hottest real estate in the City. Read Ben Joravsky on that one.

This guy is a bastard. Remember that all you 019th District 2nd watch officers who trip over each other to get the job sitting in front of or in back of his house.

And don't give me the shit that you are "only following a radio assignment." Don't be kissing the ass of the man who is fucking us all.

Brothers and Sisters,



City representatives met with Local 2’s Executive Board yesterday and presented their proposals for our next collective bargaining agreement. City negotiators did not address any of our proposals nor did they present us with any proposals on how to fix our pension system.



We obviously refused to agree to any of these horrendous proposals, and if what you are about to read makes you angry, it should. This looks to be a long and bitter battle.




Below is a synopsis of some of the City proposals:



· Eliminate Duty Availability Pay

· Only those designated as the EMT B/EMT P would be compensated as such for that shift (All would have to maintain their EMT license for their entire career)

· Eliminate 7% for Cross-Trained FFPMs

· Eliminate furlough buy-out provision completely

· Holiday Pay would be paid to only those who work the actual day.

· Non-duty lay-up coverage from 12 months in a 24 month period to 12 months in a 48 month period

· Days off for Bereavement Leave would be restricted and must include the day of the funeral

· Tuition reimbursement would be for EMT B/EMT P training only

· Candidate Probationary period from 9 months to 18 months for new employees

· Acting down to no longer be considered a variance

· All double houses (Engines and Trucks) would be manned with 9 instead of 10

· All BLS ambulances would be converted to ALS

· Only 1 vacancy order per year in June

· Eliminate Clothing Allowance

· Allow indoor training during inclement weather

· Eliminate Tech A and Diver Pay except for those working in that capacity on a given shift

· Eliminate all Cross-Trained Pay-Grade designations

· Reclassification of Ambulance Commander to F4 Pay Grade

· Eliminate Physical Fitness Incentive Program



We will, of course, continue to vigorously fight these insulting, ridiculous proposals. There likely will come a time when all Local 2 Members will need to join in voicing our disgust over these outrageous attacks on the wages, benefits and conditions we have fought for and earned throughout the years. The City is testing our resolve. The battle has begun! Everyone must take an active role in our future.

The "photo op" on Monday at 100 E. Randolph was exactly that, publicity. That sad part was how many coppers were awe struck and tripping over themselves to shake hands and take pictures. In many cases it was pretty pathetic.

You blame this on the Mayor and I don't know the extent of responsibility but the person who should to escape blame is Commander Don Oneill. He is the person who should be removed from this job since his job is not to break the contract whenever he wants to but to interpret the contract. He uses the "I can't break the contract" excuse when he makes up invalid reasons to take care of his pet employees but has no problem going against the contract for his own megalomaniacal reasons. Commander O'Neill your tactics will soon be exposed. It is inevitable. You are not omnipotent and you will see that soon.

Quit bitching, make some good friends, answer your calls and stay safe is all you have to do on this job. Life is to short to worry about this about the little things. He was not who my choice for FOP president but lets see what he is going to do after all what other choice do we have.

You can't be forced to work 99 on 1st and 3rd watches. File EVERY report you deem necessary. Fuck this "just code it out" bullshit. Help every citizen you can. Use Foot patrol, premise checks, etc.

Plenty of TVB's out there. Especially the junker trucks with prisoner's property that you are required to inventory. Get the picture?

Grievance is not a fail safe to fortune.
Duty Availability, that token of a benefit, well it may be the argument.
We'll get paid.
Watch out for the New Improved 2012 Contract though, benefits are probably going to be reduced.
That's where the City is looking, not the 6th day OT issue for a few hundred po's.
And then there's that pesky pension problem.

Because most people, including most of the protesters, are basically not violent people.

It's the same reason you can have 80,000 people at a Bears game and have very few incidents of violence.

If I was the city I would prefer to pay it off with someone else's money as well. They may not be able to collect if they can't show they paid out anything extra. Comp time does not incur an additional expense for the city.

The reasons the city Constantly violates the contract is because it don't cost them anything, there are no penalties. So the risk of the violation does not outweigh the potential benefit


What needs to be added in the contact is: when a grievance is won by a officer/union, the city must pay a fine and billable hours/fees and legal fees to the FOP.

I guarantee the city would think twice about the blatant violations.

At least the teachers had the balls to organize and protest in public. We are next to negiotate and Rahm has nothing to fear with CPD. We do not vote and would never protest in public. We should take a lesson from the teacher's union.

EXCELLENT!!! Since we can't legally strike, then we can illegally strike, forcing the city the cost/time to file/have a judge issue an injunction to cease. Then comes the cost associated with blue flu/ then work slowdown!!! There is more than one way to skin a racoon!!!!

I agree with 03:31 PM Part of the problem is that it costs the City nothing to blatantly disregard things

Just like there are now some provisions such as details out of seniority or change of schedule which outline penalties for willful violations, so should this issue be addressed

Maybe YOU don't vote, but I have never missed voting in an election since I turned 21 (yes, 21). And, every p.o. I know votes, every time.
