How's That Strategy Thing Working?

  • Shakaki Asphy’s family says the 16-year-old girl was at the wrong place at the wrong time when she was murdered over the weekend in West Englewood on the South Side.

    Judging by the level of crime in the area, it would be difficult to figure out the right place to be.

    [...] Asphy was among the six people killed and Cunningham was among at least 31 people wounded in Chicago from Friday night though Sunday.

Six and thirty-one? Sounds like it's time for a new strategy.

its not working.... plain and simple. I can honestly say... I am completly worn out after a night at work and half dead after my work week. Ive always been tired in the past but nothing like this. It is constant working, running around etc. at this rate your going to have a bunch of worn out, grouchy irritable coppers come the end of summer. That wont be good for the coppers, morale, the citizens or the department. Ive seen many coppers who are on the verge of snapping... One day it will be hot out and that copper will snap against some mouthy gang banger and its gonna turn out bad. The constant stress and overworked enviorment will get to a copper and he will get indicted, hurt or possibly worse. The department will end up crucifying this copper without knowing that THEY pushed this guy to the complete breaking point. I can tell it already on the mens faces at work. They are on the verge and are burnt out. Not just older coppers but young coppers alike.. its not a good situation at all.

McDummy's 'strategies' aren't working--the country is experiencing a downward trend--but murders HERE are up 35-50%, depending on how you do the math.

And all that is going to replace McCarthy is another political hack with a new drive to please, or at least suckhole the politicians. There are very few who could/would lead this Department back to a real policing paradigm. As soon as the politicians realize this guy has nothing real that will help their political ambitions or at least keep them in their greedy political spots they'll kick him to the curb and frantically look to replace him with another yes man. Worse though, there are bigger jags out there who will be even bigger hack yes-men all at our expense. Only and I say again ONLY when the politicians reach the point of fear for their political life, when they truly believe their greed and power driven political offices are in jeopardy will they see the need to restore stability and drive to the police department. That will be the time when we will get some funding, some hiring, some promotions and some latitude and told to take back the streets. The only problem is that it might already be too late. This goes well beyond the local politicians, it’s a National mindset and both city and suburban departments across the country are suffering the same plight. Here though, it's worse because hands down we have a significantly larger number of greedy and corrupt politicians. So, start looking for the next suckhole as the candidates and those who think they should be began their lip and finger exercises. Remember boys and girls; curl the finger toward the prostate for a better massaging orgasm and you’ll get the job for sure.

According to the latest rant from the Rerunds, Jesse and Flager it is the fault of the fun industry. They intentionally flood the ghetto with guns (most stolen) knowing that black folk will go right out and kill each other. Yup, it is the fault of guns.

Now in other, more civilized neighborhoods we are forced to pay full price for legal guns. TZhat must be why it is only in the ghetto that they kill each other in alarming numbers. Or maybe the Guv'ment isn't giving enough money to those ghetto people. If they was only given enough money maybe they wouldn't be shooting kids on their porch steps.

When the culture has devolved to the point that life means nothing and murderous rampages over the last pork chop or some perceived sleight are commonplace, there is nothing the police can do to stop the cascade of slaughter. You can't put a policeman on every corner. You guys over at CPD better hope that your chief isn't influenced by ours over here at the UCPD. Lynch not only has sgts. running our watches, he's fired all of our LTS. Lynch also wants us to patrol all the way west to King Dr., but we don't even have the manpower available to cover the U of C campus. Many days we have more of our exempts in the offices than we have beat cars on the streets...and still the upper mgmt. hiring continues. We've got a wonderful fleet of pretty new cars and SUVs for the supervisors, but a little more than half of it sits unused in our garage on any given day. Many days we've just sat in our cars and laughed about how poorly managed our dept. is, in spite of madman Doty being gone for the past three months. It's like the ghost of goofiness just won't leave the building.
Maybe things will be better when Owens and Lynch get our dept. Calea certified.

Sorry, OT but a vent from a citizen who supports the fine men and women in blue of our city.

I can understand that PO's have discretion on issuing (or not) tickets -- parking, maybe speeding I can understand -- but when there is an accident with injuries and lots of damage to 2 vehicles -- why the hell not issue a ticket?

I unfortunately was the passenger of a taxi that hit a parked car and flipped. Thankfully no life threatening injuries, but I'm afraid there may be quality of life issues down the road (injured back/neck). In the ER, I asked the RO/paper car if he gave the cabbie a ticket, his response was what good would it do me? It would only give the city some $$$, that was it. He suggested I contact his insurance co. ASAP. At the time, I was thinking about other times this guy might have done the same thing, but had gotten a pass. In addition, I am now pissed that I find out the PO decided not to make the city $$$$ by issuing the ticket, but yet I cannot get a copy of the full police report without having to pay a relatively small amount. PO's are so concnered with the little $ that would be generated by giving me the full report for my records than giving the cabbie a ticket who caused the accident and caused the city $$$$$$$ in emergency response costs.

Sorry for the vent, but a very supportive citizen is just sore and pissy b/c of the situation -- victim gets screwed and the offender gets away -- once again.

They always blame the police. Today on the news a father, also a rev. blames the police, even though his daughter just got out of prison serving federal time , to return home and "hangout.
And rev. how about blaming the actual shooter and his attentive family who raised him. It's easier blaming the police. Again shows no support for police, good message.
Well maybe if the innocent family members were taught school work, went to college, and were working they wouldn't be hanging out. there's enough blame to go around and most falls on the parents not the police.
They don't take any blame for raising their kids! Where is the blame you hold for your kid going to jail. Must be the police fault.

ok the official weekend tallys. 8 dead(7 shot, one stabbed) and 37 shot. Also, in 007 saturday morning a man was "found dead" in a vacant lot which is still a "death investigation." psssssst, heres a secret... he was strangled so that actually makes 9 dead... but of course, it still hasnt been made a homicide... yet. so, I guess we will make it 9 killed and 37 wounded for a grand total of 46 for the weekend. hmmmmmmm, I wonder what would have happened if it didnt rain saturday night from 11pm to 2am????? Im guessing it would have been another 50+ weekend. So much for the strategy working....... hey, maybe next weekend.

Lots of good strategies working these days -- Channel 9 News just showed another young woman "just starting to get her life back together" -- I could not make it up -- visited Grandma in the nursing home constantly, etc.

Got shot multiple times by "random gunfire."

The usual reasom is because the police didn't observe the alleged violation.

When two parties have differing stories on what happened, more often than not the police will not issue a ticket because they weren't there to observe what happened.

The resolution to your problem lies with the insurance agencies involved, not the police and a ticket doesn't mean squat to an insurance agency if the police were not the witness.

I understand your need to feel like someone was "punished" but without independent witnesses the police aren't required to issue a ticket and put a he said/she said in front of a judge to have to deal with because they come to the same conclusion without independent witnesses.

So the short answer is, it's a waste of time and money that has nothing to do with a resolution to the accident and damages, and that's regardless of what your insurance guy told you. He only told you a ticket matters because none were issued so he can try and get out of a settlement.

I understand your concern. But the officer did not witness the infraction--therefore any ticket would probably be thrown out of court. Unless you are an accident reconstructionist, (sp?) it's not for us to assume how an accident happened.

A ticket is nothing--any investigation will be done by the insurance companies--and trust me, they have experts who can determine what happened.

The copper should not have said what he did about generating income--trust me, it's more that we don't write tickets after the fact.

Hope you don't have lingering injuries. But let this angst about the ticket go--you have more important things to worry about.

The less of an issue you make of it, the better. If litigation ensues, the other side will quote you as saying, 'the officer didn't issue a ticket, the officer didn't issue a ticket'! Get it?

Good luck. Don't know if you know it, but about 80+ percent of cabs in Chicago are salvage vehicles and completely unsafe. A high number of them are totalled police cars--go figure!

That should be a media story right there! Follow the trail of the money.

So not true about PO's being concerned about the 'little money....'. We could care less about that! We are forbidden by orders to provide you with a full copy--not because of money made, just that we can't give out reports. By order, not by choice.

Take it easy. Contact your insurance company as well as his. All the worry over the 'non' ticket and 'revenue' is just not worth it. I'm sure the incident was scary enough--don't add more stress to it. Hope you stay well.

I can understand that PO's have discretion on issuing (or not) tickets -- parking, maybe speeding I can understand -- but when there is an accident with injuries and lots of damage to 2 vehicles -- why the hell not issue a ticket?

I unfortunately was the passenger of a taxi that hit a parked car and flipped. Thankfully no life threatening injuries, but I'm afraid there may be quality of life issues down the road (injured back/neck). In the ER, I asked the RO/paper car if he gave the cabbie a ticket, his response was what good would it do me? It would only give the city some $$$, that was it. He suggested I contact his insurance co. ASAP. At the time, I was thinking about other times this guy might have done the same thing, but had gotten a pass. In addition, I am now pissed that I find out the PO decided not to make the city $$$$ by issuing the ticket, but yet I cannot get a copy of the full police report without having to pay a relatively small amount. PO's are so concnered with the little $ that would be generated by giving me the full report for my records than giving the cabbie a ticket who caused the accident and caused the city $$$$$$$ in emergency response costs.

Sorry Mr. citizen...and I could be wrong here, but as I recall, when an accident occurs in which an injury is documented and fault can be determined, the old G.O. on traffic crash investigation clearly stated that 'enforcement should be taken (ticket issued).' If the officer failed to do that, and you were injured, you should follow up on that. It doesn't take a rocket scientist to determine the cabbie screwed up if he struck a parked vehicle.

Even without the officer being there to observe the violation, it is often simple to determine who did what in a crash. Sometimes the pod cameras will record the crash; it just takes someone with the initiative to ask to look and see if the pod captured it. Many times it's just poor training in T.C. investigation, lack of initiative, or just plain laziness. It's comical when these same officers will call and complain about a family member being involved in a crash in which tickets weren't issued, or bash the officers who handled the crash of their family member/significant other here on the blog.

Police reports are documents not meant to be made public, it is a state law - not our rules. You have to use the Freedom of Information Act or use another law.

Sorry you experienced such a bad accident. I hope your injuries are not ongoing. You're right, issuing a citation is at the discretion of the officer. I personally would have written one based on my experience with observing and reporting traffic accidents, especially where personal injury is involved. Each officer is different. Most would have written the driver. Still, it is not necessary in order for the insurance company to ascertain fault. They will find out what occurred and hopefully you and your bills will be taken care of.
