Contract is Now Expired

  • The clock runs out on Chicago's Police Department and Fire Department union contracts Saturday night, but don't expect any difference in how cops and firefighters respond to emergencies around the city if the deal remains unresolved.

    Both unions are prohibited from striking, and it's not unusual for contract talks to drag on past the "drop dead" date as the two groups haggle with the city over salaries, incentives and contract minutiae.

    If history is any indicator, it could be years before a new contract is in place. Last time around, police and fire deals that expired in 2007 weren't replaced with new ones until 2010. Cops and firefighters worked under the terms of their old deals until new ones were worked out, and the same will happen this time when agreements aren't reached by Saturday night.

Then there's this nonsense that always pops up:

  • Citing a "gentlemen's agreement" with the city not to negotiate in public, Fraternal Order of Police President Michael Shields declined to discuss the status of talks on a new deal.

"Gentlemen's Agreements" only work when one is negotiating with actual gentlemen. Persons who mail dead fish around, stab podiums and confront naked Congressmen in the shower arne't usually "gentlemen."

As in years past, Rahm will use the old Shortshanks trick of dropping friendly media types stories that can smear the cops, firefighters and teachers. He's already got a PR firm running attack ads against the teachers for even daring to hold a strike vote. And just last week, he had his tame Sun Times reporters running a story about firefighter "perks" that raised their pay - raises completely in line with other fire departments across the country and completely within the bounds of negotiated contracts.

No idea how that "28.1 story" is going to play in our negotiations though. We aren't feeling very good about it at the moment.

First, your introduction said... "011/3rd Fed-Up-Sgt." It's not "FED-UP-SGT", it's "FUCKED-UP-SGT".

Second, when we took this job we were told we can accrue comp time. I cannot find anything in our contract that says the comp time we accrue is to be saved until retirement. Each time we "burn time" that day off costs us roughly $200.

Third, there is only so much control one has over what family obligations fall on your RDO. You see other family members have birthdays, weddings, graduations, communions, anniversaries, ect...
as a father, son, brother, godfather, it it my responsibility to attend other functions. Just because the City is failing in it's responsibility to hire adequate support does not make it my or any other P.O's problem.

Fourth, and finally, I NEVER hold it against my co-workers for taking time due. If your anger were directed at medical abusers or dog-asses your rant would be justified. Instead it just proves what kind of fucked up supervisors some of us have on this job.

Fictitious Union Contracts and Fraudulent Broken Windows Sermons.

Let me ask you something.

We all have heard on more than one occasion from certain leaders about the message that is sent to the public by the choice of words that we use in our communications.

Oh be careful what you say because those words conjure up images they say -- and so we come up with multiple offender incidents to replace the word MOB for example.

Then. We are also preached to about messages that are sent via "Broken Windows" crime fighting methodology.

Sweat the little stuff because it sends a message about what is and is not tolerable and what has meaning. The laws have meaning!

Well do union contracts have meanings?

What do the words and signatures mean -- look at your pension funding and what was agreed to before you answer that. Is that something that a gentleman does his people that are assigned to protecting the leaders social-economic position on the Manslow pyramid of needs. Think about it.

Shouldn't that same Broken Windows message sending mindset apply to the union contract?

The brass is keenly aware of the message that is sent by their actions. Are you receiving it loud and clear yet?

What kind of message is being sent out to the tens of thousands of loyal, dedicated, public servants that are oh-so highly valued when they are needed for an election time photo-op but are left hanging with their financial futures in purgatory as contract negotiations drag on and on for years.

How long did it take to put together a 100 year parking meter contract my friends -- are you getting the message?

Yeah the contract dragged on for years last time around. Like the rise in homicides it's acceptable now so maybe the union contract can be dragged out for decades this time eh?

Who knows how that rule 28.1's meaning will be twisted.

Like the recent supreme court ruling that twisted the word penalty into meaning a tax so that Obamacare can tax you for not having health insurance if one chooses not to buy it.

Back in the day, the PO job was to make his boss look good but in return the boss would throw you a few bones, coming in late taking an early duck, the PO would never abuse these perks and would produce for the boss the needed numbers he needed to look good for his boss. Sounds simple and it worked, you make a good arrest the boss would throw a few extra hours on the books . It sounds like now the CPD is a one way street with threats and no moral.
The present boss's are clout babies and not real police from the street so for you real police on the street today remember to take care number one, you.

Make the negotiations public...what is everyone afraid of, transparency? When I found out that fire fighters get a $1000 annual laundry allowance I wanted to throw up. It's that kind of "perk" the public is fed up with. How many more like tht are there?

remember last contract which gave us a whopping 6.5 % pay raise over 5 years ( the 5 year deal was agreed to so no interference during election year )--- remember obama's coronation in grant park that went off without a hitch--- remember marching around city hall while the olympic committee was here to embarass daley--- remember nato--- remember possum head and g-mac bragging about how homeycides and crime is down because the police are doing a good job--- it's time to pay up mr. mayor but we all know this one will probably get settled 2 or 3 years down the road just like all the others--- have fun with the guy sitting next to you in the car for 8.5 hours and back each other up.....

The CPD has ALREADY taken a cut to their budget, to the tune of a MINIMUM of at least 100 MILLION DOLLARS, in the form of CUTTING 1400 positions on the department. That figure doesn't include the medical, pension & benefits paid to those who've been cut from the department.

So Emanuel can play whatever game he wants to try, the reality that needs to be shoved in front of the public's face is that the CPD has ALREADY given back millions of dollars to the city by killing off the department manpower.

We've already done our bit for king and kingdom. We're not about to give them back anything more than we already have.

The "money's just not there" mantra can go fuck itself since the "money seems to be there" whenever they wanna purchase votes from their connected friends.

There better be no givebacks in this contract.

What if we have another financial crisis in the next year? Can we walk away from negotiations for a year? It would be a helluva benefit to be able to do that if the economy heads South,,,,,,,again. Both sides are trying to be slick with 28.1, I actually think the police union has the upper hand. That is, of course, unless Rahm's proposals to have to fire fighters each give back $7-10k is complete bullshit (which I doubt).

There might be some bullshit concerning those calls but for the most part the calls are legitimate. Get your political act together, GET INVOLVED, there is no reason to keep towing the company line. The mayor thinks you have a patronage job, you will vote for the machine, so he can stick it to you. Election time is November, illinois /city elections are also around the corner. Show these assholes, the tax payers, yes, CPD, CFD, CTU, are taxpayers, that are balled and chained to the city, will no longer accept business as usual. That's great, we can all agree on radio response only, stop & frisk? Traffic stopping the guilty? Not a fucking chance.


But what you'd better get used to is a negligible if any raise in the short term. The city will cry broke and an arbiter will weigh that heavily. Quinn will NOT move on Casinos this year until state contracts are finalized to EXCLUDE that money, THEN he'll give up the casinos and take all that profit for himself and none for labor. What we will likely see is a 5 year contract with 2 year reopeners and the first reopener will be the same offer the CTU was offered, 2% for the first 2 years and a renegotiation after that 2 years. Consider that to be the max an arbiter will give any union. Consider that from now until the foreseeable future ALL contracts will be short term with reopeners. This is due to the constantly changing economy and it will be a point hammered constantly to an arbiter. So expect short term, with reopeners, and a small if ANY raise for a 2 year thing. This will be presented as a good deal to an arbiter because it shows SOME type of raise yet allows for renegotiation in the short term. Consider it more likely ZERO raise for 2 years with a promise of 2% IF revenue goals are met. This means if the CPD ponys up the revenue goal in tickets, they'll get the raise. See how that works now?

For those of you thinking you're gonna get 2% or more a year for 5 years, those days are over for a long time. Yes the cost of everything is increasing, utilities, taxes, food, etc. But that's what's gonna be OUR giveback, not getting raises that keep up with it but lag behind. And an arbiter will agree because he'll use the "what's happening across the country" thing to support a pittance raise and the short term.

Bank on that, and no reductions in current contractual obligations like holidays or uniform allowance. Duty availability will be redefined by the city, and unless the FOP can prove that it was created as an end run around raises, we'll see THAT go the city's way as well.

You'll not see your pay reduced, and your pensionable salary will not be reduced either, just one or two "perks".

That and you'll see the city try and force revenue boosters on the CPD to force them to produce revenue in order to obtain raises. Tough wording the correctly, but that's what they will attempt to do from now on. You make the taxpayers pay now, and they'll give you a small raise in return.

Shields and company dropped the ball, they may claim intentionally. by not notifying the city of the cancellation of the current contract. The city has agreed to negotiate, only after all other unions, Lts, Sgts, Capts, Fire, etc. have concluded their negotiations which means FOP will be forced to take what the others agree upon. You never want to be in this position. We learned the me too is not a good thing because the city uses it against us. "We can't give you more because we already promised fire this much."

Teacher's lost a 4% raise in Jan
and have every right to strike.
CPD should stop making any narcotic arrests , write paper on every crime , respond to calls safely , enforce every ordinance passed by our city council , write parking tickets by the aldercreatures office and store front churches . Do not report for work when you're sick or take time due , use our medical benefit before it's taken away .
Most Important back each other up and refuse to respond to a burglar alarm , domestic , teen disturbance as a one man unit .
Wait for your assist car . We all know District Commanders still hide their favorites in the front office while we risk our lives . Office police receive the same pay , weekends off and have more war stories than the working copper.
Office should be manned by light duty and old timers , not eye candy.

He doesn't need a town with HUGE labor unrest just before a national election.

In the heart of the ghetto yesterday night, there were two old guys making an arrest. Both over 50 years old. It was hot and humid, with sweat beading off their faces. Meanwhile, two young guys, both under 32 years old did absolutely nothing except enjoy the air conditioning in their car. All this bull over this contract and the shortage of police officers is going to have the older cops probably die on the job due to political beliefs that aren't helping anyone anytime soon. So much for happy retirements.

I would bet you are another meritoriously promoted hack, one of a 100 on this department, seething with anger because you cannot further your career on the backs of the patrolmen who are done sticking their necks out for a city administration which treats them as indentured servants. You stated that you "used to love coming to work" - of course you would! You knew you had the clout to get a promotion as soon as you signed up for that bs sgt exam. If you had REAL managerial skill, you would not make excuses for the lack of manpower and condone denying time due to officers who wish to spend time with their families/friends/ etc. You should be addressing the issue with a real solution - hiring officers instead punishing those you have. Any supervisor with half a brain knows that overworked and miserable employees are not productive. And if you prefer to be at work instead of spending time with your family, that is your choice; most people enjoy their homelife. Very sad to see you starting your supervisory career as a "yes-man" at such an early stage. Thank god not all supervisors think like you. well lets not get nuts here. some of the fire departments "extra" training where they get an extra 2000 dollars is a little crazy. I wont call out the specifics of the different trainings but even ill admit its off the wall. Either way you look at it though... its not going to be a good thing for any of us. I predict we will put more into pension, pay more for our medical and will only get about 1 percent a year. which is my math is correct will leave us making about 21 dollars less than what we are currently making per check... depending on what you have deducted for your taxes. so, by the end of the contract we will be making about 42 dollars less than we are right now because of the tier system for paying for medical. It wont all go into effect right away.. they usually stagger it throughout the contract. so if you add it up the last year of our contract we will be making 1008 dollars less per year if my scenario is correct.. which Im guessing it will be.

Where is the City and Rahm getting the $250 million bucks (quarter Billion) to build a new Malcolm X College and what is wrong with the current one?

St Ignatius College Prep was built in 1869 and is still going strong and will provide a better education as a High School than Malcolm X College does as a college.

Rahm promised the $250 million some months back and said he "wasn't going to tell the students (of Macolm X) they could not have an education."

Rahm seems to have no problem whatsoever telling police and fire that we can't have the pension we paid for and were promised.

Here is my problem with the 'fed up sergrants' rant. If he is even a Sgt. What you're forgetting is that many of us had a dad, uncle, etc on this job. We grew up thinking this is the greatest job on earth. If you poll every member of this job as to an influence in their life leading them to take this job, I would bet an astronomical number of folks actually had/have family on the job. Showing the youngsters how much this job sucks is the worst idea in the world. It means that light years from now, when the city starts hiring again, the potential newcomers could be decent people, many of them from police families.

Decimating this job entirely will screw us for years because the younger generations will either not want this job, can't blame them, or we will be seeing applicants that are bigger losers than we have right now who wont see this as a career. What we will be hiring in 10 years are people who just need some money and are too smart to realize this once great career is now a dead end job.

Your post sounds reasonable and probable. Its too bad the police did not receive better benefits when our ticket revenue was sky high. Also ticket revenue for CPD can never be as high as it used to be since the City sliced up where we can write tickets with the LAZ parking on meters and DOR on our former ticket writing areas. The city will never see those numbers from CPD again because there are 90% less places to write. So does this mean we just lose out?

The funding will come from the recent U.S. Transportation bill approved, which includes rebuilding the Bobby Rush Red Line.
Most important is WHY did the city F@CK with Ohare Expansion anyway (besides the pocket stuffing cash grab for Shortshanks). Now that the construction of one of the phases is near or at complete, a road has to be built to access it(?) WTF?
Airport of greater Peotone this is partly what put Ol' JJ Jr. in the nervous hospital for exhaustion. That blabber mouth going through some tough times while Lord Shanks is living the high life with his airport deals.

Well if the retards negotiating with the FOP are fucking stupid enough to try and convince an arbitrator that WE have to give up duty availability because the SERGEANTS did in order to keep a perk ONLY THEY GET, it ain't gonna fly exaclty now is it?

Giving the bosses or allowing the bosses to keep a financial perk only THEY get means the city's gonna hafta give US some financial perk in exchange to give up DA.

If you think the city's just gonna attempt to take away everything we have and try and convince an arbiter that they deserve to prevail, think again. Arbitration is mediation, not "Emanuel gets everything he wants and the CPD get fucked because he says so".

All those financial grandstands Emanuel's given away already or has declared he IS gonna give away are all proof of money, or the availability to GET that money.

The answer to that is pretty simple isn't it?

The mayor and alderman or state rep's will borrow the money by selling bonds.

In essence they'll put it on the cities credit card and then tell the tax payers how broke THEY are, just look at all these bills -- and then tell US that WE need to live within OUR means and stop being so extravagant because in doing so they can/will demand more taxes while playing the victims and awarding contracts to their clouted friends in exchange for campaign contributions.

They don't want you to follow the money trail more than one hop though.

They are counting on the taxpayers having short memories and being easily distracted with b.s. media stories about who attended what campaign fundraiser and what kind of clothes they wore.

The NATO expenses for example and the comment that the taxpayers will not have to pay a single dime. Nope! That's right, not a single dime.

The city is going to get the money from the Fed and where does the Fed get the money? TAXES on YOU. TAXES ON ME.

But if the money is from the taxpayer to the federal government and then paid to Rahm for NATO expenses we're not suppose to see that money laundering trail. No it's from the Fed.

Oh-no it's the Fed's money and to top it off that money is borrowed too and so if Rahm get's, say $15 million from the Fed government you can add maybe about 5% per year on top of that to pay back the loans plus the interest on the bonds we sold to investors.

Same goes for the Ohare $3.5 billion.

Add the interest rate for the bonds sold to enable the contracts to be awarded to the clouted friends and family members and that's what the taxpayers will have to pay.

It's a Ponzi scam pyramid scheme that's running out of new Ponzi's and that's one reason why they're waving the illegal immigrants into the country.

Pyramid scams like this ALWAYS depend on a constant flow of new and more people into the system to pay off the old Ponzi suckers.

It's not sustainable. The wheels are coming off as they twist the meaning of words to obfuscate and defend what's going on?

Oh yeah. Don't you see how good that "quantitative easing" is? It creates jobs and growth and that's a good thing. hahahaha..

Years ago Cops held a position of honor and pride among those they protected; hell they were liked by all (except the thugs).

Reality check: Now days it is sad that no one seems to care about cops UNLESS cops are saving their ass!

It’s not the old days anymore, (no more street justice)! If someone is videoing you, fuck it…who cares…ignore them…you know how to do the job right so just do it right. Don’t give them what they want for “film at 11”

Every one of you is a Knight doing battle. You have to fight almost every minute of every day.
All that comes with the job and you knew it when you signed on. (The only time a cop should complain is when the coffee is cold and the donut is stale.)

The rest of the bullshit can be taken care of at the voting booth. Whatever happens after the vote, suck it up because you took on the job to protect and serve!
Or quit and go find that big money job!

The money was there to give out $100 million dollar corporate tax breaks though.

Imagine if you ran your personal finances like the city. It would work something like this:

You get paid and then like the city gives back it's income in the form of a tax break, you give half of your paycheck back to your employer because he's the one that gave you a job.

Then you run to the bank and tell them your broke can't pay the credit cards, the mortgage or the car loan so they must cut your bills for you or... on the other hand they can give you another credit card so that you can use that card to pay off all the other bills for awhile.

Is that not what the city does with these corporate tax breaks -- Give away their income and then claim their broke.

Where does it end.

When the $100 million dollar corporate tax break runs out the corporation will be right back for more because it worked the last time around and CEO's continue to do what works until it doesn't anymore.

Funny how the political jackazzes run around calling this place a "World Class City" too isn't it?

Let me ask you something.

If we have all these things, attributes, that you just can't find anyplace else that make us a World Class City what does it mean if no corporation values any of it?

What I mean is if we were truly a World Class City we would reply to corporations begging for tax break corporate welfare "have a nice trip" Hoss when they threatened to take their business elsewhere.

You want to leave and give up this World Class Culture. The Theaters, the parks, the fine dining, the fest's, the diversity, the access to transportation, trade shows? Have at it. Leave. Call their bluff.

If those so-called World Class City attributes carried any value at all they would mean something to these corporation and they obviously do not.

The politicians know it's an illusion so they give into the extortion threats and negotiate with the corporate terrorist and guess what?

It doesn't take them three years to come up with an agreement either.

All that corporate tax break money should of been spent on making this place a real world class city. Whether that means wider highways, better roads, electric grid, whatever. Invested in our infrastructure that would in fact make this place irresistible to ALL corporations. Instead it's paid out to individual friends that give campaign contributions in return -- extortion money as we're threatened.

Think about it. What is our long term return on investment by handing out these corporate tax breaks? They'll be coming back for more when these expire and do we just keep doing it?

I say the time for a change is well past do and I ain't talking about no Obama-like change either. We tried that and it didn't work.

I know where about $15 million dollars of city money went that should of either gone into the pensions or used to put more officers on the streets or for promotions and raises!

The $15 million dollars went into the settlement fund for 900 war protestors civil rights violations because the CPD blindly followed the orders in their chain of command to inflate someone's clouted ego.

I agree to leaving the contract as is, otherwise it's going to the chopping block. I don't know if I have the confidence in FOP to go to bat for us and really get down and dirty with Emmanuel...or if they'll just crumble and say ok to whatever this guy throws our way. I could care less about a raise or any other little bone that could be thrown at us....the tradeoff will not be worth it. Right now what we have is still good.

I'm a Sgt and just heard today that while in the preliminary stages the city wants to offer us a 5 year contract with no money for the first 4 years but 12 percent in the last year, along with 10 paid holidays, still maintaining our 45 mins a day, duty availability and a 20.00 increase in medical coverage cost.along with the same uniform allowance. Seems like Rahm wants to distance us from the P/o's so as to make us do our jobs as sgts, and not act like the officers pals.

Sorry when I came on 22years ago the economy sucked. Myself& many of my counterparts took this job for the security of a steady paycheck. My only family on the job was a cousin who came on in 82 when we were in a midst of a recession. So the burning desire was fueled by economics, nothing more.

Like correcting reports, solving problems, doing all kinds of things and assisting in getting the oncoming watch up on what hapened. There are a lot of things that have to be done by a sergeant while you are in you own car on the way home. It is also something the rank has earned. Why don't you study hard and take the test, if they ever give one again.

Good luck with the negotiations, guys. We retired military members are preparing to get screwed by Rahm's former leash-holder. The administration wants to treat the medical care we earned over 20 years as some sort of social welfare benefit and raise our costs anywhere from 9% to 345%, depending on our rank at retirement. If they can break faith with us....
