School Strike Coming

The arbitrator's report was rejected by both sides - unanimously by both sides:
  • The long-awaited fact-finder’s recommendation on how to solve “toxic’’ Chicago teacher contract talks was finally made public Wednesday — but nobody wanted it.

Mayor Rahm Emanuel’s handpicked school board and hundreds of Chicago Teachers Union delegates both, unanimously, rejected the recommendations of a fact-finder both sides had picked to help resolve their stalemate.

School board president David Vitale said the cash-strapped district just didn’t have the money to pay recommended raises next year of 15 to 18 percent, totaling some $330 million. CPS had offered four years of two percent raises.

Though the fact-finder had recommended a fat pay hike for teachers ordered to work 20 percent more next year, Chicago Teachers Union delegates didn’t like his dismissal of their concerns about job security. They said they fear the district’s growing use of “turnarounds” and school closings that displace good teachers through no fault of their own.

So Rahm completely united the teachers into a force that just may derail his national ambitions. He gambled all of his political credibility on an end-around in Springfield that pretty much attempted to remove the teachers from the process, and he is on the losing end. This explains his going completely balls out against the police and fire with his tame reporters. He's got to win somewhere and neither of our bargaining units can strike.

Well I guess that Noodles will just have to raise taxes then...except then there's this:

================================

"Special tax revenue declines, denting city funds"

By Hal Dardick, Chicago Tribune reporter

8:30 p.m. CDT, July 18, 2012

"Falling property values have triggered a drop in property tax collections within the city's controversial special taxing districts that aim to generate money for economic development, Cook County Clerk David Orr said Wednesday."

"Revenue in the city's 163 tax increment financing districts will drop by $56 million to $454 million, Orr said as he released his annual report on TIF districts. In nine districts that poured millions of dollars into city coffers just last year, nary a penny will be collected this year, he said."

----------------

(( what kind of scam is this where you have nine TIF districts that you will not get a single penny from in tax revenue?? Is this where all the political clouted families live that pay no taxes?? The story continues...))

===================

"These dramatic declines raise critical questions" about financing economic development, Orr said. But city officials downplayed those concerns, saying they have been careful in estimating revenue and making spending plans.

-------------------------

(( When the city claims to have carefully estimated this future tax revenue we wonder if they use the same assumptions that they used for our pensions --- that the pensions will be earning 8% a year on avg. hahaha good luck with that! But hey, you'll have a $29 million park thanks to Noodles. Just don't plan on camping out there if you are on the reduction of staff list and lose your home))

--------------------

Orr pointed to the LaSalle Central TIF District in the Loop, which will bring in no property tax revenue this year despite generating $20 million just two years ago. Mayor Rahm Emanuel recently committed $29 million from that district to help pay for a new riverfront park to complement a high-rise development, Orr said.

http://www.chicagotribune.com/news/local/ct-met-tif-report-0719-20120719,0,4786338.story

--------

A TIF district going from $20 million to zero oh that's special. Not to mention all those homes in the bankruptcy/foreclosure pipeline STILL.

Don't look at the police, fire, teachers on the streets. Oh-no, look at the pretty park his hindness has given you. Pretty ain't it. So pretty. So, so pretty. $29 mmil!!!

Cook County correctional officer killed in hit-and-run incident

7/19/12 0:24

By: LEEANN SHELTON AND HUNTER CLAUSS Staff Reporters

A Cook County sheriff’s correctional officer died after a hit-and-run incident Wednesday night outside the county jail, officials said.

The woman was struck about 10:50 p.m. while she was crossing the street in the 2900 block of South California, police News Affairs Officer Ron Gaines said.

She was hit by a full-sized gray van, possibly a Chevrolet with white and blue stripes, said Cook County sheriff’s office spokesman Frank Bilecki. The officer became pinned under another vehicle and the van sped off.

She was taken in critical condition to Mount Sinai Hospital where she later died, officials said.

A small group of employees at the jail gathered near the scene.

One woman emerged from a car and asked, “She didn’t make it, did she?”

Here we are just about four weeks away from school opening up and not a single revenue generating school zone speed trap camera install yet. Not a one that I'm aware of.

Isn't that something. With this crisis and all.

However there's no crisis in helping out the corporation building that condo downtown with the $29 million dollar park that the politicians are praying will raise property values and therefore the property taxes.

Then again to make that happen one would think that you have to do something about this Chiraq image that the leaders are showcasing.

The teachers rejected it because it gives them no working rights and does not change the evaluation system for teachers by vindictive principals. The teachers are not rejecting it due to an issue with the money the fact finder found, the CPS is rejecting it claiming they do not have the money.

Now, my problem is that this persons job is a "fact" finder, and the FACT is he found money that CPS should use for raises- CPS again refused they have it??? Sounds like someone turned the light on city finances, and the rahm is nervouse that his "we are poor" routine to bust all of our unions is in jeopardy!

If the teachers and CPS agreed on this, there is no solid verbage in the contract so that would mean next year, CPS would again have to lay-off 4,000 teachers (in retaliation) for exposing the fact that the city does have money. but it is only to be used for rahms buddies!

This is a very touching and classy display. As a correctional officer, I would just like to say thank you.

The department arbitrarily " reassigning" Sgts from 002 to 005. I'd be very concerned because if they move them they way the did, patrol officers could be next. The kicker, is that if you were " assigned" to your district say out of the academy - the city is saying you did not bid there and thus are subject to being moved. You are only considered a district BID if you bid in from another district. So in reality you could come out of tge academy, be assigned to your district for 10 years, and a person who bid in last month is safe - you are not ?? I guess if and when any openings are posted to your district - the people already assigned there better put in a bid for a district they are already in ?
Also, they used reverse seniority but then exempted tact, CAPS, and detailed out Sgts. So Sgts with less seniority in these spots got saved. ( not to mention 002 has two CAPS sgts - one with little time who got saved because she's in CAPS).
Some people are going to post F*** the Sgts, but if they did it to them, you can bet the PO's will be next. If you never actually BID but were merely " assigned" you could be screwed.
Same in 019. But atleast some went to decent districts (012) not a pit like 005.

The FOP can get the troops united around a common cause if they start now. Start hitting the mayor and the city council harder.

Fuck the media. They will not be on our side. Fuck the aldermen.

We have to care for our selves, because no one else will. The FOP needs to demonstrate more fully AND loudly that it cares for the membership, even if it means that everyone gets sick at the same time. That flu virus can be a nasty and contagious thing.

7/19/2012 11:51:00 AM

PROBLEM: FOP does not care for the membership. The membership is big PITA! Calling, Asking, blah, blah, blah. Even with the door locked they just keeping coming in and calling! This would be a good job except for those pesky members!

Not a cop. Please don't get hung up on "well that group is in a union, so we should blindingly support them". In general, I am anti-union because they reward the idiots at the cost of taxpayers. However, most of the population will support cops because the police have a chance of getting killed on any day helping the public. However, in big cities, there are too many teachers, who can't teach. In Chicago the drop out rate is huge and test scores are horrible. Yes, parents are too blame as well.

Why not pay teachers based on merit (improving kids test scores), fire the ones whose kids don't improve and allow parents to send kids to the schools of their choice as long as their kids follow the rules and do well?

Anyone who thinks the Chicago school system does not have huge issues is delusional. And throwing more money at the problem will not help...and it has not help over the last 50 years.

The Evil Racoon WANTS a teachers strike. Why? Who the fuck knows. It just plays into his crazed idea of keeping everyone who works for the city off balance and working against each other. Why would he care. This little jagoff has over $20 million he stole as a "financial banker" sitting in banks collecting interest. He also stole a lot when he was on the Fredie Mac board as an "advisor".

We need to get the union contracts done BEFORE any of these revenue generating activities such as the school zone speed trap cameras are installed because if the unions see that money coming in they will want a piece of it....and we need that money for all our clouted friends.

Also, a teacher strike will enable the city to "save". Saving is good! Who doesn't like saving? Saving shows that you're responsible. The word save conjures up all sorts of positive images in the minds of the people. /sarcasm

Why not pay teachers based on merit (improving kids test scores)

Because that was tried. And a good number of teachers and admins were caught cooking the numbers. Or giving students multiple chances on the test. Or showing them wrong answers and giving them the tests back.

Because the students in the CPS are not cut from the same material as kids from the suburbs. No matter how much money you throw at them, they will not perform and achieve to the same level.

In the suburbs, mom and dad both care about how their child performs in school. And how he/she behaves.

In the city, mom doesn't care and neither does daddy, whoever/wherever he may be.

As for the fight with the CTU, looks like Rahm punched the hornets' nest.

And you think that CPS teachers are not at risk of being killed on the job? There's over 100,000 gang members in this town!!

"Why not pay teachers based on merit"

If the merit scores from a teacher showed positive year after year it's just a simple matter of flooding that classroom with more illegal immigrant students until the test scores decline or for the teacher to find a way to kick or frustrate the non-performers out of the class.

There should be accountability but I don't think it's as simple as looking at a test score.

The Fraternal Order of Police was dead-set against the city’s decision to forge a $1 million partnership with CeaseFire, a Chicago-based anti-violence group that sends felons into the streets to mediate gang conflicts and stop shootings, but refuses to share information with the police.

But, FOP spokesman Pat Camden said the police union has no such qualms about accepting help from the Nation of Islam.

“The last time I checked, Fruit of Islam isn’t convicted felons, are they? That’s a huge difference. And they’re not getting paid by the city,” Camden said.

“Anything that will cut down on the violence because of the lack of manpower, we’re glad to see. It’s people in the community getting involved to stop the violence. He’s part of the community.”

Interesting, my union thinks that volunteer monitors are an acceptable solution to the street violence in Chicago. Is this going to cut my overtime? Further destabilize my pension? or just subject me to a greater risk of citizen complaint at crime scenes.

BTW: Oh Great Orange One: You don't have answer every reporter's call. And to "Dah Ah And Uhm President," just stay off mic.

Nope. Order for bids came out and was recinded because they have to open up bids city wide. These Sgts were arbitrary " reassigned". All sgts from 002 sent to 005 against their will. Sgts from 019 split between two or three districts. No bids. And lots of sgts with more seniority got sent before " exempted Sgts = tact, CAPS and those already detailed out. PO's are next. And you are making statements based on what? There is not evidence that the majority of kids who fail in school or drop out live under the condition you have outlined. All you have are a couple of war stories from a few personal experiences. Way too many of the teachers and administrators are ill prepared or do not care. That, my friend, is a documented fact from many large city school systems around the country. Throwing money at these schools has shown not to work after a certain point. The chicago public school teachers are the best paid of any major city in the country, have the lowest retirement age, the best pension and the shorted work day and work year of any school system. Let the union sponsor a study of how much time is actually put in by teachers after school hours in their " preparation". They are afraid to because the results would blow holes in their horror stories.

CTU did in fact sponsor a study to determine the average hours a CPS teacher works per week. Including clocked in time and unpaid work after school and weekends the average was 60 hours per week. The teachers only get paid for 31 hours a week. Check the CTU web site to read the study.
