A Hole in the Logic

McJerseyShore made a comment, has made this comment many times in fact, in the press, before the City Council, anywhere he is allowed to speak:
  • "more cops on the street will not reduce crime...."
Really? Because we just got back from VRI (Violence Reduction Initiative) and the word there is that we are hiring back 200 cops....per day....and paying out nearly $800,000 per week in overtime to man the violence zones and hot spots.

And now that Detectives are allowed to work the "supplemental" days (at the higher pay rate) that have brought the VRI to a full seven-days-a-week extravaganza, the total bill to taxpayers is hovering around a full million dollars per week.

This would appear to give lie to the budgetary woes Rahm is always crying about and the stories of untapped billions in TIF money are looking less and less like rumors.

Something the contract negotiators for all the city unions ought to be taking note of.

UPDATE: 200 cops a day.....hmmmmmm. That would be about the size of TRU. Or MSF. Or even SOS.

UPDATE: Commentators say the number has doubled to 400, which would make the weekly cost somewhere in the neighborhood of $1.6-to $1.8 million per week. Keep it coming Rahm.

$1 million a week in VRI overtime for a year would also pay for a certain park at what used to be known as the Daley Bicentennial Plaza at the north end of Grant Park. Go figure.

Run the numbers it is much more than 200 a day, its over 200 just for the regular 1800 start, if you factor in the day shifts and the 1600 start its more like 400 and then you need to add the new supplemental......and again this is paid out of CORPORATE funds not a grant...............money is found for what they want to find it for.

What are we robots? We work and we go home. The problem is we all become super bullshit detectors and begin to believe everyone is lying to us (Because they do to Police Officers).

The system beats us down, courts are a joke, laws are never enforced (unless against its against a Police Officer or the average citizen with a little money to pay a fine) and we realize that alot of bad people walk among us so we become aware.

Becoming a cop makes you see the ugliness of society out there, but we still are "civilians". If the new Police Officer seems different, its because all that liberal bullshit forced down the unexposed civilians throat, is seen for what it is. Twisted lies and political cover-ups.

Hopefully the PPO isnt additionally stressed by the job being placed in a District with horrible and/or non-existent leadership. Maybe she will get a good FTO. She should move towards the working Police. Listen to everyone and take what you can from them. Ask questions. Learn how to do the job right. Find a good partner. Stay dry, warm and eat well.

Life isnt all warm and fuzzy as the sheltered are made to believe. Hopefully the new Police Officer can adapt and learn to leave the job at work. But the person will never be the same. Police Officers all realize soon enough that we know the answer to everything... :)

PS Let her sit facing the door when you go out to eat.

That is incorrect....it WAS 200 cops per day. As of this week it is 400 per day. Not a typo....four hundred. the dynamic duo (McJerstyShore and the Rahmunist) are both shitting themselves cuz they know warm weather is just around the corner. But don't fool yourself the city is still making out because it is cheaper to pay us OT than to hire more and pay the benefits. And yes, that number is almost EXACTLY what we had w/ TRU and MSF.

Think about what you could do with all that money we are pissing away at time and a half! We could hire more coppers and help fund the pension. We could put coppers back in neighborhoods that pay taxes and don't have any Officers assigned there. Imagine that!

Of course I am not aware of the Mayor's Master Plan.

It's a lot of money, but not my money. Besides it's still cheaper than actually hiring new bodies. New people are more than just salaries. They are pension contributions, healthcare, vacations, etc.

If enough animals wipe out most of the other animals, I can always cut back or eliminate this program completely. Something I can't do with actual employees.

So who is the real dummy here? Me or the rent-a-cops who keep working these programs that allow me to keep understaffing your, I mean our, Department?

Your numbers are off by about 2X. It is now 400 per day withh a third pulling out of area 4. When it was 200 per day the tab was 800k per week.Now its got to be closer to $1.5 mil a week.
None of the exalted command staff have even considered the burn out factor, you can only work people so much for so long before the productivity is gone,the money is good but burn them out now and what are you going to do come summer?

that's a good idea , extra money for working coppers , city doesn't have additional cost of hiring new coppers , cpd should require officers selected to work are workers and not dogs that won't write a ticket , make an arrest or hide in an office.

I am a retired CPD Sgt. who currently teaches college, and the McNumbnuts quote is right out of the Kansas Study, which has been used as an excuse to justify Community Policing and anything other than Aggressive Patrol, since the early 80's. The reality is that increased police presence DOES deter crime and the fact that he is putting 400 more officers on the street clearly shows his actions are different from his words. He has also shown his inability to plan ahead. The fact that the City has had to rent/lease cars some with out of state license plates to augment the current fleet is further proof that McNumbnuts did not plan ahead. If you doubt me go to 6120 S. Racine, the cars are parked west of the building against the guardrail. However, they will not hire more officers because the City population is down and dying. Chicago is already dead in some places. I drove though Austin this weekend and was shocked to see how it has declined. It looks like Detroit. So suck up the overtime because it is cheaper to pay you than to hire new officers with a benefit pkg. for 20 yrs into the furture. A casino may help, but the issues are far more complex than just bringing in more revenue, far more complex. "G"

Actually for a unit to put 200 PO's on the street every day for one watch they would need at least 264 street PO bodies : 8% furlough, 14% RDO, 5% medical/IOD (in a unit of gung ho coppers, the IOD would be much higher), 5% comp time (I'm generous with the comp time, gung ho coppers never want to take a day off.)

To have a manageable span of control, they need 1 Sgt for every 10 POs (five 10-4 units on the Sgts Log) they need at least 26 street Sgts.

The house mice are already in place, so they are not listed as street police.

The city is saving BIG money paying OT rather than hiring.

There were so many cops on the street last night in our district that i almost couldn't believe it. It was the way it should be. We actually had backup on these crazy jobs and it really felt like we took the neighborhood back... at least for a night. And, guess what, not one single person shot and i can't even remember a shots fired call last night. More cops really does have an effect and shuts down neighborhoods. I don't care where they're getting the money, but thank you for the help. We really need it.

Scc, I don't mind it... It's making me about 1200 dollars clear per month. Don't f this up. If they keep VRI around I will be perfectly happy. I could care less about manpower if I'm getting an extra 15000 per year on top of my court and regular pay. VRI so far has paid for both of my kids tuition.

On the 23rd, they had about 385 total between regular and supplemental. That was for 1800 only. They wanted about 450 according to a Lt. Its a win -win for the city. They get a hundreds of cops on the street, satisfying the citizens, aldermen, and reverends. We get the o.t. We've always wanted, and the city doesn't have to pay the health and pension of new hires.

Not hiring more cops equals less cops paying into pension.

Pension gets weaker by the month giving Rahm more leverage to cut benefits.

People being killed considered collateral damage.

McCarthy has some good qualities as Superintendent, but he will have to wear the jacket of among other things,

1. Constantly stating that the C.P.D. wouldn't do a better job with violence if more Police were hired. The way to run a major city with a Murder problem is to change the strategy.

How's that working for you?

2. Joining forces with Father Phoney in any substantial way. The snitch thing should start with Father Camera Whore snitching about what he knows about institutional rape and molestation within the Catholic Church.

Keep an arms distance from this guy. You are not a preacher.

3. Unqualified Exempt Staff. Promote real Coppers of all ranks, to key positions, to run the day to day operations. You have a few good ones that are knowledgeable. Most of them are Politically Correct administrative hacks.

Who knows, street police might actually respect the higher ups?

4. You have not changed the way the Dept gives Promotional Exams in any significant way. Make your 20% promotions by "merit", but then leave the rest of the spots open for Police Officers to LEGITIMATLEY COMPETE with one another for who actually has a higher test score.

I know, it's a new concept in Chicago, but why not try it?

Now Garry, I know you are not going to do any of the above, because Rahm will say no.

In Summary;

Not enough police,
weaker pension,
more Murders,
useless strategy,
father phoney,
many unqualified exempts,
scam testing,
Rahm says no.

It's the Chicago Way.

Apples and oranges my friend. The dics aren't getting paid to investigate like the Sgts are getting paid to supervise. The Dics are doing the exact same thing as the POs so they should be paid the same. I'm sure the Dics won't mind and if they do its voluntary so don't sign up.

My opinion is that the VRI is Rahm's way of fucking our pension up too!

By dangling the "overtime" money in our much needed lives out to us...(for kids tuition and payments and debts)we subsequently are doing the job necessary with LESS. (As in more with LESS)

Thus there is no hiring of more cops and no payment into a pension as needed.

ANSWER:

EVERYONE NEEDS TO STOP DOING THE VRI overtime and any other overtime they offer.

The specialized units would need to slow or shut down and the tact /Gang teams would need to cease on the contact card bullshit and heads or whatever they do.

Let it spiral out of control but obviously WE as a department are not on the same page and therefore WE are going to shoot ourselves in the foot and fuck ourselves up not even knowing what we did!

Dangle the overtime in our faces and our GREED and NEED will force us succomb to their plan.

Like everything else about this job I have learned in almost 20 years we are are our worst own enemy!

If a det is rude to you, call him or her out on it. I'm a det and I admire the patrolmen and would never even think of blowing something off. From the patrolmen on the street to the desk crews I deal with, I am always, always thankful and appreciative of their help.

I apologize on behalf of the jag dets you've had to put up with. Next time if a det doesn't want to go for an upgrade, ask him or her to explain why, say you want to learn from it.

I also would never, ever, ever think I'm above a patrolmen. As dets, we put up with a lot of shit, and some shitty working conditions...but we know you guys have it a lot worse. If it's any help, all the dets I work with feel the same way.....we go out of our way to help you guys and appreciate your efforts.

Don't let a few jags taint your opinion of the majority who aren't.

Can lieutenants work it? A certain female lieut. in 024 on midnights is crying about how lieutenants should have first crack at ANY O.T. details and how the cmdr. screwed her and she should NOT be on the 1st watch.

The answer to the first question is yes, they can work it. But as I understand, they are subject to the same seniority rules as the P.O.'s so she may not always get her watch of choice.

I know the LT you are talking about. She's been taken care of ever since she's been a PPO. Her stint on midnights is temporary and she knows it but she still bitches at how unfair it is.

If there really is a god, she would be in 011 on midnights.

The problem is the City gets extra police without hiring any. The City saves money on our backs. We are complicit in violating our own contract. We are working with all the liability and risk and we are giving the City a pass both on overtime premium pay and pension contributions.

If no one went, the City would have to do hirebacks at premium rate. Personally, I would like to see that money pensionable.

So when we whore ourselves with the self delusion of "needing more money for tuition" we are sticking it to ourselves. As usual.

But if lots of coppers stayed away, there would always be the whores/vultures who would swoop in and snap up any available blood money.

That's the problem.

I have seen this at 1st Watch Roll Calls and it worries me. Cops are tired and burned out and will make mistakes. It was different when we could get them the night off when they wanted it.

Just like there's that guy/gal on your Watch that you would never want to work with, there are J/O's in the Detective Division. . . . and on the Mayors Detail. . . and on the Swat team, etc. etc. If you've had a bad experience with a Dick, ask around about him. CALL HIM OUT!! We are all blue. Don't assume all Dicks are A*holes. Quite the contrary. You won't feel that way after I've handled your OI-shooting. I studied hard way back in the day and scored well. I had Great teachers on this job! Many are already dead now. I'm still learning every day. No, I'm not politically connected. No, I'm not merit. I work my ass off. Always have.

That said, Yes. I do have seniority over you and with that comes privilege. In these tough economic times (No, I didn't vote for him) I need the money too. Things are tight in my household, and we are very budget minded here. My kids don't stop growing, eating, etc. With more seniority comes more bills: Medical, high school, college, etc. Don't ever NOT put in to work extra, even if you think you don't have the time. Eventually you will get the call. Do what is asked and you will be recognized. Put away your iPhone for a Tour and pay attention to what is outside your window. Yeah! Leave it in your locker. Watching NetFlix might get you hurt/killed. It'll do you good. Give it a try. See you at roll call.
