Disband CompStat

Rahm wants 200 coppers on the street?  How about disbanding CompStat?  You have dozens of coppers compiling statistics at the District level, at least two, sometimes four per district putting together binders full of paper.  Then you have another group at HQ compiling stats so McEgoManiac has something to play "gotcha!!!" with. We keep hearing that CompStat isn't a number game, but the first thing a commander hears when he steps up to the podium is, "Let's check your numbers."

How about we stop counting crime and start fighting crime?  Or would that be too difficult?

Putting those numbers into reports justifies a lot of the bosses jobs.

How about the 100 at the DOC, and a bunch at CPIC. How many different types of reports that say the same thing are needed. Makes no sense considering the Commanders have to run their own reports.

Can't believe I'm saying this, SCC, but I disagree and the reason why dovetails your point.

Within the past week or so I was reading about an odd trend in New York City for the last 20 years, give or take. They are finding that the single most effective weapon for reducing prison population and crime is <> more cops on the street, deployed specifically as well as consistently in statistical crime hot spots. They are still trying to assess why this is but it seems like properly deployed police presence does more to reduce crime and prison populations than any other approach.

Which gets back to the bean counters. If Compstat is doing its job the right way and the brass is properly deploying cops based on that data, then we should be seeing some good results. There are a lot of "ifs" there, to be sure, but I'm not ready to throw out a potentially good thing IF it done right and may make a diference.

If the New York experience is right, then we need both Compstat (or something comparable that really works), brass with the brains and balls to back it up and then more cops on the streets but in the right places.

Yeah, lots of "ifs" there but, hey, is what we're doing now working?

Thanks, SCC! I was hoping someone would point this out. The first time I went (was forced) to go to compstat, I sat there in total shock. Tobias was still around then. When he was at the podium, the poor guy was a stuttering fool (I later learned that Tobias stutters anyhow, but he could barely speak then). In my 24 years on the job, I had never seen anything so surreal.

The supt uses these "little" surprises to embarrass & demean people. For example, they'll pull a robbery case report, where the offender (say a M/2) has a possible nickname of "Mike." One of these flying monkeys will then run all the M/2's with a nickname of Mike. Then, some random picture of a guy with the nickname of Mike will be flashed on the screen and this idiot or Tracy will ask, "Is this the guy? Did the detective do a photo lineup?" If you don't have an answer, bend over and grab your ankles!

So now they want to put an additional 200 out there? Rounded up that adds 3 bodies to each watch, per district. Are they going to mandate beat cars run 3 deep? They are already doing that with the FTO's and their PPO's.

Just like the DOC meetings. I used to get a kick out of counting the number of POs and their Sgt. walking around with microphones that had to be given to those responding to questions by Inquisitors. There were usually only 3 but every once in a while a 4th one would pop up. I wonder if they still have them. I do have a question though-- Are they the same people who do those Binders? At the DOC all we got were handouts. So, the new guy is actually producing more paperwork than Cline? I thought that was impossible.

That is an excellent description. I nearly fell off my chair when that happened recently. The supe's goons solved the crime from behind a computer at HQ! Brilliant! In fact, they are so brilliant they should be on the street where they could solve hundreds of crimes without getting into a squad car or interviewing anyone!

This nutcase knows nothing about police procedure.

We are doing COMPSTAT, and it is not working. Let me make a suggestion:

Have a couple of computer wonks down at 35th /street pull the numbers. Give them to the District under the microscope. Call said District down to the buiding, and in a closed door meeting, go over what works and what doesn't. This would feee up 100 Officers across the City that are wasted duplicating these efforts.

I know it's not as fun as calling the Commanders up in front of civilians, PPOs and the Commanders other subordinates and screaming at them to make them scquirm. Maybe Garry could pull the wings off of flies and poke sticks through the fence at dogs to get his ya ya s.

The only way Compstat will be effective at affecting the crime rate is if the meetings are done outside at "hotspots." Having about 100 uniformed police (I use the term loosely) on the street for 1 1/2-3 hours on a Friday or Saturday night might do some good. Then Wysinger can do his weekly end-of-Compstat walk and talk speech and put the whole neighborhood to sleep. It's a good first step.

There is minimal need to maintain or track the number of any activity. The only reason is so that the politicians have an answer when their peeps call to complain that the neighborhood is going to the dogs. The politicians want a comparative number to "show" that "they" are staying on top of the police department and pushing them to make the community better and safer. We (cops) can easily determine if a strategy, or a program, or any number of enforcement activities is effective, but the politicos can't. They need to be told the NUMBER of shootings are down, contact cards are up, the NUMBER of arrests are up, CRIME is down, etc. Lets say that one again, because if we do it might come true, CRIME IS DOWN, CRIME IS DOWN... well I mean OVERALL crime is down.

The police do not need numbers to be tracked. When crime conditions change, whether for better or worse, we know what needs to be done. Apply more or less resources to address the issue, modify the behavior of the community or certain faction within and conditions will change. On then to the new problem or the one most in need of resources. Tracking is for the politicians. Politicians then have an answer, the media has a report and the cops get berated either way.
McKnucklehead pushes this compstat crap because he is a political hack. He has catered to politicians since he was a young cop and this numbers nonsense is his way of continuing to do so. If he was a real cop he would know the numbers game is only for the elect and their cronies. But, alas, he is not a cop, he gave that up a decade or so ago so as to suckle on the political teat. We should NEVER give an accurate accounting of our activity. I always give a lower number that I actually do. 5 contact get reported as 3, same with tickets arrests etc. Tha way the politicians never have an accurate number and can be found as full of shit with a little research. Full of shit like they ALWAYS are.

Ok, so all you complainers in 015 must be doing something wrong! Apparently at the last Comstat, Commander BW was singled out for doing something right! She was praised for her reduction of crime and numbers. She was asked what she attributed the improvement to and she stated her XO and other Supervisors were putting the word out and getting things done. So apparently denying comp time and messing with the troops works in getting more contact cards and reduction of crime. Everybody watch out, McGoof will be implementing her tactics citywide, or better yet, make her Deputy Chief of 015.

This is exactly true. This has been my experience with compstat also. The supt and his side kick will surprise the commander with some crime or stat and will continue to berate the commander about it until the commander is left looking like a sorry beat down puppy. It's really a bad scene.

While Accountability is important in any organization, Compstat is not a Policing Strategy equating to Enforcemnet by any means. It is merely an acountability methodology. In Chicago's version our Superintedent regularly embarasses and ridicules members of of the command staff, depending on his mood. I remember being told by real leaders of men that we Praise in Public and Discipline in Private. The preconceived notions and ignorant claims made by these carpetbaggers speaks volumes to their leadership abilities. Chicago has a unique Gang problem. These Last two administrations have brought us back over 20 years. We are doing the same things we did under Rodriguez. We gave up our ability to move fast and Saturate an area with motivated officers. Now we Identify a problem and tell the beat guys to handle it. Intelligence Based Proactive Policing has gone by the wayside, along with officer moral and the quality of leadership. All a direct result of the downsizing of this Department.

More people are moving out of Illinois than are moving in, at least among those who hire professional movers and are moving within the country, according to the annual United Van Lines report on domestic migration patterns based on their bookings. The supt uses these "little" surprises to embarrass & demean people. For example, they'll pull a robbery case report, where the offender (say a M/2) has a possible nickname of "Mike." One of these flying monkeys will then run all the M/2's with a nickname of Mike. Then, some random picture of a guy with the nickname of Mike will be flashed on the screen and this idiot or Tracy will ask, "Is this the guy? Did the detective do a photo lineup?" If you don't have an answer, bend over and grab your ankles!

Worse is chief Tracy, he finds these crime patterns and flaunts them to the D unit. His people may turn up some good info, but they discover these patterns and sit on them till compstat! So they know about crimes that are connected and maybe occurring but instead of telling anyone he holds onto them for the got ya fest. Another idiot at work.

In keynesian economics the "Broken Windows" theory will say that crime is good for the city as it creates jobs and economic growth.

Oh yeah, the more crime we allow it gives the city council, the mayor, the governor, the president an excuse to raise taxes so that they can protect us all.

We need more cops. More alarm systems. Better up those insurance policies. Locks, cameras. etc. Security apparatus. Not to mention guns and ammo with taxes licenses and fees based directly on all of it.

You get to play the victim too if you're a politician. When the cries get loud enough and the crisis is large enough you step up to the podium and say well okay if that's what you want more police we can do that but we may have to tax you more. I really didn't want to but if you insist.

Yeah. When the crisis is allowed to run out of control people get emotionally charged for something to be done, anything, because they think it's better than doing nothing.

But in the end they don't want to end crime. They want to use it as a tool.

Do the politicians in this city care about it's people or do they care about a group of people with contacts at prestigious institutions and Alumni WITH MONEY?

This shooting shit has been going on and on and now, all of a sudden, it's all hands on deck after how many people died and how many people wounded and traumatized.

That said. Why would you want to reduce crime if you're benefiting from it all?

We can say GDP is up. Look at all the ER cost, doctors time, hospital time. Ambulances, EMS.

What do you want to do cut crime and put all these people out of a job including much of the CDP white shirt command staff? Heh.

What a dog and pony show feign of caring and interest. Go sell it to the Sweeny.

Boo fricken hoo. Why didn't Rahm just reiterate his "take it to the alley speech" ya know? Yeah, you know why and so do I.

In the deep dark basement of the Sanctuary City of Chicago's downtown Tower of Bullshit we find the 24/7 counting room operation.

Outside, you can see the armored tucks arrive hourly like clockwork from all the police districts across the city.

As the sacks full of contact cards that need to be counted for the Comp-Stat reports are unloaded men place the sacks on pallets for the forklift driver.

Once inside the forklift driver passes quickly by the room where the scary looking weapons that have been taken off the streets are counted and into the main counting room.

It's no high tech savvy operation here. The cards must first be separated and sorted by a secrete process on the tops of large counting tables that are overseen by blue light security cameras and other security apparatus.

Then after the separation the bundles are dropped into a counter. It's a modified version of a dollar bill counter like you will find at a bank or casino's counting room.

Drop the cards in and Pfffffft. They're counted in seconds. Numbers are then written down and checked and rechecked by men wearing black visors and Ben Franklin like glasses.

It's long, hard, and dirty work in that basement.

If you happen to catch one of the men leaving at the end of his shift you might just hear him muttering " was it twenty-eight or twenty-nine to tell you the truth in all the excitement I kinda lost count myself."

If they want to count numbers,why don't they just set up a system that counts all the district activity that can be retrieved by headquarters for their mtgs? Districts and units waste so much police power on this crap. Work smarter not harder dumb asses!

I concur, they are always pick on BS to bully the patrol from their desk. "oh you go the activity but, not on the right beat..." Then come out from under the desk Compstat and start doing some patrol work, but a lot of them never ever were workers anyways.

Several years ago you all beefed, moaned, and complained that you hated all the politically connected bosses who were incometent retards, and that the Department was too top heavy.

Weiss cut your bosses down in half, and thats what you wanted.

McCarthy puts the left over, politically connected, retarded bosses on the hot seat and actually makes them justify their postions.

Becasue that's what you wanted.

Tell him that you want to fight crime, and that you can solve crime issues by arresting people.

You will need to prove that to him first. Do that and I guaruntee you that he will listen.

Come up with a plan where you prove him wrong, with proof, and he will listen.

Every department member is invited to whatch these meetings.

I enjoy watching the left over hacks get beat up by him. He actually asks them questions about hot cars and contact cards, and they can't figure it out.

Yet they make $156,000 a year plus benefits.

Anyone who puts together statistics or reports and who is sworn can be transferred and replaced by a civilian. There are plenty of college graduates looking for work. You dont need a police officer to do that work.
