NY Style

Word from a reliable source says the recruits currently in their training cycles will all be assigned to foot posts at west and south side "hot spots" upon completion of the three months.

Brilliant - kids with zero street smarts and the barest minimum of training on fixed foot posts in the worst neighborhoods Chicago has to offer.  And since the FTO program is in shambles, the "minimum of training" might actually be an exaggeration.

I remember the anticipation of leaving the Academy. Couldn't wait to get out there and learn everything, do everything, fly into the hot calls, ask all the questions, make a difference.

They won't need street smarts or extensive training to request event numbers for fixed posts and to write parkers and ANOVs.

And you're 100% correct about the [lack of an] FTO program being in shambles. Take a gander at what the requirements are, and see if jumping through those hoops and having to be responsible for babysitting a PPO in this day and age is worth the pittance they call FTO stipend.

Thanks, but no thanks. Even if I worked in a training district, I prefer to remain 99. I can see the department having to fill FTO spots by reverse seniority because enough people didn't sign-up. Stranger things have happened.

There was an FTO meeting at the FOP hall which RA tried to feel what the FTO's really want out of the contract and city. Didnt like FTO comments on the doubling up of ppo with ftos. This is another cluster fk. FTO test come one come all south or 11. confused

That is the dumbest idea ever. I can see putting the recruits downtown surrounded by high rises, resturants and crowds of decent people. But to put them in the hood surrounded by savages, filth and the possibility of injury is absolutely absurd. Place the recruits where tax payers and decent people deserve and will appreciate their presence. Not in a hell hole.

I'm not so worried about overzealous PPOs chasing when discretion would be better - though I do know it will happen on occasion. More concerned about what they DON'T know - like recognizing hand-to-hands, local gangs, etc. Just standing there and not knowing what to SEE, or what means what around them. Policing is as much operational art as it is educated skills, especially in this city with such a rich and lengthy gang history. Will these kids even know what to look for, or what nuances to pick up? Doubtful. And stuck on a footpost, their influence is confined to the roughly 10 yards in any direction.

This is a terrible idea, but the FTO program or lack there off, has ALWAYS been a mess.

The majority of FTO's are people nobody else wants to work with and may or may not have much understanding of the job.

Everyone goes through a trial by fire getting through their probation. Then you can only hope and pray that you will find a partner and your watch will let you work together. If not everyday is a shit-fart gamble in terms of who you spend you day with in a small car.

Over 2,500 people shot last year and this 15 y/o girl that goes to one of Rahmmy's charter schools get's shot on a block where a bunch of Harvard lawyers and business owners live and it's alligator tears and photo-ops all over the place.

Not to mention that the kid had connections to Obama by playing in a school band at his inaugural and a family member in CPD.

Feel sorry that any kid gets hurt but this reaction is very telling about who gets police service and who doesn't.

Now all of a sudden the headlines and news blubs is that RAHM has announced plans to put 200 more cops on the streets. NOT GARRY, RAHM!

Shows you how poorly the department resources have been managed if all of a sudden you have 200 more cops doesn't it?

It's time both of these guys go.

Election time can't come soon enough.

Rahm's so scared that the media is telling us that he spent an hour with the girls family! Why is she so special? MONEY! CAMPAIGN CONTRIBUTIONS?!

It makes me sick! Get in there for the photo-ops with all the aldermen and cry like a man right out of central casting. Don't waste the crisis.

I lived in a shit neighborhood in Brooklyn. There are very few, if any, gangways. The buildings are closer to the street and traffic is slow because there are lights at every other intersection. Tactically you could be a foot cop there and do all right. Few drive-byes there and no open lots or alleys or gang ways to hide in. It's different geographically and it makes all the difference. Chicago streets are set up in a different way - foot patrol only works in downtown or commercial area.

I was an FTO back in the late 90's when they got away from the patrol specialist program. The program was doomed from the start. Being an FTO SHOULD be a stepping stone to higher rank. There are so many good coppers out there who know how to be the police and can pass that knowledge along. Instead what you have is a program that too many good people want to avoid and too many people who shouldn't even be on the job are now trying (or not trying) to pass on their lack of knowledge. Given the state of the leadership on the CPD, I thick think these problems won't be solved until unicorns fly over rainbows.

dept has less than 30 ftos. academy was working on getting a new fto test going, wont cost anything would be conducted in house, graded same day. hq dosent want any pos pulled off of street for fto training. prefer to pay out of grade than cut the manpower on street.

Didn't thry try this once before under Cline's tenure? What is old will be new again. This time the results may be more catastropic. There were many poor judgement mistakes the first time, a good dozen recruits with one fto or sgt. They are bringing back Weiss' Philly experiment of foot patrol? If it works there it has to work here as seasoned officers won't go on foot in the area of the city where the police department is an army of occupation.

Maybe its a way for the mayor to say
1.He hired additional manpower.
2.He put police in high crime areas.
3.The police he hired didn't like the job and quit.
4.He's working on hiring more officers, while saving the city money.
5.He should hire more "CEASEFIRE" members.
6'All this while he's stalling till after his next election.


BETTER IDEA
Make people who call 911 pay $5 cash per call, even the entitlements. Only the people that need the police will call. They will leave these people lying in the streets, police could make them "Death Investigation". This will lower crime rate and also murder count. It will generate more money for the city, and show an excess of manpower. Therefore it will show that a NEW strategy is working.

At 19 comments at the time of this post, the consensus seems to be this is a really bad idea.

As a citizen, I wonder if it could be the case or if it would make any difference if it where the case that the Academy was admitting combat vets from Iraq & Afganistan and upon graduation deploying them exclusively to the worse neighborhoods in Beriut on the Midway?

Not to take anything away from the street smarts and hard lessons learned from the REAL police in these Districts, but couldn't the goal be complimented by both REAL police and recuits with (REAL) combat experience?

If so, I am assuming this is the caliber & background of the Academy recuits deploying to these neighborhoods; that's probably not the case.

If that's not the case, sending Academy recuits from the civilian or non-combat military ranks to a babtism-by-fire in these neighborhood indeed seems like a recipe for disaster.

First off this is probably not even a true story. Secondly, the new guys are in danger most of the time anyway. Why? Because they almost always get stuck working with dog asses, sleepy-heads, PO's that couldn't fight their way out of a paper bag, FTO's that are more interested in everything else other than training and safety and the rest of the lot that are worthless.

Anybody that's ever worked in a training district or around PPO's cant deny this. Of course this isn't the case 100% of the time but it happens more often than not.

Can't blame that on the Mayor...that's our own putting each other at risk.

I remember a night after I had been on the job about 2 months I tried to disperse a bunch of savages partying in a nice park on beat 2212--thought showing them my star would get them to comply. I got chased down the block until I took my shit out and then they whipped bottles at me, got in their cars and took off, long before help showed.

What are the best districts for new PPOs to be assigned right after the academy? 011? 015? Thanks for any advice you could pass along!

Sorry to tell you this but there is no best dist. 015 has that goof for a commander who used to be in 011. All she cares about is her SPOT. But there are good cops there who will help you out.

Even in 011, a once great place to work suxs now. All you gonna learn how to do is event numbers and contact cards. Contact cards are all bullshit, and ask any cop on a beat he will tell you this. A guy in the academy or a boss will tell you otherwise.

Best advise any police officer can give you is, don't do anything to put yourself in jail. Everyone has a cell phone and everyone is looking for a lawsuit in the ghetto. Stay safe collect your paycheck and go home to your family.

Now go ahead and bash me all you young guys, tell me to retire and I get paid to do my job. I used to love to go to work get a gun, hot car, warrant, drugs. None of that counts anymore. When you are doing this activity and the DSS then tells you that you don't have enough contact cards ON YOUR BEAT, there is something wrong.

After 20 years I will just answer my calls, when you show me a quota for anything else come talk to me.

Now can I have an event number for a nap at 4600 Kinzie please.

Okay SCC. You don't want the new kids on the block out there on fixed foot posts in the worst areas of the city. Fine, but I wonder how many good, experienced officers would actually accept this type of assignment. God knows those are the guys and gals we really need out there.

These are areas in the city where the Supt comes in whirls around like a little tornado, surrounded by his posse, and then leaves. If this is true, he truly has no idea what the streets of Chicago are like. Even after being here and witnessing the carnage this city has to offer. A young police officer will die and a bright future for his or her family will be crushed. These thugs know the streets, alleys, gangways, yards and open and closed fences. They know our response time when a PO is calling for help. They can disappear into a building with 150 apts and almost everyone is willing to hide them or a gun. Most of the time at two seprerate places within a minute. It's like this guy has never been the police or knows how the ghetto streets roll. Sad, I will look out and sit with a PPO in between jobs if he or she is at a shit corner. That means no pro-active work between jobs. We shall protect ourselves first, as we always do, be safe.

The brilliance from above is routinely met with ignorance and ego. This is simply another matter where the political hack presently holding the rank of superintendent will espouse “does anyone want to challenge me on this brilliant idea? Anyone?” And all of those in attendance will sit quietly by and let it happen. This is only being done because no one will tell him this is a horrible idea, one laced with danger and liability, and quite obviously done because recruits;

A) Generally won't complain
B) Don't have full union representation yet
C) Have the crap scared into them that they can and will be fired for anything so keep their mouths shut and get through their 18 months
D) Haven’t been on the street long enough to know the real danger of this,
E) Might actually buy into the concept that this idea comes from the best and brightest who worked themselves all the way to the highest ranks of the Department so as to be utilized to the fullest potential of their brilliance, savvy, knowledge, experience, bravery and so should seek to emulate their very being and strive to achieve similar greatness.

Ok, so I almost choked on the lat one, but the beginning of it was the point. The bottom line is that this is probably going to happen because the brilliance of 35th Street cannot think beyond the hair on their heads. They are grasping for anything to say they are developing “strategies” to combat the wave of violence gripping this City, but more so, because a drowning man will grasp at a dry leaf floating on the surface of the pond in order to try and save himself. In this case... themselves, and the leaf will end up being an anchor.

I'll be damned if I'll let it go as put forth by the brain-trust. It will be incumbent on us to forgo hanging in 7-11 or watching the dog walkers in the park or setting up on the tip the one-bagger gave us last night to see if there might be an ounce of truth to his lies and go hang near the recruit and his or her assigned foot route. We might actually keep them alive and hopefully teach them a thing or two about what to look for, react to or actually ignore.... only because making something out of some typical nonsense is counterproductive and a huge wast of manpower and resources. Lets plan to be their backup for a while since the stupidity continues to flow and is picking up speed.

One or more of those new police officers WILL be hurt or worse if this is allowed. Are all PPO's going to assigned. What about the clouted (every class seems to have some)? All watches? How many will be assigned to FTO's per watch? This is very near sighted at the very least. What positive purpose does this serve? Or are these new officers going to be threatened into writing ANOV's and parkers to appease McShitforbrains and his master? This looks like criminally negligent behavior by the CPD. Is it done like that in New Yawk?

Not to take anything away from the street smarts and hard lessons learned from the REAL police in these Districts, but couldn't the goal be complimented by both REAL police and recuits with (REAL) combat experience?

If so, I am assuming this is the caliber & background of the Academy recuits deploying to these neighborhoods; that's probably not the case.

If that's not the case, sending Academy recuits from the civilian or non-combat military ranks to a babtism-by-fire in these neighborhood indeed seems like a recipe for disaster.

Military experience has very little to do with policing. You can't just throw a grenade at the problem on the West Side or open up at platoon strength on the South Side. It's a different game requiring different skills and experience.

In fact, the military hired cops to help them with the insurgencies in Iraq and Afghanistan because those skill sets were what was needed in a war zone of terrorists as opposed to standing armies.

Last weekend there was a 'gun show' at the convention center in Rosemont. It was advertised as the first real gun show in the chicagoland area and was in conjunction with the Midwest Outdoor Sportsman show. Unfortunately there were no venders, with the exception of ONE collector of antique guns, as was implied, at this 'gun show'. And as would be expected, people were upset and wanted their money back. BUT, here is what the organizers had to say about the people attending their 'gun show', after the people had been duped.

Anybody else get a call from PoliceUSA.com at 1-217-303-8800 asking for money to assist police officers injured in on-duty traffic accidents within Illinois and the families of police officers killed in on-duty traffic accidents within Illinois?

The caller was a fast-talker and it sounded like the call was made from a boiler room. The caller admitted the effort was not sanctioned by FOP and did not MF me when I declined to donate, but the whole thing was suspect, although the website does exist, but these days about any 15 year-old can make a website.

fyi district and unit bosses. i was in the medical section today minding my own business when I over heard some interesting information. i think she's the civilian supervisor, but i heard her speak in a harsh way to the female sgt that who ever used there 365 limited duty days that those officers are to be placed on medical leave by their districts. that districts are to follow the GO's and she's "not doing their job". i just reviewed the GO's to find someone's not doing their job. just another way to point the finger at CPD bosses not doing their jobs.if this is false than once again i over heard the conversation.

35th St. And that's kinda..... bullshit. 35th St is short personnel, with about half the spots filled. Most coppers there are doing two or three people's work - and that work is making the dept run as an organization. Meanwhile, the district offices are full of unnecessary people who should be out on the street themselves. The districts have more secretaries and commander's office personnel than most of the divisions at 35th St.

Empty out these district hiding spots BEFORE emptying out the one place that runs the whole organization and already is cut to the bone.

One HUGE positive sign I see in all this is the amount of posts that say this is a bad idea, a dumb idea and that they don't want to see a new officer get overwhelmed.

Some could have just said - "I got my seniority, screw the new guys." But they didn't.

They showed real concern. They pointed out the flaws in the strategy and for good reason.

Don't look now but the REAL CPD showed up today. I hope this continues.

There are a lot of threads where it reads "everyman for himself (or herself)" or "I'm outta here in a year, who cares?"

This thread shows real concern for the job and for breaking in the new guys right.

Dwell on this observation - CPD did well.

the jump out boys were foot patrol. I believe the unit/assignment was called "Enhanced Foot Patrol". It was Kennedy and Georgas' baby. They "proved" themselves at that and were then put together TRU and "Enhanced Foot Patrol" faded into oblivion. There was some "success"(maybe not the right word) with the first few groups but like everything on the dept they sent way too many recruits, and didn't have enough FTOs and it became the usual cluster.

Mccarthy should include the specialized units in addition to 35th street. There are units with 5 female secretaries not working on sensitive material but actual, boring clerical work. Why would a unit need 4 time keepers? Full duty female officers answering phones, typing, filing. There are jobs that a qualified civilian could handle freeing up full duty female officers for the street. At least save the inside jobs for senior officers.

When we graduated the NYPD Academy in 1983, we went into foot posts the next week and for the next six months.
There were about 20 rmp tours in there too.
Granted, depending on where you were sent, it could've been the Boonies. Midtown or the savage streets of Brooklyn or the Bronx.
It was a learn it real fast situation and we all managed.
Different times, different generation ?

What can he say? When you come on this job the city doesn't have to guarantee your safety, you are a police officer. The FTO program has not been around for the lifetime of the CPD When I came on you worked with a different officer everyday and in a short period of time you were on a one man car Even in the last few years there were not enough FTO's so ppo's worked with whoever was available, and that was recently
Do you think you have a federal lawsuit against the cty and the CPD if you are injured on the job. If that were the case why isnt every injured officer or the estate of officers killed in the line of duty suing

This supt. has a brain the size of a pea. I don't care how much traing they get in the academey they just lack that sixth sense that comes w/everyday police work. These people are going to get hurt. Even if they pair them off w/the 200 "freed" officers, both are in danger. The "200" are house mouses, when your not on the street on a daily basis you loose that edge. Thank GOD I'm ret. Heard from someone in the know.The recruits not be on the streets alone. They will be mixed in withe the 200 officers that are being reassigned from desk to street. Since there is a real shortage of cars this is the short term answer

Here is an idea.. After many, many years on this job as a PO, FTO. I'd say create a unit, let's call it FTF. justs for shits and giggles "Felony Task Force", Area South ,North, and West. The Task Force of the 60s and 70s. Get experanced po's to bid in, good bosses. Get all these new PPO's that are starting to get hired to fill the district spots. Revamp the FTO program with po's that want to be FTO's and for Christ sake, TAKE BACK THE FUCKING STREETS!!!!!! Let the police be the police.
Stay safe , and back each other up and make the new PPOs feel welcome. We have all been there.

They have to put them on beat patrol. The City hasn't paid Ford for parts or the new vehicles. We don't have enough vehicles whether they are safe or unsafe. If Rahm could find a breed of horse that didn't eat or drink we'd all be riding around on them. Preferably horses with smaller teeth than McToofus.

I got chased down the block until I took my shit out and then they whipped bottles at me, got in their cars and took off, long before help showed.

As a citizen, I wonder if it could be the case or if it would make any difference if it where the case that the Academy was admitting combat vets from Iraq & Afganistan and upon graduation deploying them exclusively to the worse neighborhoods in Beriut on the Midway?

Not to take anything away from the street smarts and hard lessons learned from the REAL police in these Districts, but couldn't the goal be complimented by both REAL police and recuits with (REAL) combat experience?

If so, I am assuming this is the caliber & background of the Academy recuits deploying to these neighborhoods; that's probably not the case.

If that's not the case, sending Academy recuits from the civilian or non-combat military ranks to a babtism-by-fire in these neighborhood indeed seems like a recipe for disaster.

ROE and overseas deployment where you do not need to worry about 4th Amendment rights and civil litigation is not parallel with working the streets of urban America. There's a different fear in hitting a roadside bomb than getting shot on a traffic stop gone wrong...by someone who lives in the same city as you, maybe doors down from you.

Really. We could have 1000 police tomorrow and we would still be screwed. We don't have cars to put them in. In my district we are down 9 cars to motor maintenance with no pool cars and 2 others just got junked. Everyday day people standing around waiting for a car to go out on 3 rd watch. People have to come in early to switch car or give up the car. It's a circus at the radio room every shift change.

I did Impact in the South Bronx for two years. I think without compstat it would be a good thing, but with compstat the bosses put high pressure on the rookies which turns them into summons/250 zombies.

Just curious suburban cop dude-how do you get the officers to a foot post? Do they have to drive their own cars? Or does another officer drop them off/pickup later? What if they need help-do they get a radio?
We never have enougfh cars in suburbia at times too.
