Shuffle Shuffle Shuffle

  • Mayor Rahm Emanuel acknowledged Thursday that Chicago needs more police officers on the street, but he won’t ask taxpayers to foot the bill until he’s certain existing officers are being used effectively.

    Toward that end, Emanuel and Police Supt. Garry McCarthy announced plans to shift 200 more sworn officers from desk jobs to street duty and assign them to “area saturation” teams already focusing on the gang violence that now has a face: 15-year-old Hadiya Pendleton.
And as usual, the FOP properly points out that this is more smoke and more mirrors:
  • Emanuel’s plan to shift 200 more sworn officers from desk jobs to street duty did not impress Fraternal Order of Police President Mike Shields.

    Shields called it “more smoke and mirrors” and “policing by press conference” from a mayor who balanced his first budget by eliminating 1,400 police vacancies.

    Shields has been beating the drum for Emanuel to hire more police officers — beyond the 500 officers the mayor has pledged to hire this year to keep pace with retirements.
And the media, as usual, laps up Rahm's and Garry's numbers with nary a question:
  • Last week, Inspector General Joe Ferguson suggested that the city could save up to $16.6 million a year and put 292 police officers on the street by shifting sworn officers from clerical and administrative jobs to street duty.
So the City is still cutting checks to these 200 officers.....AND they're going to hire at least 200 civilians to replace them.....AND this saves the city $16.6 million how exactly?

As far as we can tell, these 200 new hires don't exist any more, so the application, interviewing and vetting process will take....what? Twenty-four hours maximum so these 200 cops can be on the street in time for the weekend?

We particularly like that as everything McBrickCity tries, fails within weeks, his "newest" strategy is to re-institute an idea he denigrated upon arriving in Chicago:
  • Mayor Rahm Emanuel appeared to rip a page from the Daley administration’s playbook Thursday when he announced he was moving cops from desk jobs to “saturation teams” in the wake of a promising teenager’s murder, one criminologist suggested.
Unfortunately, as the FOP has pointed out, Rahm eliminated 1,400 spots to balance his last budget. That's 1,400 spots we aren't getting back - ever.  Not without Rahm admitting he fucked up royally, and we know that isn't happening.  The only reason New York does as well as it does is it has 35,000 police officers to deploy.  We can't even field a citywide "strike force" on the second watch.

The inspector general identified 292 positions and Rahm and Garry are only moving 200 of them to the street. Is it safe to say that when we talk about using officers effectively that the remaining 92 officers are on EX-mayor Daley and Ald. Burke security teams along with a few other chosen ones?

I checked the City of Chicago websites for job posting related to the Chicago Police department.

And to my surprise i did not find one posting for any position in the department!

I have a few relatives with college who would love to work at HQ taking I.D. picks or passing out CAPS pens at parades...

As was mentioned in another thread- where do you get the vehicles for the 200 officers put back on the street?

Do you -
1) Drop them off at their assigned post? (Having them totally stuck on the street stagnant at one place seems wasteful)
2) Add them to CTA Buses and Trains? (Not a bad idea - to have police presence there, plus they're somewhat mobile)
3) Double up on cars that were 99? (Good idea especially on third shift)
4) Take some rentals long-term and use them as unmarked police cars (not a bad idea - costs some money but you have instant cars - and not with 110,000 miles on them)
5) Pull out the motorcycles that are only used for ceremonial escorts and have them cruise around. (Not a bad idea)

There are ways around a shortage of cars - you just have to be creative.

911 OEMC is starting a new SOP on Sunday. They can now refuse people service. If they deem it a call back job and you don't want call back, they can than refuse you service. Also they will be refusing police officers who are off duty. They said there is no special service. Any garage burglary is a call back job or no service. New rules. off duty means you have no say. The city is about to be come crime ridden. Also you can't ask for a squad car, have to have a reason or its no service. Not enough police to go around any more. But crime down ;)

The news conference was a joke. Rahm says he can't ask taxpayers to pay for more police until he knows he's using every officer he has the most efficiently. Like City Hall and city government with all it's political hires is a model of efficiency right Rahm?? Why get all indignant now?
How exactly do we move 200 officers, who's salaries stay on the books, then hire at least 200 + civilians yet Rahm claims it'll result in a cost savings for " the taxpayers"?
Rahm you're using that impossible,illogical math again.
You know the type where you state the city's broke yet you're constantly finding money for stuff you want to do regardless if "the taxpayers" want it or not. The $55 million on Maggie's park,$90 million for seldom used biked lanes,$11 million for gardens in the ghetto...the list goes on and on.
This press conference was also very light on specifics and details. Where exactly are these 200 coming from?
Using the term desk officers is usually a misnomer and Rahm and McFailure did nothing to be more specific.
All in all a smoke and mirror press conference filled with mumbo jumbo and very light on logic and specifics.

Does Rahm and McFailure plan on reducing/eliminating the security detail at HQ? After all they sit behind desks and do very little. They can't even be bothered with walk ins. Any citizen that walks in to HQ needing any type of police service is sent to the 009th district.

Eliminating those positions was a huge mistake. Brizzard from Chicago Public Schools was another huge mistake.

Unfortunately, Superintendent Garry McCarthy was yet another huge mistake, but we are going to have to put up with him for a long time. God help us, there is no way Rahm Emmanuel is going to admit another complete failure on his part.

Ferguson's report actually said putting the 200 on the street and replacing them with civilians WOULD cost the city more money. If I can find the link to where I read it I will post it. Believe me, I'm not supporting the "strategy". His point was yes, there were 200 cops behind desks, but it will cost the city money to put someone else in those spots.

I heard they're not replacing CMO people retiring from areas (which might not matter since they work about 4 hours anyway)....but if they replace CMO people with civilians, watch out!

Well, I always believed that if you took this job you be working the street......for at least your first 15 years.... I've seen a number of officers just off probation working inside. The last time they moved the admin people most never hit the street.....they were moved on paper only.... Check the new list and I bet your gonna see the same names on the list from the last time. Really a joke..... So now you have admin people...who don't want to be on the street holding down crime....(really?) Best of the best.......

If Mayor Emmanuel cares so much about "taxpayers" then why does Mayor Daley get a lifetime of body guards? Why does Ed Burke get body guards? Why is he building a park at a cost of $55,000,000 in honor of Maggie Daley? At a time when our city is knee high in debt?

I just heard McNumbnuts on WLS and he said that we have more police here per capita than any other major U.S.City, and the FOP should be addressing issues affecting benefits for officers. So that is going to be the tune for the rest of Rahm's tenure. Let's see how many retirements come from this moving 200 officers to the street.

I saw a room full of police officers standing behind the Mayor as he touted off his plan to take officers out of desk jobs and put them on the street. He should lead by example. Put those officers out there. They are all highly paid and trained doing what? Standing around for his camera time? And the little female blue shirt standing in the rear left, looking board and zoned out? We can sure use those blue shirts out here. Body guard unit costs how much for around the clock duty. Can’t find a security contractor to provide the same baby sitting duty. Those three or more shifts of highly paid detail unit folks can sure be helpful out here. The list goes on and on

Inspector General finds 292 office clerks that should be assigned to patrol duties . That means there are another 300 that were hid during his investigation of sworn officers assigned to clerical duty . Another thought , no officer with less than 20 years should work inside .

To the person asking about laterals: The CPD has never accepted laterals. I don't know the reason for the policy. There probably is no reason other than that's the way it's always been. Over 30 years ago I was hired by a suburban pd and sent for training to the Police Training Institute at the U of I, Urbana. Eight months later I was called by the CPD and had to go through the CPD academy for the entire course, covering most of the same material as at PTI. It has been that way for every person coming from another agency. But we are not alone. Over twenty years ago I applied for po jobs in the Phoenix AZ area. Same thing ,would have to attend their academy even though I had been with CPD for over 10 years, starting out as though I was only 21 with no police experience. I stayed with CPD, the grass isn't always greener next door.

I'm pretty sure that these are people that were pulled out a time or two before when Rahm "cleaned house" one of the last 10 times. These people work the street a couple weeks, if that, then all filter back inside. In a couple months they'll all be back inside and then next year, or even this summer, Rahm will say he's pulling 200 more bodies out of desk positions and out on the beat, but it's just the same people. It's a never ending cycle.

They have people whose main job is to try to catch officers making errors on contact cards, etc. They waste how many hours by looking for errors that McFullofhiimself can then throw at the bosses as evidence that everyone in the department is lazy and incompetent. 911 OEMC is starting a new SOP on Sunday. They can now refuse people service. If they deem it a call back job and you don't want call back, they can than refuse you service. Also they will be refusing police officers who are off duty. They said there is no special service. Any garage burglary is a call back job or no service. New rules. off duty means you have no say. The city is about to be come crime ridden. Also you can't ask for a squad car, have to have a reason or its no service. Not enough police to go around any more. But crime down ;)

A store calling itself Fearless Distributing opened early last year on an out-of-the-way street in Milwaukee's Riverwest neighborhood, offering designer clothes, athletic shoes, jewelry and drug paraphernalia.

Those working behind the counter, however, weren't interested in selling anything.

They were undercover agents from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives running a storefront sting aimed at busting criminal operations in the city by purchasing drugs and guns from felons.

But the effort to date has not snared any major dealers or taken down a gang. Instead, it resulted in a string of mistakes and failures, including an ATF military-style machine gun landing on the streets of Milwaukee and the agency having $35,000 in merchandise stolen from its store, a Journal Sentinel investigation has found.

When the 10-month operation was shut down after the burglary, agents and Milwaukee police officers who participated in the sting cleared out the store but left behind a sensitive document that listed names, vehicles and phone numbers of undercover agents.

And the agency remains locked in a battle with the building's owner, who says he is owed about $15,000 because of utility bills, holes in the walls, broken doors and damage from an overflowing toilet.

The sting resulted in charges being filed against about 30 people, most for low-level drug sales and gun possession counts. But agents had the wrong person in at least three cases. In one, they charged a man who was in prison - as a result of an earlier ATF case - at the time agents said he was selling drugs to them.

They stole three guns: a Smith & Wesson 9mm handgun, a Sig Sauer .40-caliber pistol and an M-4 .223-caliber fully automatic rifle. They also made off with ammunition and an ATF radio, according to a police report. It does not appear from the reports that the agent was at Alterra at the time of the break-in.

A major push began to find the weapons and the men who stole them, police records show. Two men were quickly arrested. An informant told police one of the suspects was showing off the guns and eight magazines of ammunition shortly after the vehicle burglary, according to police records.

One of the suspects hid the machine gun under a bed and took the handguns with him. He was questioned by police and refused to talk. He was released. No one has been charged in the burglary of the ATF guns, according to Milwaukee County Assistant District Attorney Karen Loebel. She declined to say if charges would be coming.

The ATF soon had one of its stolen guns back, however.

The very next day, according to court documents, 19-year-old Marquise Jones contacted agents at Fearless Distributing and sold the Sig Sauer - and another unrelated handgun - back to agents.

The price: $1,400.

The city is not gonna hire more civilians. The way it works is they will open those positions up to current city civilian employees and they can move into a simliar position. So the timekeeper in streets and sanitation is gonna now be your district timekeeper. Better make sure you know how many hours you have cause they will only do what the job description says and nothing else.

Are some of you so enamored with yourselves that you really believe a civilian could not do just about every administrative job in the department? Wow, you must really think that your abilities and intelligence soars high into the air. All the department has to do is hire qualified applicants( not that I admit is a a rub ). Every major and minor department in the country has civilians in just about ever admin job and they seem to be doing fine. In some jurisdictions it is written in the law that all sworn personnel must work in the field. Get over yourselves. Working the desk? Well the city will have to retrofit the desks to enhance security of assigned personnel. There should be at least one sworn on duty in the station at all times ( watch commander, admin officer at least). After years of bitching about the " downtown dollies" and the commanders favorites, it looks like things will finally change and now more bitching. You come on the job to be the police so now go hit the street and be the police. The front office has been loaded with police officers and many more assigned to " special assignments" by the commanders. They have operated with impunity for decades. But, you probably will see more retirements now.

They must be starting already because last week a victim called me yelling about being told that after he discovered a burglary and called 911, he HAD TO GO INTO A POLICE station to make a report.

Crime is about to go waaaaaay down on paper, but waaaaaay up in reality.

The CPD brass have been on TV many times over the years saying they will put insiders back on the street, but the reality is that it really never happens. If it does happen it's briefly. The inside coppers seem to have a "birth right" to never work the streets like the rest of us beat cops. The unit bosses simply just put them on paper as being on the street when they really spend the day inside. Anyone remember when they said there will be no more tact secretaries? Well, that never happened and some districts have two or three tact secretaries now. The bosses just put them on paper making it appear as though they are on the street when they never set foot outside. They just tell 35th street what they want to hear and life goes on. Nothing will change. History repeats it self.

MSF and Tru were mostly comprised of young no-nothing police officers, running around chasing ghosts. Thats not good police work nor does it quell crime. Gangs north and south along with the legit coppers from SOS caused a decrease in violent crime because they were locking up or putting pressure on all the right people. Msf and tru locked up mostly hypes and traffic violaters. A good strong, experienced tac team will reduce crime in a district 10 times faster than some 2 year blind tru warrior. The city and the district commanders ruined that spot, so all the good experienced hard working cops retired to the watch only to be replaced by some know it all youngster who couldnt find a gun in the crime lab. Nothing will bring this city back, not tru, msf, or 5000 more police. Morale sucks, this city is corrupt and liberal, and no one wants to put their livelihood in the hands of a cook county jury or liberal federal judge. Face it, its over...if everyone had a brain, you would go to work, back your co-workers up, and go home...Let this city burn, and the mayor and the suck hole supt can burn with it.

Over 30 years ago I was hired by a suburban pd and sent for training to the Police Training Institute at the U of I, Urbana. Eight months later I was called by the CPD and had to go through the CPD academy for the entire course, covering most of the same material as at PTI. It has been that way for every person coming from another agency. But we are not alone. Over twenty years ago I applied for po jobs in the Phoenix AZ area. Same thing ,would have to attend their academy even though I had been with CPD for over 10 years, starting out as though I was only 21 with no police experience. I stayed with CPD, the grass isn't always greener next door.

That is because the commander in all his wisdom, put something like 87 people on afternoons and around 128 on days.

So now they're screwed. I did not just complete 28 years on this job to "volunteer" for shit a boss screwed up.

Talk about hiding people. Det's assigned to districts actually working in front office, HGS, RBT office. On paper they're det's in districts. In reality their asses are planted in chairs in Area North.

F*ck you, volunteer to work afternoons. Soft as puppy shit, I swear.

So many bosses here only understand numbers and reports containing numbers. Many of those inside jobs are the people who actually do the tabulating and preparation of these reports. The bosses just sign them. I suppose they read them once in a while, but at the very least, they sign them.


Those jobs won't be filled and won't get done.

Eventually someone will say, "Hey! This isn't getting done. We need to get somebody in here-now!"

And the cycle begins anew.

In the old gand crime unit' in the early 1980', we made the banger' and their dope houses miserable. They dropped their eyes when they seen us. Now, the punks spit at the squad and the new breed take it. No time otj training the same.
And yes sir, the CPD is doomed ! Weis was not so bad after all !!! This drunk running the show is a zero.

MSF and Tru were mostly comprised of young no-nothing police officers, running around chasing ghosts. Thats not good police work nor does it quell crime. Gangs north and south along with the legit coppers from SOS caused a decrease in violent crime because they were locking up or putting pressure on all the right people. Msf and tru locked up mostly hypes and traffic violaters. A good strong, experienced tac team will reduce crime in a district 10 times faster than some 2 year blind tru warrior. The city and the district commanders ruined that spot, so all the good experienced hard working cops retired to the watch only to be replaced by some know it all youngster who couldnt find a gun in the crime lab. Nothing will bring this city back, not tru, msf, or 5000 more police. Morale sucks, this city is corrupt and liberal, and no one wants to put their livelihood in the hands of a cook county jury or liberal federal judge. Face it, its over...if everyone had a brain, you would go to work, back your co-workers up, and go home...Let this city burn, and the mayor and the suck hole supt can burn with it.

Your spot on.My district tac team is full of guys that have less than 5 years on they can't even make a 3rd watch bid on the watch but nobody wants the spot and they can't dump anyone because they have nobody to replace them with.

I cannot understand how or why people bitch about the people who work the front desk. I am responsible for doing the worksheets on my watch and I have to basically beg people to work the front desk. It is brutal on 3rd watch. You have no where to go and you do report after report after report. If you do not want those so called younger people to work the desk then volunteer yourself.

You are right, you need at least 10 years to be vested and twenty for a pension. I'm sure his contract was for 10 years, bet contract was 3 or 4 years

Yes, they can force you to work the desk. The reason why younger officers work the front desk in my District is because more senior officers do not want to. As a person who does the sheets I can put anyone (with the DSS's blessing) on the desk. Just as long as I do not adjust your starting times more than 2 hours you are fair game. Again, the desk is a necessary evil-someone has to do reports, answer the phone, do inventories and I-Bonds etc. I would welcome any veteran officer to come to me and volunteer.

Spot on...! These spots (desk, HQ, Academy, and so on) are so bad that people are overworked. (Some do the work of 3 or 4 people.)If these spots involved so much work, then they would get filled by reverse seniority.

You mean like guys taking one hour to do a simple battery case report or staying down on lunch one hour. Maybe brutal was the wrong term, but it is a pain in the ass. I would welcome the chance to put more senior officers on the desk if they would volunteer. The point being, not everyone on the desk is a dog...and not every desk crew has 5 people on it like some districts...try doing a busy westside district with 2 people. And before you come back and say , well then go back on the street, the point being the people that I put on the desk are put their against their wishes because nobody wants it.
