New Saturation Teams Up?

So they announced these new teams Thursday, accepted applications Friday and have the teams listed by Friday afternoon, we assume for deployment Sunday?

Where are they getting these people? Where are they getting the cars to use? Radios? This thing seems to have been thrown together pretty quick.

Anyone with info, the readers would appreciate it.

The Shitty part is that these teams have already been predetermined based on whoever worked for the certain sergeants in the past. Why not make it fair. Lets be honest, not many pro active police anymore, last thing we need is a bunch of do nothings hogging up spots that should rightfully go to the working police. Just saying.

Po's Coming from the districts, there are plenty of beat up old cars at the areas, if not they will make the districts give up a car. At least in area south there will be a second day team deployed.

Downtown put an order out earlier this week that Each district has to give up a certain amount of bid spots and send that person back to the watch. Between the districts and mass transit the # is about 70. Of course none came from "special clouted units".
24-30 will go to sat teams the others will go to closed market on a 90 day detail.

I don't know about saturation teams, but they're dismantling most of the long term teams at homan and replacing them with buy bust teams comprised of old farts who haven't been on the street in years. Combine that strategy with sending the greenhorns to foot patrol in the hood and you have the makings of a disaster. But hey, the CompStat lackeys still keep pumping out useless numbers, so I guess their spots are secure. Or not. I hear there are competent civilians waiting to take over administrative duties in the next sixty days. No one is safe. Not even the Sergeants.

Only need 4 radios and two cars.

Resumes were asked for a few months ago. Supposedly new teams were being formed. They didn't take as many as they said and called guys in whose resumes they already had and of course there were some chosen ones. Calls went out Wednesday to start on Sunday. Beats midnights in some shithole.

Cars? They are going to use public transportation.

Radios? There might be some old radios stashed away. (Or they are going to use one radio (or as many as possible) per group.)

Supervisors? They only need one supervisor to log the sets of officers.

Meeting place? They can set up shop just about anywhere. They might do it at the academy.

But the academy has spare radios. So, they are probably meeting at the academy and taking public transportation to the assigned spots.

(If this sounds too far fetched, then consider that it has been done before. They are going to reuse an old strategy.)

Reverse seniority (for you civilians that means the least experienced police officers who are not in probationary status) is being used. This is, of course, because the disbanding of SOS, MSF, TRU, etc. has taught every non-brain dead officer that you don't volunteer for this crap. If you do, know that you are volunteering to bend overmand take it(...........).

Officers got calls at home Friday morning that they were going. When they asked, "Where do I go, and what time do,I need to be there?" they were told, "We don't know. We'll call you back when we find out."

Soooo...City says, "Jump!" Officer says, "How high?" City replies, "Fuck you, we'll tell you when we feel like it!"

I am going to state an unpleasant truth. When the city disbanded MSF and TRU then that is when things started to fall apart. 10% of the department does the work for the other 90%. In my district I work 1st watch. In my district a small group of officers are pulling the weight for the whole watch.

The two McStupid's probably figure, 'hey, the media and public fell for this once, let's try it again.'

I could put together a better strategy and I don't have law enforcement background.

How dumb is the executive management of the CPD?????

Reading this blog used to be interesting and informative. Now, it is more aggravating and pathetic to read how people in a risk-taking job have idiots for bosses. (save for one or two exceptions)

We spend SO much money on people who are supposed to be in charge, who don't have a clue as to military leadership (and yes CPD should be run more like a military organization and not as a hack Cluster F@#k).

I am prior military and I believe I could outshoot, out-strategize and command CPD better than the last two jokers (and that is being nice as labeling them).

As a taxpayer, I cannot believe all the waste that we have in middle management CPD no-minds that got their job by merit (political hack) promotions.

Then you have a couple of military reserve or retired military officers (even a Colonel or two) that are only sergeants? They should be commanding a district or an area.

You manage resources, but you lead people. Most of the CPD "management" do not understand that distinction.

Leadership starts at the top and when you look at the organizational structure you can tell how strong a leader you have.

First-rate people hire first-rate subordinates. Second-rate people hire fourth-rate subordinates because they only want yes-men, they are insecure in their own position so they definitely are not going to hire anyone that will outshine them. Perfect example - CPD

I truly feel sorry for those who wanted to be a good CPD copper (throughout my years, I have known several and they were all good people who were dedicated to the job).

I guess this is the "new normal" for this country. Reward mediocrity, promote incompetence, and discourage dedicated role models.

2/02/2013 05:04:00 AM

Look at this argument.

In the old days the police cheated and lied and beat offenders until crime went down.

Today, the police do nothing because they can't cheat, or lie, or beat crime down, so they use it as an excuse to do nothing.

Take a real police dept like LA, where police really have to pass tests to get hired and where they are really expected to do good work.

They have scandals. Policing changed for them. What do they do? They persevere. They do a better job with less police in a much more populated city in a much larger area.

Chicago? If all police were exchanged for CTA operators, there'd be no difference.

When you put officers on a saturation team on reverse seniority, their impact on crime will be ZERO.

There are still a few "hard chargers" around that would VOLUNTEER to join a team, mess with the gangs, and try to make a difference, but most have been burned after disbanding MSF and TRU.

Another problem is IPRA: this agency is criminally negligent in the way they handle beefs against cops, and recommend 30-days-pending termination for stuff that would get a 1 or 2 week suspension a few years ago. With THAT hanging over your head, who would want to do "pro-active" policing against gang members, who love to file bogus IPRA complaints, with IPRA siding with the gang-bangers?

The system is broken: soft judges give out minimal sentencing (if at all), early-release from jail or prison, wimpy Anita Alvarez's joke of a Felony Review, the refusal of city/county/state gov't to encourage conceal-carry, a city that refuses to replace the retiring cops, a Department that won't back up the troops, and IPRA eager to recommend you get fired for practically nothing.

Rahm has a lot of power. He could use his influence in a positive way to affect the above issues, if he really wanted to. If he did something like that, the murder rate would definitely go down, and almost INSTANTLY.

But instead, he just asks for more gun control (which never works anywhere it's been tried) because he is hopelessly a Socialist-Tyrant who is only interested in power and control, and betrays his insensitivity to homicide victims by his sins of omission (see above).

John Kass's recent article stated that the gang crisis in Chicago belongs to Rahm Emanuel, as so it does: Rahm: you should resign in disgrace, since you do not have the integrity to address any of the above issues which all have a part to play in the gang crisis and homicide count.

The NEW idea from Garry; lets call them the SOS-TRU-MSF-SAT TEAM. What an awesome NEW idea to saturate problem areas with officers. But lets not forget, my house goes unprotected and will never see a beat car go down my alley and slow cruising down the front of my street hunting. this isn't the first time these glory boys have been sticking their nose into shit that doesn't concern them. i think they've been watching too much "chicago fire" where on the show the firefighters get shot at constantly, get into foot chases with offenders, and boss the cops around. make sure you get all their information and put it on every arrest report. when they have to start going to traffic court every month for 2 years without getting o.t. and having to skip side jobs they'll start minding their own business real quick.

If any boss tells you to stop being a wimp and start "putting your hands on people" and then tells you that, "the department and the mayor have your backs," tell them No Thank You.

In this current society, YOU will get sued for doing so. If it even looks like you may have violated someone's civil rights, you will get sued.

And knowing that, ask yourself, do you really want a jury of 12 to make a judgement on your work, and said jury has never walked in your shoes? Would you trust the City's attorneys to put on a better case than say, Loevy and Loevy? At that stage of the game, it is a show and nothing else. and you are the star. It won't be about what you did, it will be about what the lawyers can prove you did or didn't do.

Don't take that chance. Just do your job. do it right.

McCarthy so much hinted on the news today that he wants the police to violate people's civil rights. in summary and not verbatim, he said (in reference to the hadiya murder) "we" the police are stopping people for the sole reason that they have a "propensity" to commit crimes, without any further basis. sounds like a fourth amendment violation to me.

Seems obongo and the US government are in training to put down any resistence to obongos wishes. It was broadcast on O'riellyes fox show. CPD OPERATION YO-YO COMMENCES --

"You're On Your Own" Baby.

Chicago Trib says:

More 911 calls won't get in-person response starting Sunday

Updated 44 minutes ago

The Chicago Police Department hopes to free up the equivalent of 44 officers a day by no longer dispatching cops for certain crimes, like burglaries and car thefts in which the offender is no longer...

--------------------------

You got robbed?

Sad day for you the robber is gone what do you want us to do about it?

YO-YO baby. You're On Your OWN. Your bank balance isn't high enough.

Crime's down since we put those additional 200 cops on the beat eh? No 9-1-1 calls dispatched, no event numbers, no compstat numbers period, right?

200 more ADDITIONAL cops freed-up from their desk jobs and 9-1-1 calls being cut too so that they can spend their time in the doughnut shop instead I guess.

Lemme guess.

This is like a page out the Milwaukee Wis. PD handbook.

Whereas when the BATF sets up a sting operation somewheres, like in Lincoln Park, opening a store front where they can trade guns to: "get them off the streets" AND THEN, the store gets robbed and some fully automatic Colt M-4 .223 machine guns go missing as well as an assortment of Smith & Wesson 9mm handgun, Sig Sauer .40-caliber pistol. etc.. No one will be dispatched because the offender is gone.

Google it. Happened in Milwaukee recently.

Now it's all hands on deck in Milwaukee as the Fast and Furious crowd and senators feign outrage like when ATF armed 2,000 drug cartel members in Mexico.

We are gonna put 200 more officers on the streets and we are going to stop taking 9-1-1 calls so that these new officers can stand guard in their foot posts -- on that block where all the RICH elite Obama supporter graduates from Harvard and local elite business owners live....am I right? Our tax dollars at work.

Ya know, kinda like taxpayer provided elite personal body guards like the ex-mayor and some of the aldermen get for free as paid for by the taxpayers.

That's what this is about.

Protecting the wealthy!

Check the 9-1-1 callers and see what their bank balance is before you send a car.

Double check to see if they are on any political campaign donation list or have clouted connections before you send a car.

This shit makes me sick!!

Now we have the Sun Times trying to sell us on how we are all like Newtown CT because some 15 y/o rich kid got shot.

Don't get me wrong. I feel bad for any kid that gets shot.

However, NONE of the thousands of people shot in Chicago and the hundreds of people killed in the last year or so matter?

Oh but this elite kid that lives near Obama's home, and went to one of Rahm's much valued charted schools needs to be put on a pedestal and worshiped as some sort of saint.

It's BULLSHIT!

How you think some of the other families feel watching these shootings going down day after day after day and not a damn thing that is effective is done to change it.

This kid gets shot and the mayor is about all knelled down to that neighborhood crying alligator tears jumping thru hoops asking what can I do for you.

Anyways, this broken "Broken Windows" fallacy is going to teach the mutts that the laws matter by the city stopping to send cars on calls and we are all suppose to turn in our weapons and feel safer?

This is your "Broken Windwows" strategy GARRY? Take care of the little things to show that the laws matter? YOU my friend are full of shit with this propaganda.

Good ol Alfonso addressed the 1800 hr VRI roll call last night. He told us the mayor has our backs and he supports us in taking the streets back(you should have heard the snickers). He also said we need to stop using alligator arms and get out there and get your hands on people. Oh, and the best one of the night,"we need to stop being pussies'". He said we need to get back to being the police and remember, the mayor supports.i almost shit myself. Hillarious....

2/02/2013 12:23:00 AM

-------------------------------------

By saturation teams you mean they will be wearing adult diapers?

Remember that female astronaut that did that cuz she wanted to drive without stopping to confront her lover -- in Fla. I think it was.

So yeah. Rahm should order adult diapers for everyone so he can put out yet another PR to please the Harvard Grads on how it's gonna save an estimated "X" number of officers, free them up, because they won't have to leave their foot post for a personal!

Also included in the IG report was the fact that CPD had over 300 supervisors which were uneccessary ( deputy chiefs, xo, commanders, etc...) and that CFD had 700 supervisors which were not necessary. So if you eliminated those positions with the average raise of 40,000 dollars more police could be hired and you wouldn't have to try and reduce the number of fireman on the truck, but I guess the media refuses to ask such questions even though they read the report. Let the clouted keep eating up tax money and our pension....

Have you ridden the CTA lately? Plus, the police are the police EVERYWHERE they go in that costume. Meaning if there is a fight or someone gets robbed or hurt on the commute over to the spot you're assigned to..it kind of interrupts you getting to your spot in a timely manner. Nevermind mind the fact you spent a portion of your workday in a non-assigned spot, traveling there.

2/02/2013 10:18:00 AM

Don't forget that after Rampart/CRASH scandal they were put under Federal Consent Decree. Also the City of Los Angeles is not as nearly corrupt as Chicago is.

TO ADD...

I agree Randy but ...

We need some percentage of Immunity (on a federal level) like the judges have so we are somewhat indemnified by our action(s) or inaction(s) in the course of doing this job as sworn peace officers while expected to serve this public and prevent violent crimes from occurring as expected by our administration!!!

Depolicing Chicago continues --

More 911 calls won't get in-person response starting Sunday

2:42 p.m. CST, February 2, 2013

"Crimes that will no longer result in the dispatch of an officer to the crime scene include vehicle theft, theft, garage burglaries, criminal damage to property, the passing of bad checks, lewd or obscene phone calls, threatening phone calls that don’t pose an immediate danger and animal bites...

"Officers will be dispatched if a suspect is still at the scene or is expected to return immediately, the victim is not considered safe or needs medical attention, an officer could make an immediate arrest or an officer is needed for an immediate investigation..."

CHANGE NOT PART OF NEW STRATEGY

"The change is not related to plans by Mayor Rahm Emanuel and McCarthy to shift what they indicated was as many as 200 officers from administrative duties to beats..."

Former state senator and mayoral candidate James Meeks does not believe either Emanuel or McCarthy will or should wear the political jacket for the gang violence. That’s because they don’t control the “inherent problems” behind it: failing schools, a proliferation of firearms and single-parent households, he said.

“By the time a child — especially an African-American male — reaches the 7th grade, he’s already three grade-levels behind. By the time he’s a sophomore, he drops out. Combine an uneducated kid with a fatherless kid and you’ve got a dangerous product of the street at 15. It’s that product of the street that’s causing all of this violence,” Meeks said.

“Unless the White House, the mayor or somebody comes up with a program designed to reach products of the street, we will never turn it around. You’re dealing with hopelessness. These young people don’t have any hope or any fear

meeks has said it in a nut shell!

The current mayor and Supt are both ignorant of what has been going on during this current mayor's administration, and during well over 30 years in Chicago.

Gangbanging is not some natural disaster, national tragedy, its what Meeks said social problem so its up to the aldercreatures to stand and deliver for their constituents.

Risk the political fall out of their utter failure of our elected officials to put more boots on the ground.

Or wait and lets first make
our state,
county
and city
a sanctuary city.

Lets pass gay rights,
bike lanes,
take corporate donations.

Offer "initiatives", and hope it is not our family member, friend neighbor, or tourist who becomes a shooting victim or homicide victim!

The dispatcher sent a female in from the street for a search, Joe asked the female y she was in the station and learned that the dispatcher routinely sent females in for searches. Joe blew a gasket cuz' there was a f/1, who worked the desk and would disappear. Joe found her hiding in the upstairs courtroom and she soon hit the medical, then transferred out of 007. She knew she would never work the desk in 007 again. Btw, this is from a working female.

Going to have to disagree here. While Meeks may have pinpointed the demographic that is the cause of most violence -young black males- he calls for the wrong remedy, as do you

Another social program is not needed. In fact social programs are what exacerbates the problem. Public Housing, public aid, public health, public education

What is needed is to eliminate public programs entirely, or vastly scale them down. Allow people to do things for themselves or else suffer the consequences of failure. The prospect of either starving or being placed into prison can work wonders. And if they choose prison, well like Sheriff Joe says "Vacancy Open"

=============
I am having a hard time understanding why it is bad to catch some minor criminal on a bus as opposed to somewhere else.

As for not being where one is assigned you pretty much get paid by the hour so what difference does it make? Especially since many posters here do not think where they are going is all that great of an idea anyway.

So these new teams are not what everyone seems to bitching about. And of course they are talking out of their ass because someone told someone else that they heard this or that. First of its a detail not an assignment like MSF was. Second ill work some normal hours for the sake of my family so I'm not a total piece if shit on my days off. I can always go back to the shit hole on midnights that I just left. I got 10 years on and don't kid yourself the only reason I did this so I can spend quality time with my kids. And so did my partner. Neither one of us knows anyone nor did we make calls to do anything. Most of the guys going back to these teams are MSF and TRU guys tired of driving or working midnights.

2/02/2013 06:42:00 PM

You don't have ten years on, because any place you could have gone to with 10 years from MSF/TRU you would easily get afternoons. Also if you had ten years on you would realize that most "details" will turn into assignments eventually. Good luck seeing your family working from 6-2 instead of the on mids when they are sleeping.

Take a real police dept like LA, where police really have to pass tests to get hired and where they are really expected to do good work.

They have scandals. Policing changed for them. What do they do? They persevere. They do a better job with less police in a much more populated city in a much larger area.

I guess in 99 when they had cops doing robberies of banks, and cops accused of killing gang bangers they were a much better police dept.

And don't forget one thing you freaking bozo troll, their county sheriffs have police powers so they basically have double the force you idiot. They may have 8 to 9 thousand cops but they make up for it because the sheriffs have the same authority to arrest unlike cook county rent a cops.

I don't understand why you didnt search the female prisoner yourself because a real man wouldn't say this on a blog. He'd say it to her face.

Maybe because a female should be searched by a female

My landlord was a cfd guy, used to come knocking on my apt door, ass drunk like no tomorrow. One it was funny, but seriously who does that shit? He is lucky I was cpd and understood or maybe I should of called his wife to get him off my porch. My point, we give you curtesy remember your place. You can assist but do not for a minute feel that you are better than us because neither Rham or this city gives a shit about you with a hero t-shirt. First they can take our pension, benefits and joy of working this job, but then CFD is next. Remember that.

It's always fucked up when a once helluva street cop (In A Real District) morphs into company hack of a boss. We came through 011 together...in Narcotics together. I can't accurately express my disappointment in what Al has allowed himself to become. Kinda saw it coming though. When he got passed over for Superintendent,in favor of another outsider, he should've respectfully refused the # 2 spot. But when he accepted said spot, after being shit on for the umpteenth time, to me, it spoke to his character, or lack thereof. When Eddie King was the ranking Black boss, he never allowed himself to be fucked over in any fashion, by any boss. And would tell bosses to "Kiss my ass" to their literal faces. Just ask Cline. In Al, some of us mistakenly thought we had the 2nd coming of Cheif King. How fuckin stupid were we?

The 2nd coming of Eddie King? Are you kidding me?

Ot- fyi...a CFD Battalion chief and her driver stopped a vehicle in the 011 district at 0100 hours. They thought the driver was a 501 and took his keys from him. They flagged down a passing Cpd car and told them to make an arrest. Can you CFD heroes mind your own fucking business. The guy wasn't drunk. Maybe I should start doing 501s on off duty fireman that I seem to come across quite frequently.

That's brilliant. Too bad the guy they stopped didn't kick the crap out of both of them. Firemen are wanna-be police (just kidding, we love you guys--but hate the assholes).

God made the police so fire can have a hero

You bring up Eddie King in a complementary tone? Are you nuts? Of course he told the superintendent to kiss his ass, King had much more clout and the super could not have demoted him or reassigned him if he tried. King was the deputy on the west side by political design and her had his hand in every promotion of captain, and every assignment. He also stuck his two cents into every CR number and took care of those that he liked and fucked those that he did not. Thank god he nolonger is on the department.

I hate to say it, but this department has and has had for many years a culture of doing little or nothing. Only a small percentage actually go out and really work. The lazy know that there is nothing the department can do to them and they dont care. People get merit promotions and good assignment even if they are dogs.

+++++++++++++++++++++

There will never be another Eddie King. A prince who took shit from NO ONE. Loved working coppers, hated dogs, appreciated the work, treated people fairly and didn't (as far as my experience) see color. I came on in 85 and there were some real good bosses, stand up guys like Joe Mullin and Charlie Mandell, and many others. I'm retired now, and it was fun back then, and I still had some fun till the end in 2010.

I feel bad that there are so many younger guys who missed these good bosses.

Stay safe out there.

And what deputy of any side of town wasn't a political appointee then or now? My point was, he took no shit from any boss, kissed no ass, and as has been pointed out by another poster, took care of the working copper. While it's true that no boss is or will ever be was loved by all, I'd take bets that for every PO who has your opinion of Eddie King, they're at least 10 others who share the other poster's and my opinion.
