CPD Art Project

Ran across this on the Department Intranet:
  • Notice of Job Opportunity - Supervisor, Marketing and Recruiting:
It seems Human Resources is recruiting for a white shirt (lieutenant preferred) to be responsible for the new recruiting push in late 2013. They want the usual resume, letters of recommendation, etc.

They also want a "mock flyer" identifying "key themes" in recruiting potential applicants. It doesn't have to be professionally done, or even done by the applicant. It just has to have your ideas.

First of all, in these times of having every body possible on the street, wouldn't it make sense to farm this out to a firm of professionals?

Second, a nice cushy spot like this - you're telling us the Department doesn't already have someone measured up for this job? For all you new guys/gals or outsiders reading, the way it usually runs is this:
  1. create a spot;
  2. list the qualifications of the pre-selected candidate;
  3. put out a job notice so people apply;
  4. pick the pre-selected  person;
  5. laugh at everyone who thought it was legit
As an added bonus, you can take all the "mock flyers" that people submitted and see if there are any ideas worthy of stealing. After all, the applications are now owned by the Department, along with everything that was attached.

In the meantime, we have a lot of talented readers.  If you have a graphic that you think might be worthy of submitting for a mock recruiting poster, we'd like to see it and if funny enough, publish some of the better ones. It's like a City Sticker contest for cops!

Lot of bosses have "borrowed" coppers resumés to give to their pets and other "special" people as a template for current and future reference.

All it takes is a handful of people thinking it's legit and submit resumes/work samples and the like...

The system is tainted beyond salvage.

I was the idiot laughed at a number of times before I finally learned how corrupt the CPD personnel practices really are. When I finally accepted the fact that I would spend my entire career chasing the radio, I was much more content. Now retired, time truly does fly.

Another scenario...

Young, black, female PO involved in a questionable off-duty shooting of an unarmed man who was asking her for her phone number at a bus stop.

Black Street Deputy makes it a justifiable, self-defense shooting and charges the guy with attempted robbery of her service revolver.

Female PO is never seen at the district level again, going from the medical to the street deputy's Secretary/Monica Lewinsky job opening.

Fast forward a few years...

A CPD job opening is posted for a Sergeant to head up an Audio/Video Unit to help create, produce, direct and film department training films. Several qualified members apply, one with actual experience and certification as a TV camera operator who worked a second job for network TV. After months of stalling and bullshit, applicants are told the project is put on hold. A month or so later, the aforementioned female PO resurfaces as the supervisor of the A/V Unit and begins receiving Sergeant's pay. She would later be meritoriously promoted to Sergeant AND Lieutenant and never spend another day in patrol.

It's all legit!

i remember once when jane byrne was mayor and there was an opening at the dept of tourism and events for the city of chicago my eldest sister applied she was a chicago teacher at the time
after all the hullabaloo turns out jane byrne's daughter is hired for the job
they sent my sister a letter stating she was "overqualified" for the position this after they ran an ad in the paper and such

Hey I want to file a class action law suit for false advertisement, regarding the CPD!!! When I got hired they posters of cops on horses, on boats, K9, etc.... Little did I know those things were for the anointed ones and all I would get along with my friends mostly is a beat car. However the C student and good living is not false.

Makes me think of an incident in 020 last year where a tact Sgt was telling everyone who would listen how he was getting a new job (forensically speaking) this went on and on until another a midnight Sgt reminded him that the interviews are not done yet, and maybe he should for the sake of morale and his clout shut the F up about him getting the job at least until the applications and interviews were over. Well guess who got the job the brainless clouted Sgt. Wow we sure can pickem in this department. And to the ones who filled out resumes and took their own time off to interview thanks for making it all look legit. That's OK after that fiasco everyone learned a lesson they asked for a tact sgt position to be filled. Well those Sgts in 020 are not dumb, not one single resume was put it. Why bother its all bullshit anyway. How embarrassing for the department, to have it so obviously a rigged system. I am as happy with my integrity in tact to be working a blue beat. Unlike some I can look myself in the mirror and not look away.

Join the CPD

Where the clouted get credit and the workers get used.

Where an U. S. Olympic team alternate for cycling is not qualified for a CPD Bike unit.

Where the former U.S. Army K-9 trainer is not qualified for the CPD K-9 Unit.

Where former Navy Seal is not qualified for the marine Unit.

Where a former U.S. Army Warrant Officer Helicopter pilot can not be in the CPD Air unit bur instead rots in patrol on midnights no less.

Where skills and ability are never taken into consideration for job assignments.

Where a night out at the bar with the bosses are your best chance for advancement.

And you wonder why and how our leadership ranks are the dreggs of the department.

Look at the paths to promotion...

Human Resource Management yeah that got way better once a civilian was placed in charge.

Its all legit now.



Just an observation that once again will fall on deaf ears of the department.

Yet we will have meetings discussing legitimacy and morale..

We are a walking blueprint of how not to run a department.

A time honored bait and switch for purposes of putting the selected one in their rightful spot. Collecting on their birthrite, if you will. Now whoever gets that spot will have the air of stench about them count on that. Look for the clout connection.

The ony time there is a fair selection process is when the job isn't worth a shit, is no fucking good and no clout heavy bosses kid, mistress, wife etc. wants the thing.

Or, when it is known to the higher ups that whoever gets the job is being set up for scandal and they want someone to take the fall. The fall guy job. The person thus selected usually realizes, too late, that he has been screwed, again.

Remember Jay McMullen's quote, (Jane Byrne's husband) he was pontificating to the boys from the newspapers that "The trouble with people today is they think it is all legit."

He was right and that is right still today.

The Value and Benefit of Joining the Fraternal Order of Police

I was sent information about meetings being held for Sergeants about the value and benefit of joining the FOP. The meetings were held at FOP Hall on 24 and 25 Apr 13. I decided that it would be a good idea to see what FOP had to say and what benefits FOP was offering Sergeants so I went to the first scheduled meeting.

When I walked into FOP Hall and it was clear that Mike Shields was very uncomfortable with my presence, I didn't feel welcome. Mike Shields approached me and asked me why I was there, I told him that I was there to hear what information was being given to the Sergeants. Mike asked me if I was planning on switching from PB&PA to FOP. I told Mike that I wasn't planning on switching but that I would love to hear what FOP had to say.

At that time Jim Ade and Paul Bilotta walked into FOP Hall and Mike Shields was no longer interested in talking to me. Mike then approached Jim Ade and Paul Bilotta and told them that they weren't welcome at the informational meeting for Sergeant's. Jim Ade asked why and Mike Shields said it was in everyone's best interest that they leave. Jim told Mike that not only was he a Sergeant but he was an active member of the FOP. Mike told Jim that he wouldn't be allowed to stay and told Jim Ade and I quote "This is my house", "and I am not going to allow you to stay", Mike then turned to me and told me that I wasn't welcome either and that I wouldn't be allowed to stay for the meeting.

I did leave and as I was driving I started thinking about what Mike Shields said. What was the value and benefit of Sergeant's joining the FOP, and who was the benefit to? As an active sergeant, being thrown out of a meeting designed for the benefit of sergeants and being told by Mike Shields that FOP Hall is his house, it was clear to me that the benefit that FOP is seeking is to themselves and not to any sergeant.

Sergeant's already have a house, it's at 39th and Ashland. If you don't like the people that are running our house, get involved, change the people, make it better. As Sergeant's feel free to visit your house anytime, you are always welcome, you will never be thrown out.

Brother and Sister Sergeants,

In an effort to gain more information for you regarding the recent action taken by the Illinois FOP, I went to the scheduled 10:00AM meeting. According to the poster that was sent out by one of our members, this meeting was explained as, “The Illinois Fraternal Order of Police will host informational meetings for Chicago sergeants about the value and benefits of joining the Fraternal Order of Police.” The poster went on to say, “Find out about forming an FOP lodge that is exclusive for Chicago Sergeants (not part of Chicago Lodge 7).”

Prior to the meeting, I was having a conversation with Illinois FOP President Ted Street. Ted and I have known each other for twenty years and were catching up on our families, old friends, etc. when we were interrupted by Mike Shields.

Shields informed me that I was not welcome and had to leave. I explained that as an invited Sergeant, and a member of the FOP, I had every right to be there. He replied, “This is my house and you’re not welcome.” He then demanded Sgt.s Paul Bilotta and Debra DeYoung leave as well as members of the Illinois FOP remained silent.

This episode proved beyond a reasonable doubt proof that an FOP lodge for sergeants will not be exclusive and will be controlled by Shields and Lodge 7.

I've put in my resume a couple times for positions on this department. Don't have a phone call, but have a pretty damn good resume and police history. Not once did i even get a call. No interview, no call, nothing. I found out the positions were filled with people already in the unit, or a friend of a friend that works in the unit. It's pretty bad. It doesn't matter how good you are at something, it all comes down to who you know.

Thought this thread was perfect because my picture has art in it.
So I'm working VRI this week and was working in 25 for the night. We bring in an arrest and while I'm in the district I witness a desk PO, same one in the picture, he MFs this lady that came in asking for a report. Not sure what she needed a report for but he starts yelling at her something about to put her name on a list and to go sit and wait in the room until shes called. He yelled and spoke to her like she was below him and some piece of s$%t. Uncalled for! Well we process are arrest and I am told I have to send it to the desk PO to approve first then they will send it to the WC. So I go to the desk and its the same PO as above that has to approve my arrest first. When I get to the desk I find this

Then to top it off that same lady is STILL in the waiting room but now she is passing back and fourth.

Not cool how POs like this make the public hate us and think WE ARE ALL LIKE THIS. Do us a favor and retire or find a job that you aren't in the public view!

Who cares if Shields likes/welcomes/tolerates these goofs---when are they going to address their incompetency and ignorance towards the membership---isn't that the real issue???..

Sounds like the PBPA board is scared---and deflecting their concerns onto the FOP lodge president instead of correcting their own missteps

This whole thread clearly reveals the reasons why I retired early. I just couldn't stand the lies, hypocrisy and bullshit for one more day. I am so fucking happy to be gone. I will now work my fucking ass off to earn a PhD. Why? Because I can and I have that ability and I want to challenge myself. It is for me and my family and if I can be of any benefit to decent regular people of society than my life won't be a total waste. Staying on the CPD, now that would have been a waste. I did enough, I saw enough, I did my public service.

As an active sergeant, being thrown out of a meeting designed for the benefit of sergeants and being told by Mike Shields that FOP Hall is his house, it was clear to me that the benefit that FOP is seeking is to themselves and not to any sergeant.

Sergeant's already have a house, it's at 39th and Ashland. If you don't like the people that are running our house, get involved, change the people, make it better. As Sergeant's feel free to visit your house anytime, you are always welcome, you will never be thrown out.

Well, neither did the sergeants who are members of the PBPA; they were excluded and some sort of deal was done and an agreement was reached and they were SHUT OUT of the information-gathering and decision-making process.
They are angry and they are going to look at their options and they are going to change something. Not sure what it will be, but they'll do it publicly and it won't be done in a backroom deal.
Sorry Shields was dismissive of you, but now you know how your entire membership feels about its union leaders.
Oh, and the plural of sergeants isn't sergeant's.

I was at the first informational meting at the FOP hall to find out about transferring our union representation to the FOP. Before Mike Shields asked Jim Ade, Paul Bilotta and Debra DeYoung to leave, he asked the Sgts that were there if we wanted them there. We all agreed that we did not want them there.

Between the last contract proposal and the financial situation of the Sergeants Assoc., it’s time for a change. Maybe Jim Ade will someday provide information on how much money was stolen from us, how many times our building was mortgaged and what is the actual net worth of the building. What do we get for our union dues, PBPA union dues are $30.50/check or $732/year. FOP union dues are about $498/year.

The FOP has negotiated every salary increase that we as Sergeants have received with the me too clause. The me too has also hurt us. Our first contract didn’t include an increase in our health insurance costs, but when it was raised in the FOP contract, we got stuck with the increase as well. Before it was a flat rate and now it is based on a percentage, so with every raise our insurance goes up.

If 30% of our membership signs petitions to transfer our union representation to the FOP, the state labor board we hold an election to determine who should represent us. If over 50% sign the petitions, it’s a done deal and we will have our own FOP lodge.

Jim Ade has sent more e-mails out and posted on this site more in the past 2 weeks than he has ever done before. Now he wants to help us? We can’t wait to vote him out. Do you trust the PBPA taking our case to arbitration? I think we are stronger with the FOP.

I've put in my resume a couple times for positions on this department. Don't have a phone call, but have a pretty damn good resume and police history. Not once did i even get a call. No interview, no call, nothing. I found out the positions were filled with people already in the unit, or a friend of a friend that works in the unit. It's pretty bad. It doesn't matter how good you are at something, it all comes down to who you know.

You want change at PBPA? Vote these officers out. Go to a meeting. Get involved. FOP sees this as a power grab, plain and simple. This is not the time to be dicking around with representation. The downside is far greater than the upside.

I don't agree with the way this negotiation was run and I will be voting against Ade in the next election. However, going with FOP is not going to change our membership makeup, we are still the same group of sergeants, and we still have to elect competent representation. Changing our affiliation will only cost us money and will do nothing to change who we are.

When will people realize that having a college degree(s) does not make smarter or better than someone without a degree. It may show that you have dedication or are more responsible but this does not neccesarly mean you will be a good supervisor or leader. In my opinion a college degree is just a piece of paper worth a lot of money. I think all promotional exams should consist of questions measuring your personality,communication skills, leadership skills and problem solving skills. You either have it or you don't, everything else can be taught. ie department directives and law. If you have a test like this you can eliminate merit promotions.

The Value and Benefit of Joining the Fraternal Order of Police

I was sent information about meetings being held for Sergeants about the value and benefit of joining the FOP. The meetings were held at FOP Hall on 24 and 25 Apr 13. I decided that it would be a good idea to see what FOP had to say and what benefits FOP was offering Sergeants so I went to the first scheduled meeting.

When I walked into FOP Hall and it was clear that Mike Shields was very uncomfortable with my presence, I didn't feel welcome. Mike Shields approached me and asked me why I was there, I told him that I was there to hear what information was being given to the Sergeants. Mike asked me if I was planning on switching from PB&PA to FOP. I told Mike that I wasn't planning on switching but that I would love to hear what FOP had to say.

At that time Jim Ade and Paul Bilotta walked into FOP Hall and Mike Shields was no longer interested in talking to me. Mike then approached Jim Ade and Paul Bilotta and told them that they weren't welcome at the informational meeting for Sergeant's. Jim Ade asked why and Mike Shields said it was in everyone's best interest that they leave. Jim told Mike that not only was he a Sergeant but he was an active member of the FOP. Mike told Jim that he wouldn't be allowed to stay and told Jim Ade and I quote "This is my house", "and I am not going to allow you to stay", Mike then turned to me and told me that I wasn't welcome either and that I wouldn't be allowed to stay for the meeting.

There are some blue shirt officers with very advanced degrees. Those degrees involve extremely challenging exams. (The promotional exams are a joke in comparison to the requirements for the advanced degrees.) And I have seen the aptitude of most of the high ranking personnel. You should help out the other white shirts; they are in bad shape. Some of them cannot answer a simple question. (And that is with plenty of notice of the meeting.)

The resumes are a front, a scam. They already have the person chosen. It's long been the protocol of this dept to reject anyone with the right talent and credentials and to place an inept clouted person in the position.
