Sadly this is becoming the norm in this department. Officers who go above and beyond and still want to work are being denied spots in units and other places because the commanders, LT and sgts can't lose the activity these officers bring in. There are more examples of this in the 007th district alone where certain POs wernt allowed to leave because a certain XO didn't like him.

The District is getting hammered with burglaries and these goofs do traffic arrest, they won’t even go to burglary or robbery job. If you want to do traffic, go to a traffic unit. An even bigger question is why does the Tact Lt and Commander let this occur, unless they only care about impound numbers.

I've known several bosses who refused to sign PARs and that was that.
Punish the workers...I hope they do what 2 guys from 009 on the 3rd watch did, hard work and big numbers to "NOTHING".
Although Leo is merit all the way, I don't see him violating the rules like that.

Jody Weiss signed off only on the memorandum of understanding concerning the change in work schedule to the 4-2. Daley signed off on the rest after City Council votes. Daley doesn't have to sign, after approval it goes into effect automatically.
So another REAL deputy chief's spot opens up and McNumnuts doesn't move Leo into it? What gives? Does McNumnuts actually realize the mistake he made by promoting Leo? I guess that trip to the Super Bowl is still paying off for Leo. Wow.

They do traffic arrests because: 1. They are easy. 2. No license, no insurance and suspended or revoked license are a dime a dozen. 3. It's all about the CB#. Don't you know that by now? 4. DUI arrests can lead to a felony charges (no license, no insurance or if the driver/offender is suspended/revoked).
Last but not least; worry about yourself buddy. Don't worry about what others do. At least they are working. What are you doing? Yeah, thought so.

I remember a few years ago when I was a new officer. I was young and wanted to work hard. I brought in some good numbers. I requested to take Friday and Saturday night off. The boss denied it. I then asked the watch secretary what happened? Why was I denied time off when the slots were still open? She told me the watch commander can deny you time due even if the slots are open. He usually does it the working police officers only.
I then inquired with the boss and he told me "sorry but I can't afford to lose you on the weekends kid. You bring in good numbers for me. Just wait until four weeks from now to enjoy your weekends off. This isn't a 9 to 5 job you know?".
Is this Leo the guy who has more phony medals than a North Korean general?

Here's how it works.
If it was a bid, the commander has no say. The officer is transferred.
If it was a management request, both affected unit Commanders have to agree. If one of the Commanders denies it , the ultimate decision goes to the Chief (all affected from same Bureau) or 1st Deputy (more than 1 Bureau affected).
This sounds like a management request and seldom will the Chief of Patrol approve a move when one of the Commanders denies the request.

That sounds about right. These no time hard chargers want to go to 008 because the contact cards have more weight there?
In FTO class today the officers were told that the north side districts were full and they could only bid for 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 & 15. Most officers were angry and are contemplating going back to their districts and dropping the job.

First off I work in Deputy Chief Schmitz office and at know time has he ever denied anyone from attempting to leave to better themselves or there careers. In fact he sighed two Par forms the other day for two of his workers to leave for a better place. So the so called officers that said they tried to leave on management must not have filled out there paperwork correctly or they are just plain out lying. Also there is only two PPO working in the 007th district and neither one of them are boxers. You people need to start telling the truth and stop lying about Deputy Schmitz
He should hit the medical , talk about stress .
If they had the seniority to make it on a bid spot and placed a bid, they can put in a grievance and win. If they were being brought over using management, they have no recourse and stay put. Simple, get some seniority or better clout.

This IS TRUE. But it was a mangement bid so both Commander had to sign off on it. Leo refused to. Leo did this stuff all the TIME in Gang Enforcement. Finally 007 is seeing what a one way fool this guy really is!!!!! 007 Lay down cause all Leo does is say he did this. Your hard work is getting him glory!!!

Not sure about the CPD policy regarding 20% but my guess would be the heavier commander would win. Dont know of any policy that requires a commander to release you if you want to be transferred. Decision should start with dept chief and then be decided by Chief of Patrol whether the officers should go. My feeling is if another commander wants you, you should be able to go, but historically the CPD punishes the workers and rewards the do nothings If a couple of do nothings wanted to leave, Leo would have said good bye
Only other reason for them not leaving is the city didnt want to use the 20% on the district to district transfer

Hey tough guy, isn't that what a beat car is for, doing DUI and suspended arrest. A RBT team is suppose to be trying to catch the shitheads that are committing real crimes against persons. I know doing traffic is "easy" for the CB, but when a District has a problem with robberies and burglaries where many city workers live, shouldn't a RBT team be utilized for that, not traffic. If you live in 016 and your house gets broke into, don't bitch because you think a RBT team is fine with doing traffic arrest. And as far as working, I do work on this job
Not true at all. I work in review office in 007. I know a copper who had a par form sign off on this week. This copper has no clout at all. deputy chief signed off on it without any questions.

I am on the RBMT and I make BURGLARY and ROBBERY ARRESTS, sure we make theft/lost mislaid property arrest when shit bird has an iPhone and doesn't know the the unlock code and we cant find a victim. But TVBs, impounds, DUIs on a REGULAR Basis??? Go on the watch if you like traffic... Why excite yourself. The CPD is not required to take part in the wellness program. FOP saw to that and the only way we will be in it is if the FOP negotiates it.

Boss can not stop a vacancy bid, but they can put a stop to going to a unit or being brought over on a phone call. So if these 2 guys are still in 7 it is becuase they used a phone call to try and get to 8. Leo can prevent this from happening if he wants to. I do not agree with doing this, but that is how this department has operated for the last 20 years. If I was one of the two po's that got dumped on, you can certainly gaurantee I would be bringing in complete zeros.

I agree with the above poster about the commander in 007, but 012 was a ghetto district when Leo was there. 012 has gotten slower in the last 15 years. He had already smoke and mirrored his first merit promotion back in 1997.

In fact he sighed (sic) two Par forms the other day for two of his workers to leave for a better place. So the so called officers that said they tried to leave on management must not have filled out there(sic) paperwork correctly or they are just plain out lying. Also there is only two PPO working in the 007th district and neither one of them are boxers. You people need to start telling the truth and stop lying about Deputy Schmitz

Some jerk off refuses to sign a PAR form go to another District and tell the on duty watch commander that you are on furlough and ask him/her to sign it. Send the green copy to the FOP and the rest to unit 123. It worked for me.

Wow, here in 019 there's a waiting list for PO's wanting to leave. Can you believe it? The commander who is a nice guy just cant understand why the activity is not where it should be. Well commander the answer to this is no farther then right outside your office door. It's truely amazing how one individual can destroy a district. Whom do I speak of? Well commander here's a clue " who took the strawberries?"....." I will turn this ship upside down to find out who took a tin of strawberries"......." it's all of you, you are all against me"......

The units trade people all the time. They call it a '1 for 1.' They're afraid if they lose someone in a budgeted spot their manpower budget will be cut and they will lose bodies.

Why is Leo deputy commander Schmitz? H was promoted because his wife Ellen retired from airport to make up the difference in cash, strange but true! Another waste of police budget!
019- be very careful of the front office, theres a very very close friend of the Captain there, and she is the eyes and ears for him. Shes alot more to him, but thats a whole other story left for somewhere "north of the border."
We see his car parked there all the time. And the pics to prove it!! LMFAO!!

The strawberries are supposed to illustrate the similarity between the Capt. in 019 whocouldnt manage a tact team as a Sgt. let alone manage a watch or district and Capt. Quiegg , played by Bogart who brought his ship to a standstill because a tin of strawberries went missing. When it was obvious that the Capt. was incapable of running the ship he was relieved of command. This is an illustration to show the situation we here in 019 face, a clout heavy, incompetent, brooding, moody, selfish, little bully, who should probably only have been lock up keeper. it would keep him isolated from everyone else. This is a call out to the commander,EV, relieve this Capt. before you loose your ship (district)... we know it's a difficult decision when your XO 's cousin is the floor leader for the city council..............

leo has never steered us wrong in 007. he has always lead by example and i commend him for that. he wouldn't just talk the talk. however, he has been mia lately. maybe because he has another exempt position, idk. anyway, he has always helped us when we ask for it. i understand he may have glorified himself a bit in the past(so i've heard). he is a great boss overall for the working coppers, however my only complaint is when he has to put on his political cap and then he's a sterotypical political stroke, ha.

In 019, the district is way worse with Eli at the helm, he has made some very bad choices with regards to manning the so called "special cars" with a few do nothings, infecting the whole watch. He lets a Captain fuck with the watch regularly and denies people their time. And yes, theres Olive Oil who is the eyes and ears of the Capt. and tells him all. She does it all for Him.

Had deliver your complete PAR form directly to MLAS and get a receipt. Otherwise your Commander may just bury it until the deadline has passed like Georgas did in 18.
Once its missed thedeadline MLAS and the Union will tell you too bad, So Sad. The Vacancy Announcement clearly says it is the bidding members responsibility to ensure the PAR is received at MLAS with the 72 hour deadline.
By the way, you don't need to have your Commander sign of on a Bid. All you have to do is have the DSS sign that it was submitted on time. Then take it MLAS yourself.

Its hard to clean house when the old commander was promoted and has the ability to make phone calls to keep the old crew in their spots. As a new commander you dont want to do anything to upset someone that has more rank

Alright, enough with the Caine Mutiny references, already. We get it, you are well read, and you feel this helps illustrate an inability to command, as in someone who is bogged down by minutiae and micromanaging and doesn't see the bigger picture.
However, you miss the point of the book and even the movie. Queeg wasn't relieved because someone higher up identified his shortcomings, he was relieved of command by a subordinate who thought the captain's indecision during a typhoon was going to sink the ship. The subordinate, Lt. Maryk,, was court-martialed for this. His defense attorney got him acquitted, for the most part, because he made Queeg look like a neurotic fool on the stand, but he didn't enjoy it. He thought Maryk should have simply helped the captain to see the right moves. He made the salient point of the book in pointing the finger at the ship's crew afterwards, essentially telling them that true professionalism, or duty, or whatever you want to call it, means doing your best to work around a superior's shortcomings, and doing one's best to accomplish the mission in spite of them.
Now I don't know if all this is relevant to police work or the shortcomings of the exec of 019, but if you want to read into the Caine Mutiny for some illustration of what to do, griping and mutiny is not the course of action that this book recommends, in the end.
