Not totally acurate. The City and the various pension funds all used actuarials to determine the correct funding level and what the multiplier should be for the City contribution.
The problem is that the City ignores the recommendations of those actuarials and makes the minimum contribution. Even then, as in the teacher's pension fund, in many years the City sought, and received, a pension holiday whereby they contributed nothimg, instead giving 7% annual raises to the teachers. The teachers are not smart enough to realize they were giving themselved those raises from their own pension fund.
That money went to lot's of flower boxes, wrought iron fences and other horseshit. Millenium park and such.
