School Chief Not a Resident

The CTU points out that the head of the CPS isn't even a resident of Chicago, an apparent violation of Chicago Ordinance and a fire-able offense:
  • Barbara Byrd Bennett -- the latest quarter million dollar a year "Chief Executive Officer" appointed since Mayor Rahm Emanuel's inauguration less than two years ago -- may be giving speeches about how the proposed closing of 53 Chicago public schools is not "racist", but she hasn't been in Chicago long enough to know the city. She's also been telling the Board and some reporters how she is insulted by the implication that all of her promises are meaningless because she won't be around Chicago in a year (or less).

    But if her choice of residences and her voter registration are any guide to what she really feels, her heart is still in Ohio, not in Illinois or Chicago. As of April 2013, she is a registered voter in Ohio, where she has an opulent home in suburban Cleveland, the city where her controversial financial practices as school chief were questioned years ago.

    If Barbara Byrd Bennett were a Chicago teacher today, she would be another exhibit in the annual report of the Inspector General. The IGs energies are largely devoted to persecuting Chicago teachers and other school workers for violations of the CPS residency rule. Chicago teachers must live in Chicago, and investigators from the IG’s office routinely are tracking down miscreants who really live outside the city. Having a sham home in Chicago is not enough if your real home is in, say, Winnetka. But there has been no explanation for her ability to rise above the law, and the Inspector General’s office in not interested in bringing her to justice – in the form of firing her for violating residency.

Rules for thee, but not for me?

Make a note - this could come in handy for anyone trying to live outside the corporate boundaries of Chicago.

For all practical purposes, I lived 40 miles outside of the city for my last 12 years on the job. I like to think that it will add ten years to my life. Been six years since I retired and sometimes it all just seems like a dream. Stay safe.

Rham Emanuel just recently became a full-time Chicago resident and today both Jesse and Sandi Jackson finally moved back to their real home in Washington D.C. Voters are partly to blame but Chicago politicians know there are two sets of rules. I hate living here and moving OUT!

OK, someone please correct me if I am wrong (and I may be), but, does she live in Ohio? She still owns a house in Ohio. She still pays taxes there (because she owns the house), and she hasn't changed he voter registration to Illinois. Does she have to change voter registration as a term of employment? As long as she's living here (in Chicago) while she's on the job as head on CPS, isn't that enough? I'd get it if she was pulling a Sandi Jackson and was actually living in Ohio most of the time, and coming in for the occasional meetings, but is that the case? If they had proof that she was living outside the City while head of CPS, I'd say hang her, but all I can see out of this is she still owns a house in Ohio and would have to go there to vote. Seems much ado about nothing.

The more egregious violation was 9.5's residency during the mayoral campaign, but that's a whole other topic.

Sign me up! If she can do it, so can we! I have been eyeballing that house in the burbs for some time now. Guess now is as good of time as any to pull the trigger and buy. I'll even keep my wife's wedding dress in the basement of my Chicago "home." Get rid of this residency rule! This is a starting point or conversation starter to get dialogue started.

Not true, Chicago teachers do not have the same rules as police and fire. Many Chicago public school teachers are legally allowed to live outside the city. In fact, I would say the majority of them can do this per their contract. Their contract is online so you can see all the loopholes they can use to live outside the city.

Same questions apply to Cheryl Hyman, who Rahm reappointed to the position of Chancellor of the City Colleges of Chicago. In addition to her lack of serious educational credentials or experience, apart from being a "protege" of the head of Commonwealth Edison, a long time Daley ally, questions continue to be asked about her residency. Allegedly, she owns a house in suburban Riverdale.

You are allowed to have another address outside the city. As long as you live in the city 51% of the time.

ALSO, you must have a city sticker on your personnel vehicle. It does not matter if everything else is registered somewhere else.

The people who set policy for the rest of us(or the "paupers") do not need to follow those same policies. Rahm was not a resident but he ran for mayor. His kids go to lab school with taxpayer funded bodygaurds, so why should he be concerned about CPS children? Rahm will never get a speeding ticket from a camera because he has taxpayer funded drivers/bodygaurds. People should run these hypocrites out on a rail with tar and feathers, but I imagine Kass is correct when he calls all of us "chumbalones".

I remember a Deputy Mayor for Education that sent her daughter to a swanky private school in Winnetka about 20 years ago. Ritchie dumped her faster than a bad burrito in the shitter the next morning.

Not to defend Ms Byrd-Bennett, but maybe she has a "move into Chicago in a certain period codicil" in her contract. Maybe she wants to let her kids finish school there and sell and pack the house up. Selling a big house anywhere is a challenge

While everyone should abide by the same rules, the residency rule is rediculous to begin with. Its akin to the old mining towns that were owned by the mining company. You were paid your wages for busting your ass in the mine all day and then turned around and had to pay the same company to rent your house, buy your food and supply everyday essentials. And in the end you would usually die of some work related disease or injury because the mining companies were to cheap to protect their best asset, their employees. Sound familiar? Unfortunately, Chicago will probably go the way of the old mining towns in the end . . . dead because the mines shut down and all the jobs were gone.

For everyone who wants to get rid of the residency rule, think of the consequences.

Who would want to buy your house if you didn't have to live here? What would your resale value be when you do move out? who would want to pay top dollar to live in the murder capital while unemployment is going up and corporations are moving out?

I hate the residency requirement but I am also thinking of the day i will leave. the residency is an insurance that at least i can sell to another city worker.

As a long-time, condo-living dog walker, many "people of color" are terrified of dogs. I've seen a teenager frozen still because my ten pound Papillon was near her. While living in Rogers Park, my gentle, sweet Dobe caused people to cross the street rather than walk by her. Just think what the presence of a Mastiff, a Great Dane, an Irish Wolfhound would do to protect a store and great shoppers. Even a mid-size dog can scare the feces out of some.

Here is my question. My friend is a Cal City Cop. Five year ago, they recinded the residency requirement and he lives in suburban NW Indiana. He said it makes all the difference at the end of his shift to go home to a safe neighborhood in Indiana and know his family is safe. Has the CPD union ever tried to negotiate this into their contract?

You are dreaming. The CPS makes exceptions all the time. One example is that new teachers can live outside the city if they are teaching special classes or subjects that there are not enough teachers to teach. The CPS stretches alot of exemptions, this will never change

How about the Jacksons? This is one of the many reasons we don't trust any of the leadership in chicago. They will bend the rules to favor themselves and bend them to fuck us.

As a long-time, condo-living dog walker, many "people of color" are terrified of dogs. I've seen a teenager frozen still because my ten pound Papillon was near her. While living in Rogers Park, my gentle, sweet Dobe caused people to cross the street rather than walk by her. Just think what the presence of a Mastiff, a Great Dane, an Irish Wolfhound would do to protect a store and great shoppers. Even a mid-size dog can scare the feces out of some.

I have no sympathy for the CPS Superintendent. With the politicians, it is a different story: some do have two residences based upon their frequently being at the capital and out of the city.

Twinkle Toes the Tutu got himself into hot water because he tried to avoid the expense of maintaining two residences by leasing his property and listing for sale (something that was buried in much of the reporting). The litigation that followed was totally perverse. Another Chicagoan would have been cited for failing to keep a residence upon the same facts. The ruling issued smells like dead fish. Something Tutu would know about.

Not a valid argument. The cities who eliminated residency have not experienced the exodus you fear. Quite the reverse because it forces the city management to wake up and confront issues they ignored. If you think this city is going to get better someday by holding you here, you are dreaming. Here is my question. My friend is a Cal City Cop. Five year ago, they recinded the residency requirement and he lives in suburban NW Indiana. He said it makes all the difference at the end of his shift to go home to a safe neighborhood in Indiana and know his family is safe. Has the CPD union ever tried to negotiate this into their contract?

City wont allow it to be put in the contract, union tried and we lose in court against the city A lawsuit is a loser, the only way is to get it in the contract

I was on YouTube this morning to watch some shooting safety videos. Before one of the videos played, this Barbara Byrd bennett appears with an explanation for the school closings and how the savings was needed for programs. I could care fucking less about the closings. This shithole is depopulating and the infrastructure is too expensive to maintain. I’m sick of being fiscally raped by these schools. They eat up more than half of my property taxes with little to show for it. The Bennett lecture seemed to run for a couple of minutes. The video was like mind control rather than a typical commercial.

Rahm is against guns, police, the NRA, or anything that maintains standards or holds a social order. Yet, he has his fucking mind control videos on YouTube targeted at city residents on shooting videos. Rahm and his friends need to stop cramming justifications for their policies down my throat.

I know that Board of Ed. employees did not have to live in the city 40 years ago. I also knew city truck drivers who owned buildings in their old neighborhoods and kept an apartment in them. Furnished out of the Goodwill store. They would have B.S. mail sent there and go by once a week to pick it up and show their face. They would give one of their tenants a break on the rent to cover for them if anyone came around asking questions. As far as I know none of them ever had a problem. It will cost you to set up a bogey apartment so if you think it is worth it you can probably get away with it.

Yeah yeah yeah, we knew when we signed up, but shit, if they can get paid handsomely, get a pension, and live outside of the city, then dammit, why can't we?? Why the double standard? Are we gonna just sit down and take it?

Aren't we entitled to raise our families in a safe environment where the wildings are less frequent and there isn't a burglary on your block more than twice a week and your house isn't on top of your neighbors house? It's an outdated and archaic rule and the time to change it is NOW and even more so since we are in a contract negotiating time. Lets get some steam behind this. What's the difference if you drive from 024 to 005 or if you lived in Park Ridge and had to make the drive? Quality of life would improve greatly.

I personally know police officers and fire fighters who have homes in the city and in the burbs or even out of state. the city cannot force your family to live in the city. As long as you spend your working days/nights within the city you are considered a resident. What do you think this women does, drive home to Cleveland every night? Get real.

The biggest joke about the CPS Residency Policy isn't allowing teachers to live ouitside of Chicago if they teach in a 'need basis subject areas'. The biggest joke is because PE is one of 'need basis subject areas'.

Where's the need in high school where CPS was granted another 2-yr. waiver by the state to make only 2 years a part of graduation requirements?

Why are Driver Education teachers lumped in with PE teachers? The last time I checked retirees use all thier muscle to work DE and collect their pensions.

The waiver for PE teachers to live outside of Chicago is basically for elementray schools. But, since many PE teachers got their jobs from having clout, high schools were lumoped in with them.

However, that could all change and PE could be taken off the 'need basis subject area' list with 54 schools closing and an averagee of 2-3 teachers per school losing their jobs. The closings could mean up to 130 PE teachers losing theior jobs. Where's the need basis for PE now?

cps employees hired before 1995 dont have to live in the,employees hired after 1995 do have to live in the city,with the exeption of some teachers .... maybe acorn let somebody else register & vote under bbb's name after all you do not need an id to vote in ohio that state is more screwed up than this one thank you bho
