Fair, Impartial and Totally Secret

Last week we posted this:
  • If you're interested, and you should be, the charges filed against the FOP President regarding "the letter" not being filed despite repeated warnings to do so, will be heard by his own hand-picked committee this evening at 1700 hours.
    Outrage to be vented shortly thereafter.
Shortly afterward, we received word that the hearing was delayed one week until today, 29 October without explanation.

Now comes word that the entire hearing is closed to the membership. Board members only.

We're going to go out on a limb here and say that this is outrageous. Anyone disagree?

Talk about a lack of transparency. I saw Mike taking the Sgt. exam. He looked like a deer caught in the headlights.

I believe he realizes he is destined to be the first one term FOP President. We know we are going to get 8% over the term of the contract. Let's just settle the contract and move forward.

Who ever is the next FOP President will have to clean up the mess. I wish Mike well in his future endeavors, but he has made a mockery of the whole FOP electoral process. Not re-electing some members of the FOP Board would be a disservice, because of Mike's actions. However, the inside individuals are all culpable given they needed to provide leadership. The letter should have been sent, but it is time to move forward.

Dougherity is not the answer! He is part of the problem - not the solution!

Shields was told by board members to mail the letter. He is on record stating he was told. Other members also reminded him. He failed us. He failed us and I hope it was not intentional. I would hate to think a fellow copper would screw over thousands of fellow coppers. Unfortunately his mistake was too major for him to be voted in again. Maybe he was promised something???

Shields has to go. Also, everyone one the board has to go. Don't give me the line that "so and so is a good guy". NO, they all have to go. All of them knew about sending out the letter. Yet they didn't do a damn thing. They allowed this travesty to happen. During a meeting someone asked the entire board why they didn't step up to the plate and hand the letter over to Shields and have him sign it. No one on the board said anything. We need fresh faces who have honor. Which none of these current board members have.

So what prevented the board members from drafting the letter? Then taking it to Shield's desk and insist he sign off on it right now? Then they just had to mail it out. What stopped them? This guy just doesn't get it. It's a shame that this classless fuck may drag some of the quality guys down with him. Aguilar, Dougherty, and Gorman have done a good job under horrendous conditions bred by this know it all punk Shields.

I have known this little jagoff for years. Nobody cantell him anything. He was told to send the letter and ddidn't. You're all coppers. Look at the facts. The February 2012 meeting minutes indicate he told everyone he was going to send the letter. His ex-secretary said the letter was done before the deadline, but he didn't send it. Read his apology newsletter article. He says he would have done things differently had he known what Rahm's response was going to be. That demonstrates it was a conscious decision not to send it.

We shouldn't get rid of the experienced guys because of one incompetent asshole. We need experienced guys to run this thing. The fresh faces thing just didn't work. Shields is living proof.

The bylaws do not say that the rest of the membership cannot attend a hearing.

Both members of the board and Shields have to go. The members of the board are just as guilty as Shields. They all knew how important the letter was, but they just told him. Then when they knew Shields wasn't going to send out the letter why is it that no one stepped up to the plate? Not one of them. Members remember to vote all of them out.

BUT -- who did Shields replace??? You weren't too happy with the previous regime either. This time, get some people who you think will do a good job. (Maybe all new people)

Shields served his purpose - you were able to get rid of the previous group, so just continue.

Get a new group - hopefully better than Shields (and better than the previous group)

FOP is not worth anything if they are a bunch of sellouts. If you can see that from the outside, you should be able to see it as a member. Vote wisely next time.

Remember, Carlos Cortez is the only one with balls to take on the shadow Shields monarchy. Detractors will say shit like Morman lover, this, or that, but in the end Cortez's leadership with his team is the cure.

Institutional knowledge failed us all. Anyone connected with Shields via (appointment to Board by him), or trustee that didn't speak up (ie: only the FTO and ex-pres said they told Shields), or long time leadership that did not bring charges against Shields will be canned.

Again, some unit rep 6 months back (younger tall guy with glasses that speaks up at a lot of meetings/ don't know name/ sorry) asked how many lawsuits FOP was involved in; and it showed that the reason FOP was in a legal mess was because of Shields and Team's collective egos.

No one was angry at Doherty and Donahue when they turned down a 16% raise and accepted 10%. No one was mad when Donahue and Doherty forgave 23 million in city indebtedness to the pension fund.
They were on the FOP board for prior negotiations and should have seen to it that the letter was sent. Now they are going to use the mayor's negotiating ploy to bash one of the only Labor Leaders to stand up to the mayor. Remember where Shields was on Huberman, DV Urban Realty, Ariel Capital, Billboards to decry understaffing, Funding, etc. Doherty and Donahue are all about Doherty and Donahue.

Carlos Cortez will get in because he brought up the charges. He promised two meetings ago he was bring charges on the whole executive board before the end of that week. He did not so Carlos either got bought off with a spot on some else's ticket or was grand standing.

This is a great example of the pony show they call our FOP. We will not get an adequate raise just like last time and yes they will take things away from us that we fought so hard to keep. What ever happens with this drama, we can't settle on the contract, it has to go to arbitration. If we settle, rhamo can fuck us on the pension because we are agreeing to his terms, an arbitrator cannot rule on pebsion issues bc its a contitutional amendment and only the legislature can rule on that unless we agree to get fucked. Thanks mike. The older coppers know about this but the younger ones might just be thinking money and its actually about their future

Seen him at the exam also. He was laughing and making fun of cops that passed his aisle. The meeting is open to all members. Who gave the info that it wasn't? Only for consultation will the panel of three go into closed session. Cortez's testimony/evidence and Shield's defense has to be in an open forum. It's the Robert's rule of order!

Actually, plenty of people were angry which is how Shields and his crew got elected. They were pitching that shit at every roll call to get elected along with his Lubermann video on you tube. The bottom line is he and the rest of our union fucked up bad and possibly cost us all a year of retro pay. Anyone who says anything good about Mark Donahue and Bill Doherty are fools or stools. Donahue and his neighbor Steve Robbins,whose campaign he financed to get on the pension Fund, tried to throw all the retirees out of the FOP knowing that they were going to get screwed on retiree healthcare. Now Donahue and Doherty are working with another hack in 22 to get Shields thrown out of office. Shields was wrong but has consistently stood up to the City and their BS.

Shields record of standing up to the City is strong and that is why Emanuel is using the letter as a ploy to sow the seeds of discontent. Donahue and Doherty are the cheerleaders. Time for them to go back to the 19th Ward and get back to knocking on doors for Rahm.

IF Shields can win again, I hope he has learned his lesson and dumps Marky Mark Donahue.

Also in room 700 on 30 Oct 2013 the judge has found a defendent GUILTY in the attempted Muder of (2) Chicago Police officers. Now do to the sentence guildlines the judge wants to change his verdict to NOT GUILTY and find him Guilty of a lesser charge. The ASA's hope to have PO's in the court room to show the judge we do not support his actions.

Learn some math. No fund in deferred tripled or quad since 09 and thats not taking into account that if you had money in deferred in 09 you lost quite a bit when the market tanked.

Contract Negotiations Clarification
March 28, 2012
No matter what you read in the Sun Times quoting “off the record” sources, there is no dispute between the FOP and the City regarding upcoming contract negotiations. Our agreement was timely re-opened on March 20, 2012, well within the time limits that apply for modifications that would improve your labor agreement, address the critical issue of manpower, the safety of the public and of police officers, increase your wages and improve officers’ welfare. Under the Illinois Public Labor Relations Act, 5 ILCS 315/7, a party to a collective bargaining agreement must terminate or modify the agreement by giving the other side notice of the intent to terminate or modify the agreement 60 days before the expiration date. Our contract expires June 30. Therefore, any notice before May 1 would have been timely notice. The IPLRA does not require us to give the City notice by March 1.
However, the labor agreement, Section 28.1, is anything but clear and unambiguous. The agreement provides that “notice of termination” must be given by March 1, 2012. FOP never intended to send a notice of termination. Our labor agreement needs modifications, not termination.
Your core negotiating committee has already solicited your ideas for improving our contract and the committee will be representing your interests in the negotiations no matter when the City comes to the table. Any further recommendations to the committee should be submitted via email to bdougherty@chicagofop.org or dgorman@chicagofop.org

I wrote this on 22 Oct. Many people agreed with me. SCC, please how can we do a vote of no confidence for FOP Board?

To all you Shields supporters out there that are blaming everyone for Mikes decision not to send the letter, yes a conscious decision not to send the letter.

1. Mark Donahue the past president had 3 conversations concerning the letter with Mikey. His fourth conversation was with his secretary, who Mikey has since fired because she nagged the fuck out him to send the letter she prepared after speaking with Donahue.
2. Rich Aguilar had a conversation with Mikey and Mikey told him the letter was taken care of.
3. Mikey told the membership at a general meeting 1 week before the letter was due that it was taken care of and its in the minutes of the meeting.
Fuck all the loyal Shields supporters who voted with him and the supporters who say the entire FOP board is responsible. Mikey had one task to accomplish in his 3 year term and that was to get the letter in on time, if he had done that nobody would have known that he wasn't doing his job. He lied about knowing even though he told the membership it was taken care of what more proof do you need to concur that he failed to send the letter and lied to the membership to cover it up.

This post says it best. End of story. Shields is a liar!!!! Mike Shields you need to resign!!! You're making Captains pay and you cost 10,000 police officers thousands of dollars. Remember, the impartial (hahahahaha)panel will make its recommendation to the Board of Directors at the Board meeting on November 5, 2013. That meeting begins at 10:00am. That meeting is open to any member who cares to attend.

You can hear the panel's ruling and hear how each board member votes. The membership cannot be excluded. Show up or shut the fuck up.

the "letter" of intent is a formality. Understand that in legal terms between counsel in any negotiation there are constant courtesies assumed especially when it is widely and publicly and very readily recognized by both parties that they not only intend to renegotiate a contract, but have already begun doing so and even mutually agreed terms on certain portions of said contract.

to suddenly claim he didn't know there needed to be any negotiation on a technicality is both disingenuous, at least, and downright dishonest to the point of intentionally making it known that there is no good faith in the process, so as to let you know, all of you, the police, that he holds you with complete disdain, if not complete disregard.

ask yourself why the media just didn't ask rahm the simple question, "why did you also state your intent during the campaign to 'negotiate a new contract quickly,' as a sort of campaign promise to both voters and the police officers that they could trust you to handle the negotiation with more expediency than your predecessor?

Other unions also overlooked the formality of the letter. The mayor does as he pleases and perhaps all the ranting you're all doing about a show of outrage ought be directed at the one responsible for dirty tactics and a complete intentional stalling of good faith negotiations in order to hold you in limbo until the timing suits him and his political agenda best.

Not the original poster, but I've invested in the market for a lot of years.
When it tanked back in 86, one of the guys in my unit turned the tv on and moaned and whined for days and he pulled his cash out at the bottom of the market. He lost nearly everything. (I bought.)
In 2008-9, when there was a panic in gas/oil related issues, I bought at the bottom.
I watched one of the people in my unit sell almost all of her retirement fund, even though we all told her not to. I hear she's stuck working now, instead of being able to retire, because of that decision.
You have to have the stomach for it, but if you can keep your wits about you and not get caught up in the drama and hype, you can do really, really well by staying calm and realistic. A lot of people don't have the stomach for it, because there WILL be rough patches and you have to be able to turn off the noise around you when that happens. Some people can't, and those people shouldn't be in the market at all.
So don't begrudge the guy because he's happy today. I was pretty happy the day I sold that rental car stock at fifteen times what I paid for it, too.

If I remember right Daley pulled the 16% when he saw our arbitrator handling our case rule against another city dept and lowered there s to 10%. And stop acting like we were going to get a big retro check. The city can just give us nothing for the 1st year and backload the rest. Stop looking at just the $ and lets try to get or keep our benefits.

Had series 6 and worked for a major ins. co.10 yrs prior to getting on cpd in 91. Sold all forms of ins. and mutual funds, and knew the value of the product. Started 100 per check from academy, 500 after 5 yrs and 700 after 10. All large and small cap stock since I started. I kept with my plan, knew it was for long term,didn't make rash changes when market dropped.Deferred now near half a million. To those that knock our deferred ,and the value of dollar cost averaging in the market when high or low, think again.

Shields has to go. Also, everyone one the board has to go. Don't give me the line that "so and so is a good guy". NO, they all have to go. All of them knew about sending out the letter. Yet they didn't do a damn thing. They allowed this travesty to happen. During a meeting someone asked the entire board why they didn't step up to the plate and hand the letter over to Shields and have him sign it. No one on the board said anything. We need fresh faces who have honor. Which none of these current board members have.

That's not accurate. Two Board members stood up and stated they informed Shields along with a trustee. Unfortunately these members should have been on this constantly to the point of nausea. They should have been reminding him constantly, every hour on the hour. Then, if he wasn't sending it. Let the members know immediately. He is the President, but they are just as responsible as he and as members of the board. They all need to go.

Not the original poster, but I've invested in the market for a lot of years.
When it tanked back in 86, one of the guys in my unit turned the tv on and moaned and whined for days and he pulled his cash out at the bottom of the market. He lost nearly everything. (I bought.)
In 2008-9, when there was a panic in gas/oil related issues, I bought at the bottom.
I watched one of the people in my unit sell almost all of her retirement fund, even though we all told her not to. I hear she's stuck working now, instead of being able to retire, because of that decision.
You have to have the stomach for it, but if you can keep your wits about you and not get caught up in the drama and hype, you can do really, really well by staying calm and realistic. A lot of people don't have the stomach for it, because there WILL be rough patches and you have to be able to turn off the noise around you when that happens. Some people can't, and those people shouldn't be in the market at all.

Nobody claimed to be perfect. I clearly stated there are bad patches, too, but you have to have the stomach to tough it through them. It doesn't make you better or worse, if you can or can't. But you should know yourself well enough to know whether you have the right kind of personality to play the market and the good sense not to, if you can't hack it.

And, thanks for your kind comments, but I just retired and I won't be eating cat food if Rahm does manage to make an illegal dent in my pension. Got lots more time for the market now, too. ;-)

When your partner tells you he is going to hang a ticket on a parked car or false alarm do you watch him put it on the car or door or do you take him at his word?

Same thing applies here. At least two board members told him about sending the letter. He said it would be taken care of. At least one person at the February 21, 2012 FOP monthly meeting asked him if he had sent the letter. He again said it was taken care of.

He's a grown assed man. The president of the fucking union. If the board members and the members can't take him at his word, he has no business being the president.

You don't need the newest, most fancy car, or the latest, idiot electronic gadgets, or the ultimate cable contract and a lot of other silly bullshit. You must have forgotten the legacy of your FOP my elder. The pension is currently 28% funded in part due to a huge cash infusion not being made. This was forgiven by your FOP. This dismantling of the Dept did not just start but has taken years. Many of the years you were here lt.

No I am not going to provide him a second term but I'm also not voting for ANY of the Donahues and Aguilars and Dougherty's etc. or any of their family or friends. ALL have been there too long and take us for granted. They need to work the streets so they can see what their policies and contracts have produced. ALL of them! New and old!
