An ACTUAL Investigative Report

  • The CBS 2 Investigators and the Better Government Association have been warning about an apparent shortage of Chicago ambulances and paramedics. The result: dangerous delays for patients needing emergency care.

    So far, it seems the city is trying to cover the problem up instead of fixing it. In the meantime, the response times for ambulances are just getting worse.

    “Anybody available downtown that can take a run,” a dispatcher’s voice crackles through the scanner speaker.
And she even manages to put a spotlight on city efforts to cover up the shortage:
  • But now, city officials apparently don’t want the media or anyone else with a scanner to hear some of those transmissions asking for help. They are asking dispatchers to watch what they say.

    CBS 2 and the BGA obtained a copy of a memo written by a supervisor at the Office of Emergency Management. It called shout-outs for any available ambulances: “not an acceptable practice.”

    The memo instructs dispatchers to, “Avoid terminology like we have no ALS (advanced life support) ambulances available,”….particularly when they have to send a basic life support ambulance to the scene and a fire engine with a paramedic on board. Basic life support ambulances do not have paramedics and the same equipment as advanced life ambulances.

    Dispatchers should use ambulance numbers to instruct staff in the field on what to do in those cases, the memo said, adding, “Hopefully we can get the message across without highlighting the fact that no ALS unit is available.”
This isn't a fluff piece, and it's odd having to actually salute a media outlet for doing their jobs properly instead of sucking at whatever appendage is available from a Chicago mayor, but this is a good start. Now how about some follow-up? One-and-done isn't going to cut it when lives are on the line. And after that, maybe a few more pieces on what a cesspool of corruption exists here - we're sure our readers and our archives contain years worth of pieces.

It's simple. Chicago no longer has almost unlimited funds. The mayor is prioritizing how to allocate scarce funds. Obviously he does not place as high a priority on EMS, ambulances and paramedics as he does on other projects. It is all based on politics and getting the biggest political bang for the buck.

Pam is awesome. I am one of her biggest fans. Chicago is lucky to have an investigative journalist of her caliber. Of course the mayor wants to keep the ambulance/paramedic shortage quite. What mayor would not, but is there anything he can do about it? Maybe some federal funding.

Back before the city added BLS ambulances there were no shortages. After the city added the BLS ambulances they gradually increased the types of illnesses/ailments/injuries the CFD responded to leading up to this backlog. Before BLS the CFD only responded to real life threatening emergencies. Now the CFD is a glorified taxi service for anyone wanting to go to the hospital who thinks being transported in an ambulance will get them seen by a doctor ahead of someone with a more serious ament.

The "I-Team" at ABC7 recently beefed up their investigative staff and are trying to put something on-air daily, as somebody has FINALLY discovered that viewers like seeing corruption caught and wrongdoers highlighted on the news. That, in turn, creates the all-important RATINGS that is the lifeblood of anything related to television.

Channel 2 appears to be accepting the challenge and going after their own investigative heroics. How far behind can NBC5, FOX32 and WGN be? After all, the Daley Crime Family is NOT the sheriff in town now. Maybe they are all starting to stretch their broadcast muscles to see where their new limits are under this mayor... especially with Rahm using CNN and their "Chicagoland" series as a personal campaign commercial for the rest of his political career.

AND about that "Chicagoland" series... I recently read THIS about it:

Family is Cfd paramedics the ambulances they have are like the jalopies we drive beat up, the city under rahm is not buying new equipment. They take you to the closest hospital because they don't think the ambulances could make it to better hospital before they breakdown!

On another note, when are bids for airports coming out, with 28 years on going to finish my career watching airplanes, working days. Heard big management changes coming at airports and pts wonder what that entails?

I actually saw this piece while channel surfing. One of the fire officials said that they would hire more paramedics if after they do a study to find out if it is feasible or if it's more cost effective to keep paying overtime to current staff. That sound familiar? What is the price of a life? Think they are trying to eliminate citizens by late response or they are getting ready to put a life saving tax in effect. They put your life in danger by using fewer, overworked and tired people responding slower (when they are not taking someone to the hospital for a stomach ache) to your emergency. When and if they save your life they tax you for it. With the prices they charge insurance companies for the transport you would think that They could afford a fleet of ambulances. Another cash cow?

no matter how many ambulances and paramedics you have available you can run into staffing problems or other situations that result in not having one available when it might otherwise be desirable.

It might be that some administrative mess is what is causing the problem rather than staffing or equipment issues.

It would be nice to see if they go any deeper to look at why rather than just what.

Next CPD dispatchers will have to refrain from indicating DAILY that there are no police units available.
They will be asked not to put in a 'wrap' over the air.

The numbers of ALS ambulances have been controlled And kept down because the majority members of the fire department are firefighters.That Nepotistic structure is designed to help firefighters to keep their numbers down(als) to Ensure they get their kids on the job in the future.It's not about public safety.It's about political control of fire dept. Policy.The Basic life support (EMT's)are not as highly trained as Paramedics who go through much more training.The higher numbered ambulances are BLS (close to 100) and the lower numbered ambulances are ALS.But to the citizen,they just see an ambulance and may assume it is paramedic ambulance.The word Paramedic on the side of the ambulances years ago was removed to help continue the illusion that all ambulances have paramedics on them.The public deserves no less.

I'm glad that the city has screwed up the CFD as much as they have done the CPD. I spent 29 years on CPD. My son wanted to join CFD. I wasn't thrilled with the idea. He got his paramedic license and waited...and waited. And waited some more. Meanwhile he worked for a private ambulance service. Low pay, no benefits, nowhere near 40 hours per week. He decided to go to nursing school. He graduates this year with a Bachelor of Science in Nursing and then he'll be commissioned as an ensign in the US Navy. Look up Sarah Pang's report to the mayor(tri-data report)submitted to then commissioner Altman which recommended more ALS ambulances over 20 years ago.As the baby boomers age,the need for EMS is greater.Fire numbers are down and EMS numbers are way up.......except for Paramedic staffed ambulances.Some fire engines and trucks have the words Paramedic equipped lettered on the side of the vehicle.I didn't know that a highly trained person was considered a piece of equipment.The Nepotistic attitude of the fire dept.needs to change.Those that control policy can encourage their son's and daughters to become paramedics.A heart attack victim or trauma victims,etc life is no less valuable then anyone hanging out a window waiting to be rescued.The paramedics end up taking care of all of them anyways,including firefighters injured "on what many consider to be "their job only".In reality,The department is The Chicago Fire and EMS department!Tradition has got in the way of progress.To the Democratic "progressives"as they call themselves,they might need to look up the meaning of the word progress and better serve all human beings including themselves.What to you want coming to your front door when you or your loved ones are in need of Emergency personnel?I hope the most highly trained.Politics of the not just a fire department anymore be Damned!

Interesting e mail sent out last week. Apparently the media is doing a report on police response times being extremely slow. Email states that we should try and explain what a great job the super is doing and that how crime is down and change the subject if the citizens start to question response times. I believe the email emanated from news affairs.

There is a list of about 1100 people waiting to be called specifically for paramedic jobs. A list that hasn't had a single person even called for processing in the almost three years it has been in place. And with each passing day at least one person on that list finds that job less and less appealing. Especially since one has to live in Chicago to do it.

Glad to hear the comment about "fire not rolling". I remember the days when an ambulance AND engine company were sent for every mutt with an "asthma" attack or sore ass, to mention a few. Thus, taking those units out of service for real emergencies. Hopefully, the screening process is a little better. Unfortunately, that leaves the responding copper the task of diagnosing and determining if immediate treatment is necessary. And, liability wise, in the proverbial trickbag.

Way off topic:

I read a lot of press that is very negative toward the police. "We need more cops", "the police don't do enough", etc etc. then I read a report about a trial that ended with the conviction of two gang members who killed a 9 year old girl while aiming for her Dad. Chastity Turner killed in front of the house by two guys who were former friends of the Dad but the friendship ended when all three could not decide the best way to share the proceeds from two drug spots in Englewood. After their attempts at combining their territory, Kevin "Big Stupid" Stanley decided to shoot Chastitys Dad, whom we must remember was formerly in cahoots with the shooter. Big Stupid killed Chastity and wounded 3 others. I'm retired now after 26 yrs otj, and I truly feel bad when I hear coppers get slammed, but I have a question:

Can anyone tell me what the police are supposed to do to prevent this from happening? I'm at a loss.

We had a battery victim, not to bad but did need medical attention at a hospital. The ambulance would not start, petered out right in the middle of the gas station. They had to call for another ambulance to pick the kid up and transfer him to the hospital. How fucking ridiculous what if it was more serious that person could have died. Wake up sheep start putting the screws to these asshole politicians.

Couldn't have said it better. Now the fools use the ambulance as a free ride to the ER instead of going to the doctors and hospital. Few years back they had a report that showed 80-90% of those calls were for non emergencies and I'm sure it only got worse. And it is free for most. How many of the fools actually end up paying for the ride.
Not sure about the paramedics. Have seen some good ones and some that don't appear to be in any hurry to get back on the air. Same as CPD some come right back up,others dog it.

When you have media people, the wealthy, and politicians all hobnobbing together at charity events and social galas, you will get the sort of corruption that has brought Chicago (and other cities) to its knees.

Corruption is not a Left-Right issue. Kudos to those who are willing to reject the media-industrial complex, and expose the corruption that destroys us all.

If police officers are waiting up to 2 hours for a vehicle , something is wrong with our command merit staff .
Hours should be adjusted and the officers starting time should be changed to start 2 hours later .
Another waste of tax dollars . Citizens are paying for police protection and police officers are stranded in police stations because a shortage of vehicles.
This is the problem with merit supervisors that will not speak out . Document and notify news media .
A police officer or citizen will be hurt because of police officers stuck in a police station .

The aldermen recently voted a $1 billion limit for the mayor on the city's credit card. Existing debt has been "refinanced," "scooped and tossed" far into the future so that the costs will show up long after the elections.

Important? "Other projects" like the $60 million (to start) four-year Navy Pier Flyover project. God knows what the cost overruns will be by the end.

Important? A "facelift" for Irving/Austin. "A $600,000 city project...pedestrian-friendly crosswalks, bigger sidewalks, new light-pole banners and a "People Spot," which is designed to allow folks to gather in a playful place once ruled by cars...would take up at least one but as many as four parking spots, and would be enclosed by a guardrail to protect people from traffic.

Other "People Sport" have drawn criticism from business owners for taking up crucial parking spots and driving away customers.

Key moments in Portage Park's history would be painted on the sidewalk...gardens, playground equipment, ramps, benches, bike racks, trash cans...

The city project is designed to "create spaces that create community and culture..."

Howard Street just got $6.6 million of this crap, "and still the people who loiter around, it really deters people from coming here," said Freddie Lee, 32, who runs Freddie's Modern Kung Fu, at 1642 W. Howard St.

"Lee said his wife's business, Jenny's Gourmet Restaurant, operated out of the same building about three years ago before closing.

"He said the road construction for the streetscape was partially to blame.

"I think it hurt our business," he said of the project."

"Four years after then-Mayor Richard M. Daley borrowed $85 million to buy the Michael Reese Hospital site with a dream of building an Olympic Village there, Mayor Rahm Emanuel is moving to realize his predecessor’s back-up vision: to turn the 37-acre site into a technology park.

"The Emanuel administration has awarded an $885,000 contract to the architectural firm Skidmore, Owings & Merrill LLP for “property redevelopment, strategic planning and consulting services” for the Reese site on the South Side.

"In 2008, Daley rolled the dice that a depressed real estate market would come roaring back to further his dream of hosting the 2016 Summer Olympic Games. Chicago borrowed $85 million to purchase the then-soon-to-be-shuttered campus Reese to pave the way for construction of an Olympic Village.

"The price rose to $91 million after the city’s stunning first-round knockout in the 2016 Summer Olympic sweepstakes.

If the property is not unloaded to private developers by 2014, five years after the city took possession, the price goes up to $96 million and the city must start making payments on the loan...

We had plenty of Ambulances until McCarthy arrived in town after his side kick Raccoon Eyes took over, that is right took over, I have never seen a person outright say, I will be the mayor of Chicago, return from Washington and run and win, they put schill candidates in that race so he could win. McCarthy came in , chopped up units that REAQLLY DID A GOOD JOB, despite district crybabies and jealous coppers and that is when we started having service issues, Ambulance service is soaked up on the south and westside in the war zones, travelling to hospitals miles away, then the teams on these ambulances are so so burned out they shut down and take their time. I hope I don't need one in a hurry.

California Senator Leland Yee, who authored gun control legislation, has been busted by the FBI for conspiracy to deal firearms without a license and to illegally import firearms

This is a bigger symptom of what ails America since the financial crisis of 2008. My friends this sort of incidents is happening throughout our country. I have friends and family in other states and here is a snippet.

In Tampa, Florida the number of police officers and firefighters is down by 35%. The number of teachers is down by 25%.

In the suburbs of northern Atlanta, GA (these are good quality high income suburbs by the way) the number of teachers is down by 30%.

The media likes to cover up the financial crisis we are embroiled in. There is no recovery. More Americans are unemployed (when you count those not in the labor force) than ever. The number of people on food stamps keeps breaking new highs every month.

The DePaul basketball arena makes no sense at all. During the recent disappointing season, the DePaul team is barely averaged 1,800 fans per game. Why would Chicago partner with a losing team on a new stadium that will not produce any profits? A stadium may have turned a profit twenty-five years ago when DePaul was in the Final Four, but that was ages ago.

I've had 3 emergency ambulance rides since November 2013. I can't say enough for how much I appreciated CFD's help, compassion and professionalism. I had no idea they were stretched so thin, but you do pick up on burn-out pretty easily, just like with CPD.

Not many know this story outside the OEC/OEMC, but the BLS ambulances were only added shortly after shortshanks needed an ALS ambulance one night and the closest was coming from Midway or some shit like that.

The next week shortshanks decided the city needed more ambulances pronto, but not ALS ambulances.

Very similar to the fire engines with a trained paramedic on board. Instead of just adding ALS ambulances or cutting the types of runs they would go out on, Chicago and other cities do half-assed measures like putting the cross-trained paramedic on a fire engine. Likely a fop to the fire department unions, as it has nothing to do with the health and well being of citizens.

Anyway, hope everybody can smile at least at the thought of shortshanks waiting in his south loop townhome for a Chicago ambulance for 15 or 20 minutes while he was mayor. This really happened.

The numbers of ALS ambulances have been controlled And kept down because the majority members of the fire department are firefighters.That Nepotistic structure is designed to help firefighters to keep their numbers down(als) to Ensure they get their kids on the job in the future.It's not about public safety.It's about political control of fire dept. Policy.The Basic life support (EMT's)are not as highly trained as Paramedics who go through much more training.The higher numbered ambulances are BLS (close to 100) and the lower numbered ambulances are ALS.But to the citizen,they just see an ambulance and may assume it is paramedic ambulance.The word Paramedic on the side of the ambulances years ago was removed to help continue the illusion that all ambulances have paramedics on them.The public deserves no less.

First of all they don't get Holidays off any more than you. If you want a Holiday off put in a slip for DOH. Our P.O. crossing guard sup. actually works a beat car on holidays to get the extra cash. Secondly they don't automatically get summers off, unless they use time or have furlo. They are p.o.'s just like you. They don't automatically get free days and summers off. Now either you can get some time and take day off holiday(because it goes by seniority) or take a summer furlo if you can get one. Until then shut the fuck up with your bullshit!!

Retired; I remember the job in the 70's seeing squad car pull up to Michael Reese ER with a guy laying the back seat with intestines exposed from where his ol' lady cut him high wide & deep, we assisted getting him on a gurney while the doctor screamed OR (operaing room), or the night we carried a guy on a wagon stretcher down 5 flights of stairs in the projects after he was shot mutiple times. Now they want a bambalance cause my head is paining me ALS was unheard of.

Why would Chicago partner with a losing team on a new stadium that will not produce any profits? A stadium may have turned a profit twenty-five years ago when DePaul was in the Final Four, but that was ages ago.

Lost to Larry Bird in 1979 Final Four, were ranked #1 in the country for most of the season, and sold out the Horizon (Allstate Arena) for several years.

They were ok until they joined the Big East. Ever since, they have been in way over their heads. Athletic Director is clueless, school has dropped substantially academically and is a shadow of its former self. Forbes has the school ranked #312 in the country.

Building an off campus stadium for them is insanity. The United Center offered FREE rent for 10 years along with a pack of other perks. But I guess it's better to spend $75M to draw a couple thousand fans. Students could have taken the bus down Racine to the UC. After all its safe right?

The thing that gets me is that many ALS today are down on what used to be wagon calls. "One to the detox." "One to the Read."

People today have NO IDEA what it used to be like before Fire Comm. Quinn got the fire ambulances in here in the first place in the early '60s. We were so happy to see them, felt so safe. Ambulances used to be run by funeral homes and stuff, great big Cadillacs with 0LS -- zero life support.

I'm looking at a pic, ca. 1950, of a police squadrol. Black. One red gumball machine on the top.

Equipment laid out alongside, as best I can see -- Fire axe, fire extinguisher, Halligan, couple hanks of manila rope, body bag, sledgehammer, folding stretcher, old Army blanket.

Count your fuckin blessings.

Now either you can get some time and take day off holiday(because it goes by seniority) or take a summer furlo if you can get one. Until then shut the fuck up with your bullshit!!

It's bad enough one of our own brothers in blue recently dies in the 014th district after suffering a heart attack and EMS took forever to get to the station with several calls over the air asking where the ambulance was and the kicker is ---the the fire station is literally across the street. CFD could have run across the street to help save the officer. Now his wife and kids will suffer the loss. This mayor blows great big donkey balls. But funny thing is people don't give a shit unless is happens to them. So keep supporting this goof and his buddies slowly killing our city.

30 yr paramedic here. Get a shaving Dopp kit or clear plastic women's make-up bag. Fill it with gauze, trauma dressings, tape, etc. If a copper is shot, " stop the bleeding and keep em breathing" . Throw em in the back seat, hold pressure on the wound and drive em to the hospital. Ambo on 111th in Mt. Greenwood always out of town in Roseland on "stomach pains" or " my auntie gots high bluuuuud".

DePaul university is in trouble financially which is something they seem to have just noticed last year, maybe around the time Rhamfather put out his feelers on the stadium. Most units at the university are required to cut costs drastically, up to 40 percent. Salaries for peon employees are frozen indefinitely. Never mind the athletic dept. has racked up a $15 mill. deficit with little to show for it. Perfect time to drop $70 million on a big fat money launder...I mean, Arena. The school doesn't have a lot in the bank, so they will borrow most of it at enormous debt service:
