Guess Who Was Lying?

It's crap like this that makes us wonder how anyone votes for Quinn in the first place We mean, everyone knew Quinn was lying when he said "temporary increase," right?
  • Gov. Pat Quinn has done it once before, and he’ll be doing it again in 2014 as a Democratic incumbent campaigning as the lead cheerleader for a tax the vast majority of Illinoisans dislike.

    Quinn’s announcement Wednesday that he intends to push for a permanent extension of a temporary income tax he enacted in 2011 represents a huge political Achilles’ heel for him in his campaign against Republican Bruce Rauner.

    But will it be fatal?
Quinn's only saving grace at this point is he isn't Rauner, and that isn't much of a recommendation. In this anti-incumbent mood and with the president being a drag on every national race, is this enough to push blue state voters to either stay home or toss support to Rauner? Quinn is jacking up taxes and not even spending the money on propping up the bankrupt pensions. Rauner want to kill the system and won't have a compliant Legislature to roll back the "temporary" tax increase in any case.

The idea to begin taxing our pensions by the state has reared it's ugly head again in Springfield. I do believe this will happen no matter who is governor. The more money that flows into Springfield the more the politicians piss away.

Every time the State of Illinois has increased the State Income Tax rate they have used the same exact method, temporary followed by making it permanent prior to the expiration of the temporary increase. Does no one remember? This always happens the same way. Back when they first started the State Income Tax, Ogilvie told people we needed it and he got it passed, he told the truth. It got passed and they voted him out of office. Too bad too because he was a good decent guy, for a politician.

Quinn is not doing anything new. At least Quinn is paying bills with the money and Quinn has always made the required pension contributions, unlike those before him.

I get it that people on CPD don't like Quinn, I am also CPD. However, we have to do what is in our own best interests and Bruce Rauner is NOT in our best interests. Not by any means. He is Rahms cohort, two lying bastard peas in a pod.

If Dillard won the primary I would work to get him elected. Not so with Rauner.

Sorry to say it but I will hold my nose and vote for Quinn because that looks like the best thing to do to save my pension. Rauner will be much worse, count on that.

When Quinn ran for office last time, he ran on a pledge of "no new taxes".

Yet, just 60 days into office, Quinn announces the largest tax increase in Illinois history.

Not only did he establish himself as a bald-face liar, he also set the land speed record for broken campaign promises.

And now the jagoff wants to make the "temporary" increase permanent. Its for the children. And sheeit.

Rauner certainly is not perfect (vacations with the 9 digit midget; 'nuff said), but in this case, I think actually would prefer the devil I don't know over the devil I do know.

Sorry Governor-Broken-Promises, the people of Illinois just aint buying your bullshit anymore.

Why in the fuck would I stay here and pay state taxes on my pension when I could live in a state that isn't eventually going to porchfuck me into oblivion?

Why would I stay in this sthihole state under collapse when I can just move away to a less corrupt, cleaner better state?

Either way I gotta pay taxes, so why the fuck would I stay here when I can go anywhere else than this corrupt shithole?

At this very moment, I can move to WIsconsin and pay 5 or 5.5 percent sales tax along with a sliding income tax on pensions, why the FUCK would I stay in this shithole and pay 9.75% sales tax AND ANY fucking income tax? These fuckers could pull the same fucking lie of "minimal" 3% income tax on a pension and Wisconsin is DEFINITELY a better value than living here.

You do know what Rauner means when he says "Pension Reform" right? He means cut the pensions of everyone, existing workers, future retirees, everyone. And we are then supposed to hop that the courts rule in our favor. They have had several years to shop around for favorable judges. They already made the judicial pension system exempt and separate from everyone elses so judges have nothing to worry about. Judge's pensions have already been guaranteed so they will make a "fair" ruling.

So I am supposed to trust Rauner because you think Quinn is a fuck head? Sorry, I know Rauner will fuck with our pensions so that is a deal breaker. Damn I am not going to take a chance with him. No way. No how.

Brady screwed up that primary for Dillard. Without Brady, Dillard had a better chance.

Our pensions are in trouble no matter who is the next governor. One of the few benefits of living in this state is that our pensions are not taxed, but I suspect that will change. As big of a lying idiot that Quinn is, at least he has a plan. It may not be a good plan but at least he has one. I have yet to hear how Rauner plans to fix this mess we are in. Another concern I have about Rauner is his closeness to Emmanuel. Right now I am undecided but leaning towards Rauner, but that could change between now and November.

But he never did it and tried to pay rent and supprt a family. He wAs "playing" AT being a workingman. He says he will exempt police and fire, but that is only a divide and conquer strategy. It is more palatable to go after a 70k pension of a junior high girls volleyball coach or a librarian than a crippled cop. Once he gets what he wants he and rham will go after our benefits. The governor can only sign into law those statutes that are passed by the General Assembly. So if Rauner is elected how can he alone change laws governing taxing pensions? Quinn has been pushing for pension reform the entire four years.

I didn't vote for Mike Shields and I won't be voting for Quinn.

Madigan is the power broker so who do you elect for Governor? Little puppet Quinn - whose only real focus is to make sure Quinn gets his piece of the public trough. A reformer as he promised? Yeah, right.

The only guy with any smarts is Rauner. That's why both parties are afraid of him. He's not going to just fit in and walk the party line.

Wake up and smell the Starbucks. A 10% or 20% cut may be bad medicine to take, but taking 10% to 20% as your ACTUAL pension is the kiss of death.

Then, when they declare bankruptcy because no one will give in a nickel, they will all go to Bankruptcy Court and all the wheeling and dealing will be more cut and dried with lawyers who will slice and dice your pensions - because there is NO money in the funds - in to pennies on the dollar.

How do you know that's not the Master Plan of Madigan? Are you THAT close to all the political heavyweights? Don't kid yourself.

You ain't having Breakfast with Mikey everyday so how do you know what he is thinking?

In the past, unions could be so powerful they could get the company to give in to ALL demands. A good case was at an International Harvester plant here in Illinois. The contract was so iron-clad, they knew they had the company by the balls.

So what happened? The company agreed that the union was in total control.

They shut the plant down and everyone who worked there lost their job and had to find something else.

Wake up. Nothing is iron clad- including YOUR pension.

If you want to wake up ALL the politicians in this state - vote the incuments OUT.

You may not be able to do that in every case, but you can with the Governor's position. Send a message.

Doing that, you will get more attention focused on solving your pension shortfalls (because everyone else will be scared they might get kicked off the public trough).

Or, you can keep being controlled little minions who vote like sheep and nothing will change until they (Mike) decides to go into bankruptcy and not have to deal with anyone because whatever meat is left on the carcass, will be sliced and diced and served to you by the bankruptcy attorneys.

Actually, that would be easier for Mike because then he could wash his hands and say, "Hey, I tried for you guys for years but now it is in the hands of the Federal Bankruptcy court. My hands are tied."

Sorry to say it but I will hold my nose and vote for Quinn because that looks like the best thing to do to save my pension. Rauner will be much worse, count on that.

Unlike cities, the states are barred from seeking protection in federal bankruptcy court. Any effort to change that status would have to clear high constitutional hurdles because the states are considered sovereign.

URBANA — Unlike the city of Detroit, the state of Illinois cannot declare bankruptcy. Federal bankruptcy laws don't allow it.

"It's not provided in the federal bankruptcy laws. There is a provision for municipalities and any other kind of organization in the state to go bankrupt, but not the state itself," said Professor J. Fred Giertz, an economist who is director of the University of Illinois' Institute of Government and public Affairs.

And although there has been some talk of changing federal law to permit states to reorganize their financial obligations through bankruptcy, it hasn't gone far.

"In the United States we have a federal system where the states have powers that are protected from the national government, so there's a real question about supremacy and whether the federal government can impose bankruptcy rules on the state, which is supposed to have powers that are protected from the federal government," Giertz said. "I don't think there's any likelihood it's going to be approved by Congress anytime soon."

The good thing about bankruptcy, Giertz said, "is that it structures an insolvency. Bankruptcy makes the bankrupt organization go to court and then there's an orderly process in dealing with the obligations they have."

That's part of Illinois' current financial problem where pension payment obligations are shoving aside budgets for education, health care, higher education, corrections and more.

Former Florida Gov. Jeb Bush has argued that states should be able to declare bankruptcy, Giertz noted.

"States can't go bankrupt, but they can become insolvent since they can't pay their bills. The question then is, what do you do then?" Giertz said. "I think what Bush would say is that when an organization becomes insolvent, it's probably better to have some rules about how to deal with it rather than just catch as catch can.

"I'm not saying the state of Illinois is bankrupt or should go bankrupt, but in bankruptcy it's a question of who gets paid and who doesn't get paid."

In Illinois, he said, lawmakers are facing a number of pension reforms, all of which call for some level of change in retirement payment obligations.

"We're basically talking about how do we give pensioners a haircut? When they talk about pension reform, it's really pension default, with the question being how do they handle the default. The argument could be that it might be better ... to have more structure to that rather just an ad hoc sort of thing."

Another rhetorical question from Giertz: "Why are state bondholders protected when state pensions are not? There might be a good reason for that, that you want to issue bonds in the future. But if the state is in such dire shape that it has to renege on its pension obligations, why not include the bondholders in the game as well? Now, it's sort of an hoc thing where if there was a bankruptcy, it would have been more formal."

Giertz believes there are many local governments "doing much worse than the state of Illinois. The fire and police pensions are usually done at the local level and there are all sorts of problems there in particular, a lot of municipalities have given away the store in terms of benefits. The state of Illinois, its problem has been underfunding. And the problem with local governments is that when you have a city, people can just move away. They're not probably all going to move away from the state of Illinois.

"So a city can be left high and dry. That kind of movement, like in Detroit, makes it even worse for a local government."

I know Walker in Wisconsin was so bad, he turned the mess around in about 1 year. We've been kicking the can down the road for years and the roads end is near. The only candidate that even cares about keeping businesses and people in Illinois is Rauner. He's can only be governor, he can't all by "his self" lay waste to our pensions. He can, however, set a better business tone for the state and just maybe, slow the exodus of business that will kill our tax base. I don't trust him because he's friends with Rahm, but Quinn? Not me.

I don't understand why people fail to understand where the lottery money goes in relation to the School Fund.

Lottery Proceeds goes into the School Fund, however, it does NOT increase the money going to the schools, it REPLACES money from the General Fund that is then removed and spent on something else? OK? Got it?

Lottery money REPLACES tax proceeds, it is instead of, not in addition to. Total money going to schools remains the same. In fact, if lottery proceeds goes down one year, the schools get less.

At this very moment, I can move to WIsconsin and pay 5 or 5.5 percent sales tax along with a sliding income tax on pensions, why the FUCK would I stay in this shithole and pay 9.75% sales tax AND ANY fucking income tax? These fuckers could pull the same fucking lie of "minimal" 3% income tax on a pension and Wisconsin is DEFINITELY a better value than living here.

What makes you think that if you move out of Illinois that you will not then have to pay Illinois Income Tax on money earned in Illinois? That is if Illinois begins taxing retirement income. I am not an expert on taxes but you earn the pension in Illinois. Ask your tax guy who gets to charge you income tax on it.

For 30 years everyone moans - PAY ME MORE MONEY - It's a cost-of-living thing in Chicago.

Well, cost-of-living is a double-edged sword.

IF you move to a place where the cost-of-living is cheaper, why should you be paid the BIG money anymore??

The cost-of-living is cheaper - so either give back some of it OR get the pension amount of what they would give in that state for a cop or fireman.

The other argument is that if you are not going to spend the money in the same economy as where you earned it, you need to give some of that back to re-circulate it into the economy that has paid your salary for all these years.

Both are valid arguments.

Cost-of-living? Doesn't apply if you move away to a cheaper state. So give some back.

Out-of-state pensions? You need to re-circulate that back into the economy you got it from. If not, give some back.

So let's apply these "adjustments"

Cost-of-living (Reversal) - pay back 3-7% (maybe 10% if they can squeeze it)

Recirculation "adjustment" (you moved away so how can you help the economy that paid you all these years?) pay back 10-15%

Can't happen?

In Illinois, taxing fuckery (I mean formulas) are more complex and secret than the formula for the 11 herbs and spices of Colonel Sanders' Kentucky Fried Chicken.

They'll find a way. Or two.

A GREAT example is the real estate transfer tax. When you move out of a community, you have to pay a transfer tax, let's say 1%.

So if you sell your house for $200,000 you have to cut a check and pay $2,000 to the municipality before you close on your house. The GREAT thing is that you have no recourse to vote anyone out because you are moving to another municipality.

That happened to me so I know it's not BS or a "that-can-never-happen" scenario.

Taxing someone out-of-state is great because there is no recourse, you cannot vote these people out if you live in Florida, Texas, Arizona or wherever.

Taking a pension out-of-state? Tax it at 10%. PLUS add on the "recirculation adjustment" - pay us back another 10%.

See how easy that can be?????

Hey Mikey, I just found a way to get a lot of money back and not have to worry about any negative votes.....now get Quinn to sell it.

You are right. Thats why Nevada and Florida are full of retirees. Actually Illinois is one of like 7 remaining states that don't tax pension. If you move to Wisconsin, they tax your pension on a graduated state income tax that can be costly.

The US Supreme Court settled the issue of which state can tax your pension long ago. California was taxing retired military pensions at a pretty high rate. The retired armed forces members who retired from California and moved to other states still suffered the high tax. A law suit made its way up to the Supreme Court and the retired won. State applies only to those who live in a particular state, not what state the money was earned. Thata is if you establish permanent residency in a new state.
