Overcomplicated

Didn't they streamline this entire procedure about three or four years ago?
  • Police shooting in 025 last night involving the destruction of a dog. Now normally this is a pretty simple procedure pertaining to a missle X, TRR as long as there's nothing else hit.

    UNLESS of course you're wearing a gold star,cue the dark side theme from Star Wars,and in steps Deputy Velez with his driver cronie.

    Now according to our fearless leader he states that this is no longer a misc x card and requires a case report for non criminal damage to property. When the general order is brought to his attention,he states"oh well that changed after the SGT's Test. Well many attempts of finding this new called Special order,I'm guessing it's under the title This Shit Doesn't Exist file, he begins berating the officers on scene for removing the animal from the presence of the public (let's face it how long has it taken in the past for streets to pick up a dead animal in the past) and not putting up crime scene tape......I didn't realize that a dead dog required the crime lab. He than orders a p.o. to take the dog out of the bag and search it's body for the 3 bullet wounds.

    [...] No matter what kind of sense was trying to be relayed of this situation he wasn't having any of this. He even went as far to tell the W.C. I'm the acting superintendent, i know what's going on. He further states that this is new practice as the city has faced numerous lawsuits from dog owners. Well news flash Einstien regardless of how this incident is documented it's not gonna stop some shitbag lawyer from suing....Go back behind the desk and worry about beat tags and take the cronie yes man with you.

    what should of been done in 40 minutes took hours of wasted manpower. Now excuse me as I contact the dog whisperer to get dead FIDO's side of the story and contact the Loevy's to get this inevitable lawsuit going.....The real reason to even bring up this nonsense is so people have an idea on how clueless some of the leadership is. God forbid the day when an incident of epic proportions happens and we have to look to bosses like this for leadership and p.s. he also originally stated that the P.O. was the victim for said property which was destroyed.

You're assuming that this guy actually read a general order for a promotion. Thanks to his LAPA connections he was able to get multi-merit promotions without ever reading a department issued order so how would he know what the order says to do in this situation.

Velez was a terrible commander in 025. No communication with his supervisors. But, we all know what it takes to get promoted in this department, and intelligence and ability are not high on the list of requirements. Ethnicity and clout are. Until that changes, this will always be a third rate, third world entity.

I know that the Job has always had training for the acting Street Deputies…so what happened? Did this guy Velez get an abbreviated 'Cliff's Notes' version, for self-study? This is just pathetic beyond words.
If the leadership is this clueless and ill-prepared, it speaks volumes for the high numbers of unmotivated, clueless men and women in blue who embarrass us all on a daily basis. I just hope I live long enough to see the CPD regain some sense of competency. Enough already...

I was the driver for the street deputy one midnight shift years ago. We were north and got a call of a dog shot by the police in 004 out in some industrial area. I get as much info as I can and then tell the deputy. They couldn't agree on how many shots were fired etc. I tell the sgt. on scene to get their stories straight and make sure nothing else was hit by police bullets.

He called me back and gave the name of those involved, number of shots etc. Nothing else hit. Easy to do. Deputy didn't even want to go out, send us the reports through the mail and fax a copy, have a nice night, see ya'.

Times have changed.

Actually Leo has said the same thing on the last two shootings in 007 to destroy an animal.. He said it recently changed.. I'm not saying he is right or wrong but he made us do a case report and even had us call for an et, they denied coming out however.

I love dogs as much as the next guy - but geezus, it's a DOG. I'm assuming it was off the leash when it attacked someone and got shot?

So file the report, and when asshole tries to file a lawsuit, tell him: "Well, your dog was off the leash, Ofc was in fear of his life, so he took defensive matters. Oh, and here's your ticket for failure to keep your dog controlled and on a leash."

But I guess that'd be too much to expect a ball-less Gold Star to understand right?

Some officers will tell a story of Sandra Day a street Deputy under Kline who did the same for a dog that was shot by the police. She had the detectives investigate and had the officers gun inventoried she than tried to get the medical examiner to come out for the animal. Kline heard this and came out to the scene and ordered her off the street and she was placed behind a desk for the next couple weeks and shortly thereafter retired. Could be some gold braids are being told to put off retirement for some time but they know it's best to leave before Rahm and Rauner his buddy from the old hedge fund scamming days where Rahm made his 18 million dollar fee implements his pension changes on the police department!

Yes, the Sandra Day stories are numerous. This was the baby sitter for the kids of Uncle Terry and the secretary in most units assigned.When you don't have a basic understanding of department policies and procedures and are a multiple merit promote who spends most of the day preening, you know there will be trouble. I killed a dog many years ago up in 024 off duty. It was a Pit owned by a drug dealer who attacked me several times before.

You wouldnt believe what these silly assholes tried putting me thru up there. The idiot WC acted like i just shot Mother Theresa. He went thru it just like a regular shooting and even contacted the Deputy, who I used to fish with. When he found out I was friends with the Deputy all of a sudden I was "Familia".

Oh and the silly mini-cop who was to take me to the station expected me to sit in the cum, piss, and puke of the back seat cage. She didnt want to move her issues of Cosmo or her nail polish kit off the front seat. She had drove up right next to me, was 1/2 a block away, when I still had my .38 out and simply froze. It took me two mins to calm her down so I guess trying to treat me like shit was her way to remind me she was the real deal.

I know we do have good people on the job and good Bosses but the amount of imbeciles they hire and promote is simply staggering.

The owner of the dog ended up killing a guy in a drug deal and dieing of cancer in the joint. It cost him a fortune at UIC animal Hospital to put that Pit back together.

What an incompetent Dept. this can be.

I served 32 years on the Chicago Police Department retiring as a Sergeant, and all I can say to this is that the officers on the scene, especially the Sgt. were "Pussies"! Following orders that are absolutely wrong is what got the Nazi Adolph Eichman hanged. His defense was, "I was only following orders." When Velez asked for the dog to be removed from the bag, in a polite, quiet, so that it could only be heard by him, I would simply say, "NO SIR". One of the fondest memories of my 32 years was back in the late 70's before we had a Union, we had an incident that took place in the old 020th Dist. A new W.C. decided to tell us to do a certain kind of enforcement, to this day I have forgotten what it was. However, we had an officer named Jimmy Holder, and he was a natural leader though he never rose above the rank of patrol officer. (His birth name was Italian, but he like many Italians of that era changed his name because of prejudice against Italians by Irish bosses.) So Jimmy tells the Lt./W.C., that what he is asking us to do is illegal and wrong. The W.C. told him that didn't matter just do it. Well Holder said this Watch is not hitting the street, and they just sat there,nobody moved. The 3rd Watch was ordered to stay on the street, and I was part of that 3rd Watch, so we just stayed out on patrol until an exempt was called in, above the Cmdr.. The Boss pleaded with "Holder's Watch" to go out and they did when the W.C. was removed! As I recall that Lt. spent the rest of his career hidden at H.Q.. JIMMY IS LONG RETIRED AND APPARENTLY SO IS THE CAMARADERIE AND OCCASIONAL COMMON SENSE THAT SOME COPPERS USED TO HAVE.Sure it wasn't perfect, we made mistakes and there was discrimination within the ranks, but we were not naive. Most of us had served in the military because there had been a draft, many of us in Vietnam. The thought that coppers will follow orders they know to be wrong is dangerous to all of us. I understand the importance of showing "Unity" before the public, but we must also maintain an awareness of what is Right and what is Wrong. I would leave my name because I strongly believe in what I am saying, but my son is on the job and retaliation would surely follow. Be Careful, these are dangerous times and nobody has your back. "Training" for commanders in days gone by consisted of about 4 hours at which Street Deputy duties were touched upon but there was never any real training. Velez is not an "acting" street deputy in any case. He is one. It was always left up to the street deputy to do the best he or she could ... they never trained commanders for that. Most of the time it worked out due primarily to a consensus of P.O.'s and supervisors on a scene making good decisions and the street deputy simply agreeing with them. You didn't have to be a brain surgeon. But ... there were times when we all looked to the street deputy for guidance and HELP and really the only one I recall being pretty much on the ball was Pat McNulty who helped everyone and never got rattled. Most of the others were worthless.

Carlos is right on the money. A case report and a misc x should both be filled put. Also, to cover your tracks, do a TRR, a contact card, an animal bite card (even if no one was bit), an anov, and a supplementary report.

Make sure you conduct a field interview with the animal control guy when he arrives four hours later. Also make sure you notify the dicks too. Preferably the cold case squad. Better also ask for the helicopter in case the dog was part of a pack and it has accomplices running around the area. Get the information and document the guy from streets and sans that hauls the dead canine carcass away. Let the media know because this is important news.

Order an ET to take photos and dust for paw prints. God help you if you contaminate the crime scene and move that poor dog. You might end up in callback or even jail. Call the Union and have them send a representative. Ask on the radio if any probationary police officers are in the vicinity so that they can come over and observe the crime scene and learn the proper way to do things. Just make sure you get their names and star #'s to put in all the reports and maybe contact card them as well.

The most important thing is to get a second event # pulled and make multiple copies of everything. The next day when you come in to work, interview everyone that was involved and do another supp. It's not hard to do police work people. Just follow the basics and you will be fine.

I'm not defending this guy who is really over his head and completely overwhelmed. But back in Dec an ODPO shot a coyote in 016 and we were gonna treat it like it should be treated with a missile-x but this guy Velez come out and said we have to treat it like a real police shooting. I asked him since when and he said it had changed at the behest of the 1st deputy ( another multi merit promoted less than capable individual) because of all the shootings of dogs by the police and that it " looked bad." So we then spent to better part of an hour following the blood trail of a wounded coyote that led us to the enter ace of the forest preserve. When the deputy then was going to go into the overgrowth to pick up the blood trail, I said " well boss this is where I stop, Im going back to the car it's freezing out here, Im not going to corner a wounded coyote in the woods." So I went back to the car and he just stared at me like I had just landed.

You may not realize it, but this is true. I'm not gonna go all PETA on you, but a dog isn't like a planter sitting on a stoop. Someone may love it, and it may be barking loudly in an effort to do it's job, with no intention of escalating the noisy show. If a dog is a menace on the loose and attacking, I get it, do what you have to do. But lately there are a lot of curious dogs getting shot by trigger happy cops acting like a barking pooch is a rampaging Kodiak bear. Unlike a dog that is visciously charging you, a dog standing there barking is more likely to just stand there and keep barking than anything else.

To the poster at 12:10 am as far as that murder case goes the FBI took the word of a lying piece of shit and tried to railroad both Velez and his partner. The FBI Agent who ran the
investigation that found the "right" killers was forced to resign for numerous reason, including but not limited to lying and fucking a snitch. If the FBI got the "right" offenders, why has nobody ever been charges? You don't have to like Velez I personally do not, but find a better reason than that, because your information on that is wrong.

Next time there is going to be a promotional exam, try studying for it. Yes there is "Non-Criminal Damage to Property." For instance, a crane operator is lifing an airconditioning unit onto a roof. Something goes wrong, it crashes to the ground and the front of a building is damaged as well as several cars. No human injury or death. 6 fire trucks, 4 squad cars and the building department dispatched to the scene. Street is closed off, cars are towed. Case report is a Non-Criminal Damage to Property so as to record incident, city's repsonse and the actions taken.

This crazy story is one of many made by gofers who have no right to be in charge of anything including themselves. Daley and Raccoon Eyes have destroyed a once great police dept. As summer comes we will all see just how inept this dept. has become. But don't worry about our crooked elected politicians. They are all allowed to carry guns and most of them have armed police officers guarding them and their families.

No such thing as a street deputy anymore, and they don't have to provide training either thanks to our computer system. I believe the word is OCIC, (on call incident commander) and the link they need to handle anything they might come across is in the upper left corner of a CLEAR screen (in red so they can find it). Has all references needed.

Carlos Velez is a great guy and all of you do nothing haters go fuck yourself. Carlos had cancer and worked while receiving his treatments, never hit the medical came to work in A4 Violent Crimes. Not one of you blog dogs could ever even dream of doing something like that.He was promoted by Weiss, and I would put his arrest stats up against anyone of the dogs on this blog. To Mr 2:23 pm the Fbi and task force found the right guys and all were charged with federal crimes and all went to prison. Also all of Velez's offenders were released from prison and sued and won(no big deal). No one tried to charge Velez and the other Det's in the case. That was Velez shooting off his big mouth.all of the FBI offenders gave it up and evidence was recovered. And by the way there are a lot of coppers with cancer who continue to work and beat the cancer. Velez is and has always been over his ski's. Again another Cline merit dolly. So before you keep defending Mr. street Supt know what your talking about

Hate to say this, I am a dog lover, but would shoot/taser/pepper spray a dog if necessary. Also go to the Doctor if you have been bitten. There are some diseasesyou can catch from dog bites, though it is not common.
