Here We Go Again

  • The Summer Surge . . .

    A phalanx of police department pencil pushers just got merged into the Summer Surge.

    ◆ Translation: In anticipation of an increase in violence during the August heat, top cop Garry McCarthy is dispatching a cadre of desk cops and sergeants to patrol high crime areas on the South and West sides.

    “Supt. McCarthy is beefing up his ‘Summer Surge’ plan to put more administrative officers on the street by detailing a new contingent of 150 police officers and sergeants who normally have desk jobs,” said a City Hall source.
What is this, the third time Garry has pulled 150 or more Officers out of his ass and put them on street duty?

Every month or so, someone in the media finds their balls and asks about lack of hiring and manpower numbers. McCarthy insists were at strength and we aren't actually using the manpower efficiently. How about sending these "house mice" to the street and leaving them there instead of taking them back into whatever hidden spots they came from in the first place? Wasn't McEfficiencyExpert's big thing "Damn the paperwork and full speed on ANOV's and Contact Cards!" We're pretty sure it was, but you still can't find parking at 35th/Michigan to visit the Medical Section.

Speaking of ANOVS & Contact Cards, 011 dis. had another homicide tonight. I think these bosses are doing a fine job & should in fact get a raise. A raise I tell ya! In my 20 yrs of poooo leasin the West side, this is by far the worst Fillmore has ever been! A big thanks to the CO& XO for your horrific policing strategies. Bet money the clouted people are not gonna let that happen to their precious house mice.
Their are at least 30 Sgt & Lts that would not be missed and 200 officers that need to be back on the street.

in regards to the medical section, they already are sending the nurses and caseworkers out on the street several times a week. It now takes 3 times as long to get procedures approved for IOD. It took more time to get approval, then it took for my recovery (and getting back out on the street). Very wise move by the administration on that one!

Wai-wai-wait! I thought "crime is down," and that CPD is at "full strength." Why would he need to move anyone if those things are true? "McCarthy told about a dozen aldermen in attendance that violent crime in the city is at its lowest in decades but that message has been obscured by news coverage and social media chatter."

efficiency should extend to all the areas of our f*cked up tour these days...
There's a growing obstacle in processing arrests that's just getting ridiculous and no one addresses it.
It seems like every stupid arrest gets sent to the hospital in some districts for a medical clearance.

Even when the idiot doesn't want to go!
Add to that the ongoing underlying, unspoken sense that in some districts, the bosses and lock-up crew make it miserable in order to condition you not to make the mistake of making arrests.
It can't get more obvious than having lock-ups that are "out of order" for months, and now you cram everybody in to process at an area where you're treated worse than your offender, and sent for an unnecessary clearance, tying up cars, wagons, and sitting in hospital e/r's where real sick people and hospital staffs are sick of seeing you and the worthless sack of shit you brought to waste everyone's time.

I thought crime is down, I thought all is under control, and I thought we should down size some more. They haven't gotten a clue. The citizens are being victimized and don't worry crime is down. To all those who say I don't give a $h!@, you, your friends and family live here. They can and will be victims of the violence as long as it is allowed to continue. Awhile back - didn't Rahm say he was going to put 1000 cops back on the street and get them out from behind the desk?

Did that really ever happen?

Last night, I saw him on Channel 9 saying he was going to put another 150 on the street so that kids could play safely, etc, etc, etc.

Where are you getting ALL these cops?

It sounds like Rahm (and McCarthy) are fighting the Battle of the Bulge and have called up every cook, truck mechanic, and bandsman to come to the front line with a rifle.

The only problem is, these people exist in their mind - but do they exist for real?

HMmmmm, or are these the "ghost payrollers" finally having to come in to do a day or two's work?

Sorry, but I just don't believe him or McCarthy anymore.

There is no magic to all this. As been suggested MANY times - cut down the amount of Aldermen to 25 and add ALL that money into hiring new cops and get them out to where they can do the most good.

We need cops on the street, not blowhards sucking on the public teat.

Forget 35th and clean out Homan square. You have a considerable number of officers that do NOTHiNG but workout and go to 3 hour lunches out of this building. OCD is where they really hide all the clouted ones not 35th st anymore. You also have all the external positions like the court, etc.

There are a number of hidden people I know I used to work at 35 th street but many duties are essential to the overall operation of our department. For example medical section, how long do you really want to wait getting cleared from iod or medical? Information services, let's see how long it takes cameras, computers or other essential programs that we all use daily to get fixed. These are just a couple but seriously the department keeps taking these officers and putting them on the street to keep the media quiet. In the mean time things are getting worse and worse from a infrastructure perspective. I know I know all you hard chargers are going to beat me up over this but this isn't the way to run a police department

He's doing this because they can't get enough volunteers for VRI. With the regular summer surge for tact/gang/sat in full swing, VRI has seen low numbers. As was predicted a long time ago, there will come a point that "burn-out" will take hold. Even with supplemental, the VRI numbers are down so he's filling the spots, mandatorily with days off canceled. by the house mice.

I would suggest cars that aren't the standard-looking cop cars.

Maybe get a couple of the white utility vans.

There you go - instant paddy wagon that you can throw several criminals in the back (just chain 'em to the floor as we're talking low-budget transportation - no special seating, no frills)

As for cars? Maybe get some Chrysler 300s? or even 200s? (guys would be fighting to drive those), maybe a couple of Nissan Altimas - no one would think a cop is driving up in an Altima and maybe some high-end sports-cars (who leases Challengers and Boss Mustangs?)

Again, no one would think a cop would be driving up in one of them - sort of a Starsky & Hutch tribute car.

Forget the standard cars.

In the long-run, it would probably be cheaper to lease cars - especially for "peak season" crime rushes. If crime slows down (like in winter), you lease less cars.

WOW - that type of innovation in public spending? You'll never see THAT in Chicago!

Plus, I am sure someone would have their Hertz or Enterprise account load up with all the Premier points for leasing the cars and they would be going on "free" trips from all the leasing points.

I have worked too damn hard to earn my inside spot! I am currently overseas on reserve duty. I don't know what I am going to do if this mess continues. I have not carried a baton, radio or handcuffs since 2003. This is soooooo unfair! Another good reason to have a hiring surge. We've had the same 150 officers running around through these revolving doors for over 3 years, they go in the back door and out the front and they keep that up so it looks like hundreds of officers. Boots on the ground.

This is like the decoys that Patton was in charge of in England before D-Day, inflatable tanks and trucks, planes made of plywood and broomsticks, the same company of soldiers running all over giving the illusion entire Divisions were there.

The Trib is saying a man died after falling from a building in the 200 block of N Columbus. Then they show a picture of the Aqua Tower but don't mention the high profile building by name. Was it the Aqua Tower? He came down from an upper floor, had to be quite a splat. Trib says it is an accident. What accident? He fell off his trampoline or something? I'll believe it was an accident when I read it on SCC, not in the Trib or Times.

Officers whose only job is to process incoming returning service officers (how many a day, a week, a month?) Officers who work the duty desk handling only attendance for how many recruits?

Of course not. We know of many names at my N/Side district that were put on paper as being reassigned to the street but they never saw a day outside...

McCarthy could look at all of the full duty female secretaries in hidden positions. They work VRI so they are eligible to work on the street for the month of August. I would assume there are duties that one secretary could handle but there are three females to handle the work. Of course not all inside females are hidden but look at the majority. They are not hard to find.

In addition to switching lawyers and stalling to try to wait the movers out, they brought in low-paid summer help, students from Romania, Mongolia, Lithuania, Bulgaria, and Azerbaijan.

But when Golan’s workers, mostly Latino immigrants, decided to strike July 27, most of the students went with them. They too were fed up with conditions at Golan’s.

They 82 strikers have been out a week so far. Asked why they walked, Martín Cortes, who’s been a residential mover at Golan’s for 14 years, said, “El pago y el trato”—the pay and the treatment.

And the students? Silviu Radu paid more than $1,100 and bought a plane ticket from Romania to join a program that placed him at Golan’s for 90 days for the peak moving season, under a J-1 “cultural exchange” visa. He was told he’d be making $250-$300 a week, enough to save money and do some traveling after the job was over.

But he found the students were only allowed to work one day on, one day off—not enough to get by, much less save, though right before the strike some students were given more work than the regular workers. His pay was $10.50 an hour. He—and most of the international students—joined the walkout.

They aren’t the first international student-workers to go on strike. In 2012 J-1 workers who packed candy for Hershey in Pennsylvania won $213,000 in back pay after they struck over abusive conditions, and employers were fined $143,000 for safety and health violations. And J-1 McDonald’s workers walked out in 2013.

This is the norm across the districts. What the media needs to do it to ask for a stat report created by unit, age and years on the job and then find out exactly what each officer sergeants and lieutenants are doing all day long. I mean don't ask commanders to fill out a report send Someone from the an outside agency to conduct a staffing audit. If you are 26 with 6 years on the job and healthy your ass should be on 3rd watch paying your dues kid we all did it even with clout. Ok well maybe not all of us --those with heavy clout went straight to covert units.

There are a number of hidden people I know I used to work at 35 th street but many duties are essential to the overall operation of our department. For example medical section, how long do you really want to wait getting cleared from iod or medical? Information services, let's see how long it takes cameras, computers or other essential programs that we all use daily to get fixed. These are just a couple but seriously the department keeps taking these officers and putting them on the street to keep the media quiet. In the mean time things are getting worse and worse from a infrastructure perspective. I know I know all you hard chargers are going to beat me up over this but this isn't the way to run a police department

If you had a set of balls you would tell the sergeants your concerns at roll call. Same thing happened with us in 004 a few years ago and we (5-6 of us) got together and sat down with two watch sergeants and told them our concerns. No; they didn't fix them all but they did fix a few. If you don't have any brothers or sisters on your watch who would back you up, maybe you're the problem. The blog isn't the place to fix stuff on your watch, moron.

There are a lot of officers working full duty at the Academy that have very little job functions.
Why can't they go work the street?

And, backstabbing, gossiping, snitching - will NEVER stop there. It is a toxic environment where every employee is jealous of what another employee gets away with. Gym staff covering each other and working 4 hr days. Range staff covering each other and some not even showing up for work! IDQC comes and goes as they please.
The whole unit is toxic and doesn't know what it means to work a full tour!

I call bullshit. If you have that much time on the job, you could have a desk spot by bid. You just never bid for it and you won't because you love to hear yourself whine all day. Truth is, lots of people don't want desk spots because in the busy districts, the desks get very busy which means you do reports all night non stop on many days. Now, it's easier for you to hang out at a convenience store drinking the free beverages and reading the magazines and that's why with all your time on the job, you stay on the street.

Its not a big secret if people are complaining about it on the blog for so long. Until this happens, dont expect more hiring, and unless there is more hiring our pensions are in worse shape. The people in charge need to grow some balls and get rid of all these inside people or we all suffer.

Yeah right. This lie has been told to the public many times. it's all smoke and mirrors. Anyone remember when tact sec's were supposed to hit the street? never happened. They were just put on paper as working the street, but never left the building. Hell, some districts even have 2 tact. sec's now.


What about watch secretaries? That position got "cut" years ago but they are still around. They are just listed as footmen. And don't forget about the district CAPS office. They are the modern day version of the clown car. I've seen so many come out of a certain north side district's caps office that I thought Ringling Brothers was in town.

Go back to working unlimited VRI...its bullshit that there are officers wanting to work but cant because of the shit 4 days a month crap...let that be up to the officers for working that...and also its bullshit that only if u get activity u can work VRI hey news flash some people can't get activity if they are not outside....more common sense more efficient working police!!! And many good officers are inside, its a known fact!

Then grab a radio,put your vest on and go outside for a while. I'm sure your boss would be willing to accommodate you for at least 1 or 2 days a week for a couple of hours.

Or make a choice.....do I A) Continue to work inside where I am almost always guaranteed to go home on time, eat my lunch in peace ( for way more than the 1/2 allotted street units ) and not have to worry about the weather until I have to walk out to my car. Or....B)Asked to be put back on the watch. In a beat car. Answering all sorts of fun calls, ie: noise complaints, baby mamma drama, a dog being walked without a leash, getting that "holding a shoplifter" call 30 mins before check off. Or my favorite, having to answer calls on another coppers beat because they have been down in the station inputting "contact cards" into the computer for the last hour.

So, which is it going to be?

All you people who complained about the Shields regime, please tell me, where is the Angelo Administration? Will somebody go down there and please check for pulses and signs of life because no one in the actual police department can tell if there is anyone occupying that building on Washington. The only sign of activity is a Pat Camden sighting from time to time.

Simple; you put them out on the street and have a press conference to announce it. Then, after couple of weeks, they trickle back to their inside spots. Then, when you've run out of 'new strategies', you call a press conference and launch them out on the street again. And - repeat as necessary.

Cut the dead weight from the Academy! There is a boatload there. Officers whose only job is to do automoated timekeeping for how many recruits? Officers whose only job is to process incoming returning service officers (how many a day, a week, a month?) Officers who work the duty desk handling only attendance for how many recruits?

Strike me down if I am wrong but, as a supervisor this sounds like another disgruntled staff member that lost her cushy spot this year. Say what you want about the unit, but the back stabbing. gossip spreading, snitching has suddenly stopped! Gosh darn, it really is a pleasant unit to work for. Move on, nothing to see here.

It is true
There are a lot of officers working full duty at the Academy that have very little job functions.
Why can't they go work the street?

And, backstabbing, gossiping, snitching - will NEVER stop there. It is a toxic environment where every employee is jealous of what another employee gets away with. Gym staff covering each other and working 4 hr days. Range staff covering each other and some not even showing up for work! IDQC comes and goes as they please.
The whole unit is toxic and doesn't know what it means to work a full tour!

The biggest complainers are females. There are a few very miserable females that just hate life and complain every day of their miserable, pathetic life. But you have to admit the back stabbing and gossip has been reduced since Jan. How do you wake up every day and look in a mirror?

I am not an E.T. and I wonder if you were being sarcastic.

If not you are so full of crap and are jealous of anyone of who is smarter than you and able to make a few extra bucks doing their job. A good E.T. is part scientist, part artist, part psychologist and always a good cop. I have seen good E.T.s take cars apart and dissect rooms hunting for fingerprints and trace evidence.

You on the other hand have to be one of those cops who always says, "scene contaminated, no E.T. needed." to cover skimpy case reports because the last thing you would want is for an arrest to be made by the Dicks and you have to testify to your report.

Go read Arthur Conan Doyle's Sherlock Holmes, who was to forensic science what Jules Verne was to rest of the modern world. I did, in high school almost fifty years ago.

SCC. There seems to be a rumor that the commander from 012 has been asking P/O's why there is zero activity on the watch. She also asked if the Sgt's are addressing roll calls about our concerns or problems. The truth of the matter is that no P/O in their right mind is going to raise their hand and stand out like a sore dumb. Can you please post this comment so that maybe P/O's can let out what's really bothering them and still feel comfortable by remaining anonymous? Let's call this cyber venting. I'm tired of hearing the Sgt's ask at roll call what our issues are. We need to get the ball rolling and hopefully the commander can read this. Thanks. Let the complaints begin!
