- Chicago Police Superintendent Garry McCarthy said Friday there’s a “lag time” between the perception and reality of crime that, in New York City, took five years to eliminate.
The gap between perception and reality in Chicago could take even longer to narrow, if Friday’s City Council hearing was any indication.
On the hot seat to defend police crime statistics, McCarthy talked of a city unfairly known as the murder capital of the world that had actually closed the books on July with a 7 percent drop in murders over the same period a year ago and the lowest number of murders since 1963.
And that's just in the Sun Times. The Trib is a bit more blunt:

Flanked by other department brass, McCarthy told about a dozen aldermen in attendance that violent crime in the city is at its lowest in decades but that message has been obscured by news coverage and social media chatter.
Citing a recent news story from WBBM-TV, the superintendent contrasted TV coverage of the recent violent Fourth of July weekend, saying stations averaged 4 1 /2 minutes of coverage, but on an Independence Day weekend 20 years ago that he said had even more killings, the media reports averaged 34 seconds.
But here's McNumbersGame comparing today's homicides numbers to 1963's. So it's okay if McLookAtMe compares numbers from previous years, but the media is naughty if they changed and adapted to the market 20 years ago? What an ass.

The magazine alleged that the department underreported the number of homicides in 2013 in several different ways, including incorrectly classifying some as death investigations. According to the magazine, the department has also been improperly classifying property crimes such as burglaries and thefts as misdemeanors instead of felonies, enabling McCarthy to claim that overall crime in the city is down.
As he has done before, McCarthy today pointed out what he said were a number of inaccuracies in the stories.
The city’s Inspector General’s Office released a 24-page audit report in April that showed the department had underreported aggravated batteries and assaults by about one-fourth in 2012.
The audit showed the department failed to follow state guidelines by counting each aggravated assault or battery as one incident, not each victim as it should have. But the report found no evidence that the department’s crime-reporting errors were intentional.
"intentional." Right. They just happened to skew in the direction that crime was down and strategies were working, regardless of what the numbers said in a system so corrupted that one of the NYPD creators of the program actively speaks against it as a truthful way of reporting crime.

I'm just a citizen who tries to understand all of this stuff and I can see that McCarthy is BS-ing as is Rahm and most of the Press. They report what they are given---unlike the olden days, they do not do any actual reporting on their own.
My guess (and most other people) is there are more murders/shooting and all crimes than are reported. Not to mention plenty of crimes go un-reported because there are a limited number of CPD to respond.

True, many new techniques saving lives of scumbags who would do society a favor but taking a dirt nap! Speaking of blood clotting bandages went to a class at o'hare airport on the use if these and how to use them, promised we would have the "kits" when the class was over ahh that was in February 2014, and still no kits to save someone severely bleeding, waste if time guess federal money for the class's but nothing to buy the kits! Why even have classes to waste time but no follow through with equipment?
Rather than suing to make public complaints against officers, they should sue to have every police report made public. At least the original case report with certain info redacted. If a case was reclassified all of the reports justifying the reclassification too.

Ok, let me jump in here with some facts from Wikipedia. Chicago's population in 1960 was 3,550,404. In 2012 (last census) is was 2,714,856. That's a decline in population of 835,548 people. The current murder rate in Chicago is 29 per 100,000 meaning that the number of murders for that 800K+ would be about 345 for the year. Divided by 12 months that would pro=rate about 28 more murders per month or 230 more for Jan-Aug this year. On top of the approx. 220 we already have, that's 450 murders YTD. Extrapolating these numbers you would have 115 murders from Aug-Dec based on the missing population; 150 more murders from Aug-Dec based on an average for each month of only 30. 115+150=265 more murder for 2014 on top of the 450 we should actually have (based on the 1960 population) giving us a grand total of 715 minimum for 2014. So, what's it mean? If we have the 1960 population today, the murder rate - even with medical technology as is - would be about 700 + per year. McNumbnuts? Comments?

Absolutely Any Comparison of Death stats between the 1960's and today is absurd, because of the strides that have been made in emergency medical care since the 60's. I was reading about the former Gang Leader Angelo Roberts and ran across this in one of the articles I read in the Tribune from 1995.
"The slaying of the man tentatively identified as Roberts was one of nine homicides over a bloody stretch beginning about Saturday and lasting through Monday morning. Eight of the homicides were shootings, and three of the victims were teenagers. At least 27 other people were injured by gunfire over the weekend."
How is Chicago any different than 20 years ago? Media still reports the same.Violent weekends are news, but I don't really recall them being front page news. 4 1/2 minutes on a weekend where 82 people were shot seems about accurate(not 8 and "a few dozen" like CBS claimed). That "bloody stretch" of violence from the 90s still happens. I'm just sure none of them were considered death investigations. Hell, by today's standards it would be unclear for about a year & 2 months how Angelo Roberts died.

The silly progressive children clap their hands and are giddy with joy over CPD being "forced" to change.
They're a bunch of cowards because they don't have it in them to address the real problems at hand.
It surely isn't The Police rendering vast swaths of this city into festering fever swamps of wasted resources, hatred, willful ignorance, artfully avoided responsibility and death worship.
An answer is being forced by relentlessly attacking The Police by virtue of them actually having rules to abide by and doing just that for the most part.
The same Police tasked with trying to do something about those fever swamps. With one hand tied behind their backs.
Something I don't hear mentioned when it comes to crime stats is the fact that a great deal of people (have to) avoid places throughout the city that they'd likely get mugged, raped, mugged and raped and shot, etc. That, listen Gery, can lead to a *perception that an area is safe.

Significant changes in violence in Chicago are indicated by the ever rising number of times a week that there are reports of police being shot at, the increase in instances where police must use their weapons against armed people. That did not seem to be the case 20-30 years ago or even 10 years ago. It's a much more violent society out there now. More weapons and shootings. I don't know whether homicides are up or down, I'll take the Superintendents word on it but when you see citizens in historically less violent neighborhoods openly destroy police cars during picnics and parades, it appears to the average citizen that the city is lost. A lot has changed and it doesn't seem to be for the better. I truly wish it can change back to what it was.
