Again with the SOS Scandal

  • Two of Chicago’s dirtiest cops are at the top of a list of police officers who had generated more than 10 misconduct complaints between 2001 and 2006, according to newly released records.

    Keith Herrera and Jerome Finnigan were members of a crew of rogue police officers convicted of home invasions and rip-offs of drug dealers.

    Finnigan was convicted in federal court of seeking to have a fellow officer murdered because he thought the cop was a rat.

    Herrera was cooperating with law enforcement authorities investigating the crew. He served a short prison sentence, and Finnigan remains behind bars
So the FOP last ditch effort failed. It was a long shot anyway.

The list makes for interesting reading. Quite a bit of it is out of date, assignment-wise. There's at least one exempt on there and a south side lieutenant who has managed to take 55 days suspension time for assorted violations. A number of females. More than a few resignations and guests of the Illinois Department of Corrections, too.

You can bet plaintiff attorneys are burning the midnight oil combing through this document dump.

I'm on the list, mostly for BS complaints before the affidavit system was put in place, 3 of my numbers during that time were exonerated, the rest NS or unfounded. I never took time for any of them, my question is who is to blame for dropping the ball, and if they are still employed can I get a # on them for something? Give them a taste of their own medicine in a way. Thx for any advice, or GFY for negative feedback.

you forgot to mention a lot of meritorious detectives and sgts..its the Chicago way..over 600 officers listed, with 1000s of complaints and like 3 suspension days for the whole lot...lol except phyliss gill who took 3 15er's...gotta love CPD

The FOP website says they have no right to be involved because the '09 administration (Donahoe) didn't do anything then. Well, in '09, that was a lawsuit against the City, not against FOP. Furthermore, the contract states the City will be officers' representation during civil suits. Fast forward to April 2014, the City should of taken this to the higher court and each of the unions (fop, pbpa, LT/capt assoc) each should have filed briefs in court. Dropped the ball right from the start...give it time, this is going to be haunt longer than the no retro fiasco.

2'nd. Anyone who thinks this fucking outfit would never railroad an honest, non-clouted officer probably deserves to be railroaded. Been there, done that, and have never forgotten.

Its funny but we talk all day about the corruption in the Dept., and the clout, but we automatically believe the worst when another copper is accused of something. Its not a place you want to be in if your innocent cause unless you have a seat at the table, or know someone who does, nobody is going to give a fuck what you say.

When I see these two POS,the ones Ive known like them, the bosses who covered them, and think of the way I was treated, Im actually ashamed of this uniform.

If I have any pride in anything its that I continued to treat my fellow officers and the citizens good. But the job is never the same after something like that.

No doubt in that list are some Finnegans and Herreras. But I bet most are just working coppers. 2 CRs a year busting up gangs is not unusual. Whats a gangster got to lose by picking up a phone?

So let the public "assume" the worst of them but lets not do it ourselves. Clout or no clout a working copper deserves a fair shake.

I know some of the coppers on that list, many are working coppers, coppers that do a dirty job, looks like the bad guys win, take this from a copper who has 6 months and will be God willing retired,don't lose your freedom,job, pension, family document everything, if a boss tells you to do something and you did not see it they go in the report and box #1. In the report "r/o has no knowledge of incident but was ordered/told by ------- to make this arrest or? No more taking chafes like in post above if your clouted nothing will happen ahh until the lawyers who are lined up to get the "victims" a chunk of your hard earned cash!

Officer, understand one thing, even though I don't live in the city,I appreciate good officers like you every day. You go to work, risk your life for people that you don't know, ( and some that don't care what happens to you) day after day, with little pay or thanks, a mayor that craps on you all of the time, a boss that is an ass, and fellow officers that can be to say the least "trying" to work with. All I can tell you is Never,Ever be ashamed to put your uniform on, because in my eyes sir/madam you are a hero for the things you see and have to put up with on the street.

There are a vast majority of us "civilian dress" workers that have been off the beat for more than 15 years and are not on this list. Dont believe that bullshit line......these are working police........

This is a while lot of working cops, with the exception of the convicted felons. You will get numbers if you put in the work. I'm not on it worked in a nice north side district but I know a lot of the names on there and if it ever hit the fan many of them would be who I would want to respond to help me. The mutts on these streets get numbers all the time, I would be curious to see if the numbers decreased once the affidavit was required to pursue further, just a thought.

There was never a more sober or real statement...Very well said!

This Dept. often circles the wagons under a "Mob mentality". Doing a drive by anonymous statement on a blog, or in roll call, and throwing up a sneer of haughty derision, then it's on to the next bashing without pause for whom we may be hurting.

As useful as rhis blog is, sometimes we suffer as a cohesive unit because we tend to judge too quickly.

People I personally know on the list;

3 I went to high school with. They were assholes then and seeing them on the list is no surprise because of their personality types.

4 were in my academy class. One was no surprise, real fucking jagoff. 2 were a surprise cause they're nice guys. 1 I didn't know that well

4 have worked on the same watch with over the years. 3 were idiot clowns, all 4 eventually wound up on tact.

Anyone else see that pattern??

I saw several hard working officers on the list. The only thing I take from the list is what I already thought and now know. THE SOUTH SIDE SUCKS!!! The majority of the CRs not from units are from the South Side. I have worked all over the city. The overwhelming majority of the CRs I have received were from South Side BS!!!

SCC you should limit the negative responses to those members who have been convicted and off the job. It's bad enough we're going to get beat up by the public over the list but there are many of our own that are going to come on and talk negative about members on this list. We should stick together, CR's are part of being a working cop and even those who aren't on this list know that too.

The first sheet lists only one code under "Other Than Penalty Codes" 600 = No Action Taken.

There is a column to left of the number code for each officers complaint that lists either NS, UN, EX.

Just glancing through the officers near the top some of them have more than HALF their complaints resolved as UN=Unfounded or EX=Exonerated.

I see they omitted this explanation on the first page so they can make this list of complaints look more ominous than what it really is. Of course there is going to be "no action taken" if the damn CR was found to be unfounded or the officers actions were exonerated.

This list would have never been released if Daley was still in office. Cline and Devine's kids being on the list would have been enough to keep fighting for its secrecy. Looks like Rahm is pulling out all the stops and doesn't give a shit who he embarrasses as long as it wins him an election.

I did not go through the whole list but it looks like I know about a third of the names.
Most I didn't know before I came on but had the pleasure of getting to know either at work or sitting in branch courts or getting prepped in trial rooms. I'm not talking traffic court either. These are mostly good hard working coppers. Most are not the hard-on types that stick their chests out at the bar telling war stories but just go about their business locking up or used to go about their business locking up real bangers.
Not taking arrests from the guys on the watch or chasing the warrant list. I love how some of you rationalize not being on this list by saying that those of us that are were either "dicks" in the academy or "goofs" or "dirty". The hard-ons on this job are the ones that get their beefs on traffic stops of regular working people or playing tough with the kids in beverly park.
I hung it up a long time ago but have to shake my head at what some us think "police work" is. This department and City is gone. This list never should have been made public in the manner it was. It discredits years of outstanding police work where guys and gals put themselves in real harms way to try and make a difference in the worst neighborhoods.
Yes, I know several of the officers on this list that have brought discredit to the department and have even worked with some but the vast majority on this list where/are outstanding officers. Most on this job will never be on a list like this because they will never go hands on with the types on a day to day basis that know the routine about filing a bogus beef and sadly they will never have made the difference that they could have.
I don't blame anyone for shutting it down now. The release of this was a warning shot across the bow. We are on our own and we are not respected by those that we serve or work under.
Don't misunderstand me I'm not saying if your not on this list you are not a good policeman. But this list is mostly Tact/Gang types whose job it was to get after the shitheads and beefs were part of the deal.
We were doing our job and this Mayor hung us out to dry.

Non-clouted old school sergeant says.....from 1988 to 2010 investigated cr# s assigned, and going thoroughly through each and every detail; and complainants/witnesses was able to verify and close each case as unfounded or exonerated; realised that thousands of these beefs were just retaliation, frustration, or flat out anger response to police service or arrests. also came to know that if it was tossed fom internal affairs to a street sgt to handle that was the expected outcome due to lack of substance in the complaint. I bet now that the officers whose cr#s I handled are glad I didn't get lazy and go the non-sustained route for the quick close...as I always said not sustained can always be revisited as you have been left open to suspicion. Only wish my last couple of clout Lts had done right by me lol...Still proud of service, retired female sgt Ps 99% of cr# are complete bullshit, the other 1% (ie.criminal allegations)do not get handled outside IAD in my recollection.

Really, for what was played up as the biggest Scandal in history ! Was actually bullshit..If JF.had not talked up wacking Herrera, which was probably just talk, no real intention, this was a fucking joke, and I am a citizen.

The SOS Scandal was buried deep and still has the distinct possibility of erupting at any moment. They didn't touch the surface of it and no bosses went down.

Something tells me there is more coming yet.

You can tell you aren't a police officer. It's all talk until it happens. He was a desperate man that was going to lose everything. Wacking someone to keep your freedom is not a stretch at all. Police officers see the world at it's worst. The way it really is.

If you were the person he was talking about, I am sure your viewpoint would be different.

I was a member of SOS when the so called scandal hit, Let me clear up one thing, all the accused were on 1 watch together, the LT. on that watch was so big headed that he and his watch had to be the best, beat the other watch in getting guns, etc. this watch ran wild, when the Sgts. would say no to their men, they would run to the LT. who micro managed, Then when everything went South, and he thought he was going down too, he retired, ran away, nobody sees him in Mt. Greenwood, he ignores all!!!! Jerry and Keith ran wild with his blessings. I have always been a team player and had my team working, and I always backed them 100 percent, and they always produced legit numbers, for that I thank them,

Proud to say that 2 of my recruits (that I trained, out of grade) are on the list, as are 3 of my former partners!!! It appears that alot of the #s were issued to tact teams, as many on the list were working tac together and the whole teams are on the "list". Glad that I had quit pro-active policing by the time in question.
