Fourteen?

E-mail from a west side cop:
  • Monday morning, 010 had 14 crossing guards call off. That's 14 crossings that had to be covered by coppers. 010 only has 12 beat cars, a few rapids, and some specialty cars up on days. Dispatch did what they had to do, downed the District and put in the backlog.

    So 010 had no cars up. If there was a shooting or a legit robbery/burglary/domestic, there was no one to send. I thought Garry was all about keeping cars up and available for jobs?
And that's just one district. Any idea if the rest of the districts suffered similar shortages? Safe Passage couldn't cover anything? Parent Patrols? But we're up to strength!

ANY crossing with traffic control should not need - or have - a crossing guard. If there's no crossing guard available, it should not be manned by a police officer replacement.
When the light is red, children and parents know they are supposed to stop and wait. If a kid decides to cross against the light, no crossing guard or cop has the legal right to lay hands on them, anyway. It's a colossal waste of manpower and money.

When are they going to wake up and incorporate the crossing guards with T.M.A. This would get rid of P.O.s as crossing guard supervisors. Have a larger pool of personal to fill positions eliminating the need for P.O.s to fill call offs. And get them out of the police payroll and budget.

When I was really young and walking to school, busy crosswalks were guarded by kids just a few years older than me. And then, when I was a few years older, I guarded the same crosswalks for younger kids. What the fuck?

What about all the nonsense reprtsreports they want coppers to do? Hospitalizations on old/terminally I'll or other nonsense, non criminal reports. Safe Passage. Mental Transports. Directing traffic instead of having stop signs . If taxpayers knew how much police time is wasted on non police functions, they would be appalled.

Here's a idea...

Do proper screening and training of some of those Traffic Management Aides. You know them, the parking cones with feet. They usually screw up an intersection when there is several of them but one at an intersection may be OK. Have them "ON CALL" or dispatched on a school bus to take over when a Crossing Guard is absent.

NOW when the Crossing Guards see that their gig is threatened by this cheap labor force their absenteeism will drop dramatically. Then the day police can be the police again.

Now watch someone bring this idea up at a Compost meeting or whisper it Rham's ear.

The city fucked that pooch. I grew up and my entire childhood we had the same crossing guards that never missed a day. Then the city took away all the benefits and look what they are left with?

I just want to tell them they dont have to fake coughs when they call in. Coppers are parents and know a fake cough.

They keep telling us we are at 12000 police officers. They budgeted us for that number. We used to have 13300 or 13400 officers. So right off the bat we are down 1300 officers or more.

Where are the officers in the Districts then? We are critically short on watches. If you add "extremely bad management" to the lower manpower you have your answer. Not only is Compstat a failure, the management ability of Superintendent McCarthy is likewise a failure.

How many police officers are assigned to the office in 010? Maybe time has come to use officers that are able to drive ,walk that are on duty disability to report back to work as crossing guards . Let's not over work them , have some report for 2 hours in the morning and others report for two hours in the afternoon .
No gun needed , green reflective vest and a plastic stop sign .
Catholic schools had 7th and 8th grade patrol boys to cover school crossings . I am sure some of the phony not to disabled on duty could help out for 75% of their pay . It would make them feel good yo help the children .

Called in a car accident in 022 last week, no beat cars available. They sent a swat unit.
Car stolen from 105th Hoyne that morning, house broken into on 106th Seeley at 5:30pm the day before. Kid came home to the bad guy climbing out the window.
Alderman was out getting signatures to get on the ballot this week. Maybe he can start walking the beat.

How many full duty officers are assigned to district commanders office , tactical , crossing guard supervisor. Caps office , foot patrol on 26thst , school officer etc.
Do inside officers swipe in and out . Total mismanagement of manpower on cpd . 12 beat cars. Officers down at court , lunch , station assignment , arrest , sometimes less than 6 cars on patrol , one man cars , not very safe isit .
Where is fop on the safety , manpower issue , haven't heard anything from the new leadership .

I remember an inspector at a beat (beef) meeting actually speaking up and telling the crowd not to expect quick police service if they put in a call during school dismissal times because every available car was dedicated to the schools.
Personally, I don't mind doing the crossings but it pisses me off when school staff are standing around watching me do what should be part of their job; I cross kids every morning at my CPS Security side job.
All you bitching about this remember: the kids shouldn't be punished for the parents' sins. At least we've made Safe Passage a special attention and not dedicating 3-4 cars for 3 hours/day. Sorry for the rant.

Went to both public and private grammar schools,was a "crossing guard" at both, simple plan 8th graders were crossing guards,then the 7th graders moved up and took the positions,at the end of the year they had a "pizza party" for the kids who did the job,how much would that save in police payroll? What other city in this nation has a system where tens of millions of dollars are wasted on "safe passage"? Why not save all that money and hire more police,and make the parents walk the kids to school everyday, maybe 1 parent could Sheppard our future doctors and scientists and recipients back and forth and then another parent the next day?

The problem with that idea is that (unless something has changed in the last two contracts) Crissing Guards are career service and TMA's are non-career service part time city employees in the same union.

OEMC has done a "good" job getting rid (by attrition/retirement) of the Full Time Career Service Traffic Aides over the past few years (a lot have gone to Revenue or bid to Detention aide positions).

But under the terms of the CBA; part time TMA's are not allowed to work more than 999 hours per calendar year. Even if they are of the few that have a physical badge and Parker book. That's just under 25 weeks a year and just under 20k salary.

Crossing Guards (as I recall) work 4 hours at the front and 4 hours at the end of the school day.

If you figure the average school year in Chicago is 180 days...at an 8 hour day that would be 1440 hours and that would be 441 more hours a year than a single Part time TMA could work under the terms of the CBA.

Now, we have all seen the people the city hired to be Traffic Aides for the OEMC. Some try to do the best they can and others are only good for holding up street signs.

Plus there is the added issue that we have How Many schools in Chicago?!? And in some areas the parents already ignore the Crossing Guards. And we know people tend to ignore the traffic aides. Look at Wrigley during a home game, traffic is a mess and the pedestrians tend to want to ignore cops let alone a Traffic Aide.

Now imagine a TMA with a Parker book on the intersection near Lane Tech or up around the schools in the 19th or 41st Ward.

I know how mouthy they are during a Bears or Blackhawks game. And when we consider how much we bitch here about the Parking Aides from Finance, can you imagine some of the traffic aides having the ability during morning or afternoon pickup to call the duty PO out to a school cause someone didn't follow a lawful order?


Thanks No.

Just hire more cops and put the probies and police cadets out for schools.

If the Mayor says that's enough police then he should be voted out. If the Superintendent MISMANAGED the manpower he is given, then he should be replaced.

That is part of a Tac Teams duties to enforce prostitution laws, along with gambling and license violations, back in my day kids we had vice teams in the district also, now all you secret agents can do is wear your hats backwards, were a tank top with your vest to show your Tats off and your little hair ball on your lower lip and slap each other 5 and say DUDE, Become a real police officer and do it all.

We used to know them as "Police Lady's". Patrol Boys worked the crossing with them.
Isn't there some SO or GO that mandates that about 6 tiers of positions(inside) be deployed before a Beat Car?

We had safety boys. Did the crossings, got out 15 minutes early. In the spring, all the safety boys were bussed to an afternoon white so x game while school w as in session. Year after year, it was upper deck outfield grandstand against kansas city.

When I was a kid in the 1970's it was a treat to be picked up from school. Now almost half the kids get picked up. Streets are blocked off. Wow. That being said there are ALOT more screwballs out and about. Also when I was a kid, at the playground if I fell off something my ass landed on cement. Not rubber bits or wood chips. Green means GO. Red means STOP.

I was filling in for a crossing guard at 36th & State St. when dude walks into the breezeway from the infield, goes into a military stance and pounds a round off at me and then runs towards Federal. I took chase, stopped and had a 3/4 trigger pull going but had to let it go. Kids coming out of the Federal building going to school. Hated not to be able to pull the trigger but it would have turned into a REALLY bad day if I missed and planted a 38 slug ito a nine year old kids forehead. Good old war stories! We all got em!

We live in a civilized society with rules and order. Why do we need a person waving a stick to signal us that the light is green or red. Follow the rules and we won't have this issue. Traffic aides are city hall's attempts to establish a broader voter base. They are useless in my own opinion.

Yes... In 17 they put four out of the only 5 cars out from early role call everyday. One car to cover hole district from 230 to 4pm

The people being hired to work on safepassage and school crossing guards are unemployed drug addicts looking or money for drugs. After that first paycheck and the money to get drugs, they call off as they recover from their dope excursions. This was found out after I participated in one of the stop violence program funded by Quinn's initiative.
