How to Spin the Data

HeyJackass.com shows everyone how it's done:
  • Hey SCC - Since the honor students wouldn't stop shooting on a school night, it took a little longer than usual to compile the final numbers.

    Weekend: 8 killed (5 shot, 3 stabbed), 44 wounded
    Last year: 1 killed, 15 wounded

    September now stands at 42 killed and 197 wounded. Last September tallied 42 killed (inc 2 PO involved) and 154 wounded.

    Expect the month end press release to focus on year to date homicide numbers and to ignore September and the increase in shootings.

That's quite an increase over last year's same timeframe - 800% in killings and nearly 300% in maimings. And there's still a full 24 hours to go in September and Englewood has been on fire since Friday. CompStat is going to be amusing this week.

SCC, this is off topic..... On Friday you had a post entitled " Reitirees Sue". I think it is important to note Rahm's defense in screwing over the retirees. The following is from the Slum Times....

Mayor Rahm Emanuel on Tuesday defended his decision to save $27 million in 2015 by raising monthly health-insurance premiums by an average of 40 percent for 25,000 city retirees — even after a precedent-setting Illinois Supreme Court ruling that could tip the scales against the city.

“I said early on that we were gonna make the hard decisions which brought our structural deficit down by half, so that we can make critical investments, which is what we’re doing today,” Emanuel said after unveiling a plan to end homelessness among veterans by 2015.

“If we’re willing to make the hard decisions — not defer them, not deny them and not delay them but make the tough decisions — we’ll be able to actually then start to make some of the investments that we have, for a long period of time, put off. This is one of those examples. The other is … to make sure that every 4-year-old who lives at poverty will have pre-K education because it will complement the universal kindergarten we also did.”
So this self righteous prick (Rahm) thinks it is o.k. to charge retirees and additional 40% for their health insurance and in the same breath defend it by putting programs in place for " less fortunate"others. Talk about " in your face redistribution of wealth". The arrogant little prick can close police districts, close 50+ schools! but he won't reduce the number of aldermen....which could EAISLY be cut in half. That would be a savings of over 25 million in slush fund money alone. And i bet you there is hardly a peep out of taxpayers if he were to do it.
I cannot wait for 2016.....no more Barak Hussein and hopefully no more Rahm #onetermmayor

Just as the number of murders is irrelevant (how do the police have anything to do with whether you live or die once shot?), so is the number of victims. The number that really matters is SHOOTING INCIDENTS. Are these up or down?

FYI: No more free coffee at McDonald's, big line of HQ personnel aka (full duty police officers)at starbucks on 35th. 2 to 3 cups aday at 35/45 min to walk there,wait in line,walk back and Voila!lunch time or a quick workout and if you smoke,at least 4,20 min breaks.

SCC, I know this slightly OT, but I just wanted to reiterate a challenge which you often bring forth to the media types that visit this blog.
No that anytime of the year in Chicago isn't a fitting time to focus on gun violence, but the last few weekends have been extra bloody, so with that in my mind, I want to issue a challenge to the media to take a long hard look at what some of the judges at 26th St. have been ruling on as far as UUW offenders and the effects it has after these offenders are released.
Here is just a small sample of what our men and women are dealing with all to often at that cesspool of justice known as 26th and California.
Last week, my partner and I were in the 2nd floor courtroom, of a judge, I will leave out his name, to testify against a UUW offender who we arrested this past year in the Wentworth Gardens Housing Complex.
Without getting into too much detail, the offender was among a larger group of known gang members located on the premises who were blatantly consuming alcohol as we arrived. One the individuals, who would soon become the offender, was known to us because we had previously locked him up in 2008 for UUW in the same exact location where we observed him on that day.
On the most recent encounter, and after establishing probable cause(i.e. bulge, previous contact with offender, other gang members, violent housing project) to stop and pat him down we found him in possession of another large handgun.
After giving our testimony and not having any real impeachable aspects of our testimony, the judge ruled that we didn't have enough to stop and conduct the patdown based on how long ago we had arrested him in the past for the first fucking UUW on the same fucking location as he sat among a group of known gang members illegally drinking!!
Now, I am by no means looking for a pat on the back, because this is mine and our job, and no I am not looking for any sympathy because all working coppers lose cases like this on a daily basis at the shithole 26th and Cal, but what I am looking for is for someone to hold these judges accountable to some extent for what occurs after these UUW offender are released.
In this case, this past week in the very same Wentworth Gardens Complex there has been 2 shootings and 2 additional UUW arrests, but these judges just put these same offenders right back into the game and we really have to wonder why this violence will never stop??
I am truly sorry for the rant, but like I said before, I challenge any media member with any fortitude like Peter Nickeas or Chicago Magazine to take a real good luck at some of these truly dangerous and questionable rulings these judges are making day in and day out on UUW offenders and what effects it really is having on our violence here in the city. Its right there at your fingertips, take a look.

Rahm and McRunningOutOfTime keep touting "fewer homicides therefore crime is down" when several dozen people a week are showing up at e/rs with mystery missiles in them...

Chicago crime statistic tabulation?

Constants (actual numbers of crimes reported) rubbed against bullshit variables (The way OEMC handles business + intentional tying up/diversion of Police resources etc.) to yield a bullshit product. (Delayed Police response, Rahm & McMooky redefining what "crime" and "Police Response" actually mean.)

The common English speaking/understanding layman doesn't have a prayer here.

Well, I agree with the judge. U have no reasonable suspicion to pat dude down. Your hunch is not reasonable suspicion. He wasnt drinking. A violent housing project as you say? Last time I checked we cant search everyone in a violent housing project. Being among gang members isnt a crime or enough to justify patdown. And that i patted him down for safety is nonsense also for those thinking it. You can search those drinking illegally. So here is my advice, learn the law. Academy has many good handouts on topic you just addressed. Call down there and have them mail it to you thru department mail.

The mass ignorance of the local news people has bled into this department. It is important for cops to know this.

The city does not count "homicides," which include some fatal traffic accidents, some industrial accidents, self defense cases, and all fatal police involved shootings,

A homicide is a death caused by the actions of another person. A homicide is NOT a crime.

Crimes that involve a homicide are Reckless Homicide (Traffic), manslaughter (negligent killings), and murder (1st and 2nd degree).

Justifiable homicides are not crimes.

Of all the crimes involving homicide, the city counts 1st Degree Murders, which includes intentional (premeditated), knowing (actions likely to cause death), and felony murders (participation in a violent felony resulting in any death).

Chicago had about 400 MURDERS in 2013. Chicago had more than a thousand homicides.

When the police shoot a criminal, it is not a murder.

To the officer that had the UUW go bad,

I don't mean this as a criticism, but you threw around some definitions improperly and when you are in front of judges who are inclined to let criminals go free, they will use terminology to get it done.

The bulge is not probable cause. It may be reasonable suspicion to do a pat down, but you are going to need other elements. Running away from you is a good element for reasonable suspicion, but even that is not probable cause.

Being a known gang member, a known felon, or a prior arrestee of yours, is really nothing except for charging after finding the gun. It is not a legal reason to conduct a pat down. In fact, by mentioning this you hurt your case because you look like your out to get him.

Being in a dangerous area or an area known for whatever is terminology used in lots of Supreme Court opinions, but it doesn't mean squat in Cook County.

You saw this person drinking on the public way. You arrested him. A search incident to that arrest revealed a gun. He was then charged.

When dealing with legal reasons for a search, the clearest and shortest answers are always the best.

Director of Secret Service was today talking about "appropriate force" being used in the White House Home Invasion incident. Who among us wouldn't smoke some dude barging into our own homes?

But The White House? Home of POTUS? With all the threats and attacks and dangers that are all around now? I would expect that guy to have a half dozen 5.56 rounds in his breadbasket before he ever gets within 50 yards of the front door.

Appropriate force for The White House would be a volley of rifle fire followed by General Quarters, full alert of all police and military in DC and maybe all military forces taken to DEFCON 3.

But a lone Secret Service agent being knocked down at the door? She was armed, no? Did shithead get her weapon? Then a second agent tackles the guy? That is it? Just tackles the guy?

I would be screaming at the agent like D.I. Hartmann, "Why are you not stomping that puke's guts out?"

Deadly force was not only authorized but mandatory in that situation.

Who's side are you on clown?? I was Simply posting on the blog to show a little frustration in our fucked up system and I get chastised by you to get law handouts from the academy?? Question - 007 has nearly enough copper' on street to put 3 copper' on a block driving back and forth down the street. How is it that the shooting still occur. Does 007 tac do anything or just stay down on a rock pinch for 4 hours ?
Why does 10 tac copper' hang arounf a murder scene with their hands in their pocket's ? Maybe to be on the news and brag. Plus another 10 patrol huys doing the same.

The cop with the UUW is confused.

Probable Cause exists AFTER recovering the gun. Then the offender is arrested for UUW. When there is probable cause, the offender is charged with a crime.

Reasonable suspicion allows an officer to stop a suspect. The fact that the subject is a felon in the projects with a bulge IS NOT reasonable suspicion to conduct a patdown here in a Cook County court.

If you don't get this right, you are going to lose a lot of cases in the future.
