McCarthy Feeling Some Heat

Of course, it's from aldercreatures. And as all the parties involved are puppets of Rahm, it isn't too intense.
  • At City Council budget hearings on Thursday, some aldermen were angered that Police Supt. Garry McCarthy could not immediately tell them exactly how many officers are currently on the force.

    WBBM Newsradio [...] reports Ald. Ricardo Munoz (22nd) is one of several aldermen who have said the city should hire more police officers, but he was frustrated when he asked McCarthy how many cops are on the job right now, and the superintendent said he did not have the precise figures.

    “That’s why I said I want to get them right, and we’ll get them to you,” he said.

    That drew the ire of Munoz, who said he was “offended” the superintendent came unprepared to provide specifics on staffing at the department’s budget review.

    “How can we have a conversation about staffing levels if the superintendent doesn’t have the numbers?,” Munoz said. “It’s a trick not to have the conversation in public and I, for one, feel offended.”
Munoz, who used to carry guns for the latin kings is offended? Eek. Aldercreature Cochran makes a better point:
  • Ald. Willie Cochran (20th), a former police officer, said he couldn’t believe McCarthy was asking aldermen to wait another day for answers about staffing.

    “For people to come in here, and talk about they don’t have the right numbers, is bull; is absolutely bull,” he said. “Every one of those bureau chiefs that sit up here know better than to go to their superintendent, and prepare him for a meeting like this, and not have the right numbers.”
If that happens, McCarthy (or Tracey) jump up and down and scream, so the aldercreatures ought to be doing the same, right? McUnprepared then comes up with some numbers:
  • After a lunch break, McCarthy was able to provide specifics, saying the department has an authorized strength of 12,533 sworn officers, and 587 vacancies.
[number corrected below - SCC]  This is a joke, right? The D unit is down what? 400 since Weis? There are something like four total "Forensic Investigators" at the Crime Lab (authorized over 30) and just try to get an ET to show up to dust a scene. Almost half the Department can't get time due without a human sacrifice. Rahm has spent $100 million on overtime this year alone. And we're only short 600 cops?

What a fucking joke. How about instead of filing FOIA requests for CR files that are 50 years old, some enterprising reporter file FOIA requests for personnel counts for the last 50 years?

UPDATE: We misread the paragraph about the numbers. Authorized is 12,533 with almost 600 vacancies puts us at 11,946 - still a ridiculously high estimate. With all the double counting going on, even Commanders don't know how many people assigned to their district are actually working in their districts.

Now Rahm is bringing in a high wire act at go wrong? Closing down streets while they string cables between buildings with a 30~40 MPH blustery wind.

We had a rep from the Pension Fund at a luncheon about two weeks ago and he stated we had 11,xxx paying into the Pension Fund. I believe that included the Pension Fund staff.

Anyone running against Rahm for real, here's your issue.

I went to the hearings and can give some interesting tidbits:

-- Ald Mell was highly complementary about officers at all levels in 017. Said it's easy to see the officers care about the community and it's residents. Of course, that was after she asked about police training in dealing with transgenders. I guess from what the Supt said, we are all trained.

-- 010's alderman must be Barb West's girlfriend because she couldn't stop gushing about her and how she's out there on the street 24/7! She loves CAPS, too.

-- Cappleman thinks Ald Voulgaris' twin daughters are wonderful and was so happy that current and former commanders came to his gay wedding. Really, that's all I remember from his ten minutes.

-- Fioretti had nothing of any value to repeat except it's nice to know he's worried about prostitute and customer arrests. That guy had no fire in the belly at all.

-- Waguespak tried to get straight answers on all the overtime and got no where. McCarthy said court time was the big eater of OT, so CPD is working on technology solutions with State's Atty re: scheduling court dates for days officers are working and to make sure officers aren't going to work needlessly.

-- Tunney asked for the number of officers in each district for each the past five years. McTool assured him 019 still had one of the highest head counts, but said he'd get him the data. Tunney said they still needed to keep the district open for bids. He then asked about "Sector Policing" and McDoireallyhavetoanswer said he didn't know what he was talking about. Supt then said all it was was making sure Sgt's and their patrol officers in a sector worked the same days and it was still being evaluated.

Tunney suggested tact teams should work special events like the Pride Parade instead of "people in administrative positions who aren't normally on the street." Tunney closed by asking how many officers qualified to retire today and Supt didn't know and promised to send an answer. I saw him give a long list of questions to one of The Supt's supporting cast. Can I FOIA that?

--O'Connor wants CPD to help stop the gun range in Niles and said 016 needed more officers even if it might be considered a quiet district. She said nice things about the Cmdr in 016.

-- an Ald whose name I didn't catch asked if there were any new programs coming that would affect patrol officers and the answer was no. So the 10-hour day rumor is false?

I was only there in the afternoon, so didn't see the earlier back and forth.

Doesn't FOP say 10,900. So add another 1000 cush exempt spots, disability types (Dean Sr., phD),seperatons, medical issues, etc. and ya got roughly the same number.

The real question is how many have done 25+ arrests (box 1/2) in a year. That will generally tell you how many are on the hunt. That's the number you want Munoz.

Ot.... today in 012 I got to watch the crossing guard supervisor come in a late and leave early. Not only her but I watched one of the three time keepers doing the same thing. And let's not forget the intelligence officer coming in at 10 and leaving only after 3 hours of work. So contact cards not happening from me. Screw it. Y not hold one of these people accountable. Makes me sick after 20 years on this job to see 012 even worse now then it was before the merger. And to boot all these officers mentioned I love to see how many hours they have on the books. Cuz I no my time gets taken.

Stop complaining. I work in the academy and it is worse at the academy. At least in 012, they are showing up for three hours. The privileged people at the academy get free days off. We do not have that many recruits going through the academy. Many people are doing absolutely no work at all.

Speaking of heat, when is anyone going to put any heat on the academy. The academy had only a few recruits and there are many officers assigned to the academy. Is it fair that the officers on the street are getting micromanaged just like in a factory job? Most of the officer in a district are held accountable for the full day. It does not seem fair because we all get paid the same amount. Where is the Inspector General when he or she is needed?

One of the papers did a gloryhole piece where they kind of chided McCarthy, but praised 9.5 for hiring and putting p.o.'s back on the street. No mention of how he brought the dept up to full strength after his election by eliminating all the vacancies. Now we're short from the reduced manpower.

By saying that what the department's authorized strength is a typical tactic used by people unwilling to tell the truth. The statement he gave was true about our authorized strength, but it did not answer the question of how many police officers are on the payroll. You would think that that would be such an easy, elementary question to answer. A single computer query could provide that answer, but no, the mayor and the superintendent won't provide that answer. So then, why not? Most likely we are way below the "authorized strength" and the answer would probably be so embarassing that the supt., who has such a fine eye for detail at CompStat, would rather deal with not telling the truth than revealing the truth.

No questions why police officers promoted legit are passed over for command staff
What a shame , appointed captains , commanders are chosen from the Merit Ranks of Lieutenants , many that passed both sergeant and lieutenant test are never promoted to captain or commander
No hard questions like why are sworn , full duty officers doing office work that a civilian would do for less money .

Nothing even gets investigated in the D-Unit anymore. There's just too many cases. Area South has only 200 detectives and there's more retiring each year. There's no E/T's, no F/I's, beat cars downed every night across the city and half the ones that are up are manned with one officer. Outdated and broken computers, cars falling apart, copy machines and fax machines that never work, printers that never work The CPD is really falling apart. I've never seen it this bad. I'm baffled that it's even able to slightly function anymore. Then add in the fact that officers are demoralized, burned out, and just don't give a fuck anymore. You citizens better start conceal carrying because you're going to be on your own soon.

In 2011 forensic services were budgeted 39 forensic Investigators and 121 Evidence Technicians. In 2014 forensic services were budged for 22 Forensic Investigators of which 11 are assigned and 11 openings (I might add that all 11 do NOT work the street, more than half are working inside mon-fri 9-5). Also in 2014 Forensic Services were budgeted for 80 Evidence Technicians, with 69 currently assigned and 11 openings. (again, NOT all 69 work the street, more like 39). The average is 5 E.T.'s a watch CITYWIDE and 1 Forensic Investigator. A 50% reduction in manpower in the past 4 years leads to a dangerous cocktail of mandatory long hours, mistakes, and stress. Hopefully its not your police shooting when it comes to a boil.

Ask THESE:

How many Officers are actually assigned to each district?

How many Officers are actually assigned patrol duties on each watch in each district?

How many officers are assigned to duties other than patrol on each watch in each district?

How many Officers are in phone-call/"Thanks Mom & Dad" units?

How many Officers are assigned as coat holders and ass-wipers for people who can afford to pay for their own security/drivers/manservants but they rather enjoy the perks of clout of having an M-plated sedan on stand-by because they is so "impo'tant?"

Questions like THESE...

Then it's a matter of distilling the results, asking more pointy questions and distilling the results again.

The Problem?
Rahm will and HAS walked away from hard pointy questions instead of standing like a natural man and answering...

Priviledged Shit-Ass entitlement thinking of his money and stature (not so much really) giving him distance, shielding and cover from accountability for how he runs this city and allocates/withholds/misdirects taxpayer treasure.

...And that he is actually using taxpayer treasure AGAINST the taxpayers to pander to shitbirds and illegals?

Stop counting people who work for the commander's office, the caps office, the school detail, Rahm's bodyguard detail, Rahm's housesitting detail, Daley's bodyguard detail, headquarters, and any other detail or building where they are not actively answering calls for service. The ONLY number they should be concerned about is the number of officers assigned to a BEAT CAR. If someone came out with real figures on exactly how many officers are patrolling a beat and available for calls on any given night, it would probably outrage the taxpaying citizens to the point of revolt, and justifiably so. These dept bureaucrats are so full of shit it's deplorable. And the surge in overtime is not from court, it is from VRI - remember the primary reason why we are NOT HIRING more officers??? Wasn't this McCarthy's main strategy which was supposed to SAVE MONEY and REDUCE CRIME in the first place?!?!?!? Here's a strategy for you bureaucratic clowns, since we've consolidated and eliminated over a thousand police officers, several districts, and 2 areas, how about eliminating those corresponding layers of high paying administration starting with positions like area deputy, deputy chief, 1st deputy, assistant deputy, and most wasteful position of all, SUPERINTENDENT!

The real kick in the arse is, all these so-called police officers with their 'fake medical disability'.
My neighbor has been on disability for over a year, yet she looks fine to me. She is always on vacation traveling, and runs about the neighborhood. Unless it is some sort of mental disability (she is a screamer) nothing is otherwise pronounced.
I know she has had numerous lawsuit filed against her, for her unprofessional actions while on duty, yet she brags about receiving her salary from the PD, which to me is a real slap to all taxpaying, law abiding citizens.
This issue is what really needs to be looked into, the moochers on the Dept. Fire them all, and hire others willing to work for a honest days pay. That is how to strength up the force.

That number isn't just patrolmen. It is supervisors and detectives added in. The fop and the pension board have the exact figures because they each receive a monthly payment for every single member. That is a finite number that any alderman or journalist can get with one phone call. The fop announces its membership in each meeting, logged in the minutes. We have 9, 200 uniformed officers assignrd to patrol. These are the members the public interacts with. That is the answer, period, that the alderman wanted to know.

the alderman didn't ask about "authorized strength," he asked him for a specific number of officers "on the street today."

No one called the puppet on his doublespeak.

Authorized strength is not the same as officers out there on a daily basis. Not to mention the hundreds and hundreds who still show up to "work" not having to worry about the job description in code 9161... these would be the same 'police officers' who wear sweaters in the summer and short sleeves in the winter. The same ones who haven't worn a vest or duty belt in years but continue to get the same pay, the same uniform allowance and the same duty availability that cops get for pushing beat cars, locking people up, giving bosses their "numbers," and have to keep racking up IOU's at home with the family every time a day they put in for gets denied.

A relative of a fallen officer was recently told he flunked the psych exam. Is there any ongoing legal action he can join in on? They knew he was a relative. I remember reading about a lawsuit on here on HR weeding out relatives of cops and military veterans, but can't remember who the attorney is.

Rham was asked by the media to name or point out ONE single location in the ENTIRE city where he could 'guarantee' that there would not be any robber, thief, druggie or gang banger lurking along the way in some dark corner waiting to prey on a victim to justify the Chicago term, "Safe Passage Route."

Rham immediately differed the question to his police Superintendent Garry McCarthy.
McCarthy indicated that he would name such a location after checking his famed CompStat files and records.

The following day, through a police department spokesperson, McCarthy replied,"Sunday, watch Nik Wallenda."

We had a rep from the Pension Fund at a luncheon about two weeks ago and he stated we had 11,xxx paying into the Pension Fund.

I'm no fan of McStupid, but if you are going to call him out, have the facts in hand and not XXX's. You sound as foolish as he does.

McCarthy is a puppet for rhambo, move along nothing to see here! Gary wants to get that huge paycheck,and related pension. Why does he do it? why does rahm have a team of political guys getting D-3 pensionable pay? Why doesn't rahm hire digby or securitas security to protect himself and put more coppers on the street and reduce another meaningless drain on the pension fund?

Now that the city treasurer is leaving will her D-3 detail stay? Or will like the city clerk have that wasted detail removed to save money? Ed Burke had D-3 coppers but still has a detail retired coppers making 1/3 the salary of active pensionable D-3 coppers! hey rahm another cost saving hire back retired!

Three freshly promoted sgts in the building just arrived. (all former po's with inside spots)
A newly promoted lt who has been inside his whole career. Thanks Cuello.
A newly detailed lt from hq.
A lt who made captain and never left.
A p.o who was in the gym for 15 years, made sgt and never left.
And, the administrative sgt with less than 6 months as a sgt.

Next time you are complaining about po's do some math. Me thinks the bosses are making more.

This might be old news to most of you. A common counting practice was your assigned to 005 and detailed to 153 they count you twice. If you were detailed out of 153 to 001 count you thrice.

I think it stemmed from the early nineties when we had all the fed money for CAPS and when that died they just kept putting the cars, foot posts bikes etc. on the sheets and manning them with inside people who never left the station and ghosts.

The real kick in the arse is, all these so-called police officers with their 'fake medical disability'.
My neighbor has been on disability for over a year, yet she looks fine to me. She is always on vacation traveling, and runs about the neighborhood. Unless it is some sort of mental disability (she is a screamer) nothing is otherwise pronounced.
I know she has had numerous lawsuit filed against her, for her unprofessional actions while on duty, yet she brags about receiving her salary from the PD, which to me is a real slap to all taxpaying, law abiding citizens.
This issue is what really needs to be looked into, the moochers on the Dept. Fire them all, and hire others willing to work for a honest days pay. That is how to strength up the force.

"late Thursday, a police spokesman said the wrong numbers were presented to the City Council. There are a total of 360 vacancies, 96 of which will be filled before the end of the year, said the spokesman, Martin Maloney.

"We're keeping up with attrition," McCarthy told aldermen. "As people retire, we're hiring. There's going to be ebbs and flows in that."

The 96 vacancies that will be filled before year's end are among rank-and-file officers, which would reach full strength at about 9,700, Maloney said. An additional 264 vacancies are among the ranks of detectives and police brass."

Sounds like a frustrated and bitter female with nothing to do has been busy keeping watch on the academy. I appreciate your hard but inaccurate details. I look forward to future reports on the academy. In the meantime, go read a book since you have no life.

I remember reading about a lawsuit on here on HR weeding out relatives of cops and military veterans, but can't remember who the attorney is.

Thank you for the information. Just because the supervisors are assigned to the academy does not mean that police officers are not scamming the system. The Inspector General needs to investigate and crack down on the "free days," "two hour days," and unqualified instructors. It is such a big scam that the recruits are getting cheated by not even learning the basics. I have been an FTO for about 10 years. The training is getting worse. The instructors pass the buck to the people on patrol, the burden of doing the training. Yes, many recruits tell the story of the three hour lunches, incompetent instructors, and the famous "read from the power point slides" training. If it continues this way, I am just going to give up my FTO spot.

SCC, do you know if the Sup include ALL POLICE PERSONNEL or only SWORN? Just wondering since that's a HUGE difference.

Will this never end about how many sworn personel. Its not a big secret or conspiracy. The pension board will tell you how many sworn personel are paying into the pension(in fact in the August pension advisor they stated 12,015 SWORN pay into the pension as of July 15,2014) CLEAR will give you the number of sworn officers, by rank or code and the FOP knows how many po's pay either the dues or fair share and they can get access to the other sworn information.

I'm sorry for the loss of this individual's relative, but having a relative on the don't automatiy qualify the person as being mentally fit for the job. I can't believe how some officers pass the psych portion during the hiring process.....
