CAPS to Die Again?
The vampire lives, dies, lives, dies, lives....dies?
- Had someone from "Fleet and Facility Management" show up at a CAPS
meeting last night. After the meeting a curious fellow taxpayer asked
the person why they were there.
Answer: Sent by City Hall to see if there were as many people at CAPS meetings as CPD was stating. Added that they were going to the higher attended meetings to see how many citizens were "being touched by police."
Had a form she was filling out. This person was no rocket scientist, so hopefully it required no more than check marks.
But checking attendance on a night when its so cold the freaking schools were closed?
Typical city counting. Remember a few years ago when CompStat showed that shootings were down almost 100% from a year previously, and then some wise-ass pointed out that that was the week the city was paralyzed by two feet of snow? Same thing here - CAPS attendance is down in the face of sub zero degree temps, so Rahm must reduce the CAPS expenditures.

It might not be popular on here, but CAPS is valuable in my neighborhood, which really doesn't have much crime, but does have bangers and druggies sniffing around cars, garages and yards for whatever isn't nailed down that they can sell or trade.
We have a long-time very friendly and knowledgeable beat cop who works really well with our facilitator who runs the meeting in a way that invites citizen participation. The officer and the CAPS sergeant are really great at answering our questions and not making us feel stupid to ask. It's not just the reading of a bunch of stats like they did when I lived in another district.
So count me as one citizen who finds CAPS helpful.

So what's the problem? The only sworn members that favor the CAPS program are those that are assigned to the sweet spot of Community Relations and not on the street.
CAPS should have died years ago.

caps has always been useless, but look for Rahm to snatch the monies used for that to spend somewhere else...maybe that's why he's using a survey of caps meeting attendance, then he'll announce that only a few folks actually attend the meetings, and then....voila!.....out goes caps, he gets the money for something else...typical of a liberal democratic politician with no character
Sounds more like Rahm or McJersey think the department is 'overestimating' the number of attendees and is looking to screw someone over.

F*ck the CAPS program! Bunch of do-nothing clouted jokes that should pull RD#s for THEFT every time they cash their paychecks. Big-time scam that costs manpower, money, and time. They only thieves bigger than CAPS are LTs and XOs/Capts. It is a sin how much they are paid for doing absolutely ZERO work, let alone the drain they put on the working police pension.
Same people at every meeting...come for free stuff or have no life...time to end this once and for all.

Caps is dead?????? I hope the 10 guys in 004 that are the "Caps Abandoned Building Unit" ends as well.
These pompous officers throw it in everyone's faces how they get to make their own start times, only work 6 hours days, only responsibility is to write a few abandoned building owners ANOVS........but I personally seen these guys NOT back up officers when they were calling for help. I actually had to pass them lights an sirens to assist! I mean, do u guys even have ur radios on???
I figure with Lt.Leibas there he would of scrapped that unit months ago instead of being an asshole to all the officers answering calls on the watch. I guess some coppers are untouchable.

Wow! Angry much? I never could understand why some police hate this program with such passion. Simply put, Its positive public relations for the Police Department. We need all the help we could get. If you haven’t noticed the public and the media have made us the enemy.
Most successful organizations reach out to the public in some way, why the fuck shouldn't we? Can it be done better? Hell yes, but it’s a lot better than you,ole Johnny Angry Cop representing the department.

Oh I agree. Im a big believer. Listen, since Im such a Pro-Caps guy, unlike the rest of these angry Johnny assholes, I dont suppose you could organize a movement to get me into that unit could you?
I'd be swell at it and even have experience at putting babies into baby seats.

Sure Angry Johnny, I can organize a movement to get you into CAPS…but might be a tough sell. You see, you need to have a personality and not be so bitter and jealous of others. Again, CAPS is positive PR for the police , and you want an entire unit to get fucked simply because you can’t get moved to it. That's pretty messed up my friend.
