So, About that Retro (UPDATE)

A whole bunch of conflicting info and so many people starting shit that we got fed up and deleted about a dozen of the more egregious ones. The latest word from the front lines is, "no retro yet." And the FOP, led by Dean Angelo, has the latest info up on the FOP website. It states as follows:
Oh, who are we kidding? Dean hasn't said shit about the retro checks. Not even to put up a simple calendar that would put a stop to every rumor and lie being told citywide. Here's what we've gleaned from public sources and archives and letters and comments:
  • The Sun Times archives - (11/05/14) Chicago Police officers will get back paychecks averaging $6,000 within 75 days — and an 11-percent pay raise over five years — thanks to a contract ratified Wednesday that guarantees pre-election labor peace for Mayor Rahm Emanuel.
So the clock starts on 05 November? That would put the checks in hand by 19 January. That didn't happen. Someone said that Rahm sat on the legislation for a week, maybe two. That pushes the due date back the same number of days. And the FOP had this to say:
Yeah, a veritable font of information on such a simple matter. Here's a clue Dean - find out when the clock started and then post it. Trust coppers to find a calendar somewhere and count the days. It's really rather simple, but this crew seems determined not to make waves with the mayor under any circumstances.

UPDATE: Well, it looks like the FOP finally did something intelligent and updated the website with EXACTLY what we suggested here. Way to go boys! Happy to have shown you the way. Sat on rahms dear for about two weeks.. Fop or anybody can't force the mayor to sign anything in a certain amount of time. The final date without interest penalty for the release of checks is 02 feb. Anyone saying it was promised before Christmas is a victim of false rumors. City still has a week.

What F-ing difference does it make if we get the checks on 26 Jan or 02 Feb? Yea I would like it a week earlier but what difference is a week?

I word to the wise just live on what we make on the 1st and the 16th. VRI, Special employment, and forced overtime are not guaranteed to last forever.

The city has 75 days from the day HE SIGNED it. We hate him and therefore FOP did not endorse him. Do you expect the city to give you the checks a minute earlier then they have too?

A lot of the other unions are endorsing 9.5. We did not. Shit only about a third of all member's are registered to vote city wide.

PS: Jury duty lists are taken for voter lists AND Illinois Driver License lists too.

I'm retired a couple years now and I'm owed 1/4 of the retro no big deal,but since I am now a citizen I can tell an interesting story,I was at a parade this summer and Rahm was shaking hands,doing that political thing,and as he approach me we shook hands and I said to him,I'm a retired police officer "don't mess with my pension" and he said in a smart aleck fashion," I'm not going to mess with her pension,but I'm messing with yours,"right then I knew he has no love for us,and didn't care about our vote......need I say more!

The clock should of started the day it was voted on and approved by the city council. This was a contract agreement presented to the city council by the mayor and the FOP membership. If Rham let it seat on his desk and not sign off on it, he would not be acting in good faith. That would be his way of sticking it in our ear! If this is the case, we as a whole need to stick it in his ear by not doing proactive policing, like NYPD did! Anyone not cooperating will be brought up on charges of being a scab. Their membership to the FOP would be placed on a probationary status. That's the way I would handle things if I was FOP president. Don't even say you can't do that, sure you can, it's not advocating a work stoppage, it's for the safety of our members.

My nephew goes to school with Zach Emanuel. Little Zach has a big mouth, especially since he was "victimized". Seems he's recently been bragging to the other kids that his Dad is "gonna fuck with the pigs' money for what they said about me and my family on that police blog". He started with this after the family returned from the Xmas vacation, but none of the kids payed him much attention because it was old news by then.

Seems the Tiny Dancer is extra pissed that his kids robbery story got dissected and called out for what it is - PURE BULLSHIT. He has minions who read this blog (FACT) and report back with any/all information that has the potential for damage to him or his family.

I have a question. Neither the FOP nor the payroll department can give me a straight answer. At what point do Officers start getting back pay? I was hired after the contract expired, but been on a little over 2 yrs. Do I get retro from the 1st day in the Academy or after my 1 yr anniversary? I called payroll and a new tenitive date is Friday.

Usually 90 days after city council ratifies. Don't know when they ratifed FOPs contract. If the date in this post is accurate you still have another week or so. Nothing new, it's always been 90 days.

I agree: there should have been an absolute deadline date for the checks arrival. None of this fuzzy math based on 75 days after City Coucil's ratification or adding days because of the "week or two that it sat on Rahm's desk waiting for him to sign-off on it". A definitive date would've alleviated a lot of the rumor and misinformation. Then again, at last weeks FLOP meeting, Disability Dean emphatically proclaimed "Monday, 26 January" when asked when the checks would arrive. Hell, if the Prez can't get it right, what's that tell you about the FOP in general? How's "incompetent" sound?

That said, if you're that hard up for what is supposed to average $6,000, you've got bigger problems that need fixing. But I guess that shit'll happen when you spend money you don't yet have.

I can't tell you how many times over the past couple weeks my coworkers, coppers at court and elsewhere have asked when their money was coming. Asked when the 75 days started and when it was supposed to end. Asked what Dean and the Crew were gonna do about it if the checks were late. Asked how much they were entitled to as penalty for late payment. Etcetera, etcetera, ad nauseam. In turn I asked them if they had voted "YES" for the contract. Every last one of them had. The Almighty Retro Check bait had again snared many a shortsighted copper. Just like every other contract I can think of.

The lure of getting what was owed to them as quickly as possible blinded many to the bigger issues contained in the current CBA. Exactly as planned by Nine-Point-Five... and dare I say executed by co-conspirators posing as a fraternal organization?

The only check you blinded-by-retro goofs got Monday, 26 January was a Reality Check. With many more of them coming once Rahm is re-elected and he and Rauner begin tag teaming us.

If they think that I will forgive being paid late, they are sadly mistaken. I am having to suffer for my union "leadership" that I did not vote for missing a deadline. It has been made clear to me that the letter of an understanding is to be set in stone. 75 days is 75 days. Anything after that is late and I DEMAND that I receive late payment fees. After all, I am being forced to miss out on substantial monies. Fair is fair. I will take whatever minor figure that is set by contract/law. I will not allow anything less than that to be applied. I insist my union file a grievance on my behalf alone if necessary. I will not be anonymous then. This city sucks more and more daily.

Maybe everyone can stop worrying about the chump change that is the retro check for a few minutes and keep their eyes on the prize. Crains does a nice job looking at how the Illinois Supreme Court may rule on the pension law that was previously struck down in court. Definitely worth a read if you care about things like your pension.

I contacted the fop yesterday morning after not seeing my money deposited. I was told that the comptrollers office contacted the fop in regards to the retro and it would be paid out sometime this week. When I asked the lady, "is there a date?" she responded "no". She also stated that the retro must be paid out by 02FEB15 otherwise the city would incur interest on the amount owed. Go figure...the same bullshit for the past 17 yrs. of the city finding a way to put you in limbo.

Called the FOP this morning. Woman who answered the phone said that our retro checks (active members) will be sent out sometime this week no later than Friday. Also said they will be hard checks for sure and that each district will have someone designated to go pick up the checks and bring them back to their units. To be honest though, she didn't sound all too convincing; sounded more like she just wanted to give a satisfactory response instead of being honest and telling me that she had no friggin clue. Guess just wait and see.

1. The utter silence of the FOP on just about everything. Most notably: the forced 10.5hour shift and the confirmation of a retro check date and especially the mayoral endorsement. This is starting to add up and its not pretty. They want to endorse Rahm, but doing so will confirm that they are bed buddies. They won't endorse anyone else because it will piss Rahm off. 
2. The contract laid the tracks for the 10.5 hour day. First the furlo by watch. Then the time due. Then the vehicles. I haven't heard ANYONE say furlo by district was bad. So why is it contract issue?
3. Sorry people but this 10.5 is not about us. I think the goal is probably to wipe another 1000 to 1500 vacancies from the books for a force that is now "full strength". And by virtually eliminating anc combining watches that is very possible. 
4. Im SURE the FOP could confirm or deny all of this but they are being silent as to not rock the boat.. BTW what ever happened to them coming to the district roll calls? I guess that would be easier once an entire watch is eliminated.

The pension issue will be decided very soon when it comes time for the city to make that $600 million payment. The shorter the fund is, the easier it is for the city to claim that it is an unreasonable burden. Other than our contributions, the pension fund is NOT our responsibility, it is the cities. We put in our part and have no say from there how it is handled. As a result, it is in the current state it is because of the mismanagement by the city. Theoretically, the city is obligated to pay us our pensions even when it gets to the point where no police officers are paying into it (phasing it out in the future). I'm not saying that you shouldn't worry about it, but worry about the right things. This upcoming payment is the first hurdle. Less officers paying into it in the future is the least of our problems with it. Count on this, there will be a time in the near future where a pension of any kind is no longer offered to new city employees. When that happens, they still are required to fulfill their obligation to those eligible to collect on a pension. I would expect them to try to weasle out of it somehow, maybe trying a buyout or something. But that is a fight for another day.

And the 10 hour day is not the end of the pension, it is the end of vri and other overtime ventures. Expect the formation of a new TRU type of a unit to snatch up all those "extra" officers from the districts to place in the vri areas. Again, worry about the right things, the 50+ hours that each officer gives up if vacation and baby furlough "days" are only counted as 8 hours when the standard work day for everyone becomes 10 hours. Yes, there will eventually be less police officers needed with the new schedule and through attrition they will settle on a number when it comes to hiring. But in reality, a municipality is not only entitled to, but should be expected to tweak its departments to make them run more efficiently and decrease costs. We as tax-payers should expect them to. They wont apply this philosophy to their connected contracts or the places where the machine gets "greased", but they will gladly do it for the public employees. Oh, and even if they cut 1/3rd of the department, don't expect your property taxes to go down any.

I hope the Illinois Supreme Court sees this for the hollow argument that it is. Rahm has made no sort of good faith effort to shore up our pensions yet he keeps pushing for "reform" aka cuts.
Rahm has the means to contribute the court mandated deposits into our pension funds but simply refuses to do so because he doesn't like or agree with our current pension system.

The city has 75 days from the day HE SIGNED it. We hate him and therefore FOP did not endorse him. Do you expect the city to give you the checks a minute earlier then they have too?

I expect nothing else from the city but to fuck us at every turn and chance they get. That's a real intelligent strategy on their part to make their employees miserable and angry. I never understood that business model/strategy. It may work fine in the fast food industry but it's pretty stupid to do to your police department.

A lot of the other unions are endorsing 9.5. We did not. Shit only about a third of all member's are registered to vote city wide.

Less officers paying into it in the future is the least of our problems with it. Count on this, there will be a time in the near future where a pension of any kind is no longer offered to new city employees. When that happens, they still are required to fulfill their obligation to those eligible to collect on a pension. I would expect them to try to weasle out of it somehow, maybe trying a buyout or something. But that is a fight for another day.

And the 10 hour day is not the end of the pension, it is the end of vri and other overtime ventures. Expect the formation of a new TRU type of a unit to snatch up all those "extra" officers from the districts to place in the vri areas. Again, worry about the right things, the 50+ hours that each officer gives up if vacation and baby furlough "days" are only counted as 8 hours when the standard work day for everyone becomes 10 hours. Yes, there will eventually be less police officers needed with the new schedule and through attrition they will settle on a number when it comes to hiring. But in reality, a municipality is not only entitled to, but should be expected to tweak its departments to make them run more efficiently and decrease costs. We as tax-payers should expect them to. They wont apply this philosophy to their connected contracts or the places where the machine gets "greased", but they will gladly do it for the public employees. Oh, and even if they cut 1/3rd of the department, don't expect your property taxes to go down any.

agreed on the pension obligations, Detroit went bankrupt but in court they were ordered to pay full first responders pensions if they refused any federal money (which all cities receive) would be diverted to pensions first they went through a rough period getting checks but now the precendent was set!

I will add my own story of working Special and being assigned to his detail at a CTA station. We were ordered to be near enough to save his ass if one of the unwashed got in his face, but we were informed he did not wish to see us. We were to remain out of his sight. You're retarded if you think the City has only made $3500 interest on retro money held since contract approval by City Council on 05NOV14. You don't think the City isn't getting at least 3% interest on their money? Shit, Chicago Blended Fixed Income with Nationwide is a cash account yielding a shade under 3% JUST FOR A CASH INVESTMENT.

That is $4.00 interest per $50,000 OR $80.00 per interest per 1 million, PER DAY. SO, now that we got that little bit of math out of the way, let's get down to the REAL reason why the City, or more specifically, the little midget ballerina with 9.5 fingers, is with-holding retro pay as long as he can.

The estimate for total back pay is $65 million.

$65 million X $80.00 (interest per 1 million) = $5200.00 PER DAY.

As of 02FEB15, 89 days will have elapsed that the City has gained interest at the interest rate of 3%.

$5200 X 89 days = $462,800.00

Hardly chump change.

What are they trying to hide? What dont the police want us to see? Hey, guess what. Within the next 3 years everyone in a beat car will have a body camera just like the in car camera. It is a piece of equipment, the city has full authority on what equipment is to be used by the department. FOP has absolutly NO say on this. The department pulled a meigs field approach with the body cameras and just showed up in 014 and said ok now we are gonna start the program. The FOP sent reps out to 014 to check everything out and talk to the tech people who were implementing it. The FOP also beefed to the city and immediatly had a meeting with the Supt and a half a dozen white shirts and members of the Law Department. The beefs were explained about no training and potential of civil rights violations of recording people when not appropriate. the department and city said they will take it under advisement and "work on it". When it comes to equipment the city can do absolutly 100 percent anything they want. if a civil lawsuit is filed for violation of civil rights then it will be against the city for failure to train which the city is aware of. the fop cant file a grievance, lawsuit injunction or anything else because it is equipment. cameras are here and here to stay. we will all have them and there is absolutely nothing we or the FOP can and will do because all the power in this issue is with the city. now go cry about something else.

The problem is from years of kids on video games, movies and now i-pods, i-pads, x-boxs, psps...not playing outside and getting into kid-type arguments and settling them amongst themselves...sometimes fistacuffs happen, but they would learn. We now have the Department, and society that we deserve (but people like John Wayne wouldn't stand). Self-centered egotists whose only care is of themselves and what is owed them run rampant, much like the idiotic politicians they continue to elect. It is shameful that it has come to this. Rahm has absolutely no intention whatsoever of coming up with that balloon payment.
The courts decision on that was made back in 2009 or 2010 so the city has had ample time to find revenue and budget for it. Instead all they've done is bitch and moan and whine about what a terrible hardship it would be.
