Can anyone explain why they're putting out citywide notices to fill opening on Tact and Gun Teams? Last week, someone pointed out that there were notices for 002, 005, 008, 019, Area North among others.
But you had to be assigned there to apply. There weren't any openings this past month and only two last month, so even if you wanted to try, you couldn't.
We're just curious what devilment the Department is up to now.

Well I'm retiring in 37 days and will be in my new house in Florida in 40 dsys. My house on the 7300 blk of overhill has been on the market for 6 months. If I don't sell it, I'm doing section 8. Its guaranteed rent and I don't have to keep up the property. I don't give a fuck about the neighborhood anymore, you wanna keep it safe, buy my house.
It sets the requirements for eligiblilty for reverse seniority.
We were told that the IG was looking into how Tact teams "advertised" openings, picked officers and overall kept records. We were told that once the IG looked at a few tact teams they realize no two were doing it the same. HR decided that they would follow the Shakman approved method by opening a application period, advertising it on the AMFN system (to make a permanent record) and then choose from your "eligibility pool". Nobody will be added to the pool once the application period is closed and anyone in the current eligibility pool will be no good once the next application period is announced.

In case anyone was wondering, the spots in research and development and the DOC were filled before the positions were posted. That is all.

Bids for tact and gun teams are you shitting me. Back in the day it was a nice perk to be on a tact or a gun team. How fucked up have these teams become that they need to post bids.
It's all BS, it's still at the commanders discretion.
They did this in 22nd district too. Its like begging for officers to work on tact teams. Days off cancelled, working all those summer details, changing from days to afternoons then back. Forget it!
After what happened in Ferguson and New York and the way the Police is perceived these days who in their right mind wants to do any proactive police work. If you go out there and do absolutely nothing but contact card people and write parkers you will not have to worry nearly as much about getting CR numbers, law suits or getting fired. What I have learned on this job when you go to work and do nothing but respond to a job and code it out appropriately or give a report when needed everything runs much much smoother. When you go out there doing proactive police work, locking people up and getting in fights with assailants then this job become a big headache and you have opened the door to CR numbers, law suits and possibly getting fired. This in my opinion is why thousands of Chicago Police Officers have no desire to work tact or be on a gun team. If you guys and gals haven't figured it out by now if you do absolutely nothing on this job and are 0% aggressive then u can't get in trouble.
All POs in 001 were asked to fill out resumes a few weeks ago if they had any interest in going to tac.
In 003, the Tact Officers are all 2 year wonders as the wiser Veteran Officers in the District have no interest in being a Tactical Officer. I'll stick to my 1 Parker and 1 contact card a day while I collect $100 grand a year support my family, work my way towards retirement and collect my pension is all I'm interested in. Oh and VRI, Im interested in that as well I don't mind sitting in a box and being a part of the violence reduction initiative.

All Tact and Area units have to develope an eligibility pool and they can only draw replacements from there.
If you want to get a person who is not in the pool you have to throw out the list and have everyone reapply.
This is new and comes from the city of Chicago Inspector General's Office. It's a Shackman thing and it is just the tip of the iceberg.

Worked tact twice in my career...I don't know what I was thinking. It's simply not worth it anymore. Gone are the days of physical arrests; we're an ANOV department now.
This has to do with getting rid of Shakman etc. CPD now has to post openings for jobs and conduct interviews. It's related to some of that training the supervisors go through about how to conduct interviews etc. The best qualified is supposed to get the job to prevent patronage etc.
Apparently "all units" of the department must now take people via an eligibility list. This list is comprised of people who have sent in an application and gone through the interview process. If acceptable, that person's name is placed on the eligibility list. ONLY those names on the eligibility list can go to a "unit". It's a long drawn out order. Pretty sure you can find it in the AFMN message center. It came out a couple weeks ago.

Funny how times change! 20 years ago people looked up to tac and gang unit guys. Those guys were top notch. Now, even the hairgells don't want those spots.
The department recently lost a lawsuit partly because there was absolutely no program in place to full these spots. Now everything has to go through personnel to head off future lawsuits. In the end all spots will be filled as they always have been, by picking who you want. New boss same as old boss.

Amen to this. They actually tell the dispatcher "we don't take those jobs" when we're in a RAP. About a week ago call of "reckless driver" comes out. Turns out a Uhaul truck smashed a bunch of mirrors off cars. Tac team finds the Uhaul, cuffs the guy, then realizes it's traffic/paper headache and call for a beat car! Your cuffs, your arrest boys! But their softball Lt comes to their rescue and assigns a beat car so these two slugs can go home "on time" after putting in 4 for 8. Entitled bunch of do nothing's. There should be ZERO tac teams in 019 and man the watches!!!

Remember, here's nothing tactical about a tact team anymore. The only thing tactical about it is the tactics you use to figure out where you'll eat and watch a ball game. These backwards baseball hat, carhart wearing, cargo pants (standard tact uniform) 2 year wonders are a joke. I did it about 7 or 8 years ago for a few years and that was when you needed a mandatory 3 years on the job, unless you were blowing a boss, to get to tact. In this climate and the shady scared of their own shadow kids working tact you couldnt pay me a raise to work back there now. No thank you. I'm happy answering my calls and going home. My biggest decision is which Dunkin donuts I'll go to for my coffee. Safer that way.

One team has only 5 guys on it and they can't get anyone to go to it because of the bad rep. the team has. All the good guys bailed because of the terrible Sgt. and the 4 jerks that are left on the team. No one wants to work with that crew! The bosses are blind.

The Superintendent ordered it a a way to make it "look" like things were on the up and up. As usual, he took no direction from anyone that actually has anything to do with the proves and he came up with this nonsense.
It works much the same way as the Sgts that have to submit resumes to go to units and interview. By the time the process plays out, no one wants to make the move or the Commanders are so desperate to get ANY sgt they take whomever is left in the pool even if they don't know who they are. It is a complete cluster.
No worries, there will be such a vacuum from people leaving in the next two years, it will all have to be redone from scratch. Rahm and Garry's experiment in ego and narcissism will leave quite a mark on this Department, and not a good one.
One more thing, if you haven't figured out that the ten hour day spells the end of your VRI money, you aren't paying attention. No more thirty pieces of silver and nothing for the pension. I guess you did hose yourself.
This place is laughable. There was never a problem getting on tact. Anyone that had a pulse could get on tact no matter what district. How about a legit selection process for other units like vice, narcotics, media affairs, r an d? these units are all "who you know" like most promotions. i know people with advanced degrees and smart guys and girls who have street smarts that don't even get an interview for these spots advertised in the daily bulletin. if the IG wanted to look for major corruption in hiring/transfer opportunities thats where they should of started, not loser tact teams. no offense.

Maybe the IG should look into the merit promotions and ask the Bronx Bomber why all of the merit selections come from the back of the list. Are they saying that the front of the list does not have any merit qualified officers?

Gosh, I miss the old days when there was no union, watches rotated and they paid like you shit until Jane Byrne came along. What did guys do? They worked their asses off to give this department the reputation it deserved. Its called integrity!! Well I'm retiring in 37 days and will be in my new house in Florida in 40 dsys. My house on the 7300 blk of overhill has been on the market for 6 months. If I don't sell it, I'm doing section 8. Its guaranteed rent and I don't have to keep up the property. I don't give a fuck about the neighborhood anymore, you wanna keep it safe, buy my house.

I'm in the burbs. Same thing here. Recent opening got a couple guys but not enough to fill spots if everybody got picked. The guys who put in aren't prime choices anyway. Last opening before that not one PO applied.
I worked with the Sgt that is selling his home on Overhill , he listed the wrong numbers to fool you guys. Just think of the worse dressed Sgt in old A/3 and you will know this mutt. Wears a white shirt with stains from 2014 on it.
This guy has always had issues and had 4 kids with his 1st cousin he imported from Berlin Germany. He is into the pure race shit and his kids been in and out of the 016 lock up more then the tramps that work Cicero and North in 015. All are 30 yoa plus and never had a job.
His home is a dump and there is always a sewer service digging on his property. We think he has a septic tank and it leaks. He spends a lot of time in housing court because his yard looks like fly dumping zone.
Always see plates in his dirt drive way from KY and AL.
He moving will be great when the city knocks this mud hole down.
Maybe this is an attempt to bring legitimacy to these teams!

What is going on in the 019 district? This Huge district needs tactical teams that wanna work? I was there a couple weekends ago for a party at one of the bars and I felt unsafe. If tactictal teams do not want to work send them back to the watch!!
Confused as to why there are only 4 guys on a tactical team? Seems like the Sgt lost control a long time ago over his troops!!

The IG is worried about how tact teams are filled, what a joke. Why don't they look into how the meritorious promotions are made or how the answers to the test are given to the connected few prior to the test, or how the subject matter experts pass on the answers to a few select coppers, that makes more sense, but we all know it is just smoke and mirrors for politicians in this nasty city.

Guys and gals it's simple. The city has proven time after time that we are expendable. PO's in this anti police society don't want to put their careers on the line for doing their jobs just to be thrown under the bus by white shirts with no balls and politicians looking to gain votes. You have just described the people who work at the academy. They are there because of a phone call and do not even report to work on most of the days. The civilian employees are completely unsupervised and the supervisors are too scared to correct any of the behavior.
Most of the instructors do not understand the material that they are supposed to be teaching.
Top this one, you can go to college undergraduate or graduate (offsite) while on the clock at the academy.
The poor peons on patrol have to go to college on their own time.
Do you need a free day off because the stress is too much? That is not a problem at the academy. Take a free day off while you are carried as working.
Get the picture? While working in patrol, you will never catch up (compete) with someone who works at the academy.
Tactical Ofvicers refuse to swipe in or out .
Reassign all tactical to watch and let DSS decide who will work in conservative business attire and when . Maybe rotate the hard chargers every few months to plain clothes , unmarked cars as a reward .

I don't believe that application process for tac has much to do about Shaman as it does about uniform.
If you, as a condition of being on tac are required to buy a Turtle suit, by having you apply makes it a voluntary assignment and thus not subject to "First Issue" clause in contract.
But if you don't apply and they draft you?

Time for tactical teams to be abolished .
Many aggressive police officers on every watch would be willing to work plain clothes on a burglary , armed robbery mission . That would free up 3 sergeants for district patrol , the tactical sergeants could share their experience with young officers on the watch .
Let's be real , tactical units work short hours , take long lunches and most important the 1st and 3rd watch need the e tra bodies .
Look at the appearance of tactical officers when detailed and in Uniform . A disgrace to Chicago's Finest , no supervision .
