Crime is Dow....Wait, What? Up?

  • Chicago police have released their first crime report of 2015, and it's up slightly from last year.

    There were eight more murders this January compared to last year. There were also 31 more shootings compared to last January, and 38 more shooting victims.

    Chicago police point out that 2014's crime was the lowest since 1964.
Nearly a murder a day....in January. Nicely done thugs! We heard at least one report saying, "Well, this is still less than January 2013." They play these numbers so badly - if it isn't good to compare to 2014, well let's go back to 2013. And if that doesn't work, say that 2014 was low compared to whatever, so we're just returning to the average or whatever. And the shooting numbers...didn't McCompStat only start keeping track of shootings his way since 2010 or so? It's all so much bullshit.

When one compares the population of Chicago in 1964 to that of 2015 it's easy to see that crime has actually increased exponentially. This doesn't even take into consideration for the systematic downgrading of offenses. Statistics can be easily manipulated when comparing apples to oranges.

Chicago's population in 1964 was about 3.5 million people
And in 2014 Chicago's population has shrunk to 2.7
Million people.
Chicago's population in 2014 was about 800,000
Less than 1964.
If you compare the two the crime rate per 100,000 people was much greater in 2014 than in 1964.
Just remember figures don't lie, but liers figure.

Representative Ron Sandack Files Bill To Allow Illinois Municipalities To Seek Bankruptcy Protections
at 1:59 PM

State Representative Ron Sandack (R-Downers Grove) filed legislation this week that would make Illinois the 25th state that allows municipalities to seek bankruptcy protections under Chapter 9 of the U.S. Bankruptcy Code.

Chapter 9 allows for bankruptcy protection, but includes a provision that requires a municipality to gain state authorization as part of the filing. Currently, Illinois statutes do not allow for such authorization for municipal governments.

“House Bill 298 would allow desolate and debt-ridden municipalities in Illinois to seek bankruptcy protections through the federal bankruptcy law,” said Sandack. “As more and more municipalities are looking for relief and ways to deal with rising pension liabilities and other costs, this is a tool that can help them stabilize and reorganize financial affairs in ways that benefit taxpayers.”

According to Sandack, bankruptcy through Chapter 9 would operate much like personal or business bankruptcy. “Similar to the types of bankruptcy we see in the courts today, a municipality would have to file a plan according to a court-ordered schedule that divides creditors into classes and proposes treatment for each class,” said Sandack. “Creditors would get to vote on the plan and the court would approve the plan that has been accepted and is in the best interest of the creditors.

High profile municipal bankruptcy filings that have occurred in the United States include Detroit, Michigan, and the California municipalities of Stockton, Vallejo and San Bernardino. Since 1937, approximately 660 American municipalities have filed for Chapter 9 protection.

“I hear regularly from municipal leaders who worry about their ability to pay their bills and meet other debt requirements,” said Sandack. “This bill would provide one more tool that municipalities could have at their disposal to address their financial futures in a reasonable and taxpayer-friendly manner.”

Let em' try. In any bankruptcy, ALL is laid bare for both sides to tear apart in public. In the case of Chicago, Emanuel cannot hide revenue in his little special places that no one can touch. And that means TIF. TIF is not a state mandated financial system required to run a municipality but rather a personal slush fund to repay campaign contributors with cash.

Emanuel will have his trained poverty pimps claim TIF MAKES money for the city, therefore it cannot be touched. In reality, TIF is nothing more than the skimming of tax dollars away from their lawfully intended purpose, and that is, paying for services rendered by the city to it's residents.

It's another bluff.... playing the game, pushing it to the edge to try and force city employees to take a giant fucking so that Emanuel can keep giving tax dollars away to his buddies. It won't work.

It's up to city employees to tell Emanuel to go fuck himself and force this issue into federal court.

Just because Emanuel uses the taxpayer piggybank fund to make loans, a function that is NOT a requirement of government, in no way protects it from federal court. Yes, a judge can't tell a municipality how to pay it's bills, but it can and will designate all little taxpayer slush funds as ASSETS whether they're used for that purpose or not.

In the end, a Chicago bankruptcy attempt will fail approval of a federal bankruptcy judge because Chicago can't stash away all it's revenue in protected "funds" and cry that they now can't pay their bills because of pension obligations.

Once the TIF asset is uncovered in federal court, any attempts to claim they can't pay their bills will disappear in full, and their filing will be denied.

Consider this, YOU can't walk into bankruptcy court owing 1 million dollars in debt and claim you can't pay your bills when you have 10 million in liquid funds sitting in an account you're trying to claim isn't really money.

In the end, if they even have the balls to push it that far, they will lose. TIF will be dissolved and the taxpayers will be made whole. Their taxes will be used to fund city obligations and services, as they are lawfully intended to.

The only way this game could ever end up is, TIF fiends will lose their free cash.

This is why is can never happen.

And the city losing their taxpayer scam funds isn't what will stop this bullshit anyway.

This crap has to actually make it out of both houses and be sent to Rauner before it can ever become law. And while Rauner would most definitely sign it, chances are slim to none that it will ever gain approval by both houses. Not to mention, it doesn't nothing for the state's financial mess either, so they're not gonna give Chicago a free pass.

Having grown up on the Northside I can tell you that there was virtually no crime up here back in the good old days. It really was like Mayberry. I am sure there were areas on the
Southside that were similar.

Now, I look at the blocks I grew upon and thee are gang infested and there is crime on every block. Shootings, dope and bangers driving up and down the neighborhood. The mall turned to crap and people are afraid to walk down the street I walked alone at the age of 6.

So Mr. Mayor, Mr. Superintendent, when you tell me crime is down, I will tell you that you are full of shit.

Off Topic: I received my Korshak settlement check today for the retiree healthcare overpayment to the City of Chicago that we all paid for the 1st six months of 2013. This will be the last check from that action suit.

For the civilians who read this blog, the city would overestimate our healthcare costs and charge us that amount monthly and then pocket the windfall. The settlement that ended a year and a half ago forced the city to pay the monies that they had stolen from us.

So, the city has once again, since July 2013, had full power to over charge and not return to us the difference in actual healthcare costs to them. Plus since then,they have been upping the percentage we pay.

So, the check I received will cover less than two months of the new INCREASES we pay towards healthcare. WOO HOO!

And that dreaded, indulgent, non compounded COLA we receive....after the new increased and historically over charged healthcare costs we pay,....I get an extra FIVE DOLLARS more per retierment check each month this year.

Time for another big, WOO HOO!

So, see good citzens, we're getting FAT on our pensions that your government failed to fund.

Tie for one more WOO HOO!!!

29 and a day retiring in sept pension is good for another 8 years they say, so if your 55 or better and staying otj until 63 when you are forced out looks like you get ZERO pension, at least some of us will get our money back and then some,plus free health care,after that hope there is a sale on cat food!

Could you imagine trained cops who some are experts getting pension taken away by some rich politicians can you say havoc on a high scale! You think the punks and thugs who protest lies are something to deal with? Do you think our brothers and sisters in blue would stop this uprising? think again elected think again! Nope not a threat just lots of major protests state wide, plus imagine if we got some teamsters you know bruce the other pension guys who move frieght what happens if they decide to support us as we support them and maybe they park their trucks and lock them up on the streets traffic nightmare?

But at least rahm would not be able to let his drivers recklessly run red lights because they could not go anywhere! We have had enough, you stole our pension money over the years to the tune of billions!

Chicago had approximately 700,000 more people in 1964. Did anyone, especially the media, run the numbers in percentages to see what the REAL numbers are? Less shootings than 1964 may really not be when you have such a major population difference from that period in time.

Congrats on retirement, hope you collect as many pension checks as you did pay checks (if the pension is miraculously funded as rahm follows the law of course lol), I agree we have many friends in other unions who would also lose pensions could you imagine if all unions shut everything down, no pension no work? It would be castastophobic if this happened! They just want to force us to give more to fund, and they will raise retirement age, watch 55 and out health care be diminished or gone next contract especially with "agreeable dean" the mayors breakfast club bufddy at the helm!

On another note are you serious fop office closed yesterday due to snow? Your in the middle of the city if you car is stuck plenty of busses directly to your fop front door ultimate lack of caring and laziness dean, but then again your "disability dean" maybe your mind went off track again!

I have been retired for 8 years and yes the city over estimates my healthcare premiums,BUT every year about this time I received a check for the over payment of my premiums. At the end of the year the city tallies the healthcare costs and refunds the extra collected premiums. Has nothing to do with the Korshak case. The Korshak case has to do with the city continuing to pay their share of the retirees healthcare,nothing to do with the check you received.
You have no idea what you are talking about. The city does not pocket the surplus, they return it to you in a check. The amount varies every yeardepending on what they pay out because the city is self insured.

From an old timer who came on in the 60's Even with the difference with the population, there were more murders in the 60's,70's,80's and 90's. As far as manipulating statistics, the CPD didnt discover this the last 5 years. Its been around since I came on,probably worse then because you didn't have the media and internet checking on you. You need to reread my post because you misunderstood it as much as you misunderstand the lawsuit that made it possible for you to collect those overcharges that were returned to you.
Read the accompanying letter that you got or will get with your final check that covers the 1st six monthes of 2013.
The bold faced type 1st sentence at the top of the letter which explains your check reads as follows:

This is a joint letter from the City of Chicago["the city"], your pension fund, and Class Councel, regarding the City of Chicago v. Korshak ["Korshak"] Lawsuit Settlement.

I too have been retired for 8 years but apparently know the law regarding this issue better than you.

Really? Then you've already looked at leaving this department and finding employment at another agency in another state. That's if you are truly sincere on bettering your self,and no jagoff this isnt a funny comment.
