Chuy Makes a Big Move

  • Mayoral challenger Jesus “Chuy” Garcia promised to remove the city's controversial red light cameras on his first day in office, casting the automated ticketing program as a “rip-off” effort from Mayor Rahm Emanuel.

    “It’s time to end the red light rip-off,” Garcia told reporters Thursday at his campaign headquarters on the Near West Side. “No more tickets.”

    However, Garcia didn't specify how the city might recoup nearly $70 million a year in lost revenue from the camera-generated tickets. Detailed plans for Chicago's finances will come next week, said Garcia, who argued that his stance on the camera program has nothing to do with the city budget.
We would imagine Chewie jumps up three-to-five percentage points on this promise alone.

Rahm tries a counter move:

Sneed has learned that countdown timers and extra transparency will be part of a batch of reforms to the city’s red-light camera program Mayor Rahm Emanuel is green-lighting. • Translation: Expect the installation of countdown timers at every city intersection with a red-light camera to alert drivers — as well as pedestrians – when the light will turn red.

    • The stats: There are already countdown timers at 132 red-light camera intersections, and they will be added to the remaining 42 intersections that don’t have them.
If you aren't already timing yourself by the pedestrian countdown clocks that exist on 75% of the camera intersections, what kind of driver are you? Rahm's move is designed to protect the $70 million in fines the cameras supposedly generate, but give him an out as "reforming" something. It's weak, but it's the only sensible thing in this case. Chewbacca beat him to the punch.

also, if its not a pedestrian count down and just the walk or stop hand signal you can time that also. If the signal switches from the walk to the stop signal it flashes 8 times before the light changes to yellow. Just an FYI that many people dont know about.

Tunney and another Beale announced this as part of a package of reforms weeks ago. They also want there to be a process that includes the community and makes the city prove the need for the camera. Rahm wasn't on board at the time. Now he's stealing the idea from them and calling it his own.

The soon to be ex-mayor is crawling away crying. I watch his adds, with him so desperately trying to act like he cares. He mentions gun control, I think on who, the lawful citizens. This mayor has helped crime flourish mire than he has stopped or slowed it. Eliminating Police from the budget and lowering are overall manpower. Emanuel you are a tool, softball, but head, dope!!!!

The concern I have with voting for this police-hating, gangbanging, pandering, marxist fool is that if he wins, it'll be w/out a tangible platform - he doesn't have the knowledge, experience, or presence to lead this highly complex govt & its public/private alliances. What kind of sustainable ideas is he offering?
Love the idea of killing red light & speed cameras but in addition to the $70M budget hole, the city is likely to owe twice that to the vendor in penalties for early termination of the contract.
He is kinda like the president without the early mysteries ... a far-left "community activist".
Look at NYC, Bloomberg was bad but he's nothing to the current commie mayor.
It's a mad world.

Please understand I am no van of Rahm! I voted for Walls in the first election. However, "Chuy" is the Chicago version of New York Mayor De Blasio. Granted if a none of the above candidate was an option I would vote for that proposition. Given the options I have to vote for Rahm, but I think we sent a message about his arrogance ideally which he understands. Stay safe.

I have been driving in Phoenix the past few months and I noticed yellow lights were longer here.

They also have a 45mph speed limit on arterial streets where there is no parking and a center lane for turning cars instead of obstructing expensive (money could have been spent on pensions) flowerboxes. That means there are free parking lots for every store and so there is no problem with bike lanes. There are only parking meters in the downtown areas and they are more reasonable that he ones in Chicago now represented by His Honor Da Shortshanks.

Snow removal here is no problem, it is all just shipped east before it hits the ground.

No speed cameras on Lake Shore Drive even though it is adjacent to the largest city parkland and the route the 1% take to and from the North Shore.

No red light cameras downtown - the playground of the 1%.

Plenty of cameras in middle class neighborhoods.

That's not good of Garcia to stick his foot in his mouth like that - I don't think it's a promise he can keep & it gives the enemy too much ammo. I preferred his prior answer about keeping the ones where accidents dropped. I think some of them do keep drivers from blocking the intersection when the light turns (think the intersection of Damen/Fullerton/Elston).

Maybe Rahm should put more cameras downtown - like on Michigan & Randolph, or on Madison between Michigan & Halsted - put one at every corner there! Traffic problems would improve & the city would have more money than it would know what to do with!

Garcia, just watch what you say. You know we're voting for you anyway, but that's no reason to make statements like that. It makes you sound desperate & you are NOT the one who needs to sound desperate. You're not the one who's about to get fired - the one who had a personality transplant since the last election is the one needing to make disparate statements, not you!

I saw a Rahm commercial yesterday that was great. He basically said that he's an asshole and acts like an asshole but you should vote for him anyway.

Chuy is not a person I would normally vote for, but Rahm needs to go. It's too dangerous having him and Rauner in at the same time. I worked twenty years for my pension and I'm going to collect what was promised to me. No carpetbagger suburban pussy is going to steal that from me.

Then start charging all these festivals and such a "security" fee for having a police presence. Stop giving everything in the city away for free: police presence, water (charge 10% of the total fee to charitable organizations), land (no more for a dollar; 40% of assessed value), etc.

Time to trim the budget. BIG TIME.

First order - cut back Aldermen and their staff from 50 to 25 wards. That would save TENS of Millions of $$$. Streamline government.

CONSOLIDATE - that's a word most politicians and public administrators don't understand. It should be the watchword for the next two decades.

Time to cut back on BS projects and let the economic growth (Businesses and job creation) catch up.

The one in the 4800 N block on Cicero has a viaduct blocking any view of the park,actually a playlot 25 feet wide and not used at all. Nobody knows it exists and that same playlot is the reason they have another speed trap in the 4800 block of Lawrence. You cant see the playlot and there is a car wash and an alley separating it from Lawrence. Ridiculous only an excuse to make revenue and most of the tickets are $100.

Don't you fall for the 70 million lost revenues trick. Prior to the red light da,eras there was no 70 million. These red light cameras are like bonus money for Rahm, they are not part of the budget. They are skim money, money that shouldn't be looked at as a consistent unwavering cash producer. Just like when they raise taxes on cigarettes and then say we can afford to oooose this revenue. It was never real revenue in the first place but an unaccounted for money grab, like extra money squeezed out of the regular working guys cause you don't see red light nor sped camera anywhere downtown or by the lakefront the largest park in the city.....

Yes, and you will be sorry within six months. Garcia is a liberal progressive in the tone of the mayor of NY. He can't save the city from bankruptcy, in fact no one can, not even Rahm. Garcia cannot raise the money to get the city out of hock ( 1.3 billion due in early 2016 for pensions alone). There is no cash to hire 1000 new police officers and no way to make up the 70 in fines from red light cameras. If the city declares bankruptcy, and it will within 4 years, all contracts are null and void to include unions, the street contract for parking, and pensions. Everything will have to be renegotiated , the state will appoint an administrator and a federal judge will decide who gets what. Garcia is full of it. If there is even a slight chance to save the pension funds, Rahm is the only game in town.

Dudes! I get 2 tickets for no city sticker, but how is that so I don't live in Chicago I send the dispute certified mail with proof of innocence. The often city of Chicago said not good enough, just left The Daley Center to walk to 121 N. La Salle by there orders and I'm told my registration, bills, proof of address, state ID and bank statements are not good enough!. Imma hire an attorney. You Chicagoens are sooooo often screwd. Now that he is in a fight for his politics life he has " Flip Floped" and he says he will make changes. Another thing is that getting rid of the redlight cameras is fine. But what also needs to be done is to create a computer traffic system so traffic flows as quickly and smoothly as possible at all hours.

The intersection at Elston/Damen/Fullerton will be gone this year, so no need for you to worry about the lights there. That wasn't a red light problem; it was a bad design from day one and it's being changed.

As for Chuy being able to keep his promise on the cameras, all he has to do is let them age out. When each contract expires, bring the camera down. If the camera contract can be bought out, the citizens of Chicago would probably cheer and consider it money well spent. Better yet, if the contracts can be killed because of criminal collusion or contractual breach, bring it.

What I like about what he said about the cameras was, "the people of Chicago HATE them", and that said a LOT about who he is.

I want a representative who will be concerned about what "the people" want instead of what the mayor's deep-pocket contributors want.

Not going to happen, for 2 big reasons:

1. There are only 110-120 Finance PEA's. Call it 2 per ward between 6am and 7pm. PEA's wrote over 1.3 million tickets last year. CPD did about 1 million with between 9200-10,000 cops. More production with less. And I don't count the Scab contractors from Ser Co and CPM. They wrote less than 300k. One PEA last year wrote 25k tickets alone with a dismissal percentage of Under 2.5%. Huge numbers of sustained tickets.

2. Finance PEA's are City Union Employees. Covered by a CBA. We never forget to send in our letter every time the contract is about to expire either. We are grandfathered in until and unless the city either offers a Buyout or finds new jobs in other departments for each and every union PEA. When the meter lease was signed, the city was Required to offer a buyout or free transfer to the City Union meter mechanics. The ones that didn't have enough time for a 55 and out buyout landed at the Water Department and most got a huge pay increase due to their Time with the city required CBA step increases. One went to the FD at the house on 230 N Columbus due to the lawsuit and ended up with 15 years of pension time and seniority tacked on.


One last thing since this is running long:

Cops have sat on their Parker books for so long the city didn't have a choice but to change the meter maid program into Parking Enforcement. I know a few that have been OTJ since back when all they were allowed to do was enforce RPP and Meters. The CPD has no one to place the blame on but themselves for my Job title existing. Also you PO's have other things to do than write Parker's for a full shift every day.

Chuy here are some suggestions for you campaign:
* Get rid of the red light cameras. Who cares how the city will make up that lost revenue. Let the police again be responsible for enforcing traffic laws and not a machine. These red light cameras are run by a private company that is in the business of generating revenue for their private investors ans could care less about taking food out of low income families. I rather take my chances in getting off with a warning from a human being police officer than a revenue generating machine.

* Get rid of speed cameras for the same reasons I have stated above.

* Tell the West Side residents that rahm short changed them. He made an Area North, Area Central, Area South Detective Division and forgot about them. I would tell those resident that if they are the victim of a crime in the 12th Distrcict you don't have to drive all the way to 51st and Wentworth from Division and California or go to Belmont and Western when you are the victim at Roosevelt and Austin in the 015 Distrcict. I would promise to open the old Area Five at Grand and Central and call it Area West.

* Open a casino and promise half the revenue will go toward shoring up city pensions and the other half to the public schools.

* Disband OEMC, before this monster was born we had 13,500 police officers. The city robbed Peter to pay Paul. The traffic management authority and TMA'S have replace police officers positions. Ask rahm were the the revenue come from to fund this new agency? I strongly believe the mayor took funds from the police budget and reallocated to OEMC to fund the personnel and purchase their vehicles. I will tell the voters that's is where I will be getting the monies to fund 1,000 new police officers.

* a lot of Chicago resident register their vehicles to other states and municipalities. I would empose a overnight parking permit for vehicle not registered in the city. It would be just like the residential parking permit program, a resident would have to buy permits to give to visitors in order to park over night on residential streets. The downtown business Distrcict would be exempt. That would force the cheaters to purchase city stickers or constantly buy overnight parking permits.

* Reduce the city council from 50 alder creatures to 25. The monies saved on those salaries would go into he police fund to hire additional officers

* Finally, the city charges taxi cabs large sums of money for medallions to work in the city. I would do the same thing for tow trucks. And if they are found to be illegally towing cars or scamming motorists they lose the medallion and can no longer tow cars in the city limits.

There you go Chuy use the ones that you think are good.

Lets get rid of rahm! And if Chuy is a failure lets make him a one term mayor also. No more 20 year mayors!

Black History Month event at Oak Park and River ForestHigh School may have kick-started a schoolwide discussion on race — but not in the way school officials intended.
Several white parents, none of whom would speak on the record, expressed confusion and dismay that their children were prevented from participating in a "Black Lives Matter" event Feb. 27 that was limited to black students only.
In a news release sent out after the event, school officials said they had heard the complaints about the event.

"(Some) students and parents expressed confusion and concern about the event being for black students only," the release said. "Information about the event lacked clarity about this aspect of the conversation, and the high school is committed to improving communications in the future."
The white parents reported that their students were turned away when they tried to attend the Black Lives Matter event. The parents said they were offended that in a school and community that prides itself on diversity and inclusion that students who wanted to attend would be excluded.
But school Principal Nathaniel Rouse, who organized the event and is black, said that wasn't the intent.

"First and foremost, this is not meant to give a connotation that we were trying to be exclusive," Rouse said.

Rouse, who has been principal at the school for seven years, said the decision to allow only black students was based in an idea known as affinity grouping. In an affinity group, the philosophy is that students of one racial persuasion are able to express themselves fully and safely.

"In order for us to move forward, I believe the affinity group is the safe way for us to move forward in a safe environment," he said.

Rouse said as a black man, he knows firsthand that it can be challenging to be open in a mixed-race group.

"I found it has been far easier for me to talk about my experiences with racism with individuals that look like me," he said. "I still struggle myself with talking about my experiences with people who don't look like me."

Only way he can keep the promise is Day 1, Moratorium on Enforcement for all RLC's and Speed Cameras. Then conduct a review of the contracts and find a way to legally cancel them in the least financially damaging way possible.

If I am not mistaken didn't Bloomberg give the NYPD a 20 to 30 percent raise. How can you even try to compare Bloomberg to NYC's current clown of a Mayor. Chuy is the guy because he will not pander to the 1 percenters as much as Rahm does and he will not give all the city contracts to out of state companies like rahm has been doing. Chuy will also put the police manpower back to where it should be, Rahm has no intention of doing that, nor does he plan on paying into our pension anytime soon. Remember Rauner and Rahm are buddies, they plan on dismantling our pensions. Do not make your decision on the fact that Rahm has more experience, because he really doesn't, his experience is all smoke and mirrors learned from the Democratic Machine and we all know what the machine has done to this city AKA The Daley family.

I think that if Garcia beats Emanuel, Chicago may see the supine City Council actually start acting like a legislative body rather than a rubber stamp.

Some people forget that during Harold Washington's first term that the divided government that produced "Council Wars" also forced the mayor and the aldermen to work on an issue by issue basis to pass certain ordinances.
With the distrust between Washington and the 29 much more scrutiny was applied to the details of governing. Minus all of the media hype, Chicago was better served by having actual debates in City Hall. It was not perfect, but it functioned better than the garbage that we have today.

The customary Chicago model of a dictatorial mayor dominating the council has not served us well.

also, if its not a pedestrian count down and just the walk or stop hand signal you can time that also. If the signal switches from the walk to the stop signal it flashes 8 times before the light changes to yellow. Just an FYI that many people dont know about.

If Rahm loses, he isn't going to be able to get the City Council to do a damned thing. He won't burn through the TIFs because they'll all know he has zero power to do anything retaliatory.

Most big cities have a traffic flow grid. Las Vegas has one of the best and could be consulted.

This is a city that has, at best four to five months of weather suited to bicycle commuting and all this emphasis on bikes is a joke. Nothing but pandering. Give them a handful of streets, dedicated solely to bikes, and get the auto traffic out of gridlock and moving again. It isn't just cars we're moving; it's commerce. Trucks and cabs and deliveries are being delayed, deferred and ultimately directed to places that are NOT CHICAGO.

The parking meter deal could be killed. SOMEBODY must have told Rahm not to touch it.

The criminal quid pro quo should be easy to shine a light on for the clueless Feds. Every citizen in Chicago read about it in the papers. Daley 'retired' and immediately went to work for the company that brokered the deal. They can start with that.

Hmm, I was one of those sergeants and I couldn't believe some of the stupidity that went on with the traffic people.

Standing in traffic lanes with their backs to oncoming traffic. Standing in tight clumps of three instead of three in three different crosswalks. Waving cars through red lights when their partner was doing the exact opposite. Coming late to work and having sixty-two excuses for why they 'had to' leave early. Directing traffic literally FROM THE CURB, because they were 'scared - it's DANGEROUS out there'.

It wasn't all of them, but it was a large enough number of them. And when I addressed it with their bosses, there was a whole lot of 'don't worry about it, sarge'.

Mine for no apparent rEason fluctuated tremendously since July of last year and I double checked for leaky toilets, etc. Nothing out of the ordinary. I got the water meter about a year ago, and the bills were consistently the same until recently. I am going to ask for an audit, I.e. check my water meter for problems. Everyone out there who has high water bills lately should ask for a technician to check the meter. My next step is to get another meter installed or find out if there is a company to do an independent audit. There is skullduggery afoot.

There are leins on the Harold Washington Library, The Chicago Cultural Center, Water Dept. Bldg at 39th St. AND...The Chicago Police Academy across from Whitney Young.
Now....why do these properties have leins? Is this just a start? If you declare bankruptcy...assets vs liabilities...if he has leins on other buildings as well...say the Water Plant...City Colleges and the like...they cannot be used in a bankruptcy filing....Rahm and his hedge fund friends will laugh all the way to the bank and we get shit! A park,its a playlot hidden behind a viaduct on Cicero and a car wash on Lawrence. There are 2 speed cameras,one on Lawrence,one on Cicero, biggest speed trap in the city. Park or playlot isnt 25 feet wide and is never used nor is it adjacent to any street,its in the middle of the block and can't be seen from Cicero or Lawrence.

A park,its a playlot hidden behind a viaduct on Cicero and a car wash on Lawrence. There are 2 speed cameras,one on Lawrence,one on Cicero, biggest speed trap in the city. Park or playlot isnt 25 feet wide and is never used nor is it adjacent to any street,its in the middle of the block and can't be seen from Cicero or Lawrence.

I'm not the OP, but let me add that anyone crossing the street at the location of the camera at Cicero north of Lawrence would only be crossing the street to get to the chain link fence bordering the Kennedy Expressway. In other words, not one human being EVER crosses the street anywhere near there. It's a speed trap, located on a curve, just past a viaduct. SPEED TRAP, and nothing else.

Mayor looks scared of losing , he has lost touch with the working class and the poor are sick of his lies .
Speed , red light cameras are for raising revenue , if safety was a factor his bodyguards would obey the laws .
Swearing at a woman is a no no among all races in this city , would mayor Daley ever swear at a female , absolutely not . The blacks , Hispanics , whites that work for a living have had it and need change .

The teachers endure a lot of shit-talk through no fault of their own.

Uninformed, ignorant politicians and people with an anti-teacher agenda, keep trying to tie them to the woefully prepared kids that parade through these schools.

These kids overwhelmingly come from environments that are wholly nonconducive to any positive undertaking, let alone learning.

Sending a hungry, sleepy, unwashed child to school for a day of government sponsored baby sitting while the broodmare can trick off (or other such) is a fail.

Sending a kid to school full of cookies, juice, pop, chips and other such bad shit is a fail too... Now that little ass is bouncing off the walls and disrupting the class.

Blaming the teachers is nothing but misdirection...
We walked a school post and these kids are fucked up.

The cure and the correction begins in these kids homes. By the time they get to school it's usually
too late.

So, you call the commentator an idiot and do not think that you are one? Where is the evidence for your comment about all of the "hidden money". Actuaries have looked at the city finances and say that funding of pensions is not possible under current system. The well will run dry and do so soon. This is going on everywhere and not just in Chicago. But, the CPD pension fund is the worst funded in the nation, and that included Detroit. You are a dreamer and part of the problem.

Yes, I do blame the teachers for their own pension problems. They have been paying into their funds, but not at the rate suggested by actuaries. And, the money to be deposited by the city has been waived for years with the consent of the teachers union. Their fund will go belly up first.
