No Tax Zones

  • Mayor Rahm Emanuel, locked in a tight election campaign, is rolling out a plan to boost job creation in some depressed neighborhoods by waiving all state and local taxes on businesses and taking other unusual steps to lure employers.

    The so-called Right to Thrive zones—a pumped-up version of the Enterprise Zones of recent decades—would feature no property, income or sales taxes on businesses that open in these areas for an unspecified time "as long as they create jobs in the surrounding neighborhood," Emanuel says in an op-ed article written for the Chicago Tribune.

    Businesses in the zone also would get what Emanuel dubbed "concierge service": a special unit of city bureaucrats tasked with slashing zoning, licensing and other red tape for investors. And they'd receive export, marketing, employment and financial assistance.
A neighborhood with no motivation to produce, no pride of ownership, with a newly created unelected bureaucracy with no deadlines to meet. What could possibly go wrong?

Does this pandering make Rahm look electable?

From a business-standpoint, the "no taxes" thing is attractive. Stir in some "no red tape bullshit" and it's even more so.

There's only a few problems that I can see:

1) Neighborhood is the reason why we call Chicago, Chiraq. You need armored transports just to get to/from work. Hell if I know what the trucks that deliver will do to get there w/o getting jacked...

2) Lack of employable employees. They are unemployed for a reason. Mainly 40's, weed, and other drugs. Stir in illiteracy, that damned Ebonics jivespeak that no one can understand outside of "Da Hood", and a good healthy dose of "No Work Ethic", and you're bringing in employees.

IF they can get there safely because they're in some competing gang, or not. But don't meet the ethnic requirements for "Da Hood", so the imported employees who can read, can speak intelligently, and want to work, get shot at by "Da Hood" Rats on the way into work. So ummm, see #1.

3) Criminal element will be salivating with the opportunity to engage in their version of "work".

4) What is insurance going to cost?

5) How do we get any kind of services or infrastructure if no one is paying a dime in taxes? Transfer more wealth from the "Green Zones" to the "War Zones"? You think this is going to make anyone happy?

6) What do you want to bet that as soon as "the deal" dries up, the business closes up and moves out?

7) Isn't this "deal" just a tacit acknowledgement that Chiraq has too much red tape, too many fees, too much crime, and too many taxes for people to engage in business any longer?

The SOLUTION is to reduce taxes. Stop giving away stuff for ever to people who don't want to, and can't work. They have ZERO incentive to do anything in school because "Obama ma boy! He gibs me dis sailfone..." and rent, food, etc... Give it to them for 1 year max, then cut them off for 5 years. You get one year to get your shit together, get a job, work, and start contributing back. Or you can starve on the street. Whatever. The choice is yours.

As a "Joe Average" business owner - what about MY tax breaks?

Why is it I have to "foot the bill" and everyone in some "depressed area" gets relief and in many cases are making more money than me?

Fair taxes is not something Illinois has and maybe that's one of the major reasons both individuals AND businesses are leaving the state.

How about giving a "tax break" to those who pay their taxes on time? What about those who just "pay taxes"?

He's cut pay and benefits and his chief attorney appeared to be seated behind the lawyer arguing to slash retiree pensions at the Supreme Court.

TIF money doesn't really exist. It's just a loan, backed by the phantom "collateral" of the supposed increase in sales revenue, property taxes, etc. that all of the "improvements" will supposedly bring in when business starts roaring.

Doesn't work. New sidewalks and trees and planters and banners and benches and sculptures and murals in front of empty stores. Taxpayers end up on the hook as usual.

TIF got started in California -- and has been largely abandoned there.

In other news, the Obamas are rumored to be bailing on Chicago for NYC. An analyst commented Obama's interest in Chicago stemmed from the ease with which he could break into politics there as opposed to elsewhere.

There used to be a medical term 'Failure to Thrive.' it referred to infants who, despite extraordinary efforts made to save them, would reject all nourishment. The child would often expire. Kind of sounds like Englewood, Austin, South Shore and Roseland doesn't it. I don't think much can be done to save these neighborhoods from self-destruction.

There is no choice of food, no free money to spend on whatever you like, and you have a job in the warehouse like laundry or scrubbing floors. Teach them the more you work, the better your life, like the rest of the world. Offer educational classes and teach them job skills in the warehouse.

Bulldoze the west side. Take over what isn't salvageable. Sell what is. Clear this blight. Cut this boat anchor that is pulling us into the abyss.

So the City gives a tax break for more liquor stores and maybe a few fast food joints to open in the so called "ghetto" because that's all that's going in, don"t kid yourself.
How does the Mayor wave County and State tax's for these new stores?
Or does the Mayor plan on the tax payers to foot the bill for them if the County and State don't go along with his plan?

He is reducing medical costs now. Teligen is refusing to pay for treatments and procedures that they have paid for in the past! They say "that's enough"! "You've had too many tests"!

I dont recall what chapter and statute its written in.Printed copies of state laws are few and far between these days but its in there somewhere. Do some research and im sure you will find it.

Endorsements don't always help,sometimes they backfire. Not a very good argument about telling the pollsters what they want to hear. How do you know what they want to hear? Are they a Rahm or Chuy poll,you have no idea. Also who says those lotsa people are only lying one way. Only Chuy supporters lie, have you every thought that Rahm supporters are telling the pollsters what they want to hear and are saying they are going to vote for Chuy when they aren't.
My point is you have no idea what people are telling the pollsters or why.

Deep memory serves me that the guy is right about the State having a say so. I believe it's a population related reason that causes some convoluted home rule clause to kick in play.

Similar to how Chicago's school district pays into the teachers pension plan and other state school districts don't. Some sort of quid pro quo thing that we pay and they don't because we get more state dollars.

All the other school districts in the State were screaming about how they would have to raise taxes if Chicago didn't pick up their slack.

In a nutshell, it's all fucked up and intertwined.

But Emanuel can eliminate red light cameras with no explanation of how he'll replace the revenue and that's okay? And he can SAY he's going to implement tax-free, fee-free, zones and start up a whole new administrative system to service that, without outlining how he could POSSIBLY fund that and that's okay, too?

You CAN'T be serious. At least Garcia is being honest. And, since he's already had experience implementing consolidation of redundant services between the city and the county, he can save money by doing even more of that.

Some of the calls are so obvious, it's pathetic. By the questions, or the phrasing of the questions, you can tell EXACTLY what they're looking for.

I wasn't 'arguing' for lying to the pollsters. I was reporting fact. Some of my friends get these phone calls all day long from these idiots. I've only received a handful of calls on one line. If they're calling the same people all the time, their numbers are skewed. And therefore useless.

Municipal Code of Chicago Section 2-152-050. The City’s residency
ordinance provides—with no exceptions—that all officers and employees of the City must reside
within the City or else be discharged from City employment, per the Inspector General's report on exclusions or waivers.

This is allowed under "Home Rule", a State law, which is a delegation or decentralization of, the State's power. I believe having a population of over one million confers home rule, but you'd have to look that up.
