- Chicago police Superintendent Garry McCarthy said Monday he was concerned that the criminal charges against an off-duty detective involved in a fatal shooting in 2012 might cause other officers to hesitate before opening fire when they feel their lives are in danger.
"It provides a safety hazard," McCarthy told reporters after a promotion ceremony at Navy Pier for about 100 new detectives and several captains and commanders. "And my concern was how is this going to affect policing in general in the Chicago Police Department because every single officer who's out there now might be in a position where they hesitate, and as a result, they could lose their lives."
McCarthy said he didn't think Detective Dante Servin should have been criminally charged, but he wouldn't explain why, saying he wanted to wait until the Independent Police Review Authority, the city agency that probes police-involved shootings and officer misconduct, completes its investigation. The agency had put its probe on hold until Servin's acquittal last week on a charge of involuntary manslaughter.
But then he's going on a "listening tour," no doubt at the behest of Rahm - because guess who he's listening to?

McCarthy is trying to mend the strained relationship between the department and minority communities.

Questionable police actions in other cities - from Ferguson, Missouri, to Staten Island, New York, to Baltimore - haven’t helped here, either.
McCarthy will meet with residents and community leaders to “hear about the issues that matter most to them, address public safety and continue to build trust between the police department and the communities they serve,” the department said in a prepared statement.
You know what? That article from yesterday about the young cops throwing a football around a fucked-up vacant lot in North Lawndale - that would probably do more to alleviate the "strained relationship" than twenty McStretlight "listening tours" with all his top brass could ever hope to accomplish.

Why do superintendents use recruit graduations to warn of dire circumstances and to threaten new officers?
My class got a lecture on theft, thanks to some headline du jour. A friend's class got a lecture on not taking bribes, under threat of prison. Family members must be bewildered by these stupid, negative speeches. (Mom asked if someone in the class had gotten into trouble.)
On one of the happiest, most gratifying days of your life, with your whole bright and shiny career in front of you, it would be nice to hear something uplifting and positive, not a lecture.

Wow! History does repeat itself! I recall when Supt Conlisk ( I man that I liked and respected) did pretty much the same thing. He went around with his top deputies and listened to the public at gatherings around the city. It did not go so well. most of them devolved into shouting matches. Renault Robinson, then head of the afro American patrolmans league was in most of the crowds wearing his uniform with a white traffic hat stirring things up. I have a feeling that this will not do much better. I was at two of Conlisk's gatherings on the south side. He was one of the better supes that I worked for. This occurred around 1973.

Hey SCC, after watching the rioting in Baltimore last night I said we would be even more in trouble if the same situation would of occurred in Chicago. You should start a thread on our departments short comings and what needs to be done to be prepared, example; I believe the department only has 2 armored vehicles. I'f needed to evacuate officers in different parts of the city, we would be in trouble

OT: A member of my small-town police force recently was called to a domestic dispute by a baby-momma. She wanted to use the cop(s) against her baby's dad, who desires more than the pittance of child visitation the momma offers. The cop clearly could see there was no issue and he was being used by this woman. She called the cops to get them to show up when baby was being dropped off to mom by the dad. The cop chatted with the dad and was about as clear-eyed and full of common sense as you could ever dream.
I've never had contact with CPD, but I can say for sure that out here we have some incredibly great people wearing the uniform.

Then, either his teleprompter broke down or he realized that wasn't his real message and he did a slow motion Shortshanks Stutter. He started into the old BHO saying how cameras were exposing how the police were bad and he couldn't take over all the police but he could steer them in a different direction.

Dude was on the radio this morning explaining to the dumb white announcers why this Baltimore "protest" was occurring. Dude said every time the black man develops some way to make money to support hisself "they" pass a law and come and arrest the black man. I guess "we" are "they."
He then explained that the black man found way to make money through selling cigarettes, no taxes of course, and "they" passed a law against that keeping the black man down again.
He wouldn't go into detail about those "other" things except to try and say entrepreneurial activities. You know. Thinking on his feet kind of thing.
Wouldn't address the main problem of black people just don't want to follow the rules and obey laws. Notice how the rioting doesn't really get going until 3 or 4 in the afternoon when dude wakes up after his hard night of drinking and selling the looted booty.
And the announcers, on WGN, ooohed and aaahed and declared he was just the bestest guest on their show maybe forever. That just made me sick and off went WGN, maybe forever.

On my graduation day, "one of the happiest, most gratifying days of (my) life," I was supposed to get an award for performance. I told my family. Family came to graduation. In the program was another guy's name for this award. I know damn well I beat him but he had steam. Tough shit I was told.
Happy and gratifying? To be embarrassed publicly in front of my family, my classmates and my young son who was waiting to see dad get an award, that wasn't happy or gratifying or anything. It was merely a harbinger of what was to come in my police career.
After that, I never felt the slightest guilt for hitting the medical or stealing overtime. The city paid dearly for running a corrupt clout heavy police department and humiliating me in front of my family. How many new young PO's go through something like that and say right then, fuck it, and start screwing the city. For me, it didn't end until retirement. They paid for the entire 29 and a day. And I don't give a shit who likes it or not. That was my payback.
What are your thoughts on Sheriff Clarke from Milwaukee as next CPD Chief? I'm not a LEO but I like him because he's no-nonsense and would probably kick ass. But for those with badges - what do you think?

I disagree completely. My partner and I are super aggressive and are the most active on the watch. We follow the rules and have never got in trouble. It's simple: be proactive, follow the rules.

I happen to be the original poster.
It happened to me, too. Not that somebody clouted got it, but that they just 'forgot' to put my name on the program or acknowledge me at the ceremony. And, after I'd worked my ass off for it, spent off-time helping others get it, I got zip. I was mortified. (But hey, my homeroom instructor said if it meant that much to me, he'd write up a note that said I should have gotten it and it was an oversight. I'm sure my dad would have been impressed by a note. God love you, Ed Shannon, but a note wasn't going to cut it.)
It didn't color my career, though. I worked hard, I got promoted, I made great friends and had a good run. Being dissed like that annoys me to this day, but I wasn't about to let it ruin my life or my career. For what it's worth, I'm really sorry for what happened to you.
Has McCarthy been the supt here for five years yet? Shouldn't he be getting a bar on his sleeve soon for his years of service?

You forgot to mention that the third part after placating and catering; giving them everything for nothing in exchange for their votes. The everything for nothing that we pay for. I have my own family to provide for and I'm tired of the government taking from me and giving it to able-bodied people who refuse to work. The problem with socialism is you eventually run out of other peoples money. Just imagine if all the entitlements were eliminated. People would end up in one of four places, cemetery, prison, place of employment or school. It's a win -win situation. No more selling dope on the streets because if your working or in school there's nobody to sell the dope and no more victims to be shot. Why is it in working class neighborhoods there is nobody on the streets? Because they're working or in school. It's all about choices. If you choose to work or go to school preparing yourself for the workforce you become a productive, self supporting member of society. If you choose the thug life you end up in jail or the cemetery. It's that simple.
The society we have today is manufactured by our politicians who are throwing our tax dollars at a minority of our population so they can be re-elected. All entitlements will be eliminated before you even think of diminishing my pension. The new PPOs R being trained NOT 2 throw in slips when they make late arrests. I just asked one to fill a slip out at noon and I'd take it to the Lt. The PPO didn't want to cause any trouble. That shits got to stop. Working Mids and there till Noon demands a slip.
I started watching them and asking if they handed in their slips and same from 2 other PPOs that just got of their PPO status. They have em brain washed in our District.
I happen to be the original poster.
It happened to me, too. Not that somebody clouted got it, but that they just 'forgot' to put my name on the program or acknowledge me at the ceremony. And, after I'd worked my ass off for it, spent off-time helping others get it, I got zip. I was mortified. (But hey, my homeroom instructor said if it meant that much to me, he'd write up a note that said I should have gotten it and it was an oversight. I'm sure my dad would have been impressed by a note. God love you, Ed Shannon, but a note wasn't going to cut it.)
It didn't color my career, though. I worked hard, I got promoted, I made great friends and had a good run. Being dissed like that annoys me to this day, but I wasn't about to let it ruin my life or my career. For what it's worth, I'm really sorry for what happened to you.

The award means nothing. The humiliation and embarrassment in front of family is the big thing. And it was a harbinger of many years of this dept.'s bullshit. It wasn't a mistake, it was on purpose. I saw many promotions stolen, I saw good people get screwed so some bosses blow job princess got what she wanted. Don't tell me about stealing time. Just look at any tact team. What is a duck day? There is no code on the A&A's for a duck day. That is theft. I've seen fistfights in a station over one guy who thinks another guy got to steal more time. You learn real quick it is all bullshit. Very few angels on this job.

Yeah, well there'll be hell to pay if some sharp attorney gets a notion to ask questions on the stand as to whether certain things were done, written, collected or generated whether on or off-duty. That happened a lot when I worked some Federal cases and when records of overtime slips couldn't be produced, things got dicey sometimes. We didn't lose whole cases, but we lost a couple of charges. Don't be stupid. If you worked, you worked.

Why are you sorry for this loser? He just told you he spent his entire career stealing your tax money because he didn't get some silly award. What a miserable little man. Not enough love from your mother?

You didn't get a passing grade in observation and perception, did you?
I said I was sorry for what happened to him, not that I was sorry for how he chose to deal with it.
And taking shots at somebody's mother, when you can't think of anything intelligent to say, is more than a tad juvenile, don't you think?
