Old List v New List

We're almost old. And we seem to remember that once there is a new promotional list in existence, the old one ceases to be. In fact, we recall the study materials used to have a page in there about once part one was completed and the pass/fail was posted, then the "merit" eligible candidates were pretty much golden - they didn't even have to show up for part two...and many didn't.

Now we're seeing a bunch of rumors about the department taking some people off the old list? Hopefully, the FOP is watching this process closely and maybe, just maybe, they could post a clarification of the old way promotional lists were monitored and any new changes that the city has snuck in under the noses of everyone who participated?

You know...like looking out for the membership.

The old list based on scores is done with. But who knows about the merit list. If anyone took part 1 and 2 on last test they are eligible for merit. You will not find it printed anywhere that old merit list is retired with a new test. If they meet the qualifications they might be made merit on old merit list. who knows. Only a few I'm sure. And they don't post to this blog.

What on earth would be the point / justification of spending millions of dollars on a new Sgt. test and then not using the results but instead using the old test from nine years ago? Not to mention that has never happened ever, in the history of the Dept. And would certainly ignite hundreds of lawsuits. This old list vs. new list rumor is quite ridiculous even by CPD standards. Sounds like a bunch of sour grapes out trolling the blog. There is only one Sgt. list, accept it.

Probably pertains to Merits, who have no "Best if used by" date, so they're added to new lists year after year after year. Some are seat fillers and some are equalizers.
A Merit by any other name is still a Merit.

Apparently in May or June, some type of new order is coming out that tattoos will need to be covered, because apparently the department is tired of how unprofessional people look. Apparently long sleeve shirts or some type of skin colored coverings will be required for those with tats.

Maybe they'll make more merit sgt's and put them in more caps offices.
Think about the logic here. the dept feels this guy is such a great leader that they have to bypass 100's of officers that scored good on the test to promote him meritoriously cause he's just such a great p.o. and leader.... Only to put him in the caps office as caps sgt. Fuckin Unreal.
That's why people hate merit. If u were a merit sgt, u should be banned from all these BS inside spots. They supposedly promoted u for your leadership skills, so get out from under your desk a be a fuckin sgt.

Look who's in charge up there- a guy who's double dipping (against Ethics rules); and a kid who knows nothing about policing except what she's learned on Law and Order. Btw, isn't that a conflict of interest to control MLAS/Personnel?

This happened a few years ago with Lt promotions. The results were out for the newest test, they tried to promote one last class off the old list, the minute the dept asked for merit nominations the people on the new list were eligible to be nominated based in the wording in the notice. So they scrapped the old list. This caused a certain Sgt from 11 (AZ) to almost go postal cus he was #1 on the old list.

The precedent has been set.

In order to qualify for merit, you must have passed part 1, and at least sit for part 2. I specifically remember reading that in the packet.

Go back to your foot post, PPO. Guess what, you're gonna have to wait 8-10 years for the next test just like most of us did. And get off your high horse. You come across like you think you're the best and the brightest but I can almost guarantee you that you wont ever score high on any test. Word of advise: keep your mouth shut and your ears open.

Let's remember one thing about the old list. There are 90-100 people who were not made Sgt because of the bs merit process. 90-100 PO's who scored in the top 7-8% of the test and were passed over for a merit pick which has no defined requirements besides time on the job and education. What about those fellow PO's who got FUCKED!
So if they did make a class off the old list it would be the people who were wronged and earned the promotion.

and no, the people who were ineligible for the 2014 test do not make up half of this department. based on that logic, youre saying approx 4000 po's were hired after 2010/2011

not exactly true... that incident with the Lieutenants list happened before the ranking order list results were out (Part II)..
But when we got the pass/fail results for part I, it said "you are now eligible for the merit selection process"
So.... a sgt, who passed the current list, but did not take the last Lieutenants test, asked if he could put in for merit...
The department then came out with another message saying they will wait until the current Lieutenants list is out before they start accepting merit packages.. which then Sgt. AZ went postal..

The entire Lieutenants list from last week was from the old list, including the merit. Two of the promotes were put in meritoriously by bosses that are no longer on CPD. What an idiot McCarthy is. He waited and waited to push back the lieutenant’s test to screw over a few thousand to include 170 sergeants that just made sergeant because its 3 people in that class that he personally wants to promote. Get out of here! The time has come for this terrible night mare to be over. Be gone and done with this idiot!
He was arrested and convicted for his actions and he is now signing off to suspend and fire police officers for far less! How is representing any police department with a police record? Who hires someone with a police record to be a police Chief!
Chief Bratton himself has spoke out against how ineffective Compstat is amongst other tactics this nut brought from New York. Note, CPD had Compstat like meetings since the days of Chief Cheasa over a decade ago. Let Supt. McCarthy tell it, he created all accountability tactics for CPD. I guess our past great Superintendents just let the department run wild.

You used the old Deputy Chief from Area Two’s deployment tactics citywide, we already had a compstat meeting as our department has had accountability meetings for years, we had Operation Safe City and other overtime initiatives that were far more effective than VRI and this Box syndrome that has lost its fire, you have downsized units just to put more under this tool Chief Tracy who has no sense of leadership, management or effective policing, you have destroyed department morale with nepotism and cronyism. Don’t have a bright idea Commanders, for the great Chief Tracy and Mc Arrogant will just embarrass and demean you at comp stat to show that no, they are king! I guess they have King Rham’s back huh!
Just look back on the past 4 years of this incompetent idiot Mc Carthy, this is the ONLY Superintendent to have 8 Bureau Chiefs to have retired during his short tenure. Even if we counted our previous positions of Deputy Superintendent and the lower level Chiefs under them, this is an unreal number. Brian Murphy, Ernest Brown, Debra Kirby, Tina Skahill, Nick Roti, Joe Patterson and Beatrice Cuello. I know I am missing a few, but the listed is more than enough. Let’s not forget to mention that a few left prior to reaching their pensions or reaching the retirement age of 50. They just wanted out! Chiefs just do not leave!
A little birdie tells me that another Exempt just landed a well paying job and will be leaving the month his oldest finishes high school in June. This is now the norm. Exempts jumping ship! This year alone a Deputy Chief and a Chief jumped ship and the year just started! You know this ship has sailed and sunk! Just call CPD the great Titanic!

I would like to know why Chief Tracy, the Superintendent’s right hand, makes more money than all of the other Chiefs and he is not even a Bureau Chief? How did the Mayor even allow this and how can this idiot McCarthy go on national television proclaiming to have this greatly transparent department when he started out his time paying his boy more than all other Chiefs who worked their way through the ranks! Who approved that budget? What was the justification for that? Heck he has the biggest learning curve and with his history in New York and he along with the Superintendent’s street skill set, they needed to have started out as PPO’s on CPD anyway! Just take a look, the salaries of all Chiefs except Superintendent Nepotism McCarthy’s right hand and best friend Chief Tracy who only reports directly to him, (how is that for transparency) salary is almost $10,000.00 a year more than every other Chief on the Chicago Police Department. Look at how our taxpayers’ dollars are being spent!
Chief Tracy $194,256.00
Chief Gulliford, Chief Escalante, Chief Rivera, Chief Williams and Chief Riccio salaries are all $185,364.00
Also, how did the Superintendent’s drivers make more than a sergeant last year with overtime? So let me get this right King Rahm, your Superintendent who has been known to party hard and bask in the social community of Chicago, has a paid driver to take him from social event to social event? Let’s look at the trip better known as conferences that the Supt. and his boys have taken, even out of the country!
Let’s look at cuts starting in his office alone. Fox news, where is that story? Heck I need my pension.

Off topic a bit, since the new FOP board took over I've received almost no e mail updates from them. Before the current administration I would receive updates on what's going on and news that affected us. Ray Costaiano came to all of out roll calls and told us over and over how one of their priorities was going to be keeping us informed of happenings within our FOP. Their communication with the membership is dismal at best.

Not true at all, they went to about 419 on the old list. If you scored under 420 on the old list you were offered the job.

Wow! Awesome work with the quick math skills. 316 + 100 isn't even 500? Ya don't say! Now that we got the praise out of the way, what exactly is your point? There was a new test. There's a new list. You only want the old list to be used because you're on it. I have a little secret for you, but you have to promise not to tell anyone: There was a list before the one you're on, and a list before that. How long do you want them to use the same list? Why is the last list better than the one before it? Why is it better than the new one? Just keep crying and trying to justify using an outdated list, and maybe you'll make merit. Good luck.

That's a pittance of an increase.
Go to the suburbs and see what your property tax would be for a comparable home.
Trust me it would be several thousand more than what you are paying now.
That's the ONLY reason (as a retiree) I stay in the city.
I have relatives in the southwest suburbs who have a 1000sq ft home; their taxes are $7,000 per year.

Can't compare old Lt. list with old Sgt. list. Dept. Promoted off the only active Lt. list available, they didn't give a test, release the results and then go back and promote from the previous list. The only Sgt. list is from the most recent test. Any comments to the contrary are fools just trolling or from those sour grapes that can't handle that their supreme police knowledge didn't shine through on this last test.

Been on 29 years ( retiring in oct) this nonsense has been going on my entire career, will be this way always "nothing to see here just move along!" So the choice is stay or try to find another job that has these great benefits time off and pension at least for now! The residency will never be lifted tired of the whiners don't want to live in the city, can't support your family on $ 100,000 with OT you have a "spending problem "

The Hiring Plan for CPD Sworn Titles clearly states that an old "eligibility list will be retired as soon as practicable after funding has been made available for a new examination". Seems to me, this condition has been violated many times over under this administration. Chapter III, 15.

WRONG

I know the guy that was 350 and he didn't just squeak in on the last promotional list of 100, he was in the middle. That list was well above 375 and if it still existed it would be 9 years old. And unlike the detectives list which is almost ten years old there were no big gaps in promotions, like the five year gap in this detective list. It's time for a new detective test though.

Well, when private school is 15 grand a pop, that means you make 85. Unless you have 2 kids, in which case you make 70. Not counting after school activities of course. And if you want a house in a decent neighborhood? on 70 per year? Good luck with that. Oh, and you don't make that kind of dough until you reach your final step. Lots of us with kids make far less. A lot of us are paycheck to paycheck just trying to keep kids in school and live in a house that isn't riddled with bullets. This place isn't what it was 30 years ago.
