Sergeant Class Coming?
The rumor mill kicking into overdrive. However, this time, it's right from McJersey's mouth. WGN Steve Cochran interviewed the supe, and he said there's a sergeant class starting in the next few weeks:
We've also have heard from a couple of people in-the-know as it were, that McCarthy is actually foregoing the entire "merit" process to make between 50 and 60 sergeants in rank order off the new list. As far as we can tell, this would be unprecedented, but possibly an indication of disgust with the entire "merit" process, but also politically dicey, given the make-up of the top 15% or so of the list.
The election will be over so we'll see if Rahm lets it go through. An interesting turn of events if it all comes to pass.

The reason merit is forgoed is due to the fact Rahm and the City wouldn't let all McMustache's merit picks be eligible for the upcoming LT test like he promised.

The Sgt's class after this one when McJersey leaves will include the merit from this "no merit" class and the merit of the next class all in one. They will backdoor the merit by circumventing the wording. It will all just be loaded in the second class. This department and city has to many connected obligations to fill.
Sadly some of the new detective merit picks are complete idiots and had no business being promoted.
The Sergeants class is in effect once again him needing to promote some more of “his” people. Now remember McJerseyShores is the self proclaimed greatest Superintendent of CPD of all times who created his own transparent merit board for promotions via Deputy Chiefs handpicked by him none the less and disregarding ALL of the Chiefs, but today, since it works in his favor he has now reached for McArrogant which is his bipolar other side who has dictated that his supremacy is now putting his great idea to the back burner and once again as he just did last week with the Lieutenant's promotion, he will be reaching back and using a list that the Chiefs created (remember, he took them out of his hand selected process) and will be using the list they reviewed at least 2 years ago. Most of the Exempts that put people in are now retired.
This is not the first time or the second or the third time he has altered his Transparent tactics to turn right around and creatively find a way to or just plain old blatantly use his executive order as in his handpicked Captain that was added to the Captains promotion last month at the last minute who is bragging about his night time gang and narcotics initiative that he will be running in conjunction with Chief Tracy’s with pure autonomy, handpicked personnel and resources to do what no other person can do. Now looky looky, Chief Tracy will have street creed because this will be the beginning of his pulling in specialized street level resources and personnel to his shop, along with CPIC with his previously dumped now re-promoted Deputy Chief who will now need street operations under him too. Watch the ball start rolling. Thanks Captain for letting everyone know about your next steps in this greatly transparent department. Pretty soon, the whole department is going to be directly under the Superintendent and Chief Tracy who look at his website, only reports to the Superintendent in this clearly open department. We will have no need for that First Deputy spot or any of the other Chiefs as they are doing fine with it all by themselves! Look at the numbers, shootings up just as they were last year, but due to the great doctors of the City of Chicago, the homicide numbers were down, because of the Superintendent’s tactics right, not the over 4 million dollars in overtime he has had to use at his will as no other superintendent has in the history of CPD, but yet, it’s really him and his Chief Tracy only! Funny, now the police are so disgusted with CPD, you have to reach out to officers who just got off of probation or newly promoted sergeants and lieutenants to fill the overtime VRI spot! Look at the shooting and homicide numbers Chicago and it has not started to get warm yet! Shootings in Districts that have historically been left out of the Chiraq drama. Ready, set, go!
Let’s see who else gets promoted from Chief Tracy’s shop. Look at all of promotions since the current Superintendent has been in. Sounds like a good IG investigation in the making.
If this is really true, I think McRenegade is on his way out the door and this is his 'screw you, Rahm' moment.
But, by announcing it, he gives Rahm enough lead time to forestall it. So, it's a pointless exercise and all it succeeds at is screwing over the potential sergeants.
It's Bonafide, 50 new sergeants starting last week of April, no merit. Congrats to those in the first class!

I just wonder how this rumor plays against all the talk that Garry is on the way out no matter who wins on Tuesday? Does he think the department needs to promote sergeants, or does Rahm? If it's Garry, will he get approval from City Hall to take care of this before he "resigns due to medical issues?"
That would be good news. A person in the know confirmed this rumor but had bad for future Det.s. There will be no more classes off the old list and planing for the next test is in the works. Feel bad for the guys that were so close to making Det.
90% of the merit hacks Ive had the pleasure of working for are DUMB and scared beyond belief.
I hope this is true and merit is done away with or scaled back significantly. It's pretty frustrating seeing someone who scored in the thousands that didn't bother studying one bit get made before you solely based on their race, gender, political clout etc. This will be interesting and gives hope to the majority of the department who aren't blessed.
Do we need more white shirts? with a mayor who wants to shrink his police department, you would think that he would allow the white shirt heard thin, much like he has done with the elusive blue shirt.

In my district several officers did quite well in the sgt. exam. Good for them. Don't listen to the nay sayers. Don't listen to the whiners. I am between 250-300. I studied hard and thought if the hard work pays off then fine. If not then I had nothing to lose except a little bit of sweat that is all. Next time they offer another promotional exam, study hard. Don't listen to the negative people. I am not naive enough to believe that everything is on the up and up. But things are a lot better than they were before.
Talk about a tease if McCarthy said it and it's not true. That would be a great false rumor.
Merit sergeants started in 1998. I would like to see one of those "think tanks" do a study of merit vs. list sergeants. They could compare:
Medical time.
Suspension time.
Number terminated.
Number in prison (I can name three merits off the top of my head).
Wishful thinking on my part.
This clown has got to go. I'm sorry, but we need to never again put a Supe in place that was never CPD to begin with. Rewind the tape to about 1:08 or so and listen to what he says about Ferguson. If no merit this time, city will just use the maximum 30 percent merit on the next few classes. It all evens out in the end. They haven't been using the 30 percent last few sergeants classes.
This is not a rumor as the Academy is preparing for this to start in the next week or so. Also McCarthy is saving merit for later classes. He loves the merit process since he interviews every possible candidate.

Fourteen of top 15 spots belong to albinos, and the last remaining spot belongs to a Cherokee.
No merit means one thing .
The people in the top 100 are police officers that rahm , McCarthy want and has the right racial make up .
In the 90's a Lt. List had 4 blacks in the top 100 , so the merit system began . Fair test , some groups are not required to prepare for a test .
Looks like Rahm had a double digit lead 9.5.
If only 35% of people cote , that means 18% of Chicago picker the next mayor .

You are what's wrong with this department. The officer that got the dinner together knew he would have to deal with ignorant, ungrateful losers like yourself but he did it anyway. The very nice owner of the restaurant drove to the west side from the suburbs and took time away from his family so officers on our watch could enjoy a nice meal. Other officers on our watch spent their own time and money to buy more desserts, decorations,water and other items to make the dinner a nice experience since most of us can't get a holiday off. I'm sure you never thought of bringing something to the dinner yesterday.
The food was excellent. There was more than enough food and there was more than cookies.
You can't go to a restaurant and eat all the food that was provided for $10. The officer that arranged it always arranges for food to be brought in and he does a great job and it's nice that he thinks of his fellow officers.
Now, back to you. It's clear you are a really miserable human being. You're the officer that finds someone's flash light or asp and keeps it instead of turning it in. You're the officer no one wants to work with. You're the officer who never gives $20 for a benefit for another officer. You got the point. You're a loser. You're a disgrace and you simply have no class. Thanks MT for the great meal provided and for making Easter nicer for all of us.

$460 for catered food isn't that much. Have you seen how much you pay for a pound of sausage or beef..factor in the overhead of a restaurant and your $460 to feed 46 people is wiped out. Back in the day you could cater a wedding for that much. In 2015 things arent as cheap as they use to be. Next year you should be in charge of it.

They sent out the results to the candidates individually via email and there was no list for everybody to see which is totally shady as usual from this department. Then to make it even more bullshit, they quietly detail the people to the unit so there's no personnel order in order to maintain non-transparency.
From what I hear rahm doesn't get involved in the merit process of lowly Police Officers. he's way to important of a man to care about that. If Gmac forgoes merit it will only bother the clouted brass that can't get their "girls" or asskissers an undeserved promotion. Rahm sure isn't thinking about furthering the careers of PO's. He's a big shot washington politician.

Yeah let's use the old list with people who scored over 420 rather than take people who scored #1-50. Typical cpd logic.....think not. OLD LIST IS dead when the new lists come out per 35th st. If that were the case we'd still be promoting off the 1998 sgts list and #1451 would be starting the academy in 2 weeks.
If you don't score under #450 on det's or low 400 ' s for sgts) on these lists than there is not much that can be done unless the list goes on for over 15 yrs.

My goodness people, there is only one Sgt. list, once the results are released the old list comes down. Anyone made either by merit or score will be from the one and only Sgt. list. These people talking about making folks from the old list are just trolling or dumb. If this is true what is to stop the city from going back to an old Sgt. list from 15 years ago and making people? The new list is up, get over it.

U know what else sucks besides assholes like you? The assholes who steal from the refrigerator in the break room. All of that stuff is not free. The prices are fucking posted. Yet some of you fuckers will just take it/steal. You make $80,000 per year but don't want to spend fifty fucking cents for a can of pop or a bag of chips. If you are that desperate for free shit then go to some of the Arab stores that give away free shit.
SCC, between all of the other important city and worldwide events, it would be very helpful if you simply put up a Chuy vs. Rahm stream so we could have some good honest dialogue one final night before this life changing election. Not just the King Rahm is a tool kind of stream, but some real meat and potatoes on what we know about each candidate and how that candidate has reflected his plans on impacting us, the Law Enforcement Community. My reasoning is simple, I am afraid, yes afraid, that our CPD members will be victimized in the long run by each candidate, Rahm being supported by Republicans and Chuy working his entire campaign around teachers and schools, both of which would take his commitment and attention away from law enforcement. Our pensions really are at stake! Our health care for this year was cut drastically and the funny thing is that no one is talking about important issues as that.
For me, One very important aspect of this election is the little attention our current Mayor has put into doing something as simple as paying attention to his handpicked people as Mc Arrogant himself, Superintendent McCarthy who has single handedly worked to destroy the Chicago Police Department, our structure, the morale and our ultimate safety in the Chicago land community. The community hates us! This is our reality. Rahm’s reality is is that he does not see or understand that the majority of the law enforcement community, their families, their extended families and friends are voting against him simply because of Superintendent McCarthy. The city, the media and the law enforcement community wants him gone like yesterday rather Rahm is retained or Chuy put in place. Who brings their wife to a meeting with their boss about their future in his current job and why. Fishy?

I almost puked when they folded folding that cast into a special episode of CHICAGO P.D. but I hardly watch that either.

Blacks should be infuriated! This Superintendent has promoted the least amount of blacks and has led to the direct slight in diversity and its importance to this department via his personal actions. How many black exempts are actually in his circle. I will give you a hint, 0! How many black Captains does CPD have? How many black Lieutenants? One merit lieutenant that was just promoted will max out in age next December. How smart is that? What did they gain? How many blacks beyond the rank of Sergeant does CPD have in the Detective Division? How many blacks beyond Sergeant does OCD have besides a Deputy Chief? How many blacks does the Superintendent have that works in his office or in Chief Tracy’s office? You already know the answers to the above!
CPD is rumored to be only about 6 months out from a Federal Consent Decree! Tax payers (this means you), the monetary costs are unbelievable and mandatory. Read what a Consent Decree is and why a police department would be placed within. This is all the doing of the tactics of Supt. Gary McCarthy! It’s based on current data, complaints and issues. You should be proud McCarthy!
Discrimination lawsuit to be filed at the end of this week. There will be no Sergeants off this new list.

WOW! Our commander bought us all a wonderful Easter dinner. Actually came and ate with us too. Asked what we thought needed improvement.... asked about our families.... told us to keep our chins up, things will get better soon. Must suck to work in a ghetto district like 25!
Phil Cline averaged 20% merit
Jody Weis averaged just over 15%
And Gary has averaged 14% to this point.
Given that 30% can be merit that seems fairly selective. Now weither they are selecting the right candidates is another issue. But it does not seem as if the supe or the city is overly ambitious attempting to manipulate the numbers to squeeze in extra merit picks at the list's expense.

I know of one person who is connected but dumb as a box of rocks admit to me that he was part of an invite only study group for part two of the sgt exam. He scored under 70. So while there may not be merit, the odds are still stacked against the rest of us.

Coming from a police family and being raised my whole life in the City of Chicago; this is the first time that I feel completely unsafe for my young children growing up where I have spent the last few decades of my life. This Superintendent has single handedly destroyed our department and our city. Crime and the perception of crime is through the roof! The community hates the police!
As my family and I travel to our polling places to remove the king, I cannot help but think of the arrogance that has led to our city’s demise and our confidence in this political system. As you taught an increase in property taxes and a targeted pension, I cannot help but think about:
The salaries of all Chiefs except Superintendent King Nepotism McCarthy’s right hand and best friend Chief Tracy who keep in mind only reports directly to him, (how is that for transparency) salary is almost $10,000.00 a year more than every other Chief on the Chicago Police Department. Let’s look at how our taxpayers’ dollars are being spent!
Chief Tracy $194,256.00
Chief Gulliford, Chief Escalante, Chief Rivera, Chief Williams and Chief Riccio salaries are all $185,364.00
Chief Tracy also makes only $3,000.00 less per year than the First Deputy Superintendent of the Chicago Police Department, who is the #2 person in this department. This transparent Superintendent leads the history of our department for cronyism and nepotism. Don’t worry King Nepotism, no department equipment or reports were used to obtain this information, its public record so call your pet dogs off!
His same Chief Tracy that reports only to him has had someone promoted meritoriously from his Administrative Unit during absolutely every merit promotional process.
Supt McCarthy just recently spoke on race relations at a conference. He and his boy Chief Tracy went on an all expense paid trip to do so. Thank you once again tax payers.
Chief Tracy’s personal Administrative Sergeant who has never worked in Research and Development retired from CPD one day and returned the next as the Director of Research and Development. A Sergeant none the less is now a Director over a retired Lieutenant who has been the Acting Director for years which has saved the City hundreds of thousands of dollars. Coming from a police family and being raised my whole life in the City of Chicago; this is the first time that I feel completely unsafe for my young children growing up where I have spent the last few decades of my life. Let’s look at how our taxpayers’ dollars are being spent!
Chief Tracy $194,256.00
Chief Gulliford, Chief Escalante, Chief Rivera, Chief Williams and Chief Riccio salaries are all $185,364.00
Chief Tracy also makes only $3,000.00 less per year than the First Deputy Superintendent of the Chicago Police Department, who is the #2 person in this department. This transparent Superintendent leads the history of our department for cronyism and nepotism. Don’t worry King Nepotism, no department equipment or reports were used to obtain this information, its public record so call your pet dogs off!
His same Chief Tracy that reports only to him has had someone promoted meritoriously from his Administrative Unit during absolutely every merit promotional process.
Supt McCarthy just recently spoke on race relations at a conference. He and his boy Chief Tracy went on an all expense paid trip to do so. Thank you once again tax payers.
Chief Tracy’s personal Administrative Sergeant who has never worked in Research and Development retired from CPD one day and returned the next as the Director of Research and Development. A Sergeant none the less is now a Director over a retired Lieutenant who has been the Acting Director for years which has saved the City hundreds of thousands of dollars. In reference to blacks on this department, I have to completely disagree. This Superintendent did not hand pick a select few of competent blacks. First off, look at Glen Evans, enough said! Secondly, the First Deputy may be 2nd in command, but the Superintendent has allowed and continues to allow Chief Tracy to control most of the department. He has also took most of the control away from the First Deputy a long time ago. Perfect example, the most important job of the history of First Deputies on CPD is the movement of personnel. Since when does a Superintendent sign off on a Transfer Order? If you took the time to read our orders and pay attention to these ridiculous compstat meeting, you would see how this Superintendent bullies all of the black Exempt members and leads by a dictatorship period! He never once said anything to Leo Schmidt about 007, even when 007 would blow up. He also conveniently cancelled compstat whenever his good old boys time was up and their numbers were shit.
How can you bitch at the commanders in the ghetto like what they are doing is not good enough? These savages have been doing what they do for over 50 years in those same communities. What in the hell are they going to mysteriously do to change this stuff over night. This is a societal problem, not just a police problem. If you were the police Superintendent McCarthy and sorry for an excuse to even use the term Chief and Tracy in the same sentence, Chief Tracy, you would know that. I would also say the obvious regarding a black Exempt and a recent move, but I will just keep that to myself. Even I am scratching my head on that one and I don’t even care for the guy, respect him yes, like him, no.
Look at the blacks this department has left in "key" positions. Chief Williams who is a 30 year vet is in Administration (paper pusher), almost all of the black Commanders are good people (except BW), but they are all passive and non leaders, the black Deputy Chiefs if they stand up, they are banished like one that is now a street deputy and if you are the most qualified for the job, you are subjected to work for someone who does not have a clue and go on your way like a puppy dog.
What's up with the impact PPO's not knowing what to do on the streets. The don't know how to conduct a traffic stop write reports nothing. What they doing sleeping their way through the academy? It's a safety issue for themselves and other officers.
