I haven't read the report, but I feel as if bosses are to afraid to offend or embarrass officers. Let's be honest, there are far too many officers that don't know the difference between "they're and their," let alone know how to properly articulate how reasonable suspicion might have led way to probable cause.
There's a way to be tactful as to not embarrass or offend an officer that may have issues with an arrest report. Maybe it's just a case of the bosses caring as little as many of the officers.

Long ago, on a domestic call, I questioned why there was a air brushed, on black velvet, tribute to "Yummy", the little murdering gangbanger hanging on their front room wall.

Serendipitously using a department radio for this purpose is foolish, cowardly and creates the same officer-safety issue you ostensibly wish to avoid. If the roles were reversed, I doubt you would enjoy being demeaned over the air by a supervisor.
@ the case report Nazi...While I agree that not nearly enough reports are kicked back, here is probably not the right forum. I believe some solid supervisors are sorely needed. As a department, we seem to suffer in both criminal and civil chapter from laziness, after the cuffs go on.....take your time...gather your thoughts...review your work...respect yourself. Not the original poster, don't work in 15. Know this -some people just LOVE to hear themselves talk on that radio. We all work with them, and they are in every district. Maybe they just missed their true calling as radio DJs or talk show hosts??? But then there are those who use the radio to broadcast themselves only to give the appearance of activity and self importance. Either way, when you past the point beyond necessity and into annoyance, people just stop listening.
When Susana Mendoza became Clerk - she declined a bodyguard detail - citing the fact that her brother is CPD and there was a shortage of Police on the street. Guess that shortage is gone because now she has a detail. Maybe she's getting ready to run for Mayor & wants her detail properly trained to open doors & change baby diapers.
The City Clerk does not have a detail assigned to her at her request from when she first took office to now. She is a staunch supporter of the police.
