McCarthy Death Watch

  • No one person can singlehandedly solve Chicago's crime problem. But the Chicago Police Department needs a leader with a grasp of the causes of crime and clear strategies to address them. After four years on the job, it's clear that Superintendent Garry McCarthy isn't that man.

    As the Chicago Tribune noted on June 8, the city already has surpassed 1,000 shootings this year, much sooner than last year or the year before. In other words, violence is getting worse in Chicago, even as crime rates continue to drop in other big cities. This is not a trendline that will help Chicago retain and recruit talent.

    For years, the Emanuel administration has bemoaned the influx of illegal guns from nearby states with less stringent gun laws. OK, but illegal weapons flow into New York and Los Angeles, too, and the number of shootings in both places is falling.
We've been pointing this out for years. Chicago Magazine decided to do an investigative piece that pretty much destroyed the CompStat narrative. Homicides and shooting are indicative of a larger crime trend - we don't know anyone who, when reasonably informed, thinks that crime is actually down. They are aware of downgrading crime, long response times, impossible waits for Officers or excessive hold times for 3-1-1.

If it isn't reported, it doesn't exist and more citizens every day regale us with stories of "it just wasn't worth waiting" when deciding not to make a report, sometimes as many as three people a week. They don't think crime is down by a long shot.

So let's see if Rahm takes the hint.

It's one of two things - either Rahm planted the seed by having this editorial published or Rahm is being embarrassed by yet another failure (Brizard, Amer Ahmad, Byrd-Bennett) and won't take kindly to it.

My bet is on Rahm sowing the seeds for McCarthy's departure. He probably told Garry to find a new job, Garry's dragging his heels, so now the screws get tightened by Rahm's financial media friends.

Think about it. Isn't it odd that a FINANCIAL paper would call for McCarthy's removal, instead of a NEWS paper?

Until the mayor holds no power, I mean zero influence at all, over the city's leadership positions (police, fire, streets and San, cps) no organization will be willing to solve problems! There should be independent boards who make appointments with stake holders with experience presiding. Elected in some cases, cps school board. The mayor is the puppet master. McCarthy is not a bad guy, but what happens to him when he calls the mayor out or doesn't fall on his sword like BBB! Fired! Then the next lacky comes in. Fix that first, then we can have serious discussions and impactful results. Take the power back!!!! But, we the willing, lead by the unknowing, will continue to do the impossible for the ungrateful until further notice.
Let's just try to keep our health insurance and pay checks until further notice...

I agree with the conclusion but that simply makes McCarthy another scapegoat for a colossal series of failures coupled with mistaken political correctness. It will take more than a new chief and a thousand more cops to fix this. That said, you have to contain the fire before you can suppress it.

Lets be fair. It would be a shame to loose the Superintendent's crime fighting and organizational skills which he learned from the NYPD. We are not so sure that all of Chicago's crime problems can be laid at his door. Much of it arises from local politicians and judiciary.

The guy has done nothing. Disbanded units, gutted the department, morale is at an all time low, crime is up. What has he done, with the exception of reshuffling the deck chairs every 3 to 6 months. The way he acts and the way he does things are a sign of incompetence.

use the database CABODLE to measure how many incidents of crimes have been reported on the police beat that you reside on, for example measure how many BURGLARIES have been reported during the last two weeks, but measure the last two months to see if a crime trend really exists on the your residential beat. I was shocked to find a residential burglary crime trend occurring in District 008, Beat 0834! Yet not a news flash from anyone!

The problem with Chicago crime, is that the burbs are out of shitty, apartment block housing. It's all filled.

The only good thing that Daley ever did was ship a lot of savages to the burbs. The play revruns started to realize what was going on, then the economy stalled and the process stopped.

The south and west sides need to be depopulated and gentrified. Fucking with the landlords is the easiest and most efficient option.

It's funny how the media are laying the problems at the feet of McCarthy, when the failure of the police fighting crime are mostly the fault of a rabid media and an anti-police White House.

Word is McCarthy is seeking disability for his heart attack, and if Rahm really wants to get rid of him that is what he is going to have to do. Either that or perhaps a "lateral" move to a much softer high end spot in another city department, like the Park District or Aviation Police.

If Rahm wanted to just dump McCarthy he would have done so already, four years is more than an acceptable amount of time to carry a superintendent. McCarthy must know something that Rahm doesn't want others to know.

Recipe for Disaster is as follows:
Meritoriously triple promote insiders that have no skills managing people, ideas, or crime for about 20 years. They will become your command staff. Micro manage people into mundane tasks that really have no effect on crime. Print out lots of maps with dots on them and distribute them to anyone who will listen, and tell them crime is down. Demoralize the entire department by hiring a series of outsiders who don't know S*#t about crime fighting.
Add ingredients together, and let stew in a hostile community for about 5 years. As hostility boils over, and crime rises to "Epic" proportions. Tell the public that crime is down, and the police are redoubling their efforts in high crime areas.
Let stand and watch the homicide clearance rate plummet faster than the ranks of the department.
Serve cold, and watch your people pat them selves on the back for a job well done...

4 years is the average shelf life of all our past Superintendent's. Even if things are going good they get dumped. Let's hope that next time around we get someone from inside CPD. Not a merit hack, but someone with common sense, and the ability to restore morale.

Funny thing is Crain's Chicago Business weekly is also stating that Gary McCarthy should be out. So the Tribune and then Crains say the same thing. If this doesn't prove that the local media is a lap dog for the Mayor I don't know what will. The elite politicians tell the media to march and they say "what direction?".

You can have the strictest gun laws there is BUT if the courts do not impose the sentence on those caught with guns then it is all a big waste of time and effort.

Yea, you get the gun off the street and that is a good thing but when court time comes the judges let the offender go with a warning or put them on super-secret probation. They get caught again... double super-secret probation.

And if by some chance they are sent to jail maybe the welfare check to Mama get's cut because Lil' RyRay is in County jail so extra money is not warranted. He gets his meals for free.

The Chicago Tribune this Sunday ran a front page story: Cops Accused But Rarely Punished. In that article they said about 18,000 officers were accused of wrong doing. But only something like 300 officers were given any type of punishment. So according to their logic I write someone a ticket and impound their car. They get pissed at me and say I called them a racist vulgar name and I should get punished just because that person says so and he has two witnesses. His friend and his baby momma.

In the second section the Tribune ran another front page story: 68 Shot, 14 Killed and No One Accountable. It was about border patrol agents who used lethal force.

So let me get this fucking striaght. We get up in the morning, go to work and put on our uniform with the intention of purposefully abusing people and sometimes when we just get the itch we just like killing them right? Get a life fuckers. Get a life. I don't know of anyone on this job who goes out of their way to taser, pepper spray, beat with a baton or shoot someone.

My guess is that at present, the USDOJ is driving who can be the top cop in Chicago. That is how you got the last two supers.

I would not expect that situation to change any. My suspicion is that some kind of backroom deal was made by Chicago to effectively give the USDOJ the power to, if not select, at least approve any new super for CPD, in lieu of a federal takeover of the department.

From day one on the job McJersey was totally; McClueless.

One of the biggest hints that he was in over his head should have been the weekly *apology spiel* he gave at St Sabina Church, joining 'father' Flaky and the rest of the usual cabal of suspects in blaming everything under the sun for the GANG VIOLENCE 'in the community' except for the gangbangers themselves.

Adding to that farce was his weekly Press Conference which wasn't much better -- if Chicago had real journalists and not democrat lapdogs maybe someone would have gotten a clue sooner than four years that he was goddamn McStupid, but I digress. Basically he had three pat answers , or 'reasons', why the streets were filled with blood:
-- 1) Lax Gun Laws in Illinois.
-- 2) Lax Gun Laws in other states.
-- 3) Lenient sentencing in the courts for violent offenders.
You could take it to the bank that those three would show up at every McJersey press conference. But oddly never blaming the people who are committing the violence or the broken family structure they come from.

You could also take it to the bank that not one of Chicago's 'crack journalists' would question or challenge the fallacy of McSuperCop's reasons.: Like Illinois has some of the toughest Gun Laws in the nation. That cities in those states with the 'lax gun laws' don't have a violence problem like Chicago. And lastly, did the Court system suddenly change or was it as lenient as now?

Ergo, here's some question that someone really REALLY needs to ask McJersey, and that he answer: ......
When applying for the job of Chicago's Top Cop were the Gun Laws in Illinois more stringent than now. Where the gun laws in other states as lax as you say they are now? And did the courts / judges all of a sudden change and become 'criminal friendly'?

Point being, if those things have not changed, then YOU, Supt McAssh*le, knew exactly what awaited you here in Chicago and Illinois. And your 'three reasons' are nothing but excuses and have taken taxpayer's money, and a boatload of it, in salary, for a job you knew you couldn't do!!

That 'Gar', is nothing but theft.

The only reason he got the job was because too many phone calls were made and the decision was made to get an outsider who like any of the insiders could not have stopped this violent wave, so basically get a high paying job as an actor,anybody can do it just like anybody can pull the trigger,but it takes a thought process to offer opportunity and prosperity to other parts of this city that need it most and nods and good byes for past academy award failures!

I've said this before, the superintendent just like the head of cps, cta, transportation, etc... Etc... Is there for one purpose to take the heat for the sitting mayor. Sure they make a few day to day decision, but they hold no power. They never will, that is why it is very hard to find a boss over Lt. That has any balls. Especially in this day and age. I came on in the late 80s and they've been weeding them out ever since. Back each other up, and help the real victims all you can do now. All you guys that kiss ass or screw over other blue shirts to keep some bullshit spot, get whatever you deserve when the shit hits the fan.

Off topic but important.. Who is the useless female officer in 019 who was seen at the desk whining like a crybaby that she had to make a late arrest and work overtime. That same officer was then seen yelling at her partner who was asking for her partner to stay with her until a prisoner guard could be arranged. That same officer who was complaining that she lost $50 by missing a doctors appointment and then demanded $50 from her partner to stay... When her partner wouldn't do it that officer decided to release herself and go home... I know 019 is a slow district but I was unaware that partners could just abandon their partners and release themselves without checking with, I don't know, a supervisor... What PO is this? Start with L.R.

Inform Chicago Magazine to investigate the retirement of the sergeant, then quick hire as the Director of Research and Development at Commander's pay. Why? Well, that sergeant worked for and retired from Tracey's office (Compstat), and put in place as the Director of Research and Development, the unit that reports CPD's crime stats to FBI, newspapers, etc. Why? To manipulate the data and to report favorable for Compstat. Corruption: the retiring, hiring, and reporting.

Said this before, its a pity that the city couldn't just elect a superintendent, that way the mayor wouldn't have a firm grasp around the supes junk. However there would need to be some law enforcement experience requirement needed for the candidate, would be a nightmare having a lawyer ( kinda like a certain county) as a supe ! McCarthy might not be as bad a guy then if he had free reign !

Crains published a report about the supe maybe changing also today ! Where theres smoke, theres fire !

Just one overlooked - but salient question: Would Rahm risk Garry opening the real facts around Zak's late night "robbery?" My guess is not unless Rahm finds Garry another position, such as the Federal level while YoMama is still President.

When is McCarthy going to be launched?

This is a rumor that has been spinning for awhile. He should have been launched a year ago.

The bigger question is, who is his replacement?

McCarthy should NOT be the only administrative person launched either. There should be a busload of them, if Rahm wants to re-build the CPD.

I could think of many who should be "on the Bus" just as I know you could list many as well.

Well farewell McCarthy, whenever you go. You have NOT impressed me.

Let's look for a REAL police or sheriff guy - not some politician. Chicago PD needs a General, not a glad-hander.

Thing is, it isn't anything you cops do, nor anything McCarthy will order you to do to reduce crime. Yes, you could have more patrols in the right spots, but dude with a gun is gonna do what he wants in a few seconds. You'll just pick him up after, really.

As long as there is drugs and prostitution, there will be crime. And, let's face it, that happens in the poorer black and (to a lesser extent) hispanic communities. Criminals are raised by the community, not by parents. Likely 80% of the gangbangers/drug dealers (which is 90% of your shootees) were raised by their maternal grandparent, not by mom (much less a dad).

CPD does a good job, but the criminals with no morals (or impulse control) are gonna do what they do, and not much you can do but pick em up after. Then the courts are gonna let 'em go anyway, so yer fighting a losing battle. Ain't your fault, and ain't McCarthy's fault. He may be a poor manager, but it still isn't his fault in this instance, really.

Yes Compstat is phony but every new boss needs his bullshit new plan to kill crime. The answer doesn't lie with the superintendent or even the police for that matter. If guys want to shoot each other they are gonna do it. It ends the same way every time. The new guy comes in and buys some time for whoever is in office, then everyone realizes the emperor has no clothes and we get a new guy with all the answers to buy the mayor a couple more years. However the democrat constituency (aka Shitheads) will never be held culpable for the violence. It's the mayor, the police, the supe, the guns, the NRA etc.

I love he way they open up Lt applications to OCD/IAD and the Detective Division where the applications are due the 12th and then on the 10th they transfer 1 to OCD and 2 to the Detective Division before the application period was closed and NONE of the three had not submitted their applications by Friday at 10:30 when I was there. It's all legit! legit like WWF.

It must be very difficult, whereas the media, people, etc were all on the side of the good guys.

Now, every a-hole has a camera, all gets tossed on "social media" and maybe a generation ago there was some fair reporting, now, it's all skewed left, from left leaning professors and schools.

Too, everyone is a victim, plus now "gays" and "trans genders", things not even thought of as "protected", now are to be hailed above all.

What's more important? Getting the idiot for violation X or going home alive.

It's more than sad to see how things have changed.

Despite media reports, skewed polls, police are supported. It's only a certain percentage of crud, bile that is dealt with. Most people work, pay bills, etc.

You really deal with crap. The public, even the university left leaning professors, want to be as far away from the crud as possible.

If McCarthy is gone, anyone who does anything is a "John Burge" (sp?)

If Rahm is behind these newspaper articles, and that's his way of planting the seeds for McCarthy's departure, then I hope that McCarthy remains the Superintendent in spite of Rahmam',s efforts to remove him. That's like breaking up with a girlfriend via a text message. A spineless, balless, and pussy,s way of avoiding an uncomfortable situation. That is something I can easily envision Rahm doing. I like McCarthy. I think he,being an outsider, automatically had an up hill battle, and on the heels of Jody Weiss, that battle was lost before the first salvo was fired. McCarthy was never given a chance. He was picked apart the minute he arrived here,from his goatee, to his drunken benders, to streetlight stories, and womanizing. That sounds like a good number of bosses who were on the job when I first came on. The kind of bosses that knew what it was like to work and play in that grey area. As a result of their troublesome experiences they were better suited to bail their troops out of tough spots. Now days you have so many bosses in command positions who never really truly experienced life as a street police officer with all the highs and lows that accompany that position. Many current bosses have never had to answer a bad CR # let alone a nerve wracking lawsuit. So many of these bosses now running the show have the same number of arrests as the young officers on the district imapct teams. They were promoted to Sgt. while never really learning the fundementals of the job as patrolman. As Chicago Police, we want someone from within the ranks to be our Superintendent, but according to so many people on this blog the vast majority of people who could be considered for the job of Superintendent are incompetent, connected hacks. I for one don't want another incompetent hack as my boss. It's a tough job being Superintendent,especially in this shithole of a city with all it's ills. I've never heard a story of McCarthy hurting a police officer. I have heard of him helping quite a few. I will support McCarthy ,if for no other reason, because I believe Rahm is an evil man.

I have 15 years on the job . Guess what hair gels , goatees , dreadlocks , ponytails , pierced nose , long gold sparkle fingernails , hooded sweatshirts , bears stocking caps are not allowed under current CPD rules & regulations . Tactical Officers are supposed to work a complete tour of duty , swipe in and out .
Go to a crime scene , awards ceremony , St.Jude March . No one enforces any rules , sergeants are your friend , inspectors only write up coppers in 16 , afraid of the busy districts . Wear what ever you want , no leadership on this department.
