Minnesota, that bastion of Walter Mondale, doesn't want police using their eyes:
- Minneapolis has wiped away laws that banned lurking and spitting, responding to critics who said they unfairly targeted minorities.
The Minneapolis City Council voted 12-1 on Friday to repeal the ordinances. Mayor Betsy Hodges called the ordinances antiquated and unnecessary.
Minnesota Public Radio reports that Council President Barb Johnson cast the lone no vote. She said the lurking law allowed police to stop people before they committed crimes in neighborhoods like the north side ward she represents.
But advocacy groups targeted the ordinances after high-profile shootings in other cities raised tension between police and citizens.
So because of supposed "tension" elsewhere, the city council of Minneapolis decided to do away with the old "up-to-no-good" observations that officers make dozens of times a shift, lest the police find someone who was actually up to no good.

That's the same shit the idiots in Springfield did with the knee jerk legislation voted here ex. Give receipts on stop and frisk stops?.. No longer investigating fatal officer involved shootings, guess Harvey and Robbins are more trained....
We've become an odd country...laws are put on the books by Pols...Police must follow those laws. Now, in many instances, the general population is not required to follow all the laws so the Pols take away the laws so that the Police are restricted to do their over-all job of safety and security....Sensible and Law-Abiding citizens are screwed.

Those laws should be left alone. As the Star Tribune Editorial Board argued when the repeals were proposed, addressing racially biased policing is important. But it is also vital for all citizens to feel secure as they walk city streets. Livability laws give officers legal tools to deal with aggressive, threatening and disorderly behavior that makes city streets seem unsafe.
Livability concerns are especially important to address downtown, so that thousands of workers can move about the city core during the day without worrying that something bad will happen. In the evenings, sports fans and arts patrons, diners and club customers should have pleasant experiences as they come and go from venues.
Downtown is becoming more residential, too, and taxpayers are investing millions in parks, stadiums and a new Nicollet Mall. The region’s business, government and entertainment center attracts thousands of visitors through conventions, concerts and other major events. To get the most from those opportunities, confidence in public safety is key.

But they can't wipe out Case Law decided by the Supreme Court - Terry v. Ohio and Illinois v. Wardlow.

The citizens of Minneapolis will get the police dept. they want and deserve.
Once upon a time, tuberculosis ran rampant throughout the country, prompting laws against spitting in order to lessen the spread of deadly disease. But we've eliminated that problem, right?

Minneapolis has experienced a growing Muslim population, so I guess as they plan to blow something up, they won't worry about being stopped by the Police for 'lurking.'

Lotsa democrats have been movin on up to Minneapolis for years. The baby momma of the 4/yr ode that was just shot in the head was movin back to the Twin Cities to excape the violence in Chicago.
That's good. A place that's loaded with Somalians who are sympathetic to radical Islam. They just re-elected Al Franken in Minnesota also. If they want to die, there's not much you can do about it. They'll let the solid Democratic voting block kill them before they'll offend them. A world gone mad.
Imagine the year is 2045. No more human police officers. Only robots. No imagine idiots like the legislature of Detroit or Chicago or now Minneapolis the programmers of these police bots.
I suspect the courts would not look especially favorably at the lurking law. Maybe better just to get rid of laws that are not enforceable.
The spitting laws were often enacted due to TB scares where it was thought TB was spread by spitting. Since it turns out that spitting does not spread TB, maybe it is better to just get rid of the law.
Another perfect example of a government that does NOT want police doing anything to their voters, even though its their voters who commit crimes!

People seem to think that we like catching people as they are up to no good. Remember if they don't want us stopping people, then don't.

A lot of the strife and hostility will be cured by the administration and HUD's plan to build affordable housing in affluent neighborhoods gets underway. Affluent and uber wealthy neighborhoods need an infusion of the poor and lower middle class to increase their diversity and promote racial harmony.
Why should it be up to the police to enforce livability laws and social standards? It should be the job of every citizen. If some mutt is harassing me and/or my family,or trying to steal my i-phone, that should be my problem and my job to stop it using any amount of force necessary to to put a stop to the anti-social behavior. Of course that would mean every citizen would be provided defensive training and be allowed to carry a firearm. Who was it that said "an armed society is often a more peaceful society".
When I was a new Officer wanted felons fled to Texas because it was a great place to get lost. As a now old Detective the felons flee to Iowa and Minnesota because the felons relatives have relocated there for the generous handouts.

Unfortunately, laws banning lurking and especially spitting do have disparate impact. Spitting is like playing loud rap music - it's just the beginning of an escalating continuum of violence. Once they know they can get away with one level, they ratchet it up another level.
Some where over the years... Police officers have forgot or intentionally forgotten, that is it what society expects of the Police, is what matters... The idea of Police deciding that, is common to our 3rd world friends... lets not forget that.
