Slow Response?
- Nearly a month after she was attacked in one of the city's most affluent neighborhoods in the middle of the day, Julia Evans is still shaken.
But that's not just because of the crime itself — Evans said what was most "appalling" was the slow police response. After being violently attacked by thieves, the 30-year-old waited more than an hour for officers to arrive on scene.
Have you complained to your aldercreature? How about the mayor?
- The young man grabbed her, hitting and scratching her across her arm and torso. Evans fought back, and the offenders walked away from the scene, stealing cash and medicine from her car in the process. No one came to her aid.
"They didn't run away. They nonchalantly walked away, almost like they hadn't done anything. Then I started screaming," she said.
Sobbing and bleeding, Evans immediately called 911 from her cell phone. After some trouble connecting to an operator, she said she told the responding operator that she was physically assaulted during a robbery and the offenders were fleeing the scene.
At that point, she was transferred to 311, or the city's nonemergency response system, which transferred the call back to 911, Evans said. An operator then indicated that police would be sent to the scene immediately, according to Evans.
Evans placed calls to 911 at 1:45 p.m, 1:47 p.m. and 1:55 p.m., according to her cell phone records. Then she waited.
"I was told by multiple 911 operators that someone was on the way," she said.
Finally, officers arrived on scene at 3:15 p.m., Evans said. They took a description of the men. She said she didn't seek medical attention at that point.
While we're sorry that this nice young lady had to go through the traumatic experience of being mugged and bruised, we'll just point out that we can't be everywhere, we can only arrive when dispatched in a timely manner, we've been complaining about the shortage of officers and cars for years now, and due to the reclassification of crime, if the offenders are gone and no one is dying, you're getting shunted to callback, plain and simple.

I know it had to be traumatic and stressful in the moment for her, but... what did she expect to be done? The criminals already left the scene. What will getting the police there 50 minutes sooner accomplish if they were gone in 2 minutes?
The solution is to get more cops on the street - hire hire hire. But of course, that doesn't fit rahm's agenda of having people hate the police in order to not worry about a public backlash from breaking the financial promises.
Then, how come we're being dispatched to bullshit calls like, loud music,somebody is arguing about their bar bill?

How about shifting all those ghetto nonsense calls to 311? Those crimes involving "disrespect" or the "he's got to go" and all those civil matters.
According to the article, her cell phone records show calls to 911 at 1:45, 1:47, and 1:55. What is not posted here but later in the article there is a comment from the OEMC spokesperson saying they received a call at 1:58. If the records provided by the woman from her cell phone company confirm the three calls prior to the official statement from the city, why does the media not call the spokesperson out for lying?

the most offensive thing is being lied to. if there is no one to send, 911 should just tell them that. it is over and given the circumstances there is not much sending a cop to fill in a piece of paper is going to do anyway. if she needs medical attention send out an ambulance.
otherwise, tell her to go to the local police station and file a report.

It said they were dispatched at 2:47pm, an hour after it happened and it probably came out as a battery just occurred. So, what's her beef with the cops?

It is not the police job to be everywhere, especially in areas stripped of police officers, [over 125 officers gone from 019, promoted, transferred out, retired, died, etc..] over the last few years and not replaced] like what happened 019 District! It is impossible!

I tell this to victims all the time, as I'm filling out useless victim reports [HY-123456], and they look at me like I have three eyeballs!
two teenagers approached a male subject North Ave Beach area grabbed him. subject fought back two teenagers attempted to take away subject's valuables but were met with resistance. Police also took an hour to show up. because the two subjects ran away after meeting resistance subject was told to get a report via 311. finally after switching back and forth the police actually showed up and completed a battery case report!

Once gain num nuts, three male 1's approach you. You know what is about to happen. But you can't just whip out your firearm and shoot them. Conceal carry is good but it is not a cure all.

I carry all the time. I have a 9mm in my car and another in my brief case and one in the desk at work.

There's only one problem telling victims to get a CCW-our ILL law is watered down thanks to Maniac Madigan. If you ride CTA or Metra you can't carry. Jogging in the park-can't carry. Picking up kids at school-can't carry. Stopping at the corner diner that has a liquor license-can't carry. Most of us would give the CCW the benefit of the doubt - but there's always the officer who won't cut a person slack or is hungry for a gun pinch. Hey Maniac Madigan - you cut the Troopers budget so now even the expressways are becoming a firing range (20 incidents this year & counting) at least let CCW holders defend themselves.
I work the 10 hour day in 005..everyday i come out of roll call at 1600 and take 1a jobs with 2 hours on them ..the ex-o of patrol came to are roll call and when we told him this he reponded if the citizens dont like our reponse time telll them to move to florida

As a Detective I see purposeful misconstruction of crime sent through 311. That means no ET to process. No flash sent. No police response. No police canvas of the area. In progress calls are termed past tense and categorized wrong. The people working at 311 including the coppers can be numb skulls. Had a 91 year old victim burglarized twice in two months calling and asking why the police do not come to fingerprint or show up. Checked the CHRIS System and saw 311 making both reports no ET ordered. I called down and spoke to a supervisor who said the officers at 311 make the decision on an individual basis. Bullshit. I have yet to see a 311 report that included an ET responding.
This is good to know when I'm in the city.
So if I'm assaulted, when I call 911 I'll say that a cop is being assaulted. When the cops arrive a minute or 2 later (and I imagine there will be a shitload of them), I'll say that I was mistaken, that it turns out it wasn't a cop being assaulted, but me.

311 blows everything off.....poorly managed. Civilianize the entire operation. Have your stripped PO section there but if it can't be civilianized than at least get coppers who want to be there. There are plenty of coppers who would love to hide there and do a decent job.

Every time we lock someone up we marvel at the number of arrests on their sheet. I cannot remember the last time I popped someone's cherry. You want to complain, look at the politicians and the courts. Every copper out here feels like Sisyphus pushing that boulder up the hill.
Retire cpd, it took 1 1/2 for the 8th dist to respond to a burglary in progress on the West end. I'm 73 yrs old and held this white asshole for the police at gun point. When the female Sgt. showed up, I was lectured that I'm no longer the police. While this dummy was still taking, I just walked away. Female Sgt. followed me to my residence yelling I wasn't listening to her. This is the last straw for me, On 10 July 2015 my home goes up for sale. It will be listed in the Garcia Ridge News Paper. Fuck this city, the speed, red light camera's and no place to park downtown.
