Brilliant Comment

We posted about the 319 cops being reassigned to the street yesterday, the latest smoke-and-mirror proposal from downtown despite at least 4 previous "house cleanings" that were supposed to reduce hidden spots and maximize the numbers of cops on the street.

Rahm's people claim this is the deciding factor in who stays and who goes:
  • “The plan was borne out of a simple question the mayor asked about officers working in administrative functions: ‘Do you need a gun, a badge and arrest powers to do this job?’ ” Collins said.
Someone posted in the comment section:
  • Maybe he could also ask ..... do you really need a gold star to do that job....[and] gold pension
Bingo. There are a dozen or more units in the Department that could and should be run by Lieutenants and even Sergeants. In the Districts, they've completely removed any sort of responsibility from the Lieutenant rank anyway - everything is the "District Station Supervisor" which is the desk sergeant. The Lieutenants could run the Districts, Captains could run the Areas, Commanders could be cut in half and Deputy Chiefs eliminated. The layers of redundant command are ridiculous along with the pay grades and pension rewards.

Who's got a decent proposal for this? We'll save Rahm millions within a year.

If the same question was asked last year about putting more officers on the street from working administrative spots, what happened in the time between last year and this year that has Rahm saying the same fucking thing? Rahm obviously didn't come through the first time on this and about a year from now he'll be asking the same question. The real question is: How can he be so blatanty incompetent and full of shit and think that people aren't gonna realize that? If you're gonna put these people on the street who are in these clouted up administrative spots, just do it. Don't act like a cocksucker and act concerned with putting more officers on the street when we've already been through your smoke and mirrors BS. My guess is in a couple weeks this will no longer be being talked about.

Also, keeping with the ‘Do you need a gun, a badge and arrest powers to do this job?’ theme, I assume that the role of Superintendent will now be played by a civilian seeing as how it shouldn't be much trouble finding somebody who will let Rahm shove his hand up their ass to make their mouth move for a lot less than $260,000 annually.

But you cannot threaten the Lieutenants. You have nothing to hold over their heads. It is a rank they tested for so they will not be the Mayor's minions. Sure you will get the weak ones that want to curry favor with the ones in charge (like sweeping a homicide under the rug) but most will not bend.

The Mayor and his band of thieves need compliance. You won't get that without buying or threatening in their minds.

They could try being honest and forthright but that is beyond their comprehension.

Gentlemen,

Pensions.

Like Social Security's constant near bankruptcy is used to mobilize the elderly to the polls and more importantly the checkbook --your pensions are wielded as leverage over you.

Ideally for Power your pensions will never be solid giving you firm ground to perhaps stand on nor will they be actually bankrupt as they'd lose leverage over you.

It's a mistake to keep going on about your fears publicly you know, the likes of Rahm and the rest of them will keep you that way forever - including retirement.

Clear out the district desks. Expand the 311 center for reports. Have only a maximum of just "tow" officers on the desk. No more hiding as station security, assistant bonding officer or many of the other titles they use. 025 has about 6 total officers hiding inside. (many refuse reports too) Probably similar in many other districts too.

The Detectives at Area Central have a useless Captain who actually thinks he matters. He is in charge of important task such as making list, checking to see if people have done the ethics test and of course making sure everyone qualify s with their weapon.

Of course he makes easily over 120k a year and just a few years back a lowly civilian did what he doe for about 40k.

I forgot to mention he does not want to retire.

It was a lot better when this Department was run with people in districts who had years of experience, spent a lot of time studying orders for promotion exams, and had some ambition for promotion. There were people skills there that were just not learned in a three week course at the academy.

Now it's POOF! Everything, including your fate, and life altering choices are in the hands of a Merit promoted DSS with five or six years on the job instead of a Watch Commander with some gray hair and balls.

Those ranks in those jobs buys experience. Not having them only gets loyalty and dependence on Rahm and McNumbnuts. It is all about cutting costs.

I completely agree we are sooo too heavy!!! But did you ever think why they have those spots??? It would cost the city twice as much if a Lt or Capt were in that position. The amount of overtime they would be putting in would double their salary. Exempts are salaried employees and are also at will employees. Thus the higher ups have them by the balls.

The newly reassigned will be bitter and will claim they don't remember how to do anything let alone not knowing how to log on to the computer or do a report in AIRA. Why not fight fire with fire? Hey Garrrrry - you know that CALEA group that you are so fond of? They have a whole slew of paper regarding supervision and span of control - why don't you rely on CALEA to do an "audit" on exempts (or gold stars for our civilian/media readers). You could then blame CALEA when they will call for probably a one-third reduction in this bloated part of your budget when the phone calls/personal visits start. Tell the Aldercreature or revrun that they are risking adverse publicity when you let the press know that these clowns want to keep their clown in office while they try to raise taxes. If the CALEA study won't do - then go to the main library & pull out the infamous Booze-Allen report and watch for further cuts that the 20 year old study recommended. You can do it - Garrry! And you can keep Rahmulus in check by citing real numbers from a reputable source (not a revrun or politico).
And when you decide to leave this circus - CALEA can hire you as the ComCrap consultant who took on Timy Ballerina & the 50 thieves.

The common denominator in (1) The creation of the unnecessary Deputy Chief's spots, especially Lewin, (2) The re-hired civilian double-dippers, such as O'Neill, and (3) All of the full-duty officers now hidden in the Court Section and Call-Back is the master double-dipper himself, civilian Deputy Chief Marv Shear, a retired patrolman who now controls the purse strings of the CPD. He has the last District Administrative Manager (the rest were fired), a retired patrolman now also working as a civilian double dipper, working in his office, answering phones and fetching his lunch.

Why isn't this Lappe pension trustee issue coming up here. He is sending truly injured police back to desk jobs so Tiny Dancer can then put them back on the street. But he won't touch the FOP Prez (disability king) Dean Angelo. We need someone to run against him for Patrolmen rep. He can barely serve a year before mandatory retirement. I called the Pension office, petitons can be picked up and filed still. He is all over attacking d disability officers but he doesn't know a stock from a bond. Great skill set for someone watching over our pension.

Go one step further , retire at last Rank before receiving a Merit Promotion
Merit Sergeant , later pass test and made Lieutenant , you retire at Sergeant Pension
Merit Sergeant , retire as a Sergeant you retire at Patrolman Pension
Do not count any medical time ( over 12 days a year ) toward pension fund , this will require medical abusers to stay on the job longer
Make the police that abuse medical work for their pension , this would be fair to Police Officers that never use medical . 12 days is still generous to count toward pension . Unions should have no problem with that idea . You earn a Pension not play sick .

Way off Topic I am retired and just got medicare. Have been hospitalize now medicare stated I have a $1260 deductible They don't pay what I was billed I guess the hospital and doctors overcharge, and I am responsible for the difference. Could the FOP hired some one who knowledgeable in insurance to help members both retired and active as to file appeals the proper way for the appeal isn't denied also. I would rather have help with my bills rather than a golf outing or picnic. These forms are all like a foreign language to me.If I am the only one who needs help I guess I am on my own, but if there a others maybe the FOP should lend a helping hand. Between the city and medicare I pay over $13,000 now I Have another $5,000 deductible before anyone pays anything, plus I have to pay anything over customary Charges. This insurance pension maybe I should refused it and live on section 8 with free phone gas and electric and go from hospital to hospital and throw the bills away like the millions of other people who never work a day in their life and live the carefree life that they do. Don't forget my free WiFi and cable Rant over

Hope they start in 019 that caps office ran out of desks a long time ago and K.S. works 5 hr days. The desk there to is overloaded with station security officers doing reports while the 2nd watch secretary only does the work sheets and watches youtube all day. Joke

Top Heavy? Hell yes the City Council is top heavy. New York has 51 alderman and a population over 8 million people. We could halve number of the aldermen, 25, and still have more aldermen per capita than New York City. Chicago could cut the alderman population in half and they would simply want a salary increase to double what they make now and twice the office staff.

Got a call Monday afternoon from CPD H.R. The Sgt stated that they are looking into hiring retired detectives to work the area and district' D squads. Nothing was set in stone put it looked like they were fishing and polling retired dicks. Pay was not given per this sarge. He said it all came from the hall. $50.00 per hr, I am in for 4 hours a day.

The sarge stated he would get back to me, think this is all bull shit but the phone number was listed to the HR section.

I am amused by some that are commenting put retirees on the desks. What makes you think we would want to come back as civilians and deal with the anti police culture that keeps getting worse. Do you see a lot of retirees coming back to visit & hang around. Enough of the whining about who does what on the non street jobs. I have worked both desk and street in fast districts. There is a lot of stress and work in both. Just remember if they civilianize these jobs they will be jobs that go to people who are supported by the democratic machine. And you will have to deal with them every day. Maybe someday you might just need that inside job when you burnout physically or mentally. If you are sworn please stop attacking each other on a public forum and stick together and look out for each other as the city isn't and it appears that the unions are not either. Take your time with the jobs and think about how your actions will affect you down the line. Stay safe and survive for you, your families and fellow police officers.

If you pay the 9% of what ever pay grade you earn then you should get the pension you pay for. You sound like a Democommunists, we earned our Social Security but only get 40% of it so they can give to the non-workers and non-citizens.

Don O'Neill can be a goof sometimes, but I don't get why you're hating on his being hired as HR director. Somebody had to get hired for the job, what difference does it make if it was him? What if it was a retired guy from some other city? Or the railroads? Or the Feds? So he's collecting a pension -that he's entitled to. Coppers go out and get post-retirement work all the time. Better that it's somebody who knows the Dept.

Why stop there?

How about clearing out the district tact teams? Why do we need 3 teams? Cut one team and send them back to the watch. Hell, it's a voluntary position anyway so why are they needed?

Jeez! What's going to happen when weed finally becomes legal? And you can only put so many people on a DOPW pinch.

Don't forget about the Comstat Secretary. Apparently all districts have one. They are supposed to gather statistics and prepare them for each weekly Comstat meeting.

While you are at the beck and call of the Commander if you have this spot, the up side is as long as you have his stats prepared for him, you only have to endure a 5 hour day, at most.

Hope they start in 019 that caps office ran out of desks a long time ago and K.S. works 5 hr days. The desk there to is overloaded with station security officers doing reports while the 2nd watch secretary only does the work sheets and watches youtube all day. Joke

Are you sure you are not talking about 024?

The "relief" 2nd watch secretary comes in when she wants, does the A&A's and the schedule for the next day and then sits behind the desk chatting with the DSS or face timing with her kids. She's constantly sick (so she says), and when ever it looks like she'll be put out on the street for the day, she'll have a fainting spell and be sent home excused. Yet she never has a problem working VRI or the occasional movie detail.

Put retirees on the front desk. You won't have to pay them as much and minimal training. Same at OEMC, 311 and call back.

Careful what you wish for. The city has been quietly expanding the ability of citizens being able to do their own reports online.

Hard to take the Mayor seriously on pensions or manpower. He allows a CPD commander to retire with a six figure pension then immediately hires him back for six figures CPD as a "civilian." (Hi, Don O'Neill!!) And no one cares enough to do anything about it.

Suck on that, you rotten property owning taxpayers.

Mr. O'Neil is probably carrying around some "dirty laundry" on someone else that he could potentially air out and to keep his mouth shut they hire him back and give him a sweet spot. $$$$ It's probably how most gold stars and alderman keep their spots!!!!! If you tell on me, I will tell on you. This city is so corrupt it's beyond sickening!!!!

Agreed to a certain point. Future exempts should be at their last rank. But if a merit Sgt or Lt. does just as a good a job (or even better) as one off the list why should they be penalized? As far as medical abuser agreed but what about the legit who have cancer or work/stress related heart attacks etc?

I've said this before but no one ever listens. Mike Lappe is, has been, and always will be a wannabe politician. Ever since his failed attempt to make Alderman many years ago, Mike's been trying any way he can to weasel his way into a political spot. In the recent case of the pension board, he used his "injury" and his "work ethic" (read: delivering PC's around town or otherwise doing administrative minion work to bide his time) to gin up votes through the department having little knowledge of his history to make a decision on.

Facts:

Mike got hurt
Mike's a wannabe politician
Mike used his injury recognition to get into the Pension board
Mike has used that injury to legitimize his Emanuel agenda


When Mike Lappe's time has run out on this job, he has nowhere else to turn to stay in the light of the politics he so desperately wants to be involved in.

Emanuel has likely promised Mike Lappe just that. Watch.... when Lappe has to go, Lappe will get some other bullshit little political handmedown from Emanuel. The whole point of giving him what he wants is to remind the rest of us that Emanuel can get to anyone and buy anyone. In this case, it wasn't hard to do. Mike's been begging for a spot his entire adult life.

Mike will be run for Alderman somewhere, and Emanuel will pay for his advertising to do so. And the proof that Lappe was bought off by Emanuel will be laid bare.

Hey Mr. Citizen, officers arrest low life drug dealing gang bangers by the hundreds across the city every year. However, prosecuting and sentencing are the responsibilities of state's attorneys and judges. You can thank all the liberal judges your social democratic politicians appoint (and the ones you and your liberal friends elect) for constantly releasing these thugs back into the community allowing them to exact their violent tendencies on the good working citizens, repeatedly. And there is no "judgement", only observation here. I don't know what you are referring to as a "lifestyle", but if it is the one that consists of non-working, drug abusing, irresponsible, government subsidized living, well I think the problem is the fact that there is no shame or denouncement cast upon that "lifestyle". The liberals have made it so that anyone who does criticize those unproductive, irresponsible, entitlement minded members of society who responsible working people are made to support are labeled "racists". Maybe if more people like yourself stopped making excuses for those who revel in this "lifestyle" and actually supported law enforcement, the problem could be addressed. Maybe if you start holding those career politicians who sell all the taxpayer funded social programs which feed this "lifestyle" in exchange for votes, then the problem could be resolved. So Mr. Citizen, instead of passing judgement on the good men and women who serve and protect your streets and telling them what they need to do, start by placing blame and responsibility where it belongs.

Should only hire retired cops for inside spots like district station desk or administrative office. Being retired LEO, they can still carry. Don't give them an age limit. Make them part time because they probably won't want to be there 40 hours a week (and let's face it, some of the inside people are practically part time now anyway). But good luck finding any retired guys to work midnights on a desk in a shitty district. Lock up personnel obviously can't be retirees.

By the way, the Italian Navy, Army and Airforce was better run than CPD. Wish I could say I was joking...

Oh yeah? In what country? I was around when the first civilian district manager was interviewed, hired, trained, and finally laid off. Never was any of them ever called xo. Before there was a district manager there was, nothing. They were supposed to replace district secretary's. It never happened. It was just another 25 jobs to hand out.

Remember how things were in the 'Good ole days'? Days when there was plenty dollars floating around. Before the companies left Chicago, and other part of this country, important things like the pension and rank were not an issue. Since the mass exodus of American industry, we have been spiraling down a massive vortex and are all scrambling to make sense of it while at the same time stabbing each other for what's left over. We are heading for a mass extinction if we don't stop it all now and just step back and look at the much bigger picture. What needs to happen to save us all is rather simple. Bring back those jobs! To do it is very simple. Don't buy anything unless it's made here. It's really simple, honestly it is.

That's funny. Those dam officers huh? You didn't say anything about parole boards letting violent repeat offenders out of prison early or judges who give out probation or light sentences to people who deserve stiffer sentences and should serve 85% of their sentence instead of getting a 10 year sentence for armed robbery and being paroled after serving just 3 years. Mr. citizen I believe the power structure has got you right where they want you thinking its all the cops fault violent thugs own the streets. They've successfully pulled the wool over your eyes.
