More "Spots" Discovered

  • The Chicago Police Department will soon move hundreds more officers out of desk jobs and onto the streets to battle the city’s surging violence — the latest in a series of transfers of cops from administrative jobs to patrol in recent years under Mayor Rahm Emanuel.

    The department is reassigning 319 sworn officers from administrative positions to boost manpower on the streets without breaking the bank, said Adam Collins, a spokesman for the mayor. Those sworn officers include nurses, detention aides, property custodians and others whose jobs will be filled by lower-paid civilians, Collins said.

    “The plan was borne out of a simple question the mayor asked about officers working in administrative functions: ‘Do you need a gun, a badge and arrest powers to do this job?’ ” Collins said.
Um, Detention Aides aren't sworn - they have no guns and no arrest powers. They're already a civilian program. As for "property custodians," again, it's already civilian for the most part. Some of the mail room people kind of need guns as they're transporting large amounts of narcotics and weapons. We have no idea about the nurses at the medical section except that a lot of them left after that nutty captain drove them out.

This is something like the fifth or seventh "transfer" of cops from inside spots back to the streets in the last 5 years, yet somehow, hundreds more spots are discovered whenever Rahm needs to show he takes the violence seriously, EVEN THOUGH CRIME IS DOWN! Perhaps someone ought to be asking how all these inside people remained inside after the last few rounds of "cuts," yet the same people who got sent out in the last "cut" ended up back at HQ before the ink was dry on the transfer order.

Cut middle management and you'll cut inside spots by design.

Lt. just told everyone to put her on the arrest reports so it looks like she was on the street. I'm sure this went on everywhere.

Funniest story was Gary dumped someone from headquarters couple years ago. Part of the first wave of putting inside people back on the street. Maybe about 3 or 4 months goes by. Gary sees them in elevator and blows a gasket because they were reassigned back to 35th again.they stayed at 35th this time. All a dog and pony show.

Around 2002 some genius boss came up with the idea of replacing desk police officers with civilians, to save money and to get officers with arrest powers out on the street fighting crime, damnit!

So they hired civilians and put them in places where those officers used to be. Some worked fine and after 10 years we had a good crop of Police Aides working and they replaced sworn officers. Some were replaced and some stayed. When these civilians had a day off or vacation someone needed to relieve them. Guess who did that? Police Officers!

So fast forward and a new genius says hey, if we eliminate this civilian position we can save lots of money without messing with the sworn budget. So they did. All those civilian positions were eliminated from the budget, a date was picked and they were all laid off, sort of. They were allowed to bid on other civilian spots at the same or lower salary. The one we had in out district was good, she was the hardest working person on that desk and knew the desk sergeant job and trained everyone. She knew booking procedures, bonding, everything a sergeant did she could do.

So they laid her off. To save money. They laid all the civilians off. But guess what, the need to have a certain number of officers on that desk did not change. After these civilians were all laid off they were replaced by... wait for this... Police Officers!

There you have a microcosm of how this horseshit department works. I retired three years ago. That is how the CPD works. Same crap with school patrol patrol officers.

Re-assigned and detailed back for 90 days, to be pre-approved for continual 90 day segments, excuse will be that cop is the only one who can handle the office work or needs to complete a special administrative assigment.

Shows up on the desk roster as assigned but through slight of hand is detailed out.

What's the point of being connected if you can't use the connection?

Ok. Shootings and murders, no fuck that, Aggravated Batteries and Homicides are up 95% this month. This year is on track to be one of the worst in a long time. The New York experiment is a failure. How long until the mayor opens his eyes to Garry's bullshit smoke and mirrors ??? There are some inside jobs that clearly need street experience to complete...civilians simply cannot do EVERY inside job...like review officer for instance. The best dispatchers have street experience ect...

They're running out of room to put these "essential" people so they actually converted the quiet room into office space..... I guess that's utilizing every available officer to fight violence huh?

I I started in the 70's and recently retired. This shuffle is nothing new. People get moved on paper and those with clout still seem to end up in their spots. The real problem is the bloated gold star command staff. Read any book on management and span of control and the ratio the CPD uses would not be tolerated in a real business. Smoke and mirrors again.

The first inside person they need to put back on the street is that PO that is assigned as a doctor in 018. Sure the prostate and testicular exams are free, but he doesn't even wear gloves. Very unprofessional. Don't even get me started on his bedside manor.

This is a worn out move, straight out of old Mayor Daley's playbook! Rahm is clueless!

Get Officers back on the streets, then hire civilians at a cheaper salary.

Um! security alert!!

The only problem is, there is a lot of important, sensitive information in our computer systems, programs and file cabinets. Hell, even the janitors and cleaning company people have more access in a police facility than a Police Officer does!
I don't believe for an instant that line: "I no speaky English crap, from those people! These people understand what deception and theft is!

Anyone remember a few years back during the Mayor Daley Administration, when a bunch of civilians stole Police Officers information's, social security numbers, had access to Detective case files to alert their gangbanger buddies about impending sensitive investigations that can get officers hurt or even killed!

Even a roster of a police district, complete with social security numbers was found during a search warrant far from the station affected!
Anyone remember that incident!

Well, I was a VICTIM of that information theft!
This Chicago Police department is NOT exactly secured, especially running on old operating computer platforms and hackable computer programs.

The Chicago Police department did NOT help in clearing my name from theft information, either!

All I got was, go make a report! A report that I wiped my butt with through no action!

I had utility accounts opened all over the 005 District, even though I NEVER, EVER in my Life lived South of North Ave. and NEVER will live South of North ave. let alone anywhere in that lousy 005 District neighborhood!

I have a better idea, Mayor Rahm. Cut the City council by two thirds!
That alone will save millions of favors and monies and possibly keep Alderman out of jail, because there will be less of them to keep an eye on and less thieves!

Now, this bozo Mayor Rahm wants to give the keys to the store away again, just like old Mayor Daley!

Check out this article and video. What the fuck are we supposed to do when someone is actively resisting arrest and even tries to take away the baton from us? Do nothing? If that is what society wants then fuck it that is what most officers will do. As soon as this sort of stuff is videotaped the bosses and politicians want to condemn us. The same ones who also tell us that we should do our jobs and they have our backs. Fucking liars. Just read most of the comments.

One sworn member per watch should be in lockup, no offense to our detention aides but I bet they prefer having one sworn member back there also.

Handling narcotics and guns, sworn member, period.

I would rather have a sworn member have access to my medical files than not.

I don't care if you put 3000 more officers on the street Rahm, with today's anti-police climate and every law and policy stacked against us it really doesn't matter.

HQ parking lot always full. Safe Passage was one PO per car when it started, now every car is 10-4. Most new PO 's at HQ go to CALEA which is the new clown car of the department. Always room for one more. And you get nice trips to the suburbs and Miami with CALEA. What a great program. CPD should wasted money, manpower and time on this years ago.

Medical section has 3 sworn nurses. 1 civilian nurse & 1sworn that has no nursing but does case management. There are multiple civilians "working" the front desk that can actually go do some work in the medical section as they sit playing games on their phones. I have only dealt with 1 sworn in the medical section that's top notch, helping POs & always pleasant. Clear out the dead weight sworn that have been hiding in the medical section for years ! Did they become the police to play nurse ? WTF

How about the recent uniform changes? These idiots who are so far from up the chain from daily patrol activities take away true utilitarian needs from our uniform standards and stick you with shit. Officer...it isn't important about how you physically feel or how you go through the motions of your job with a little less stress everyday, but how you look! What about our equipment? I.E. vehicles, in car camera, better radios, better weapons? Fix the shit! Hey but don't wear your nylon duty rig unless you have a molly vest cover or you'll get a write up. Even after GBTV program is coming to a close and new vest covers have been ordered by all at the uniform stores. No knit winter caps or easy to carry baseball caps. You will wear the rocky the squirrel flying hat and your crown hat. Fuck these inspectors with their piddle ass bullshit infractions. The morale in this department keeps going down with someone always trying to make changes which turn out be detrimental to the masses before consulting the masses. I'm glad I'll be outta here in a few years. This department is running like a monkey fucking a football! Reactive and not proactive.....

Please...look at 024 days. So many hidden dollies with NO TIME! One has a mysterious illness to work, she is the second watch secretary....always inside even when regular watch sec is in. Works a four hour tour daily and gets Lt SZ to have others do her activity so she can get VRI. She works side jobs but her illness prevents her from working on the streets of 024 and much less a full tour. Sorry but we have known officers who were injured or trully sick, and they were not taken care of. Instead they were told to go to call back on medical. But this no year wonder gets picked up on management every year....what a joke. Put her outside and I will be happy to wear my long sleeve shirt in 90 degree weather, with my five point crown hat and follow your bs uniform rules Lt. SZ. Until then....get off our case. Throw her out there to get you those Contact Cards.

Some of you new officers and the aggressive foot patrol guys get angry at us officers who work the desk because we try to look out for you. For example: some of the bullshit arrests you come in with are simply not worth it. You make a stop and don't even have reasonable suspicion. "Acting suspiciously while walking north bound on Luna" is not reasonable suspicion. Or your case report and arrest report doesn't jive. That is asking for trouble. Or the time one of us reminded you superstars that if you get into a foot chase, always make sure where you are and where you are going. We are trying to help you. Stop making stupid bullshit street stops and then having us try to explain to you what constitutes reasonable suspicion, probable cause to arrest, search and seizure. In today's world, you must do your job 100% correctly. In the end we are trying to look out for you.

OT, a little. I'm reading about the violence reduction efforts in use in New York and Los Angeles in today's Trib. I was struck by something. Sociologists have said that claims about the destruction of the projects in Chicago have not necessarily cause the spikes in crime in city areas and suburbs where the former residents have been placed, either through section 8 or other subsidies. The public is told that the idea that the crime increases are due to former public housing residents, the great majority of whom are black, is a racist idea. The police have long known that gang activity, drug sales and violence in places like Aurora, Naperville, the NW and SW sides and other areas is directly related to the relocations. Anyway, the Trib article (as voiced by former NYPD 33rd precinct commander G. McCarthy) says that a formerly notorious stretch of 163rd Street in Harlem has been turned around by re-gentrification, among other reasons. Isn't "regentrification" a code word for..white people moved in? So I will ask..if moving blacks into formerly majority white areas leads to dramatic increases in crime, and moving white people into formerly majority black areas dramatically decreases crime, shouldn't social planners re-evaluate their view on things? If anyone wants to fire on me as a racist, just do a bit of research. Check the numbers.

I've heard that the police union wants retired officers to fill the desk positions.

Why not look at the list of people on 'disability'? They can't all be quadriplegics. The newspaper did a story on those collecting police disability, and many had other careers IN ADDITION to their disability payments. Call them back to work in the stations, let them be the community policing officers and desk jockeys.

In the private sector, you don't qualify for disability just because you can't do the job you did before. A former neighbor was a mover; when he was too old to carry furniture and haul appliances, he could not get Social Security disability -- he had to work a decade as a hospital security guard.

A couple decades ago someone from an insurance carrier came to a small retailer I was working for, looking to place someone who had hurt his back on his previous job. They weren't about to pay him for the rest of his life, and if they found him a job he could do, he would have to take it.

The most important part of leadership is supervision; you get what you inspect. So just decreeing some bullshit and tossing lumps out of the streets for a couple weeks til they sneak back inside means nothing unless you follow up with constant inspections.

Some of you new officers and the aggressive foot patrol guys get angry at us officers who work the desk because we try to look out for you. For example: some of the bullshit arrests you come in with are simply not worth it. You make a stop and don't even have reasonable suspicion. "Acting suspiciously while walking north bound on Luna" is not reasonable suspicion. Or your case report and arrest report doesn't jive. That is asking for trouble. Or the time one of us reminded you superstars that if you get into a foot chase, always make sure where you are and where you are going. We are trying to help you. Stop making stupid bullshit street stops and then having us try to explain to you what constitutes reasonable suspicion, probable cause to arrest, search and seizure. In today's world, you must do your job 100% correctly. In the end we are trying to look out for you.

2nd watch in 12 is so overstaffed on the desk that 2 people work 4 hours each day! Upstairs staff is a joke, P.O used as a "crossing guard supervisor"???? The commanders staff (3-4 at a time) taking smoke breaks every 30 minutes in the parking lot. Extended weekends with no accountability. You take a day off -8.5 hours. They take a 3-4 day weekend.....mind your own business. How do they accumulate hours and activity when they NEVER work the streets??? Yet can extend furloughs. I'd hate to jam up anyone, but I truly wish some outside agency would investigate!

It's comedy but it is exactly what most black people say and think behind closed doors.

They can't afford them. You see more white in those neighborhoods, yes, but not because they are white. You see them because they have the means to live there. We lost our neighborhoods like that in the city to affordable housing and all that before it spread further out. All the people you are talking about getting moved to good neighborhoods now were moved to our good neighborhoods first. South Shore and Pill Hill are prime examples. They used to be kind of snooty people but now the thugs and dope boys live next door to them. Our college educated, working class, even upper class people often live in the same area we're making arrests and getting high call volume in. If you don't believe me ask yourself why a hard working man like Buck, God rest his soul, was still living on 115th & Church. That block has been really dangerous for over 20 years. Ask yourself why the Oak Park copper that got shot behind his house is still living off 103rd & Princeton at retirement age.

At the mere mention of eliminating some office spots many are quick to turn on each other pointing fingers and spilling their guts as if they are revealing some big secret to the world. The jealousy and spite is just oozing out of some of you as you happily attempt to sabotage your "brothers". I am no fan of the desk dollies with very little time on the job phenomenon and believe that any inside spots should be handled by qualified individuals with the most time on the job. But you cant complain about coppers being in those spots, and then also complain when they look to civilians to fill them while ousting the very group that receives the most contempt. I show up to work, watch out for my partner and I, back up the other officers and do my best to make sure that we all go home safely. Aside from that, who happens to be in what office spot in whatever faction of the department matters very little to me. Quit betting bent out of shape over the possibility of someone elses grass being a little greener than yours.

We are obviously members of a different "The public." I bought property in the south suburbs some years ago and a result spend a lot of time out there. EVERYONE I met and still know(black people) that had lived in the area over 10-15 years blamed the decline in the area on the tearing down of the projects. I heard it so much that at first I ignored it because it was like the Obama thing...McDonald's is out of soft serve...blame Obama. There's a hail storm in the south burbs...it's because Chicago tore down the projects. We, in general, don't see it as a race issue but it's because we don't lump all the classes together under race. If you never saw Chris Rock's bit about black people (working, middle and upper class) vs. you know what word (low class, non productive and criminal element) you should take a look. It's comedy but it is exactly what most black people say and think behind closed doors.

Here lies your problem and it's not racism. It's critical thinking. You're still lumping classes together in a race like they all live and get along together, and they don't. No gentrification is not code for white people moving in. If that's the case you should find poor, burn out, and uneducated whites (you guys usually call them "white trash") moving into gentrified neighborhoods. You don't really see that. They can't afford them. You see more white in those neighborhoods, yes, but not because they are white. You see them because they have the means to live there. The black you see there won't exactly be K-Town's finest.

We, as in black people, do not have many options for living in a "black neighborhood" that is working, middle or upper class. We lost our neighborhoods like that in the city to affordable housing and all that before it spread further out. All the people you are talking about getting moved to good neighborhoods now were moved to our good neighborhoods first. South Shore and Pill Hill are prime examples. They used to be kind of snooty people but now the thugs and dope boys live next door to them. Our college educated, working class, even upper class people often live in the same area we're making arrests and getting high call volume in. If you don't believe me ask yourself why a hard working man like Buck, God rest his soul, was still living on 115th & Church. That block has been really dangerous for over 20 years. Ask yourself why the Oak Park copper that got shot behind his house is still living off 103rd & Princeton at retirement age.

As a realtor and a policeman I see a lot of educated well to do blacks moving in trendy neighborhoods. Not a lot but it is percolating. You are right, the good black neighborhoods have seen more lower criminal class move in and diminish the quality of life there.

I'm waiting to see what my union has to say on their web page regarding this. so far. I happen to have a bid spot, and am part of the Desk Sergeant grievance, so this will be very interesting to me. Citizens think they get bad service in some districts now, just wait...........
We don't even have enough cars now. Do they thing that riding 2/3 deep is going to have any impact on crime?

There should not be one sworn officer at 376 , none of those crimes are followed up on .
Why would Chicago pay $80,000 for police officers to write reports , $100,000 for sergeants to approve reports and $120,000 for a lieutenant to supervise the unit . That unit could be run by civilians supervisors , reports taken by retired police officers at half the salary .
