200 One-Day-Suspensions?

Truth or rumor?
  • Scc-can you start a entry regarding the nordstrom store shooting that someone leaked info to the media. Apparently everyone has to take a day suspension (about 200 officers) for looking at the report for "conduct unbecoming." I would appreciate what others have to say regarding this issue.
We've also heard reports that a number of officers are taking one-to-three days for having the audacity to actually look at the case report regarding Rahm's son being "mugged" in the dead of night during a phone call to a "college counselor."

This sounds like an effort worthy of Charlie Williams, a man who has stated that he wants to fire as many officers as he can on Rule 14 violations that were sustained during a very questionable period at IAD, and who is supposedly making noises about coming back to CPD.

And Deano, this last election, why didn't you tell all cops to vote, get your families and friend to vote? Have you got your new retirement job pegged?

except the number of coppers that are gonna get whacked with a MINIMUM one day suspension is north of FOUR HUNDRED. I believe the number the little IAD birdie chirped was 437 officers to be disciplined for accessing/printing the report.

This wouldn't have gained the traction it did had it: A) not been a high profile case, B) not involved the child of an active CPD detective and C) not been disseminated to the vultures in the MSM.

the rank of the jagoff who "leaked" this most sacred information to the media is of higher rank than sergeant and less rank than captain.

You need to find a designated scape goat. Rather than 200 one day suspensions, the goat could step up and offer "take all the sins" of the officers and be suspended once for 200 days.

Just do what I do. I don't look at any police reports. Thus, I can not follow up on any crimes! Who gives a shit anymore? This dept. is run by an incompetent buffoon that killed morale to do any proactive police work! I would waste my time leaving the coffee shop to look at case reports!

From what I heard (coming out of FOP) McDrunkin wanted to fire all 400 or so officers that had looked up the report, whether by looking at the report itself or by just checking the major incidents.
Over 200 officers/detectives are taking a minimum of one day.
Over 20 officers/detectives are taking a minimum of 20 days.
And 5-10 are looking at being fired for forwarding this to the news media.

If you are a Chicago Police Officer the message that this sends to you is that the Chicago Police Department DOES NOT want you to be a police officer. Don't look at any reports online. Don't do your research and don't learn what is going on in your district that you work or live.
Keep your head in the sand until we tell you what you can look at and what we want you to know about.

How sad. What a sad little men that are running this dept.

Conduct on the part of a certified professional that is contrary to the interests of the public served by that professional, or which harms the standing of the profession in the eyes of the public.

I can't possibly see how reading a case report fits the above definition. Everyone who gets a notice of suspension should fight it.

Considering everything you do on a Dept. computer must have a lawful police purpose this is a tough one to justify, especially when you have coppers leaking info to the media. You must be ready to justify every job looked up and every name or plate run on your PC#. Be smart, don't give the Dept. any ammunition!

don't read any arrest or case report for information.

If you are not conducting a preliminary or follow-up investigation then don't look up any report.

The Department wants police officers who have not any intelligence about what goes on around us; the Department is cultivating a police culture of report writers, not crime fighters.

The Department should just hire report writers from India or the Philippines to write reports.

Transparency works both ways!

Here's the problem. We all know what the rules are. In the past the rules have not been enforced, but they were still there. We all know what the rules are and the consequences for breaking the rules. It's like we take the lead off first base and think we are too quick to get picked off. If you get picked off, you can't blame the pitcher. A one day suspension is no biggie. If you get caught doing something wrong don't use the excuse that the Department never did anything in the past about this. You knew it was wrong, accept the punishment and move on. Don't do it again or don't get caught.

First of all if the department doesn't want a report read they can make it confidential with one click of a box in CHRIS. As far as I'm concerned any report not marked confidential is fair game. However, anybody reading reports and disseminating information to the public especially the media can go fuck themselves. They deserve to get suspended or fired.
Now, the reading of reports about other officers and their families makes me question your motives. It's kinda of a dick move.

That was very well sail. Too many officers want to blame someone else for their problems. It is time to look in the mirror and take action with the main problem. I am assigned to the academy; and now, because of this scandal, we have been tasked with creating a system for information retrieval. One idea is to create a document that requires supervisory approval before any information is retrieved. The document will then have to be scanned for archival purposes.

Thank you guys for making this job harder than it really is.

Why the hell do they act like these reports are the Covenants of the Arc? Hell, even those were published in stone and advertised! They are police reports- public information which anyone can request to see. No one batted an eye when the asshole media gave out officer Wilson's info, or when they published addresses of registered gun owners. But god forbid you release addresses of those registered sex offenders - the ACLU would be on it like steam on fresh polar bear shit, defending those poor criminal's rights to privacy!! Rahm's kid and the so-called big bad robber incident, Hillary's emails, and Obama's birth certificate are all confidential but just see how private any one of those police reports are when we are under the microscope. Information is power, so the less informed we are, the more bullshit they can feed us to cover their amoral, corrupt, and illegal conduct.

A old school copper I knew named Mattioli once took a BS suspension for three days, and upon being presented with the paper, he refused to take only three days. He defiantly stated "I take only five days suspensions". He signed off on a five day hit, went to Florida during the winter and sent a post card to the Department every day he was there...
They can take everything away but our will to live...:-)!

The only guys who could justify it are people who can articulate a valid police purpose i.e. robbery dicks, tact or beat guys looking for a description or attempting to see if it's a pattern. If you work in 004 & look up this report in 017 knowing its a political heater you need a day off.
If you forwarded anything to the media you are a fool and an asshole. The same reporter who pats you on the back for being his "friend" will bury you in Sunday's paper if you are involved in any controversial case.

And the FOP is advising officers to take the one day suspension because originally McStupid wanted to fire all 400+ officers that accessed the report. Whether it was the report itself or viewed via major incident report.

I don't see how looking at a "high profile" case warrants a one-day suspension. Curiosity is an occupational hazard for police officers. We want to know what is going on because that is how we fight crime. And only 200 officers looked at that report? Everyday in the administrative messages we are given officer safety alerts, notices about thefts of weapons, burglaries, robberies, and murders with the RD number INCLUDED. So does that mean we cannot look up those reports?? More officers should be looking up reports than there are.

Know of a copper who is an fop rep that deleted his facebook as is 1 of the many looking at time or more for posting things on facebook, and not only that his youtube antics racial things he looked up and watched on company time fop rep what a moron! Bottom line most phones has internet capability use your own phone to look up things, department computers are property of the city and anything you look at could be scrutinized! Big brother is here! I would also recommend that you never give anyone a copy of a report with your PC#. This includes ASAs. They are notorious for leaking info to the news media. If that copy of your report with your PC# ends up in possession of unauthorized person(s) you will swing for it.

Just think of all those attorney's that are going to use this against these officers in civil suits. You see conduct unbecoming go's to credibility of the officers. We testify at the grand jury, criminal and civil cases.Just think how a sustained discipline violation fior this particular rule 31 violation can come back to bite the shit out of this department and the city as a whole. If they wanted to have kept that report confidential they should have locked it out!!!

There's a rule against accessing an unrestricted case report? Since when?

If the supervisor, or superintendent, want to restrict a report, they have the capacity to do it, so maybe the onus should be on the person(s) who failed to do so.

Looks like you members of Lodge 7 of the CPD are in for the same level of scrutiny the Chicago Fire Department's CFFU Local 2. Over 800 contract grievances for approximately 4500 members. To put that in perspective New York's FDNY with a membership 3 times our size at approximately 13,500 has less than 20.

That's not a misprint.

I got a "$5.00" tip once while writing an accident report many years ago.

A piss bum at 49th & Michigan did the old fist bump on a car scam and said he was struck by the vehicle. The driver was a nice "working" man" and I let him know from the git go that my report of the incident was going to be very favorable towards him.

When I motioned for him to come over to my squad car to get his copy of the report, he tried to slip me five bucks. Nope, can't take it and besides, it was my pleasure to write his report, just to screw up the bum's scam efforts.

He was walking away with report in hand when he turned, balled up the fin and threw a strike through my window, and then actually RAN away.

Yeah, I suppose I should have taken it into the station, held myself down, done the inventory, and wasted the taxpayer's money, but, I didn't. My bad!

Instead, later in the day, I gave it to an old homeless guy that I always saw around the district.

This story was not for the coppers who read this blog because they know all of the small unknowns they do for citizens and never get an "atta Boy" for their daily acts.

This was for the citizens, who might get a chuckle out of it, but more importantly , maybe, just maybe, raise their awareness of what cops really do.

I'll preface this question by stating that I'm just a lowly suburban cop who enjoys reading the blog, but how can they suspend anyone for reading a department report? We read reports all the time to keep up with what's going on in our City. If it wasn't locked up in a secure place or marked as "CONFIDENTIAL" then what's the big deal? No wonder we've hired 3 CPD officers in the last year. All they talk about is how much they now hate the City, hate the CPD, hate McCarthy, and most of all hate the mayor. The way things are going the only officers you'll have left at CPD are the ones with too much time to leave or the ones who are too stupid to pass the suburban hiring tests. Anyone with a lick of intelligence & common sense is going to jump ship and I wouldn't blame them. It doesn't bode well for the future of CPD.

If you logged in and were able to see the report you were an authorized user!

If you printed out the report and were not on the investigation or an officer in that district or a Detective in that area or following up on patterns involving similar offenders then may be a day off will serve you well.

If you can't beat this beef i don't want you on any of my scenes.

May be the GPRs will leak if RAHM thinks he can bully blue shirts.

Always thought looking at reports is ok but disseminating the information isn't.
- What police service does looking up and reading a case report?
(How about seeking knowledge of current criminal activities)
At what time does the Dept. deem a case report too sensitive to be read by the inquisitive?
(When they say so, even after the fact)
Does this mean the over-circulated xerox copy will once again become the standard?
The paper car or review will be taxed.

The countdown clock for Stuporintendent McBoozy has officially started.

A dozen-plus of the Black Caucus alderwhores have called for his ouster and replacement. They cited the usual rigmarole: Empty promises, not enough diversity, not doing enough to keep the blacks from self-destruction (in so many words) and - get this - not hiring enough police officers to make up for the numbers that have retired.

Should make for an interesting budget meeting tomorrow.

To those trying to justify this... You are the police. You have the access and authority to view other case reports. This is done for follow up, education and learning about other areas/crimes and knowing what is happening. This is not Rule 14 nor is this unbecoming. Grow a set of balls, go to the media, get the union involved and take it right back to this department with a hostile work environment issue among others. If they don't want Officer's looking up other Officer's reports, then remove that access and leave that strictly to Investigations and Administration (both of which benefits not many).

He also talked about defending his decision of keeping up overtime instead of hiring more officers and pulling people from inside spots outside. The 300 they just launched from inside spots are going to district saturation teams.. Is this a New York thing? I'm all for more guys on the street but how does this really help the district? And isn't gang enforcement pretty much just saturation teams anyways? I'm not knocking them, I'm just not very familiar with all the Homan units. If you ask me, they need to cut a lot out of narcotics too.. It seems like any copper I run into these days seems to work in natcotics.

There is no doubt Charlie Williams will be returning. Terry Hilliard and Charlie go way back from when Hilliard brought Charlie to the FBI Task Force from C5. Bullshit. If they give us access to the reports then that report should be able to be viewed by police officers. So you're saying it was wrong to look at an approved police report then why should we even take police reports from anyone in the first place. If they can prove you disseminated the report then that is a rule violation but an arbitrator with even a half of brain and drunk will rule on the side of the officers involved. There is no rule violation or department directive that prohibits looking at a database that is available to everyone citywide. Is a loser for the department and they know it.

This decision to suspend 200 hundred officers, without evidence that any individual provided confidential information to a media outlet, is tantamount to THEFT. If IAD could have identified the offender, he or she would have been thrown in the fryer already. No evidence no penalty. No sustainable allegation, no discipline. Price, Klimas, Ruseau, Bueller, someone has to point this out and avoid the costly arbitration and possible law suits. Your comp hours are your family’s money. How can any boss just take eight hour’s worth of your money without a substantiated infraction?
The MINS system is an open forum for INTRA-Departmental communication. Motivated officers and supervisors use this SOURCE to identify cases and offenders they may have some knowledge of, be current with developing patterns, and motivate themselves to dig into investigations. All the things we want officers to be doing, right?
There is a procedure in the MINS system to mark items confidential, and limit access. If this was not done, hind sight is 20-20. But to say an officer is in the wrong, which accessed an unrestricted department database, after being trained or at least encouraged, to do so at some point in his or her career, makes no legal sense. If there is such abuse of this system, as we are led to believe by the reaction to the Chicago Magazine scandal, the Nordstrom and the Mayor’s son incidents, then Lewin should have closed the sight over a year ago. That would have saved these officer’s family’s hundreds of dollars from their savings.

Here's the problem. We all know what the rules are. In the past the rules have not been enforced, but they were still there. We all know what the rules are and the consequences for breaking the rules. It's like we take the lead off first base and think we are too quick to get picked off. If you get picked off, you can't blame the pitcher. A one day suspension is no biggie. If you get caught doing something wrong don't use the excuse that the Department never did anything in the past about this. You knew it was wrong, accept the punishment and move on. So Joe-citizen, the media, money-hungry attorney, etc can FOIA reports for whatever purpose, and that's ok. Yet an Officer with access, can't look up any other report other than his own....? How come a certain Lt in violent crime took a death investigation involving a mayors relative folder with city document home?
Then forgot about it when the states attorneys were acting like they lost their file.

When I ran 025 someone (Sir Donkey) blew up a toilet in the men's locker room on the midnight shift. When I learned of this horrible act, I called the Superintendent of Police to make a report. He said, don't worry Joe, I'll send you all the toilets that you need!

I tried to remove all the eye-talions (dagos) and broads from the desk and was met by a fight with the union!

Then someone super glued all the locks to my office, put white chalk powder on my personal desk chair (so the stain on the seat of my pants and my ass was chalk white), removed my personal "District Commander" parking sign (3 times), placed a angry stuffed animal high over my parking space, took a dump in my personal shower, super glued all my desk drawers shut, keyed my car, and a host of other infractions.

But I still came to work every day to do an honest days work!

Now as I rot away in my resting place, they still call me Elephant Ears!

Best of all the supervisors in my district have been directed by the XO, presumably on behalf of the District Commander, to forward by email all major incident notifications to the office of the affected alderman! Thats right, sensitive information relative to the identities of the victim(s), possible offenders and sensitive details regarding Homicides, Aggravated Batteries-Handguns or other firearms (Fuck you McCarthy), Criminal Sexual Assaults, etc. Thank goodness we have no alderman who have convicted felons on their office staffs or in their households! Don't believe me? I'll forward the request to SCC.

the best: he used to like wearing a black fedora with his three piece suit...so....as the story goes, someone (?) managed to get his fedora and obtain two others, one a size too small, and another a size just a little bigger....then, the hats were switched just before roll call....
so, one afternoon, he puts the larger hat on, starts to complain that his head must be shrinking, because the hat is over his ears......
the next afternoon, he puts the smaller hat on, it sits on top of his head, he starts thinking that he needs to go and see the doctor, because his head seems to be changing size...

not to mention the bugler who blew the horn in the office.....

eh?.....

200 po's may be taking a day. Take a vote of no confidence now you have 200 po's taking 2 or 3 days. Very smart.

Let the grievance work it's way thru. But if you weren't like 13 year old girls playing with social media you wouldn't be taking time. Those who have a valid reason to look at the case report like the robbery mission team are not taking time. But blame FOP because your too stupid to be accountable.

We should be able to read the reports. If we develop info, do a supp. We need to know what is going on, even if we don't work on that beat, we may live near that beat, or have some other reason to be there. When I started the job years ago, coppers used to talk to each other, let each other know what's going on, especially if coppers had days off or were on furlo. Now that doesn't happen. It's a shame. It's to everyone's detriment when we stop looking, stop talking.

I use social media to contact found property owners, people who have an elderly family member who was found wandering due to Alzheimer's by a citizen or dept. Member. Facebook etc. Can be very useful.
