How Low Can it Go?

  • McCarthy acknowledged his detectives have cleared only 8 percent of this year’s shootings, which are classified as aggravated batteries with firearms. And only 23 percent of this year’s murders have been cleared, putting Chicago in the “middle of the pack” of large U.S. cities, he said.
An 8% clearance rate on shootings? And 23% on murders? Any idea why this is happening?

Enter Dean Angelo:
  • Dean Angelo, president of the Fraternal Order of Police, said the union hasn’t taken a position on whether McCarthy should stay or go.

    “We don’t hire them, we don’t fire them, we don’t reprimand them, we just work for them,” he said of police superintendents.

    [...] Angelo also questioned the manpower numbers McCarthy gave aldermen Tuesday. McCarthy said 1,070 detectives are on the job, but Angelo said the number he saw at the end of August was 890.

    “What number is it?” he said.
Enough to make another few classes we imagine, but for that, you have to hire more officers...and Rahm isn't about to do that. And you need a promotional test that isn't 10 years old.

SCC, You are missing a great opportunity to rehabilitate Chiraq's repututation!

Garry needs to start counting murders like they do in Good Old Britain. It's not a murder until someone is convicted and sent to jail for murder.
Someone found shot 17 times and set on fire? It could be a murder victim, maybe.
The shooter is never identified? It is just a dead body, Not a murder victim.
The shooter is arrested? Still just a dead body, not a murder victim.
The shooter is not indicted? That body is not a murder victim.
the shooter is not convicted? Still just a dead body, not a murder victim.
The shooter is convicted of murder? Congratulations, you have identified a murder victim!

Imagine if Garry counted murders this way? In 2014, those 460 murders would be only 173 even if everyone charged is convicted. Throw in a few acquittals and plea deals, BOOM! Success!
Chicago has less than 150 Murders in 2014!

No dean-0, you do not work for the superintendent. In case you have forgotten, you and all the others at the fop work for us. Well, you're supposed to anyway. You are supposed to be our voice and it is about time that you made us heard. The union hasn't taken a position whether he should stay or go?? Why the hell not? It is crystal clear that those whom you represent have taken the position that he should GO. Just what are you waiting for?

You finally get asked about the fop's stance on this clown and you say nothing?? nothing about the latest promotion shenanigans?? nothing about the habitual compstat failure?? nothing about the negative impact he has had on morale??? nothing about the insane, and improper mass suspension of officers who dared to look at a police document concerning a crime????? There is plenty to say dean-o.

We don't fire em?? At a time where aldercreatures were calling for his head, support for his removal from the fop might of helped to make that a reality.

Back in the 1960... CPD had a track of solving about 90percent of all violent crimes.... Pretty sad today, but these guys are earning their pension I get with the 8%... Try that in the private sector, see how long u keep a job

and the real clear up rate for aggravated batteries is 5% and for homicides is 15%.

I don't blame Angelo for not commenting on the latest McCarthy debacle. WHOEVER is in the hot seat now, it won't matter!
The issues surrounding the homicides is far more complex than any police department can solve, either by themselves or with their law enforcement partners, like the DEA and the FBI.

Why do we (FOP) tolerate this lame duck? Name one improvement that this clown has implemented. The much ballyhooed website is useless. The survey for the Mayoral endorsement was a fiasco. After another survey regarding the newsletter was conducted - now a more expensive glossy magazine replaces the letter with more OUTDATED information.
But the real crime is that Disability Dean has been collecting a disability pension all these years and the Pension Board trustees won't even question it. If the board does have the stones to look into this fraud - Trustee Hauser should recuse himself since he is also a FLOP trustee. DEANO HAS GOT TO GO!!

8% aggravated battery clear ups, thank god for aggravated battery teams. Whole teams at each area that respond to nothing but aggravated batteries no other in progress calls no other handouts and 8% clear up. I know it has a lot to do with the victims not cooperating but still. Do a scene supp and on to the next job.

Dean Angelo made a deal with Tom McDonagh and Greg Bella in order to win the election . Dean brought up field reps after making this deal . He kicked out Danny Gorman and Frank Demaria after promising to keep them . He promised that he would review each field rep every six months . That still has not happened ! He has brought back Danny Herbert who was previously fired . He has told people he is not happy with the current reps but politically he is stuck . Should he replace the reps he feels aren't cutting it or continue the charade that everything is ok ? Dean will find out next election after all his friends jump ship ! Good luck Deano !

The problem is that 20% of the detectives on a homicide team work their ass off and do 90% of the work. The rest just stick around to ride the overtime. Here's a thought, instead of watching the 20% do the work needed why don't the 80% of you try an clear some of the old murders? (and by old I mean this year's). The clearance rate is 25%. Is there no shame? No pride? If you have any integrity what so ever some of you 80%ers should give up the team. How embarrassing.

P.S. And yes, I get it. Lazy dicks are not the only problem.

Its simple...VICTIMS of aggravated batteries do not want to cooperate with the investigation. So the case is either suspended or exceptionally cleared closed if you identify the offender.

Dean Angelo is there because he made a deal with Bella and McDonagh . Dean is in there because the majority of active members do not get involved and do not vote . RETIREES vote and as such that's why we are In the position that we are . DEAN is gonna run again or you will see McDonagh jump ship ! In order to run for election you must attend half of the meetings for the previous year . The people currently in charge do not want you involved ! That's how they survive by you not getting involved ! Dean , Tommy , Greg , Ray , Kevin and Caps are about themselves !!!!

Years ago, detectives didn't have to navigate through all the hoops, red tape, and loop holes with half the manpower that the D-Unit has today. They could kidnap witnesses and hold them against their will for a week, hold offenders for 72 hours, there were no cameras recording in the interview rooms... hell, there were no cameras period. They didn't have to do the work of evidence technicians either. They didn't have to worry about cell phones, Facebook and other social media for records and information that now needs to be accounted for, POD cameras, In car cameras and cameras everywhere in general. They didn't have to worry about the anti police climate that now permeates society. Their chances of getting sued, punished administratively and punished criminally were astronomically lower. You idiots need to quit comparing policing 20-40 years ago with policing today. The clearance rates in the D-Unit are so low because the liberals made it impossible for the police to do their jobs anymore and the rest of the citizens allowed them to do it.

At one time, the 70's, FOP was centered in Area 4 Homicide unit and was just a fraternal organization. Retirees were members and could vote. When it became the dominant labor group for police officers in the early 80's detectives or former detectives from Area 4 were leaders in the organization. The supervisor wanted to join the FOP but were blocked unless they made a lot of concessions. Things are different now and there is no reason for retirees to vote on anything, from officers to contracts to benefits.

Exceptional clearance of homicides has been around for a long time and there are actually ground rules before a case goes into that category . Things have changed in the detective division, state laws have been enacted based on the lies of Gov. Ryan and his administration that really hamper an investigation. Yes, there are lazy detectives , always have been. Merit detectives? I would like to see some comparisons on how they do versus those who take the test, but no one is rushing to do that. Some pretty good cops are merit and some political hacks. When I made detective in 1971 ( yes I am now retired), the lowest 10% were subject to a dump. Now with the union that is not possible or at least not possible without a lot of administrative work which no one is willing to do. For starters, get rid of all of the supervisors in the detective division who never were detectives and who are there because of their clout.

I agree with most of the above posts. The job IS harder and there is NO manpower. I will say that the "Team" approach to Homicide investigation is a resounding failure. Many in the last 3-4 Dicks classes have never been properly trained (in-Area training, that is), if trained at all. That is the Dept's fault and not the fault of the newly promoted. That being said, some new dicks have no desire to learn the job anyway. All new dicks should begin at the bottom and carry a GA caseload. Learn how to talk to a minority. (I'm not one) Some of these newbie dicks, with less than 5-6 years in grade, who are on these murder teams are in way over their heads. Many can barely make eye contact with their fellow co-workers and muster a "hello". I've never seen anything like it in all my years. The City DOES need to open up at least one of the closed Area HQ's. If your old Area was closed, however, get the fuck over it and bridge the divide, Cock. (Dick). I/F

OK - so which one of us is going to the next meeting & make a motion that a vote of no confidence for Deano be taken? Deano will probably sputter a reply and ask that the Parliamentarian, former president John Dineen, rule the motion out of order. But Deano needs to be reminded that he works for us. Notice that the few people who support him on this blog use phrases like "stirring the pot" or "why don't you come to the lodge meeting?" We need to show up and publicly chastise this spoiled child while he holds his lodge meeting. It's a shame that we have had bad luck with the last several presidents but we need to clean house or FOP will remain a weak, limp, and impotent group - just like Deano is as its leader.

Three choices for Det 's to choose from? More like two unless you have enough clout to get to Area North. Open up the old Area 5. The amount of time wasted on driving alone from Area to farthest districts is ridiculous
The team concept is in deed a failure. You don't become a Detective through osmosis. Guys need to be trained, start off simple with GA move to RBT. Get a feel for interviewing victims and offenders before handing homicides

PS. Retirees on the board of directors do not vote on contracts. Period.

But there are retirees who worked on three(3)contracts. Not to draw on that recourse would be criminal. Elect a 5 year wonder like Shields again? How did that work out for everyone?
