Time for Garry to Go (UPDATE)

[SCC asked us to step in tonight...enjoy]

Congratulations. The situation has just hit rock bottom:
  • Saying it was in the “best interest” of the city, the Cook County State’s Attorney’s office dropped charges Wednesday against a poet and community activist who was arrested during a protest on Tuesday.

Malcolm X. London had been accused of punching a Chicago Police officer in the face during protests tied to the deadly shooting of 17-year-old Laquan McDonald.

“You are free to go,” Judge Peggy Chiampas told London.
This in light of video proof of a battery and (allegedly) after the judge had already found Probable Cause:

So open season on the police, courtesy of Anita Alvarez. We thought McCarthy had said something about people were free to march, free to exercise Freedom of Speech, but not free to break the law. Battery is breaking the law. Something changed?

We're going to have to call on McCarthy to resign. He's lost the confidence of the Department. Same for Anita and her failure to even appear to be even-handed. The FOP is mysteriously silent, too. Nothing on their website, no quotes in the media.

It's time to stop policing. Chicago doesn't want you to be the police. Rahm has his cameras. Garry is a product of a corrupt CompStat system that lies regularly. The FOP has surrendered the field to the politicos, working hand-in-hand to screw the membership over 10-hour days, slow-walking grievances, surrendering contract protections.

All you young kids, stop. Just stop. Respond to your calls, write a report, return to service. You don't need to worry about the system destroying you. The reason we retirees ended up old dogs is because we were smart enough to see which way the wind was blowing.

UPDATE: To the reading challenged among the visitors, the judge had already found PC when the States Attorney dropped charges in the supposed "interest" of the City. Reading is a skill.

The copper should sue him civilly for damages. Then sue the organization behind the protest. Then file a complaint against Anita and do a foia for any files or emails sent through the ccsao pertaining to this case.

Sorry, but that just screams INCOMPETENCE as well as recklessness and no clue how to administer and enforce the law. What city do you think you are in, Baltimore?

Next State's Attorney's election it should be emphasized to vote for competency and not just for diversity.

A-Fucking-Men, SCC (retired!). Everyone, please unite, stick together and do just what was listed in this topic...respond, give a report, and clear. Back each other up. Get out of roll call, get a beverage of your choice, and find a nice, shady spot. Be like the fire dept and come out when called. The supe said they can protest, be angry, all that bullshit, but they're not going to break the law. They did, and the libfuck got away with it. It will just embolden them even more for the next time. There is no shame in retreating. This battle cannot be won, at this point. Let's sit back, regroup, and go fetal for a while.

I'm not saying Van Dyke was right or wrong. It's not my place to say. I wasn't there...but the next time it happens, you may be 100% in the right, and it may not matter. The deck will be stacked against you. Look at the last year or so. Ferguson, NYC, Baltimore, Texas, Minneapolis....now this. It's not worth your job, your pension, or your freedom.

The best part is the Hair Gels will STILL be out chasing morons for a few bags of dope. Writing contact cards like they're going out of style. ANOVing anything that walks. Getting into fights and 10-1's over bullshit traffic stops. Basically jumping through hoops at the prodding of Bossholes that have probably never did what they ask (demand) of them. All because THEY heard it from the DC who got it stuck in their ass at CompCRAP. Coppers putting their very health and livelihood on the line for a segment of society that honestly doesn't give a fuck if they're gunned-down tomorrow.

And these coppers will be doing this today of all days... on Thanksgiving. While their brother rots at County, unable to even get a bond hearing until the judge "sees the video". Bullshit. EVERYBODY directly involved in this has seen the video (except asshole Emanuel, or so he claims). The judge is a fucking LIAR. While every fucking pooch is afforded their right to a bail hearing without unnecessary delay - Holiday and Weekend Bond Courts exist for just this purpose - a cop is denied that same right? Subpoena the judge's computer and cell records and I'll guarantee that either or both show that the video was downloaded from any number of sources.

Plain and simple, JVD is being held captive to pander to the black community and the plethora of ignorant "activists" who took up this cause as it coincides perfectly with their holiday break from school and pairs well with their White Guilt.

Why do you clowns fail to see just how badly stacked against us the deck is? Take note, SuperStars: A shitbird from the west side just got a free pass on dotting a copper's eye because it's in the “best interest” of the city? Are. You. Fucking. Kidding. Me????????

FOP had BETTER address this. IMMEDIATELY. This shit cannot be tolerated. EVER. Are you gonna put on the Big Boy pants and raise hell over this, Dean? Or are you gonna keep keeping your mouth shut and do as the Tiny Dancer says? Just my opinion, but I say it's long past the point to say "fuck the 'best interest' of the city" and time to concentrate on the best interest of US in blue. And that would include being totally REACTIONARY. Infer from that what you will, as advocating a work action is a no-no, but the message is loud and clear.

SCC (retired) is right on the money in saying "just stop". Only thing that remains to be seen is if the youngsters out there get it.

Happy Thanksgiving, everyone. Please be safe and go home in the same shape in which you arrived for work. Fuck everything else.

Neil Steinberg takes to his soapbox:

"Which brings up another factor possibly encouraging unrest. The charges being brought when they were is extraordinary timing, and it’s hard not to view it as Alvarez’s ham-handed attempt to quell trouble by throwing a cop under the bus. Though it might just as easily cause further violence. Because cops hate to see one of their brethren punished for anything, and typically respond with a collective sulk, pulling back and refusing to do their jobs out of the notion that nobody has their backs. “If every guy who makes a bad judgment call is charged with murder then why should we stick our necks out?” Small disturbances have a way of turning into big ones and if there is trouble, it won’t be surprising if sluggish police activity is also a contributing factor. Afterward, we’ll all pretend it was a surprise."

Yes Neil...
The charges as presented by Alvarez look and smell of
typical Chicago political theater.

Not quite, Neil...
We disdain the usual frothy-mouthed rush to deny Policemen
(or anyone) their right to to due process. Trial in the court of
public opinion leads to tainted juries and other such.

Steinberg is an axe-grinding revanchist with his talk of "punishment."
We reckon he and his ilk deeply desire to see Policemen fighting
in the streets trying handcuff each other to somehow make themselves
worthy in his eyes.

Where is this "pulling back and refusing to do their jobs," that Neil
is hand-wringing about?

No such thing, Neil.
Now if you want to wax poetic about the bland, flavorless, strictly by-the-numbers,
respond, drop a report and leave Policing that tanks newspaper click count and
circulation numbers which in turn leads to reporters and their families being
concerned about possibly bunking at Pacific Garden Mission because the
unsympathetic bank called in the loan on Mistuh Reportuh's suburban digs? Well....
Don't hold it against us just because our sympathy gland ceased functioning
many years ago.

The actual adults among us knew from day one to
Police like we had no friends so this "back having"
you speak of needs to be explained.

You're damned right about one thing.
Policemen definitely ARE refusing to
"stick their necks out" and take a lick
for society to do the gray-area Policing
that used to garner an appreciative nod
of acknowledgement from Mr. and Mrs.
Citizen.

We can say that congratulations are in order for driving
Policing into a corner.

It's a shame that such zeal and energy aren't evident in
attacking the culture of willful ignorance and death worship
that has placed more young men of color in their graves than
any number of Chicago Policemen are alleged to have ever done.

I saw the video of Malcolm X. London punching the officer in the face. It was shocking, extremely graphic and frightening to watch. My children saw the video and are traumatized because of the heinous crime they observed. Now my kids need counseling to try and understand why London punched the police, and then continued fighting the police. Now my kids are worried and fearful every night and day that their police parents are going to get beat up or killed at work. Now my kids can't focus on their education. Now my kids don't ever want to grow up and become law enforcement. All because they saw the graphic and highly disturbing video of London defying the police and punching and fighting the police. AND NOW, my kids learn the judge dropped the charges and London got away with committing a crime against a police officer, even though there is a graphic and frightening video of huge evidentiary value that shows and proves London committed a felony on a police officer. My children could be in therapy for years to try and understand all of this.

Yea I'm being sarcastic, but a video of a crime being committed is the best evidence, right Anita? Or only when it's to be used against the police and not for the police, right Anita? Once again, every politico in this rotten fkg corrupt city of Chicago rules by double standard.

Anita has proven over the years that if you make an arrest, she won't charge the bad guy; and if she does charge the bad guy, she makes a ridiculously weak plea deal in court to avoid trial; and if she feels publicly forced to charge the bad guy, she will make sure the judge gets the nod to drop the charges in court. So why waste your time and energy, and more importantly, why risk your life/career/family to make an arrest that you know will go no where?

The time is now. Just stop. Give these politicians what they have been demanding.

The cameras are a one sided deal for police officers. If that same picture/video had shown the officer responding to that punch in kind, it would be headline news and the officer would be fired and imprisoned.

If you wonder why in the world police officers are unhappy with cameras, THAT is the reason right there. If criminals were actually punished for the crimes caught on tape instead of just the officer, coppers would spend their own money to buy them.

Anita is a hack and will be replaced in the next election, make book on it. But it will NOT be because the charges were dropped. That act actually works to her benefit with this electorate. But the winner will be equally incompetent and unqualified for the job. It is the Chicago way and it is because of the party slating process the worst candidates are slated. We all know that and some of us fight it for decades but the election results show us to be the minority. My relatives correct me, they are PROUD Democrats. Shit. Secondly, I tried to email greetings to the little bitch and black entitlement receipient Malcom X. London but apparently he is getting a lot of email from guys like me, he is not accepting email. Fine, I will contact him later. SCC you are so correct/stop policing. I see the future of Chicago as a troll reader and it is indeed Baltimore. You cops should see it too, no more onview anything. It is like this in most large urban areas where the progressive democrats rule with an iron hand. However, there is hope. Things are not like this all over the nation. The are many parts of this country were the progressives do not have political power and where the police and sheriffs are honored and respected. I whole heartily agree.

Unfortunately, like I've always said, we are our own worst enemy. Instead of coming together as a group, it's everyone for themselves. VRI is a good example. While you have coppers complaining about the union doing nothing to help us, the Mayor doing everything to screw us and the public hating us, you still have guys/gals tripping over themselves to get their "numbers" in so they can collect time and a half.

Where is the Mounted Unit while this was going on? These protesters are out of control. They have zero respect for anything. I also don't understand why the police are letting these animals get into their "personal space" by letting them stand 2 to 5 inches from the officers faces while they screamed at the officers.

I don't understand.... didn't the Training Academy train the officers not to let that happen? An arms length away. This is ridicules.

I feel for the officers that have to be on the front lines taking this crap. But since the "whole world is watching" I guess they are doing the right thing.

From everything I have been reading and hearing in the media..the black community doesn't want white policemen in their neighborhoods..so according to the rev's they want a black superintendent..a black states attorney..and all black patrolmen..wow..I also find it curious that..the Sharpton-Jackson clans are nowhere to be found..my sense tells me they were called by O and told to stand down, this is Rham's city after all.

Oh, and the Police who work the streets might want to know too. So they know when the circumstances are that it's in 'The City's Best Interest', that someone they're in a confrontation with can sock them in the fucking face and get away with it!

Jeezus H, if the cops aren't 'Fetal' after this bullshit they never will be.

He should have been gone many times and in many ways prior to this outrage. He was never fit to attain the position in the first place. I cite his failings in his personal life and the way he conducts himself as a bully in his position as prime examples why. Most of you here know of his temper tantrum regarding his daughter getting a parking ticket for parking in a handicapped space resulting in his arrest. In my opinion, he is not a leader of men based on what he expects out of others but does not provide in his own life. Goodbye sir. You were never right for this city.

Yes SCC, couldn't agree more. Pro-active policing needs to cease because the community and the politicians don't want it. Unfortunately, too many hard chargers are running around looking for soliciting, dime bag, and gun arrests (both new and time on the job coppers)...I don't get it. It's time to unite and do the minimum that is required to not get in trouble. We all need to just respond to calls in a timely manner, write reports, render aid, arrest on signed complaints, handle domestics the right way, etc, etc. Chasing suspects on foot or in car, and self initiated traffic and street stops need to stop. Who cares if people are hanging out on the corner. If you get a call, respond and remember they "have a right" to hang out on the corner on the public way. Police have been demonized by most of the media in America since Ferguson over a JUSTIFIED police shooting. The State's Attorney's office slapped CPD in the face yesterday by dropping charges on the Agg Batt to P.O. The city and command staff have basically thrown all of us under the bus over the JVD shooting. The FOP is silent and absolutely nowhere to be seen. Even nationally the FOP and other police unions are absent in defending the average copper. We can't not do our job because you can easily get in trouble for not taking action when you are supposed to, but I can't believe anyone is still doing pro-active work. It's simply not worth losing your job and freedom. Until the good law abiding people in America step out and demand law and order, we should all lay low and be re-active and stop taking unnecessary risks just to get a CB number or a contact card for VRI.

Cops arent happy unless they are bitching about something. OK, if you dont like McCarthy, what is your idea of the ideal Supt.? Now, what makes you think that person would have a snow ball's chance in hell of actually being given the job and being approved by the Black Caucus? To pass muster, the new Supt. will be politically correct to the extreme, all into affirmative action hiring and promotion by racial quota, and hiring more gays, women, even illegal aliens(oops, Undocumented Americans) to be cops. All activity, arrests, tickets, contact cards, ANOVs will be broken down by race and you better not exceed the racial proportion for each category, i.e, if 30 percent of the general population is black, no more than 30 per cent of your arrests or tickets will be blacks or you are a RACIST and need to be retrained or fired. Use of Force policy will be heavily restricted. The complaint process will be shortened to 90 days. The slightest deviation will result in recommended termination. Suspensions and firings will increase tenfold. Future Superintendants will be judged for retention by how many cops are fired or have complaints sustained, not by the crime rates. Dont go there, keep McCarthy.

Anonymous Punch back twice as hard said...

With a few weeks left before I retire I can not be more saddened with the current state of affairs in Chicago. After spending 18 years working homicides as a detective many of my peers and I have been the targets of Civil Rights Lawsuits. At one point I had four different lawsuits pending in the same year, all filed by charged or convicted murderers. Some of my friends have always been under some sort of lawsuit as long as I have known them.

It came to a point where there was no end or recourse to this seemingly routine practice. There was no action taken by the FOP, by our supervision, the law department, or the Corporation Counsel. In addition, the Cook County State's Attorneys Office refusal to retry any of these murderers left the police officer and detective vulnerable to a Civil Rights Violation allegation.

After my partner and I had been tasked with conducting an investigation involving a man with a gun, shots fired at the police incident involving a tact team in our area, we were named a year later as defendants in this lawsuit. At the Corp. Counsel Office we read the complaint that included my partner and I taking part in the police chase, firing our weapons, taking a witness out of her home, denying medical attention, and unlawful detention at the Area.

If plaintiff's attorney had read any reports she would have known that we were the investigating detectives and had never had contact with her client. I was so livid I told the Corp Counsel if plaintiff's attorney continued with this lie she was going to be subject of an ARDC Complaint.

I eventually filed an ARDC complaint against the attorney for a Violation of Scope of Representation. (Interestingly enough the following year the ARDC changed the entire rule to where it had no semblance to the former rule.) Plaintiff's attorney wrote a 27 page response to the allegation, removed my partner and I from the lawsuit, and subsequently left the law firm she was representing.

On another occasion in much the same fashion a lawyer from Cochran's Office filed against us with fabrication. I told our attorney if we were not removed from the lawsuit plaintiff's attorney would be answering her own ARDC complaint. A year later we found that she not only recused herself from case it was benched for want of prosecution.

The reason for the this long post is to cajole you to hit back twice as hard at these attorneys no matter which side they are on. If any aspect of a complaint filed against you is a lie file an ARDC compliant.

Dropping Aggravated Battery to the Police charges against that protester cannot go unanswered. If the victim officer did not direct the State to drop that case then both the attorney who was in front of the judge, her supervisor, and Anita Alvarez should answer violations of the ARDC rules: Scope of Representation, Diligence, and Misconduct.

https://www.iardc.org/Rules.html
Good luck to you and may God bless and protect you. You are the finest people I have ever met in my life.

I usually come here to blow off some steam and make a few sarcastic jokes.

Here is a call for my brothers in blue to unite, PLEASE. We all dont need to like each other but in the light of current affairs I ask for a little slow down. In New York two officers were killed, the whole NYPD showed up to work and ONLY answered their calls. It sent a huge message to their bosses.

Whatever decision officer Van Dyke made does not mean we as officers are punching bags or targets. There was an officer punched and the SA decided it was in the best interest they drop the charges. I am disgusted at that. The mayor and the SA are telling you what you are worth, nothing. Whats next, and ambush on an officer working 99?

Can we please unite and send a message back to the mayor and Anita? I know a lot of you want your OT for VRI, but what will happen if you get attacked at VRI, or shot? Been on this job over 25 years and have not seen us unite together for any causes. You dont need to write a parker or mover, or do a contact card. Do not write anything except a report, do that FOR US!

And please dont tell me the march for a vote of no confidence a few years a go at city hall was us uniting. The mayor was laughing at us about it, he didn't care. Then a lot of you guys voted him back in. He laughed in your faces and then you voted for him, just a shame.

If anyone has a better Idea please post a positive comment instead of telling me I am a troll, or an idiot. This is very serious.

For what it's worth:
Some members of the Black Caucus calling for Rahm/Garry/Anita's heads publicly supported Cmdr. Was listening in on Zone 10 the other night. Was amazed at the amount of self-generated name checks, street stops, traffic stops and plates being run. Not as a result of coppers answering calls for service, just initiating on their own. And I have to ask - why?

And before anyone says anything about their start time or management spot, or says something insipid like "it's our job", consider your geography. You work in neighborhoods chock full of people who absolutely despise you for your color and uniform, are suspicious of you, refuse to abide by the laws of civilized society, would stop to piss on you only if you WEREN'T on fire, would only stop if you were passed out on the pavement to go through your pockets and steal your gun...

And when you affect that arrest, you are left dangling by a court system that takes the word of convicted felons while treating us like liars and crooks.

And let's not forget, if you should be unfortunate enough to be involved in an ugly use of force incident, you will be cut adrift by the bosses/politicians. And now if we get injured on duty, they won't even prosecute the captured offender?

I am not making any of this up. This has all happened just in the last week.

Officers, if you guys in patrol don't stop right now, if you don't stop doing anything but respond to calls and write paper, then you have no one else to blame. The radio on all Zones except the 016 and 022 districts should be ABSOLUTELY FUCKING SILENT of radio traffic, except for the dispatchers reading out the same old tired calls from the same dysfunctional products of failed social engineering and wealth redistribution. Calls coming from people living in neighborhoods that flat out hate you but somehow can't stop calling you for help.

Take your time getting to these calls, generate paper, run nobody or anything. Go into the station to finish the report. Take your lunch, gas, and personal. If you're denied lunch because of a rap, start filling out OT slips for denied lunch. Ask your unit or watch reps, they should assist you.

You guys better smarten up. It's not cowardice, it's not breaking your oath. It's just giving back to the community the level of service it deserves.

War on us has arrived, brothers. We haven't declared war, but it's been declared on us and we would be foolish to not act accordingly.

I am not advocating a work stoppage or strike. Doing what I've said above is still doing the job within our orders and parameters. Only, you are doing it in a way that you are not sticking your neck out unnecesarily. Some calls necessitate more action than paper, admittedly, and that can't be helped.

As for McCarthy resigning, that would be purely cosmetic. Next superintendent will offer more of the same. I say there's a 90% chance the next guy will not be an improvement.

We have the power to affect change, we can force the pendulum to swing back in favor of law and order, make those who would despoil us and deprive us of our liberty for political reasons or some grudge against authority and normalcy come crawling, begging us to start being the Chicago Police again.

Radio silence, guys.

Disclaimer: I do not intend this to be a dig at the fine officers working in Zone 10. In my opinion, you coppers working patrol in the merciless soul-destroying ghettos of this city have the hardest job on the Department.

Please excuse the long post. Stay safe and think of each other first when we're at work.

Possibly a sergeant was headed to the scene before the incident happened. What I find strange is that no one there had a Taser. Maybe it would not have had any effect on Laquan McDonald, he was high on PCP but if someone had a Taser, and it was used this incident might have been a lot different.

Sorry, but that just screams INCOMPETENCE as well as recklessness and no clue how to administer and enforce the law. What city do you think you are in, Baltimore?

Next State's Attorney's election it should be emphasized to vote for competency and not just for diversity.

I understand the anger over the dismissal of the charges against the protester/offender, and I have no idea why that occurred. Having said that, please be aware of the mindset of the two women who are running against Ms. Alvarez. One of them would make Baltimore States Attorney Marilyn Mosby look like a friend to the Police. The judge found probable cause. The ASA dropped the charges upon the orders from Alvarez. The judge is one of the best ones out there. If you do not know who she is, try making an arrest once in a while and come to court and find out.

It is the State Attorney's Office that you should be pissed at as well as FOP for remaining silent through all of this.

Older people are not your enemy. They very often know more than you do, simply by virtue of having been around longer, having seen more, experienced more. Try to take advantage of that.

It gets tiring for us sometimes, which turns into the flip-it-off, oh-God-not-again attitude. Help us out a little, display some interest and ask some good questions -- maybe in a more relaxed situation than working patrol, like weekend beer-and-burgers-out-by-the-garage, and you may be surprised at what we can pass on that may be of great value to you. Some guys are like the Encyclopedia Britannica of s__t, just priceless. >grin<

11/26/2015 10:35:00 AM

I agree with you 100%. But too many police officers have a huge ego and because of that ego, they go out there and work. They make stops, arrests, avnov's, impounds, etc. Because they let the uniform, taser, gun, badge, etc. get to them. You ain't shit without that uniform so stop pretending you are something you are not.

One wrong move. One wrong slip. One mistake and you will be sitting in Cook County Jail with no bond.

Criminal laws are for society as whole, not individuals, Furthermore, the a police officer is a government official - a paramour of the State, so the ASA can do pretty much what they want, in a broad sort of way. No laws against blocking traffic , attempting to steal a police bike from the officer , no laws against pulling down Christmas ornaments , lights from our city tree . Did you notice most of these crimes by black terrorists .
FOP , where is the CR against CPD for endangering
Police Officers . I have never observed a reporter allowed to stand within inches of Mayor Rams face , why I are black terrorists allowed to stand within inches of a police officers face , shouting at them , those officers could have been stabbed , bad enough one officer was punched , one officer had his ankle broken . Next time the officer should allow protestor to take Nike after a little resistance , then when the criminal hands bike off , immediately arrest him for robbery .

The CPD needs to mentally evaluate some of their police officers suffering from PTSD. You become a product of the environment in which you work in.This officer has PTSD and needs help not jail. Those of you who have spent most of your career working South of Roosevelt Rd. will understand this.

There is absolutely no supervision on the street. A sergeant never comes into the frame in the van dyke. Why? Because there are not enough Sergeants.

Following this blog and articles like this for some time...you guys all need to move to Texas. We would love to have you. No idea why you would choose to stay in Chicago to enforce laws knowing the charges will be dropped to appease the underbelly of society. Let the Anitas and the Rahms go to Hell- y'all come to Texas.
