See?

Yesterday, we mentioned that all of Rahm's appointments to exempt positions were merely political moves to assuage certain voting blocs, and that anyone with time, an FOIA request and the ability to read might find some interesting backstories.

Frank Main went and found another:
  • A newly promoted Chicago Police commander is accused in a lawsuit of helping to frame a man on federal drug charges more than 16 years ago, court records show.

    Noel Sanchez, who was named commander of the South Chicago District earlier this week, was working with his partner Glenn Lewellen in 1999 when they arrested Refugio Ruiz.
Lewellen is currently in the midst of an 18-year sentence, so he was unavailable for comment. But Rahm needed a guy to fill a certain need, so there you are. We certainly hope people don't think this is the only shady one. This is just one of the easy ones.

Give it some more kicks Frank - you might bring down the whole rotten structure.

Sanchez worked in 005. He's a good guy. Quit knocking him. He actually did real police work. As far as the lawsuit, any working copper probably had to give a deposition or two in a career. Sure, Llewellyn was a piece of shit, but he's in jail, not Sanchez.

Your barking up the wrong tree on this on. Noel Sanchez did real police work back in the day.

Noel, by the way, thanks for getting me that Gatorade back on September 26, 1990 at the Waterfront Lounge shooting. I was scared to death that night.

Seems like a double standard. We've all been there when the false allegation has been made against you just for doing your job. Not saying all allegations are bullshit but most are. Just cause it dirties up these bosses doesn't mean we should not give them the same benefit we would want if it one of us in the crosshairs. Just saying.

I have six years on the job and i arrested someone the other day for a one bagger pcs he had heroin i had probable cause to stop him. petty sure but he was a dick and im on a team. I got a court notification to not show up to court because they not going to prosecute him....wake up people stop arresting people and getting activity hey i know u got bills i work vri too but i will mop floors in my spare time im not gonna lose an 85k job for a mayor,a department, and citizens who wont back me im waking up the rest of you should too.

Glenn Evans beat his BS case. Wasn't there a story about newly promoted female and an alderman a costing Evens in his district? Evans said no to the female boss and the Alderman and their request. Soon after, trumped up charges are dug up against Evans. The media / federal probe should dig in to this!

Noel and Geln were on a team at that time. So is every cop on that team bad or just Noel because he worked with Glen that day? There were a lot of good police on that team. This lawsuit is bs. They filed it because Glen is in prison. So SCC if you were on a team and it turns out someone on that team is dirty, are you dirty? Its a lawsuit. Noel is not charged with anything. Look at Evans, he beat that gun in the mouth crap. The point I'm trying to make is that lots of cops get sued and some get charges filed against them. It doesn't mean they will get a conviction AND it doesn't mean there dirty.

004 has some quality Lieutenants working there that made rank by test score on a legit Lt test, one even has a law degree. I bet if he asked Deputy Chief Scott Ruiz the former commander there he would have told the mayor that any of these would have made a quality commander. One former Lt there is now a police chief out east who happens to have a doctorate degree. Only problem is they are the wrong flavor Vanilla.

Part of the problem here is that 99% of the command staff are merit hacks that can't make rank based on test scores which are designed to measure how much you know about the position you are testing for. This puts unqualified people into positions that directly affect the leadership, decision making, and morale of this department. Just who are these people being promoted? Who are the people backing them? What have they done that makes them more qualified than the ones that outscored them on tests? Did they pay someone for these spots, or provide some service? The Department of Justice should be looking into this during their investigation. I believe they will definitely find something.

It's not really fair to assign guilt solely by association or by being on scene when another officer commits a criminal act. If there was criminal conduct the Feds would have charged Sanchez. If the Feds thought there was misconduct but chose not to charge for whatever reason, they would have turned over their evidence to the Cpd who would have punished him.

Sanchez is probably one of the last good guys in a command spot we have on this department. We're gonna go back now how many years to pull alleged misconduct/ lawsuit for a man who's past have been more than squeaky clean. This is a typical democrat slime job to keep up the hate. I don't really see the big deal with this. Lots of us are part of a federal lawsuit at one time or another. Doesn't mean they are guilty. I've been a defendant twice in federal court. Won both cases. Noel is one of the best supervisors I have worked for. Just like cr#'s, many people are accused but most are bullshit.

Fop should publicly talk about what's going on. Tell active patrol to stop being proactive. The city, Feds, blacktivists, etc... are trying to take money away frim you and your family. They are trying to put you in jail. They don't like you. They wouldn't not think twice if you were dead or get killed by one of their pets. Noes is not the time to sit there and take it, like usual. Like Rahm says " don't let a crisis go to waste." Use it to benefit the police and good citizens of Chicago. There are a lot of retirees. Start a petition to limit the number of alderman to 10. There are good people in this city who still support us. We need them to show the city and mayor they support us. That pro police March should've never been canceled. We need the good people of the south and west sides to come out in support of the police. There is no leader or outlet for them. It needs to be organized. There are a lot more good people who support the police then the agenda driven, privately funded anti police people. Start being louder than they are.

Just so some of the out of state readers understand this. The Chicago Police Department has some of the best officers in the world. Sadly, due to political interference and racial quotas most of them stay where they are, patrol officers.
Many go on to outstand careers in other agencies, start businesses and are great at what they do. In the past, some were offered rank for money or "favors".
All the politicians have done is bow to the drug lords and reverends and destroy the police department.

I've known Noel for a long time, and I would be shocked if he had any knowledge of shady dealings by his partner. Always been a good man since I have known him. I would question why he wasn't jailed but his partner was. Anyone can be investigated for anything, cant be found guilty without some evidence. feds don't take cases unless they are a 99% likelihood of being a winner

John was probably really appreciative for Noel making sure he was no where near the arrest with this big dope bust. So in appreciation he took care of his compadre. So there it is. Sure, and if the feds find something on Lois Lerner investigating conservative groups, they'll indict her.
If the feds find out who shipped all those guns to Mexico and lost track of them, they'll prosecute them.
If a single Top Secret e-mail appears on Hillary's server, she'll be in jail.
When they figure out who covered up the Koschman killing, they'll all be prosecuted to the fullest extent of the law.

Why was payout just under $5M ? Is it like suspicious transactions where deposits/withdrawals of $10K have to be declared? Is there some rule about payouts over $5M as opposed to under? City council rule or something? Media trolls, why don't you look into it?

The violence in this town has slowed down considerably since we went fetal, 500 was a goal until December, now even with the warm weather as of lately it looks like were not gonna get there. The anti cop folks are coming after Van Dyke saying he has had many complaints but never disciplined so something must be wrong with the system and corrupt. However, this alleged corrupt system is ignored when it suits those in power. Yes, here is a new commander who has had a serious complaint and law suit filed against him and his partner, his partner who is now serving time in a federal joint. Downtown Brown has had a shitload of complaints filed against him to include sexual harassment but it must be OK because he was appointed head of County security by the champion preckwinkle. There is more out there but no one really cares.

This is the reason we'll never be a united department - some a'hole of a reporter puts out bait and coppers bite mouth wide open. How about we stick with our own and save the chastising for the mayor, his political lapdogs (who were squeezing him last night at that private dinner party) and the media. We are our own worst enemy. Combined we hold over 50k plus votes city wide but are too divided to even pick a lunch spot. They've won and YOU don't even know it!

I heard a quick news story on WBBM but did not quite get all of the details. There was a report of black Chicago police officers coming together as a kinda political force that called for there to be no promotions untill after the feds study was done and that there needed to be more police accountability in black districts and maybe even constituant negotiations? Driving was tight and couldn't pay full attention but what I wrote was the jist of what these black po's want.

Anyone have any better information?

If what I think I heard was remotely accurate, are we now the Thin Black and Blue Line?

004 has some quality Lieutenants working there that made rank by test score on a legit Lt test, one even has a law degree. I bet if he asked Deputy Chief Scott Ruiz the former commander there he would have told the mayor that any of these would have made a quality commander. One former Lt there is now a police chief out east who happens to have a doctorate degree. Only problem is they are the wrong flavor Vanilla.

I agree. 004 has a few quality Lt's. But don't judge based iall on a Degree. Some of those are just given out by Jerry Lewis College or worse yet - Calumet College. Show up. Pull a paper off Internet - sign your name. Instant A. Biggest scam going - for the "professors" at that place.

Driving down Narragansett today on 811 beat, oemc out there installing fancy cameras from 56 th to 58 th street, talked to the guy on the truck said they are hd type cameras and have very good close up capabilities, asked if they could look into firehouse on corner he said "clearly" just FYI for our Cfd brothers!

Noel has taken a couple of bites from the meritcloutorious tree (and I agree with another poster who said it here,
one bite should be all one should be allowed), but I must say, Noel worked in OCD, he is a respectable officer,
and I would find it very difficult to believe that he would be on the same level as his old partner Lewellyn.
And yes, to all of you naysayers, one can be a clean copper and wind up working with a complete douchebag of
a partner who hides that part of his personality from you very well. It has happened before, and it will happen
again. I'm sure everyone here has known someone on this job who had a very dirty secret that was found out,
either by the Feds, IAD or the State's Attorney's Office.

Is it possible that anyone but Morry wrote this? Does anyone else like home enough to write this. Speaking as a "vanilla" without clout. Does it make difference what "flavor" the egomaniacal ball-licking careerist will be made a boss at any level? Does it even matter what form his/her personality disorder takes place? When you have a boot on your back pushing you down, why would it matter whose boot? I prefer a minority, in as much as a boss that wants the rank and file to like him is a minority in this job.

Also, if he is so smart, why is he unable to pass even one promotional exam based on our general orders and knowledge of the job???

Let's call it the "Leo Schmitz Syndrome" or the "Lucy Moy-Bartosik Syndrome." Neither one of those two mopes ever passed a single exam.

Don't be cynical. She has to do it now and would have be an idiot to wait.
The reason you do it now is to preserve the evidence and have your lawyer included in any of the walk though, any forensic evidence and be able to do their independent investigation. In case you haven't heard, the city wanted to start demolishing the building. Whoops, all the evidence is gone

I don't know the woman, but I know she has a family and now she doesn't have her husband. You file quickly to prevent evidence from being lost or purposely destroyed. Obviously you aren't much a copper if you didn't know that, if you are at all.

Now let's examine you as a human being: A man is lost to his family. Initial reports point to an improperly permitted repair having something (or everything) to do with it.
