Yesterday, we mentioned that all of Rahm's appointments to exempt positions were merely political moves to assuage certain voting blocs, and that anyone with time, an FOIA request and the ability to read might find some interesting backstories.
Frank Main went and found another:
Frank Main went and found another:
- A newly promoted Chicago Police commander is accused in a lawsuit of helping to frame a man on federal drug charges more than 16 years ago, court records show.
Noel Sanchez, who was named commander of the South Chicago District earlier this week, was working with his partner Glenn Lewellen in 1999 when they arrested Refugio Ruiz.
Lewellen is currently in the midst of an 18-year sentence, so he was unavailable for comment. But Rahm needed a guy to fill a certain need, so there you are. We certainly hope people don't think this is the only shady one. This is just one of the easy ones.
Give it some more kicks Frank - you might bring down the whole rotten structure.

Sanchez is a good boss, give him a break, he was already ran through the ringer and came out clean. What more do you want? What is he supposed to do, turn it down? Would you?
OT: I may be an old guy. But I just saw the indictment of VD. Why did he go to court in baggy blue jeans and a hoodie to begin with?
Sanchez worked in 005. He's a good guy. Quit knocking him. He actually did real police work. As far as the lawsuit, any working copper probably had to give a deposition or two in a career. Sure, Llewellyn was a piece of shit, but he's in jail, not Sanchez.
Your barking up the wrong tree on this on. Noel Sanchez did real police work back in the day.
Noel, by the way, thanks for getting me that Gatorade back on September 26, 1990 at the Waterfront Lounge shooting. I was scared to death that night.
I'm retired, good luck to you and anybody else still around.
Somehow taking the word of a drug dealer in a lawsuit is now enough to ruin a police officer?
Fact, if the feds believed Sanchez did something wrong, they would have come after him.
Seems like a double standard. We've all been there when the false allegation has been made against you just for doing your job. Not saying all allegations are bullshit but most are. Just cause it dirties up these bosses doesn't mean we should not give them the same benefit we would want if it one of us in the crosshairs. Just saying.
Rahm is golden and will be protected by the DOJ in any federal investigation. Rahm knows about two many skeletons in the administration closet.
I have six years on the job and i arrested someone the other day for a one bagger pcs he had heroin i had probable cause to stop him. petty sure but he was a dick and im on a team. I got a court notification to not show up to court because they not going to prosecute him....wake up people stop arresting people and getting activity hey i know u got bills i work vri too but i will mop floors in my spare time im not gonna lose an 85k job for a mayor,a department, and citizens who wont back me im waking up the rest of you should too.
I don't know, hasn't just about everyone on this job been accused of something that was just b.s.? Don't know the guy. Just asking.
I worked for Noel Sanchez in 007. He was a prince, knew what he was doing, and was always on the up and up. Nothing shady about him.
Glenn Evans beat his BS case. Wasn't there a story about newly promoted female and an alderman a costing Evens in his district? Evans said no to the female boss and the Alderman and their request. Soon after, trumped up charges are dug up against Evans. The media / federal probe should dig in to this!
And you thought the County was full of political hacks...
If one person is killed. How can you be indicted on six counts of murder? Not a lawyer. Can someone answer this question. I always see this happen but don't understand. Is it that his actions could of killed someone 6 times over? Help answer this please.
Don't know at what point lewellen went bad but NS is a super nice guy. Has never hurt anyone.
Noel and Geln were on a team at that time. So is every cop on that team bad or just Noel because he worked with Glen that day? There were a lot of good police on that team. This lawsuit is bs. They filed it because Glen is in prison. So SCC if you were on a team and it turns out someone on that team is dirty, are you dirty? Its a lawsuit. Noel is not charged with anything. Look at Evans, he beat that gun in the mouth crap. The point I'm trying to make is that lots of cops get sued and some get charges filed against them. It doesn't mean they will get a conviction AND it doesn't mean there dirty.
I was told the new commander of 25 was fired from this job before, and just how log was he a Lieutenant before he moved up the fast track? I bet he has some dirt on someone...
I'd like to see the "pedigree" i.e. the clout connections of all of these guys. Can we start with the ones with no educational credits listed?
004 has some quality Lieutenants working there that made rank by test score on a legit Lt test, one even has a law degree. I bet if he asked Deputy Chief Scott Ruiz the former commander there he would have told the mayor that any of these would have made a quality commander. One former Lt there is now a police chief out east who happens to have a doctorate degree. Only problem is they are the wrong flavor Vanilla.
Noel Sanchez is good people.
Part of the problem here is that 99% of the command staff are merit hacks that can't make rank based on test scores which are designed to measure how much you know about the position you are testing for. This puts unqualified people into positions that directly affect the leadership, decision making, and morale of this department. Just who are these people being promoted? Who are the people backing them? What have they done that makes them more qualified than the ones that outscored them on tests? Did they pay someone for these spots, or provide some service? The Department of Justice should be looking into this during their investigation. I believe they will definitely find something.
It takes work to investigate a story. The media love s to be spoon fed articles.
Ya gotta love the name of the guy that he arrested in 1999 and was accused of framing. Drum roll............ REFUGIO Ruiz.
It's not really fair to assign guilt solely by association or by being on scene when another officer commits a criminal act. If there was criminal conduct the Feds would have charged Sanchez. If the Feds thought there was misconduct but chose not to charge for whatever reason, they would have turned over their evidence to the Cpd who would have punished him.
#Closet skeletons lives matter
Another merit hack hooked up with Juan R.They rolled at narcotics. They brought in big numbers LOL.All members of the Hispanic organizations so promote me group along with Hi who always said he would never be a member of any of them until he got on the gravy train with Phil who he fed info to about certain investigations. Phil found another yes man in Hi and promoted him. They even had matching condos in Fl.pressured by Phil to buy one,Hi gave in. He just got booted by the Gov so he sold everything and fled to Park Ridge. But because of his ego Rahm called and he has to keep his name out there because he has to be the boss. Also promoting his daughter with SOS Jessie who hired her to run the undocumented drivers license program so undocumented,no insurance, drunk asshole can drive. No favors involved there. Jessie just picked her out of the blue. RIGHT
feds must ask rahm under oath why he paid $4,900,000 without viewing video , when , where and who did he first view video
why do some district commanding officers receive deputy chief pay while most receive commanders pay
how is a police officer chosen for merit promotions
So he gave testimony against his partner at the federal case and skated. If that doesn't qualify him to be a boss what does. A lot of guys use that I was in the front or I was in the back if something goes sideways.
Serious question here. Is police work done? Is the war over? If so, what am I to do with myself? What are we suppose to do with ourselves? I'm disillusioned.
Com'on......... Let's be real hear. How many coppurs have been accused in lawsuits, only to have them proven completely false. How many bogus complaints are filed daily? Sanchez is probably one of the last good guys in a command spot we have on this department. We're gonna go back now how many years to pull alleged misconduct/ lawsuit for a man who's past have been more than squeaky clean. This is a typical democrat slime job to keep up the hate. Complete and utter nonsense. Next thing they'll write about is how He worked at the CPD Black Site for umpteen years. Reporters should be ashamed with this garbage. Find some real investigative reporting that actually matters.
Frank and his whorish, knee-walking cohorts aren't going to
be kicking/looking at shit, SCC...
Shedding light on the City Hall clout beast and it's many CPD
spawn will inadvertently shine the light of knowledge/complicity/
willingness to look the other way on the so called guardians of
the public trust, aka local media.
In addition, such light shedding won't happen because it might
accidentally lend some credibility to that hated Cop Blog that
everybody within the liberal progressive, nanny-statist and catered
to constituent perpetual grievant industrial complex demands to be
"taken down."
Nothing would be more galling to them than the mere possibility that
the Cops may have been right all along actually gaining traction.
Especially if such possibility is pointy on one end and aimed at the
raisin-like heart of he who sits in the big chair at City Hall...
You know... Him from whom all "blessings" and Fuckery flow.
Heh... No mercy for the regular, everyday blue suit
because he is cast as what's wrong with this City.
I don't really see the big deal with this. Lots of us are part of a federal lawsuit at one time or another. Doesn't mean they are guilty. I've been a defendant twice in federal court. Won both cases. Noel is one of the best supervisors I have worked for. Just like cr#'s, many people are accused but most are bullshit.
Scc I don't understand one minute you have posts about not trusting media people and then run with this? A bit hypocritical don't you think?
"Give it some more kicks Frank [Main] - you might bring down the whole rotten structure." -- SCC
STFU SCC! You are killin da job.
Jeez, guy. Here's a case a "heavy-duty janitorial soap," OK? Just take it and remember your blessings.
Man up. DON'T YOU REMEMBER THE CODE OF POLICE SILENCE?
It works, you call 10-1 and I'm gonna be looking for my ChapStick or something down on the floorboards.
Hey! There's a quarter...

The Hispanic groups and the black groups must be satisfied. I am sure other groups are also lining up for their share. Maybe someday, someone will devise a system that can evaluate people based on their qualifications and performance and not something based on who likes you, who you know and what group you belong to.

HEY, JESSE! HEY, BLM! WHAT DID YOU SAY ABOUT "SHOOTING PEOPLE IN THE BACK?"
Boy, 7, shot in back sitting in car: 'This is why I don't let my kids out at night'
"A 7-year-old boy was shot in the back as he sat in a car with his mother on the West Side, one of 12 people hit by gunfire Wednesday through early Thursday in Chicago, according to police.
"The boy was sitting in the back seat in the 1000 block of North Leamington Avenue in the Austin neighborhood around 9:55 p.m. when someone opened fire, according to Officer Hector Alfaro, a police spokesman.
"The boy was hit in the upper right side of his back, and his mother drove him to West Suburban Medical Center in Oak Park, about a mile and a half away, Alfaro said. He was listed in serious condition and was transferred to Lurie Children’s Hospital in Chicago.
"At the scene, police officers cordoned off a section of Leamington, where they had found a handful of shell casings. The street is mostly lined with two-story homes.
"A man in a black jacket walked up with his dog and stared at the police officers. “It’s too close to Christmas for this,” he said, declining to give his name, saying he feared retaliation.
"The man said he heard about five or six gunshots while watching TV with his wife and their four children in their home.
“We were all sitting there at the kitchen table. We all heard the shots, and then we just looked at each other like, this is exactly why I don’t let my kids out at night,” he said."

Fop should publicly talk about what's going on. Tell active patrol to stop being proactive. The city, Feds, blacktivists, etc... are trying to take money away frim you and your family. They are trying to put you in jail. They don't like you. They wouldn't not think twice if you were dead or get killed by one of their pets. Noes is not the time to sit there and take it, like usual. Like Rahm says " don't let a crisis go to waste." Use it to benefit the police and good citizens of Chicago. There are a lot of retirees. Start a petition to limit the number of alderman to 10. There are good people in this city who still support us. We need them to show the city and mayor they support us. That pro police March should've never been canceled. We need the good people of the south and west sides to come out in support of the police. There is no leader or outlet for them. It needs to be organized. There are a lot more good people who support the police then the agenda driven, privately funded anti police people. Start being louder than they are.
Both Lewellen and Sanchez had some heavy clout. They were both working plain-clothes with 30 seconds on the job.
As long as he gets his contact cards from the troops.
Look I'm not saying your guilty by association. But this guy was your partner and you didn't know what he was up to? So either you did and you didn't get caught or you did and got caught and ratted on him to save yourself. Either way you have no business being a commander.
Just so some of the out of state readers understand this. The Chicago Police Department has some of the best officers in the world. Sadly, due to political interference and racial quotas most of them stay where they are, patrol officers.
Many go on to outstand careers in other agencies, start businesses and are great at what they do. In the past, some were offered rank for money or "favors".
All the politicians have done is bow to the drug lords and reverends and destroy the police department.
How about putting those roll bars back in the wagons. Screw those seatbelts. Ever try to seatbelt a violent mental or prisoner?

Obama meets Bloomberg as he prepares order on guns
Updated 10:50 AM ET, Thu December 17, 2015
"(CNN)As his administration prepares an executive order tightening access to guns, President Barack Obama met Wednesday with former New York City Mayor Michael Bloomberg, a proponent of new gun laws who has become the chief enemy of the National Rifle Association.
"Obama has met with a series of gun control advocates in recent weeks as his aides complete work on a potential order expected to expand background checks on gun sales by closing the so-called "gun show loophole."
"A timeline on the order -- which has been tangled in legal and administrative questions -- is still unknown. The President met with former U.S. Rep. Gabby Giffords, who was gravely wounded during a 2011 shooting in Tucson, Arizona, on December 4 to discuss gun control.
"But even as he works to tighten access to firearms, a new survey shows dwindling support for an outright ban on assault weapons, which both Obama and Bloomberg have advocated as a means to prevent gun deaths.
"Despite Obama's efforts, and Bloomberg's millions, used to advance new restrictions on accessing guns, a new survey Thursday showed support for a ban on assault weapons sliding.
"The Washington Post/ABC News survey showed 45% of respondents backing a ban on assault weapons like the AR-15, a military-style rifle used in a number of mass shootings, including in Aurora, Colorado, Newtown, and San Bernardino.
"That's down from 2013, when more than 50% of Americans backed a ban on assault weapons. And it's a sharp decline in support from decades ago, when a vast majority of Americans -- as high as 80% -- supported such a law.
"For the first time, the poll showed a majority of Americans, 53%, opposing an assault weapons ban. And a plurality, 47%, now say that allowing more people to carry guns legally is a more effective way to combat terrorism than enacting stricter gun control laws."

turn over a rock and you may find a worm
Come on SCC! A convicted dope dealer brings a BS suit and you're attacking the guy? I have to tell you, I worked for Sanchez when he was a captain, and he was a prince of man. I only wish all merit promotions were like him.
Jesus Christ!
Anyone with time and persistence can play connect the dots with most exempts and find they weren't promoted because they deserved it or because they were the best and brightest.
I've known Noel for a long time, and I would be shocked if he had any knowledge of shady dealings by his partner. Always been a good man since I have known him. I would question why he wasn't jailed but his partner was. Anyone can be investigated for anything, cant be found guilty without some evidence. feds don't take cases unless they are a 99% likelihood of being a winner
Oh, boy!! Can't wait until they find out that little Dean isn't really disabled!!!! Wonder what they'll do with that one? Oh, yeah. Nothing. Thanks, Ken Hauser.
and what was the outcome to the lawsuit?
Any One Surprised...? Next story....
Political influence on promotions
that is not the Chicago way
See?
John "Mr. Six" made Noel merit lieutenant. He then helped in making him a captain. He went to 25 and cried that it was to far. John had him transfered closer home. John was probably really appreciative for Noel making sure he was no where near the arrest with this big dope bust. So in appreciation he took care of his compadre. So there it is. It's out in the open now. In the end it will come out. As the world turns. La cucaracha ya no peude caminar.

Sure, and if the feds find something on Lois Lerner investigating conservative groups, they'll indict her.
If the feds find out who shipped all those guns to Mexico and lost track of them, they'll prosecute them.
If a single Top Secret e-mail appears on Hillary's server, she'll be in jail.
When they figure out who covered up the Koschman killing, they'll all be prosecuted to the fullest extent of the law.
You're kind of stupid aren't you?

AND of the 80% black victims you can bet that 95% PLUS of the OFFENDERS are BLACK.
However the communists running this county are more concerned about WHITE police officers killing a few black subjects, who by the way were doing something dangerous AND/OR illegal.
I for one will stay as FETAL as possible and hope the homicide rate goes over 1000 next year.
be quiet SCC, do you think the feds read the most well read blog in the country? will they look into the unfair hiring and promotion practices? No wonder the "gold star club" gets no respect! "respect is earned not granted," the old CPD motto! Sorry boss how can you earn back respect?

They have destroyed the department...
Sounds just like the army. Fuck up n move up.
VRI trimmed by about a hundred PO's per day. Ouch.
Remember the name Rick Simon people. That scenario is far from over.
The violence in this town has slowed down considerably since we went fetal, 500 was a goal until December, now even with the warm weather as of lately it looks like were not gonna get there. Only 21 more and were there, but with The holidays fast approaching and the BLM people being a calming effect, maybe only 490, it is our fault.
Man SCC, I just don't get it. You hate the media when they dump on us. Then Main brings up some decades old shit on a lawsuit by an admmitted dope dealer, and you run with it. Sanchez is a good guy, he worked hard and was a good guy to work with and for. He cares about coppers and always was a fair boss. If there is going to be merit (and there always will be) this is a guy who should get the bump.
Congrats Noel. I'm happy for you and anyone that WORKS for you.
Sanchez was the acting commander in 025 for a short time. Great guy great boss. Leave this man alone. He is good police
The anti cop folks are coming after Van Dyke saying he has had many complaints but never disciplined so something must be wrong with the system and corrupt. However, this alleged corrupt system is ignored when it suits those in power. Yes, here is a new commander who has had a serious complaint and law suit filed against him and his partner, his partner who is now serving time in a federal joint. Downtown Brown has had a shitload of complaints filed against him to include sexual harassment but it must be OK because he was appointed head of County security by the champion preckwinkle. There is more out there but no one really cares.
Ed Burke is lewellen clout
Who the guy talking about Juan r clearly you don't know what you're talking about he was never a political hack he was the real police and his team did get big numbers
This is the reason we'll never be a united department - some a'hole of a reporter puts out bait and coppers bite mouth wide open. How about we stick with our own and save the chastising for the mayor, his political lapdogs (who were squeezing him last night at that private dinner party) and the media. We are our own worst enemy. Combined we hold over 50k plus votes city wide but are too divided to even pick a lunch spot. They've won and YOU don't even know it!
JP
It makes no difference that Sanchez is a good guy. He was a merit Sergeant and a merit Lieutenant. That sucks. One bite at the freaking apple is more than enough for one person.
I heard a quick news story on WBBM but did not quite get all of the details. There was a report of black Chicago police officers coming together as a kinda political force that called for there to be no promotions untill after the feds study was done and that there needed to be more police accountability in black districts and maybe even constituant negotiations? Driving was tight and couldn't pay full attention but what I wrote was the jist of what these black po's want.
Anyone have any better information?
If what I think I heard was remotely accurate, are we now the Thin Black and Blue Line?
Your fearless leader Dean Angelo said on Chicago Tonight if you don't have a criminal justice degree, you don't belong being the police. Wow!!!
FYI:
http://bluenationreview.com/more-than-20-u-s-cities-are-currently-under-a-doj-consent-decree-but-do-they-really-work/
i'm certain that Noel had no idea what was going on.
yeah, right.
if that's how sharp Sanchez is, maybe he shouldn't be running the police department.
and lets hear more about the guys that were working with the murderer Saul Rodriguez as he was getting paid over $800,000. as an informant for cpd while murdering, shooting ad kidnapping people.
phil cline ??
escalante
they were in charge of supervising lewellen and his informant saul
SCC is always pointing out how ridiculous it is when the media drags out some old, unsubstantiated charge by a mope against a cop for their agenda. Pot, kettle?
He is a good guy with a ton of clout and never passed a promotion test!

Noel has taken a couple of bites from the meritcloutorious tree (and I agree with another poster who said it here,
one bite should be all one should be allowed), but I must say, Noel worked in OCD, he is a respectable officer,
and I would find it very difficult to believe that he would be on the same level as his old partner Lewellyn.
And yes, to all of you naysayers, one can be a clean copper and wind up working with a complete douchebag of
a partner who hides that part of his personality from you very well. It has happened before, and it will happen
again. I'm sure everyone here has known someone on this job who had a very dirty secret that was found out,
either by the Feds, IAD or the State's Attorney's Office.

Now match up the nice units these hack are located in. No bids but the FEDS will look into cameras and contact cards go figure! plenty of triple merits.
They have destroyed the department...

I see Escamila is a double merit guy. Can he read?

Did Rahm show up to see if a Fireman
"Learned to bleed" yet or not?

I dont know about Rahm but his widow sure didn't waste any time filing a lawsuit against the building owner.

Is it possible that anyone but Morry wrote this? Does anyone else like home enough to write this. Speaking as a "vanilla" without clout. Does it make difference what "flavor" the egomaniacal ball-licking careerist will be made a boss at any level? Does it even matter what form his/her personality disorder takes place? When you have a boot on your back pushing you down, why would it matter whose boot? I prefer a minority, in as much as a boss that wants the rank and file to like him is a minority in this job.
The issue isn't whether Noel is a nice guy or not. It's whether or not he committed serious misconduct when in OCD.
Also, if he is so smart, why is he unable to pass even one promotional exam based on our general orders and knowledge of the job???
Let's call it the "Leo Schmitz Syndrome" or the "Lucy Moy-Bartosik Syndrome." Neither one of those two mopes ever passed a single exam.

We don't blame this woman in the least...
Bravo and God Bless Her.

If so, Noel is too stupid to be a boss, regardless of being a great guy.
Noel couldn't see criminal activity occurring under his nose? Would he list it as a strength or weakness on his resume?
Would he rise to the lofty heights of management in any other organization? Not a chance! Only in the City of Chiclout and CPD!

You are right on the money with everything you wrote!
It's all on the square
Cover ups , promotions , this goes to fifth floor at city hall .

Don't be cynical. She has to do it now and would have be an idiot to wait.
The reason you do it now is to preserve the evidence and have your lawyer included in any of the walk though, any forensic evidence and be able to do their independent investigation. In case you haven't heard, the city wanted to start demolishing the building. Whoops, all the evidence is gone
I dont know about Rahm but his widow sure didn't waste any time filing a lawsuit against the building owner.
She had to do it now so her lawyer would have access to any evidence before it was destroyed. Just normal procedure for a lawyer

I don't know the woman, but I know she has a family and now she doesn't have her husband. You file quickly to prevent evidence from being lost or purposely destroyed. Obviously you aren't much a copper if you didn't know that, if you are at all.
Now let's examine you as a human being: A man is lost to his family. Initial reports point to an improperly permitted repair having something (or everything) to do with it. You choose to make a personal attack on this new widow with children........ at Christmas time no less. A time when even the coldest heart warms just a little.
In all of the attacks I have seen on this blog, this is the most egregious I can recall. You are scum. You are filth. You are a miserable excuse for a human being. Honestly, the world will be a better place when you are gone.
He spent time in 025. Enough said.
Commander of Youth Thopmas Lemer would bust this case wide open with his bad breath.
RAHM JUST TRYING TO DIVERT THE ATTENTION ON TO THE POLICE AND AWAY FROM HIM another media bomb by his fellow media conspirators something ZELLS rotten. Maybe gal pal horse-face Fran can write a love story about Rahm.
