A security guard at a Near West Side school disciplined four 7th-grade girls caught in the hallways after lunch by forcing them to eat cakes of caustic soap, a federal lawsuit charges.
The students at the Talcott School, 1840 W. Ohio St., were found wandering the halls on Oct. 10 by the guard, an off-duty Chicago police officer, according to the lawsuit filed Tuesday.
The officer brought them to a vice principal`s office where she offered to punish the students herself, said Denise Devitt, the attorney who filed the suit on behalf of three of the girls and their mothers seeking unspecified damages.
When the vice principal approved this, Devitt said, the officer, whom Devitt identified as Maria Pena of the Wood District (ALERT ALERT - A CLUE! A CLUE! MEDIA LOOK HERE!!! - SCC), led the girls to a bathroom. Once there, a second security guard, identified as Marcy Mercado, allegedly barred the door, according to the suit.
Then, Pena, who was wearing her police uniform, allegedly forced the 11-and 12-year-olds to begin eating bars of heavy-duty janitorial soap, causing one of them to vomit, Devitt said.
Anyone remember how much that one cost the city? Or the harassment beef filed against her in 010 for what was pretty much a slam-dunk libel/slander suit concerning a female officer? And paging through the hundreds of comments in the "Changes" post a few days ago, there are more than a few other...shall we say "questionable" histories among the listed promotees. It's almost like these promotions are more to pay off Rahm's critics than to actually "refrom" anything. These people can't be reformers seeing as how they are integral parts of the problems.

The 4 year CR rule only covers bargaining members. Exempts are not part of the lawsuit and either are civilians. FOIA has to release all CR files for them.

You all are missing the point of these promotions. Now, that surprises me because Mayor Emmanuel has stripped all of the mystery away and made it glaringly obvious:
ALL promotions will now be made solely for political gain. Your greatest asset, or weakness, is the voting block you belong to. Ethnicity, gender, sexual orientation or member of a power group downtown trump any other qualification. Competency be damned.
Most promotions used to be based on strengths. The old days of promoting a few from the correct voting block, or somebodies kid are over. Now ALL promotions will benefit the Mayor's voting base no matter how incompetent they are.
Look at Rahm's promotions in the Department. The all Spanish group of which Maria Pena was a part a few years ago was a glaring example. A Spanish voting block was unhappy and boom! The all Spanish group is promoted to Commander that week. It would have been laughable, if so many of them weren't completely embarrassingly not qualified.
This Department's problem all stem from the Mayor. We might have hated the last guy too. We all know he had his hand in the promotional process too. Mayor Daley, or his handlers, also know that the people in charge of the Department knew more about it than Daley did. The Department was run, for the most part, by members of the Department.
The mess we have now belongs to Rahm and Rahm alone. He has proved to be a horrible manager in all areas.

Yes, all good points. But, frankly, in the long run no one outside the department really cares. You would be hard pressed to find anyone in the media to ever ask the superintendent or the mayor any of these questions at a press conference. That is why all of this ripping over the McDonald case is selected outrage. The forces are only interested in firing cops not in actually reforming anything. Putting Hirum on the committee should have told you that.
Don't forget Riccio was the Deputy Chief of Dets at the time too! And the acting Suot was the Chief.

That's the same person who was promoted to detective, sergeant, to lieutenant, to commanding officer of two separate specialized units, to Commander of two different patrol districts and was just promoted to Street Deputy all on merit/clout. We're those her brave and meritorious actions forcing young girl s to eat caustic soap cakes while being held captive while she was in uniform carrying her firearm? OMG please tell me this isn't true. How does the city, county, state and federal government allow this person to remain working with a firearm. Because holding four girls captive against their will in a room barred by another uniformed and gun carrying officer and making them eat caustic materials sounds like kidnapping, assault, aggravated battery, unlawful restraint, aggravated assault all while armed with their firearms. This was not an act like forgetting to get a city sticker or a lost radio. These are some of the most serious violent criminal charges our county has. All against children. All while armed. And besides any other complaints she has, she gets promoted on merit like seven times. Which means she passed an exam but was promoted over others who had higher scores because she what? Saved someone's life...No. Put herself in danger to save someone else.....No. Was shot or seriously injured while in the performance of her duties .....No. None of these not once and not seven times. -bring back late rapid cars that are essential to safe operations while watches makes their relief, instead of having a fake tact mission team who doesn't have to answer calls or much else.
-Watch Commanders
-Desk Sergeants
-Allow Commanders to run their districts the way they see fit.
-End failed squad program before someone gets hurt. no manpower during watch relief times. The design of the Program isn't being followed and can't be so we are worst off with what we have than before the program.

However, if they were to do their homework they will see that "raps" in Rogers Park have increased by like 300 percent since the advent of the Squad Program. Rogers Park is now ridden with a spike in gang killings, assassinations and shootings. Rogers Park is being ruined by the misuse of manpower and by continuing to not let go of a failed dangerous Squad Program. Give the power back to the Commander to run his district instead of trying to play a numbers game on paper while the district, in reality, goes to shit.
As another poster pointed out, everyone over the rank of LT is automatically an insider and beholden to many. Prior too the "merit" promotions and female supervisors if you had a serious problem with a supervisor you could take it out in the lot or move on to greener pastures. There are no greener pastures in patrol today.
The old time supervisor was a political hack and believed he earned his spot by his loyalty to the patronage machine and treated the troops poorly just because he could ( you people who constantly complain about FOP would not believe how it was before we had them). Today's supervisors know deep down they have no business in the position they are in and take out their insecurities on their subordinates. So same shit different day.

She was the District Commander of 020, but the news release states she is now the Commanding Officer of Inspections.
There is a big difference between a District Commander and a Commanding Officer.
That means she is now serving as a Lieutenant or a Captain and has no gold star, no gold oak leaf clusters, no scrambled eggs on her hat visor and no take home squad.
Or, was the author of the news release someone unfamiliar with the two terms not meaning the same thing? If so, shame on the authenticator of the news release.

Yes, this is correct. It used to be 5 grand to make sergeant and up to 25 grand for captain. This stopped sometime in the late 80's ( for most people). Then came in phony merit promotions which were mostly clout. As late as mid 90's taverns and lounges were able to influence police operations and license commission. Assignments? always influenced. Now, even the union is telling you to take it back a notch and slow it down as bad times are coming. No one will come to your defense or help you if you get into something, legitimate or not. take the warning for you families benefit. I am retired now, but if I was still on the job I would be doing the minimum, no citations, no arrests unless no choice, no car chases or foot chases, just answer the cAlls and take your time doing that. BAck up your co-workers. Bad storms on the horizon and people who do not have your self interest at heart are sharpening the knives. They have a knack of making just about everything look bad.
Right now Im making an obscene gesture with my right hand that young guys do to relieve tension as a Political statement to this job. Unfortunately Im now so old I like to save my dribblers for special occasions so its only a gesture.

Civilianize 2 desk spots and all existing lock ups. Close 22 and 9's lock ups. 2 doesn't process anyone, let 9 go there. It is close enough. 22 can take the prisoners to 5. Civilianize or make light duty front office, time keeping review officer etc. remove all p o s assigned to fixed posts inside schools. Public high schools already have at least 10 security guards in them already. Huge waste of man power as tact teams process all their arrests anyway. 2 lts per watch, not three ever. Combine 24 and 20 close 24 station. Merge 14 with someone either 17 or 12 close 14 station. Open up 10 hour days in other districts to give officers a chance to evaluate it. Civilianize most spots at 35 th st.

Nobody wants to man up and admit what a disaster the squad program really is. You are right, if people actually read the order, we aren't even following the design of the program. It is a failed program. Period. Right now the squad program is a huge safety issue for officers, but bosses have been turning a blind eye to this. When the shit hits the fan and some poor officer gets hurt and brings up the fact that manpower was dangerously low during certain hours..... What then? Exactly! That's the answer to all this bs accountability Rhammy is throwing out there. He brought in the outsider that demolished our dept and turned it into a circus. Things ran smoothly then now it's a joke, nobody in charge and completely understaffed districts that lack proper supervision.

Civilianize 2 desk spots and all existing lock ups. Close 22 and 9's lock ups. 2 doesn't process anyone, let 9 go there. It is close enough. 22 can take the prisoners to 5. Civilianize or make light duty front office, time keeping review officer etc. remove all p o s assigned to fixed posts inside schools. Public high schools already have at least 10 security guards in them already. Huge waste of man power as tact teams process all their arrests anyway. 2 lts per watch, not three ever. Combine 24 and 20 close 24 station. Merge 14 with someone either 17 or 12 close 14 station. Open up 10 hour days in other districts to give officers a chance to evaluate it. Civilianize most spots at 35 th st.

Any job done by a PO that is not security sensitive should be civilianized.
There is no reason that 98% of the jobs being done inside by PO's cannot be civilianized.
Put those officers back in districts.
Utilized the IOD limited duty for sensitive jobs.
Put all other limited duty at call back only until they return to full duty or go on disability.
The only senior staff that need driver's are the Sup and the 1st.

Nobody wants to man up and admit what a disaster the squad program really is. You are right, if people actually read the order, we aren't even following the design of the program. It is a failed program. Period. Right now the squad program is a huge safety issue for officers, but bosses have been turning a blind eye to this. When the shit hits the fan and some poor officer gets hurt and brings up the fact that manpower was dangerously low during certain hours..... What then? And Rahm and others want to know why morale is so low and we are all so disgruntled ? Gimme a break.

Actually, I know nothing about the squad program or system. But, what I do know that this is standard practice in the LAPD, something brought about by the Justice department takeover and consent decree in that city. So, maybe it will come to the CPD in the near future ?
