Well Done Citizens

Determined to match the police shooting for shooting, the south and west sides responded predictably:
  • One man has been killed and two teenagers were wounded in shootings on the West and South sides Saturday, police said.

    About 7:19 on the 600 block of South Tripp Avenue in the Lawndale neighborhood, a man was shot in the chest and stomach. He was in critical condition at the scene and was later pronounced dead, police said.

    At 6:15 p.m., a 16-year-old boy was shot in South Austin, said Chicago Police spokeswoman [...]

    He was in the 5200 block of West Adams Street when two people wearing masks approached from an alley and shot him in the left leg, Greer said. He went to West Suburban Medical Center in good condition.

    At about 4:30 p.m., an 18-year-old man was shot and critically injured in an attempted robbery in the Oakland neighborhood, police said.
While Chicago will most likely miss 500 homicides by a whisker ad 3,000 shot by another whisker, rest assured, next year will be different - radically different if we read the sign correctly.

Consider yourselves forewarned: DOJ plans on recommending a complete re-evaluation of every single man and woman in the entire department. City Council wants mandatory weight and fitness standards, with required annual power test, and a probation status for anyone unable to shoot, run, or pass an annual law enforcement employment 'evaluation' regardless of time in grade.

The evaluation will be out of the hands of supervisors currently entering "meets or exceeds" and will now fall under the board implementing the reforms. The initial phase of evaluations will run through patrol division at a rate of one person per district per day for just over a year, regardless of seniority or date of hire: 22/day x 386 = 8500.

the union will be pressured to forego resisting implementation or face a complete phase out of code 9161 under city employment. A completely redesigned peace officer job description is in the works. Tasks deemed not priority will fall to civilian monitors and report takers, who will request detective units as needed per review office.

They want to tie this to pension reform and are exploring pressuring hundreds, if not thousands, into a retirement offer if they cannot meet minimum evaluation standards.

Here is a suggestion:

Perhaps they should create a "Mental Illness Response Team" to handle mentally ill person calls. Why call the police? Shouldn't the Fire Department, at least respond to such calls (as a primary unit- the police should come SECONDARY to assist)? They have restraints, and they are paramedics too.

Now the discussion:

The job of a police officer is to look for CRIME and take people to JAIL, not to provide medical treatment to mentally ill people (look, no medication to dispense, but I do have these handcuffs).

These same mentally ill people NEED HELP, which often times the family is not willing to go to hospital visits, and ensure the person is taking their medication...they only want the police to arrive, and take the person to the hospital...and get this, THE FAMILY WILL NOT ASSIST IN CONTROLLING THESE PEOPLE, they only stand on the sidelines and shout orders for the police not to 'harm' their dear loved one...

BUT people expect computer precision from POEOPLE who are police officers...you OFFICERS are not looked on as PEOPLE, you MUST solve people's lifelong issues within 5 minutes, perfectly, and not feel any stress...as you signed up for this. I signed up for a car loan once, and when I signed the papers, I had no idea on EVERYTHING included with my signature.

It's almost at rock bottom now, and the only way is UP. But for now, GIVE PEOPLE WHAT THEY WANT. At the first sign of resistance, turn around and go to lunch (this mental is not volunteering to go into these cuffs, the ambulance is on the way. Meanwhile he's free to terrorize you until they arrive. Have a nice day!). If the offender lies, believe his lies (HE said he didn't hit her,but she fell on his fist repeatedly, so both versions cancel out. Have a nice day!). If the offender has a gun DONT give chase. (It was a toy gun! He never fired it! He was saving it for the next $100.oo giveaway to feed his family!)

Since your word no longer means anything and YOUR actions are questioned MORE THAN THE OFFENDER's! (He had a gun, but why did you not wear your hat? Are you trying to hide your badge number? Why does your car not have a beat tag? I know you are in full uniform, but did you ANNOUNCE your arrival and office?)

SIMPLE MATH: Since your actions, and decisions are faulty at best, DO NOT OFFER ANY...All these affirmative defenses the media keep spewing on the air will help keep you out of court...OF COURSE, if your life is in danger YOU HAVE THE RIGHT TO DEFEND IT.

"A man reportedly shot another man inside of a McDonald's restaurant in Miami during an argument about the suspect's order being ready.

"Police arrested Police arrested Devin Gibbs, 23, of Miami, Saturday afternoon in connection with the shooting, according to the Miami Herald.

"Gibbs was charged by police with aggravated battery with a deadly weapon, carrying a concealed weapon and shooting into a building.

"The incident happened at the McDonald's near Northwest 20th Avenue and 80th Street, just after 12:30pm, according to WSVN.

"A witness said it all started when an older man yelled at a younger man that his order was up.

'They were talking stupid to each other,' said a witness.

"The argument escalated and the witness said he heard the suspect say 'I'll kill you right now' as he took out a small handgun.

"Ledea Phillip, 65, was shot in the left arm, according to the Miami Herald and taken to a local hospital, where he refused treatment.

"The witness...told WSVN that the older man kept eating as he held his bullet-hit arm.

'He didn't care. He took it like a soldier."

"But if the victim didn't panic, others in the restaurant did. Pandemonium broke out as customers fled the restaurant and tried to hide..."

No offense SCC, but I think Chicago will make 500 homicides, but like you say, it'll be by a whisker. As of 'now', HeyJackass has the total at 496 (439 Shot & Killed) which includes the two from Saturday: #1) 7:20p 600 S Tripp, and #2) 9:55p 2834 W 21st.

I have all the confidence in the world that Chiraq's motley collection of: Honor Students, Rap Stars, 'aspiring' Rap Stars, and all the little angels that Grandma swears were -- 'Turning Their Lives Around' (chuckle) -- can easily whack the four People, or Folk, needed to hit the magic number of 500 Homicides in 2015.

You know, I was just thinking. It's too bad that the Redmoon 'performance artists' have closed up shop. They could've put on some type of show, turning this into another of their **famed celebration events**.
----- They could hold this event in Millennium Park at the Jay Pritzker Pavillion and sell tickets, say...ranging from $15 to $50 for seating.

There should be no on view narcotics arrests by beat and tactical officers . Do not violate the rights of narcotic dealers or users , it could cost you your job . Answer radio assignments , wait for your back up to arrive on all calls , burglar alarms , request a back up on all traffic stops .
Respond to all in progress calls as fast as you can without endangering your life or the life of others . Use your emergency lights , sirens ,air horns , but remember stop at traffic control devices to ensure you do not end up in a traffic accident . When you arrive on scene , park a few houses away from call , wait for back up , look around for an ambush before you exit vehicle . If a person is fleeing , send a flash message. Interview witnesses or ask dispatcher to repeat crime offender committed before you pursuit the offender in a foot chase .
If attacked with a gun , knife ,baseball bat or if subject is charging you with intent to cause great bodily harm or disarm you , use force necessary to protect yourself . Be safe, most important complete a case report on every crime , do not kill crime . Killing crime is the reason we are now short 2,000 police officers from the budget .

required physical test = long line at medical, if injured training it counts as iod. copper in ca was hurt while running on vacation and put in for IOD, initially denied, went to arbitration and he won, due to mediatory physical standards. if you get hurt doing any training you are covered. the city can't afford to rehire and train 3000 cops and have another 1000 on medical every day. it would be complete chaos. I don't see to many supervisors passing any physical either.

DOJ can go fuck themselves. they can't say or do shit till they pair up and spend a period on each watch answering calls. not fucking ride-a-longs, no, they put on the uniform or go in plain clothes and grab blue and white and walk a mile in our footsteps, these worthless fucks will see pretty fast who's responsible for all the police shootings in this city.

The one honor student that was shot was having an argument with his natural brother that resulted in gun play brother decides to then shoot up a residence that his brother fled to. Which resulted in Police being called and on viewing the honor student shooting into a residence.

Not just Chicago, stay fetal. PHOENIX (CN) - A mentally ill black woman refused to let Phoenix police into her home because she was afraid they would shoot her, so they broke in and shot her to death, her mother claims in court.
The late Michelle Cusseaux suffered from "schizophrenia, bipolar disorder, prolonged post traumatic stress disorder, major depression, personality disorders, and otherwise was diagnosed as seriously mentally ill," her mother Frances Garrett claims in her July 14 federal lawsuit.
When officers arrived, "Michelle told the PPD officers that she did not trust them and thought that they would shoot her," her mother says in the complaint.
She says her daughter was not suicidal and was not a threat to herself.
The officers did not call for anyone with training in dealing with the mentally ill, Garrett says. They asked, through the door, if Michelle had any weapons, and she said she did not. Defendant Sgt. Percy Dupra then told Officer Elizabeth Anderson to pick the lock on the door, according to the complaint.
She did so, and the officers saw Michelle standing near the doorway with a hammer in her right hand. Dupra shot her in the chest and killed her, her mother says. She says two witnesses said "that they did not hear anything (e.g., orders to drop the hammer) before the gunshot."
Dupra is a 19-year veteran of the police.
Garrett says in the lawsuit that "Dupra and the other PPD officers on scene either had not received any training from the PPD or the City of Phoenix regarding appropriate, permissible interactions with and counseling of the mentally ill and emotionally disturbed, or had not been adequately trained in this regard."
Dupra could have used a Taser or pepper spray instead of killing her, Michelle's mother says. Or police could have simply kept her in her home until trained help arrived.
After the Aug. 14, 2014 shooting, the Phoenix Police Department announced it would develop a mental health advisory board to improve how its officers approach mental health cases.
Then-Police Chief Daniel Garcia said after the shooting: "I want the Phoenix Police Department to become the model of policing for mental health issues for law enforcement across the county."
(Garcia was fired in December after calling a news conference to demand a two-year contract.)
Maricopa County Attorney Bill Montgomery said in March that Dupra was justified in shooting Cusseaux and that charges would not be levied against Dupra.
Garrett seeks punitive damages for civil rights violations, including excessive force, unlawful entry, due process violations, negligence, assault and wrongful death.
She is represented by Buddy Rake Jr.
The City of Phoenix is a defendant, along with Officers Dupra and Anderson.

Police and fire should be cross trained and work 12 hour shifts . 24 hour shifts are too long and u safe for firefighters awaken from a sound sleep . Citizens of Chicago would be better trained by a cross trained police and fire department .

They already will have 1500-2000 leaving before the jun 30 2017 deadline to get the free medical . They haven t hired any large amount in over 7 years. We have 8500 total now no matter what the city says.And with nobody wanting this job they might as well shoot themselves in the head with ur supposed scenereo of all their demands. L.A. allows 3 hrs a week of gym time on company time to allow the officers to stay in shape. Chicago will never go 4 this. And by forcing coppers to retire above the 1500 already leaving ur going to have a dept. the size of Houston's. Good luck Chicago. U made this bed, now sleep on it. Hope everyone has conceal/carry, cause there will be no police to help u.

The DOJ is going to scrutinize the department yes, but they have never done what you are stating to any of the previous department they have taken a look at. The DOJ will make sure that everything is done by the book (law, procedures, regulations, etc.). Ok that is fine with me. If you want me to do everything by the book I will oblige.

Fitness standards are not a bad idea. Will they apply to the command staff as well? To implement a work standard to evaluate you need QUOTAS to set the standard. I don't see that happening. You can rename the 9161 to anything you want but the bottom line police work in a troubled community will not change regardless of what the feds, city council, protesters or anyone else with their wishful thinking may want. Increased training will required and more tactical options will help policing, but how much money will be spent, how many man hours will be used to train to "their" performance standard? I would like to remind everyone that the feds are not infallible. Look at Ruby Ridge, Waco Tx. and some of the border incidents.

I am done working as a proactive officer. Unless I see someone shoot someone, rob an old lady, etc., I just don't "see" anything nor do I investigate suspicious behavior. That is an ingenious way to respond to calls. Just like we're crucified for making the right decision, we should flip it and use their logic: "yes, I saw him running but I didn't know if the object was really a handgun or else of course I'd pursue him. I mean, it could have been a BB gun, air soft gun, replica, starter gun, paperweight, large cellphone or an oddly shaped dildo. I can't just

According to CLEAR there were 13,599 arrests in December 1-27 2014 and 11,757in December 2015 to date. Not sure where the original poster got his numbers. However the numbers from the last week in both years shows a big slow down. 2514 in 2014 compared to 1887 this year. I'm sure the big arrest train is just starting to lose its monentum as officers begin to wake up. It will get worse.

Police and fire should be cross trained and work 12 hour shifts . 24 hour shifts are too long and u safe for firefighters awaken from a sound sleep . Citizens of Chicago would be better trained by a cross trained police and fire department .

They have done it during previous investigations of this type and they WILL do it here. Once the DOJ finds "urgent and neccessary revisions" are required, our contractual safeguards are toast. Get ready, the department will be able to separate many coppers and it will be on those who get fired to fight in court for their jobs. There are a great number of changes coming and this will be a different department when it's all over. The number one priority which WILL BE attained as a result of the DOJ investigation, is the employment theory of "if you lie you die". So if you have a previous Rule 14, or you get tagged with one; you will be decertified and as a consequence of your decertification, you will be separated. It's coming and there is no way around it, as the city will submit the records to the state training board for the required action. This is the action the city can take to show the "communities" that they are in it with them!

The 1994 Violent Crime Control and Law Enforcement Act gave the Civil Rights Division of the U.S. Department of Justice an extraordinary mandate. One of the law’s provisions empowered the government to sue police agencies anywhere in the country if they exhibited a “pattern and practice” of using excessive force and/or violating people’s civil rights—and compel them, under what’s known as a “consent decree,” to change those practices.

Currently about 20 cities have entered into consent decrees or “memos of understanding” with the Department of Justice (DOJ), usually under threat of civil rights lawsuits filed by the DOJ if they refused.

In some cases, it has taken more than a decade. In Oakland, for example, anger over the decree among veteran officers grew so extreme that after nine years of non-compliance, a federal judge temporarily ordered the department placed under a receiver who had total control over the department.

It took seven years for Cincinnati cops to finally come into compliance.

in Seattle, nearly 125 officers sued the DOJ in protest over that city’s consent decree, charging that it had caused, as the Seattle Times reported, “’a bold, new disregard for police authority in the streets of Seattle,” and a “hesitation and paralysis” among officers taking action on the streets.

It's not going to go away this time. It will take many years, but once the feds have latched on, the feds will get their way. They may even wait out the older set, but once resistance fades, the union will see the writing on the wall, and for that consent decree to be lifted, the only way back to a new contract will be a contract that abides by the reforms.

FYI to 2:14am, u said that arrests were down this dec compared to 2014dec. True, but your numbers were all messed up.
The actual numbers are- Dec2014 arrests were 15403, Dec2015 arrests (so far) 12687.
Citywide. That's still too damn high but at least it's a decrease. Stay fetal.
