See Ya Later

  • The Chicago Police Department’s chief crime strategist, a close ally of ousted Superintendent Garry McCarthy, has announced his retirement.

    Robert Tracy met McCarthy while both worked for the New York Police Department and then joined him here when McCarthy was named superintendent in 2011.

    Tracy has accepted an executive-level security position with a private company, interim Superintendent John Escalante said in a statement.
Tracy attempted to be the "voice of calm and/or reason" when McCarthy was on a tear, chastising, screeching, berating and generally humiliating CPD bosses, many of whom deserved it anyway. But he was McJerseyShore's lackey, through and through. This move was only a matter of time anyway.

Good riddance to a bad person. Without Tracey there would have been no McCarthy running around like a wild dog. The two chuckled over their Compstat inquisitions. We saw the tightly held smiles when the supervisor passed out at the podium and you could see their smug, amused looks while they tore into whomever was on the block for the day.

Compstat accomplished nothing. It tied up hundreds, yes hundreds, of able bodied police officers and kept them off the streets. Still does, but now those inside stats manipulators languish in anticipation of what ever becomes on the program. Each unit or district became experts at manipulating their data for those three (then two, then one) clowns from New York. Instead of concentrating on police work, we became manipulators of data and measured our success or failure on how well we could do THAT.

What did it accomplish? Nothing. Crime was going down anyway, nationally. Compstat's only purpose was to make it look like crime was bottoming out here. Was it for you, or Mayor Emanuel? I think we can guess at that answer.

This self aggrandizing exercise we have endured for the last years has done nothing but demoralize and shatter the spirit of the workers on this Department. It will take years to rebuild that, and believe me when I tell you the morale of your police department is what keeps you safe. It keeps men and women running into gun fire. It keeps them stopping cars that slow ride down your street looking for victims. It keeps them running after the shadow that took a duck into your backyard at three A.M.. It keeps them pulling over the car that keeps crossing the center line.

The main stream media has fueled this war on the police, but Tracey and McCarthy started it a long time ago here in Chicago. You two have accomplished nothing here. Actually you have diminished this Department considerably. I know you did it at the bidding of your political masters here, but since you were police officers before, that makes it worse. I am sure that you will be taken care of financially, but know this: You were never police officers in Chicago. Your were political puppets. We know it, and when you look in the mirror, you know it too.

I came on in 95. I remember in the academy instructors saying only the superintendent can be appointed as a civilian and he has to wear civilian clothes; No uniform allowed since he'd be unsworn. So how is it that the last two superintendents have worn a CPD uniform and now this cohort of Mccarthy shown in the SunTimes article in full dress? I mean why not just deputise all the white shirts?

When the first deputy found out he blew a gasket and eventually got his raise. Not many in patrol or on the department even knew who he was but he is the bitch boy for McCompost. I hope they both go to prison down the line. They are truly evil people and have no business in law enforcement!!

Finally!! The New York experiment was a complete failure. Think about it for a few minutes. Think how much they have screwed up the Chicago Police Department. Think about wherever McCarthy has been the Feds follow. Then think about how these two goofs rode off into the sunset without one ounce of consequence. While both of these two inept individuals were collecting huge pay checks for almost 5 years. Good riddance!

Yes, maybe the CPD will go back to what it was before McCArthy : that is political people promoted far beyond their intelligence and skills who are never held to any standard or accountability, unless, that is, they cross someone with more political clout ? I recall someone who crossed Carol Braun and lost their position and the commander of 003 who defied an alderman and was demoted back to Lieutenant. Other then that they will be safe. The really dumb ones are made commander of a small unit because they would only embarrass themselves as commander of a district in short order. Over the years the city has made the promotional exams so easy,the first part anyway, that just about everyone passes the test. Even then, most of today's leadership barely did that.

A little off topic but relates to activity numbers, ala Compstat.

Anyone else notice that the "activity program" that tracks tickets, arrests, and other police type of activities, etc. is all of a sudden NOT working and NOT counting, just in time for the Feds to show up, when Feds announced they are going to investigate how the CPD operates, and to poke around the CPD and their operations.

Could it be possible that the Feds could "spank the CPD" for mandating a "Quota system", just to qualify for overtime in a certain Overtime program [Hint: VRI]?

HM! Things that make one scratch their heads!

Could it be that it is illegal per SCOTUS, to mandate activities for overtime, lest you get shut out from overtime because of the mandated activity based program and now the CPD wants to crash the system to hide the statistics of quotas! [which are, PSST! Wait for it: It's ILLEGAL].

Afterall, it has been working very well for a few years and all of a sudden, somebody took the cheese away from the house mouse.

Hey SCC, let's get the people at the "puzzle palace" to chime in on what is really going on and put it out there?

Afterall, some Officers depend on overtime to help pay for stuff like College tuition, etc.

Sat in many meetings with Tracy and some with McCarthy.

They never listened to the people around them.

They never understood Chicago Police Internal politics, thus they had no ideas that the bosses were biding their time and working against them.

I have heard bosses say, "fuck them", referring to Tracy and McCarthy.

The various: Greek, Black Southside Aldermanic, West Side Reverends, Southside Irish, Northside Whites, Lapa, HDO, etc coalitions never bought into the New York policing strategies, so they did not work.

Tracey never spoke to me even after I said hello, but when he finally said "hello" to me the other day, I said to myself, "fuck him".

He waited to late to try to build a consensus, and the man was a jerk.

No matter what, if the next boss is an outsider he will fail too. Any person without ties and support already established that believes they can succeed here needs their head checked.

But egos will prevail. But as a lowly officer I offer some unsolicited advice:

1. Perform a listening tour first, of all districts. Listen to the beat guys. No matter what their actions will determine the failure of success of the Department.

2. Build a competent coalition, irrespective of ethnicity of political leanings. You will need friends in a variety of camps as time goes on.

3. Do not wear the uniform. Even if you were sworn, you will always be viewed as an outsider.

4. Resist temptation by City Hall to scapegoat the Department for urban society's ills.

5. Develop a strong and independent IAD, with a discipline matrix for CRs, just like SPARS.

6. Minimize merit promotions to 10%.

7. Restrict merit promotions to 1 per career, for the rank of detective only.

8. By all means, do not use thhe CPD as a personal dating service.

9. Officerr morale is necessary for success and the odds are against you.

10. Allow the sergeants to be sergeants and hold them accountable for the actions of their subordinates.

These guys had a plan the was intriguing to the Mayor, who likes a good side show. Fool most of the people most of the time with manipulated statistics, slanted and full of lies, is a Democrats trademark. These guys were real police not magicians. But Rahm wanted magicians and so they became magicians, the best magicians he could find to get the job done and make the him the Mayor look amazing. So they sold out to Rahm with perhaps a promise of better things to come when he rides Hillary's nehru coat tails.
Remember the CompStat was about Rahm and nobody else's benefit. Rahm needed to showcase his (Napoleonic) abilities.
For now Rahms circus maximus side show has packed up the tents, loaded the wagons and took the show on the road.
Wouldn't it be nice to see a mass exodus of other Exempts and leave it to Rahmf to scramble to assemble a rag tag revrun appointed command staff to appease the community.

"Germany now has North African Crime Problems

Germany is reeling from the news, hidden for several days because of its political sensitivity, that as many as 90 women were sexually assaulted by a crowd of young men of Middle Eastern appearance outside Cologne's majestic Cathedral on New Year's Eve. This is, as the local police chief put it, a "whole new dimension of crime" for Germans to confront. No woman in North Africa, however, would be the least bit shocked.

There is a lot we still don't know about the Cologne attacks, including whether they were organized ahead of time on social media and whether the actual culprits were refugees, petty criminals who have been plying the area around Cologne's train station for years, or both. All the police have said is that the complaints were made, in one case of rape, and that the men were aged 18 to 35, many of them drunk and of "Arab or North African" origin.


No matter what the details, this will be political dynamite for Chancellor Angela Merkel. The new mayor of Cologne, who was stabbed in the neck during her election campaign over her support for Merkel's pro-refugee policies, is already being hounded on social media for absurdly advising women to keep "an arm's length" from strange men during the city's carnival season next month.

Yet this kind of event shouldn't come as a surprise in a year when more than a million asylum seekers arrived in Germany, many from across the Middle East.



Consider Syria. During the war, rape has been used as a weapon. Women who have lost or left behind their husbands and brothers as they flee the country have been subject to systematic abuse by landlords, employers and gangs of other refugees. Human rights organizations had already been reporting sexual abuse in Germany's makeshift centers for asylum-seekers. The situation for Sudanese women, following that country's civil war, is similar.

In North Africa, it doesn't require a war for sexual abuse to become routine. Some of the anecdotal stories told by victims of the Cologne attacks are strongly reminiscent of what women in Cairo have suffered over the past few years.

During the 2013 protests that preceded a coup against former Egyptian President Mohamed Morsi, for example, 101 sexual assaults (including at least three of rape) were reported among the crowds. These, by the way, were the supposedly secular crowds, not the Muslim Brotherhood protests that followed Morsi's removal. Here's what would happen, according to a detailed study by the Worldwide Movement for Human Rights, a non-profit umbrella for 178 organizations:

"According to survivors and witnesses, these attacks tend to form a clear pattern. Attacks are perpetrated by groups of men who single out one or two women and separate them from the crowd by forming a circle around them. The men are mainly in their twenties and thirties. The survivors are groped by the mob and dragged violently to different locations. Sometimes their clothes are removed. Many survivors report members of the group saying, 'Do not be afraid, I'm protecting you," while they are being attacked. Attacks last from a few minutes to more than an hour. Several cases of rape have been reported and some survivors have required urgent medical treatment."

Security forces under former President Hosni Mubarak used it as a tool to dissuade women from taking part in public protests. That has resumed since President Abdel Fattah el-Sisi came to power, according to the same study:

How many merit hacks did he make. Every promotional class had someone from his unit. I will never understand how you can justify promoting a secretary that collects stats for their boss. How many current Lt's and Sgt's are now on the street supervising young officers? They gained all thier wisdom and expertise by sitting at a desk manipulating crime statistics. Especially the merit Sgt that worked there as a p.o. and is right back at HQ supervising her old coworkers. Not for long....welcome back to the street!

Two District Commanders kept me from going to Compost meetings with McNumbnuts. They knew I would open my mouth as I was in the KMA club and couldn't be hurt but they could.

The problem is always is that a long as Rahm and the Democommunists are in office, and there is no one on the horizon to replace them, the job of the Superintendent will be to cut costs and the Department and the people be damned.

I can think of a few good retired exempts who could come in and if given a truly free hand and a budget start rebuilding our beloved Department. But it is all a dream as long as Rahm is at the helm of this sinking ship.

Settle down. Roussell is top notch. Never worked directly for him, but I've never heard a bad word about him from the working police. Between the MSF guys, 24th district guys and the area central guys, they all had nothing but good things to say about him. If you can get that diverse of a group of people, north side, south side and the a mix from the unit to speak highly of him, there must be something to him. The only ones who don't like him are the house mouses at HQ who he calls on their bullshit.

Spoken like a true thirty-something who cannot possibly conceive that a 64 or 65 year old can still contribute to this job or just about any job in a positive manner. Did the school you went to teach you that when a person turns 63 their brain goes dead?
