VRI Quotas....Gone?
Seems the feds frown upon what we (and everyone else) called "quotas:"
- No More "VRI Quotas"
It turns out someone on the Chicago Police Department realized that requiring a certain amount of arrests, tickets, contact cards (Now ISRs) are a QUOTA.
YES!! Illegal by federal law.
Since the Feds have come to town, someone's balls shrunk up in them and they have been dropped.
You can now sign up for VRI regardless of activity.
Word from some people is the entire "rating system" database has been seized/recorded/preserved because the feds want to know about why all these numbers were being tracked on an individual basis if there isn't any "quota" purpose.

For that matter there shouldn't be a checkoff sheet where cops have to write down their activity at the end of every shift. That's a form of tracking activity. There's no quotas so why are we keeping track of officer activity at the end of every shift?
The Feds have a quota system too; "how many police officers can you charge criminally in a year?"

I'm not surprised at all to hear this. Never made sense to me to have "quotas" to work VRI. There aren't any "quotas" to work your regular tour of duty. I have never worked VRI but always felt It should be available to everyone without "quotas".
This has to be true. I checked my activity and it's all zeros! I put in for it everyday off including furlough for vri I only have less than 3 years on and I got denied for all of them! This must mean people with seniority are getting the bids.. Before anyone says anything I am trying to pay off student loans so that I may buy a house not because I love outside my means.
And why didn't your FOP stop this years ago?

Ahhhh......The FEDs found the "Performance Recognition System(Secret Quota System)" You know, the color coded system that lables police officers if they don't have enough activity/tickets arrests etc. etc. The same corrupt system that can be manipulated by friends of the connected. Activity entered for POs that never spent a day on the street by their fellow house mice. Yeah we all know these stories. House mice with suddenly more activity than every day street cops once VRI started. Everyone knew it was a quota system but dare speak of it. Completely subjective grading system too. Friends of a boss get a pass. Funny thing is the brass wont say that quotas/activity isn't needed to work overtime so the POs will still believe it's necessary. Nothing has been put in writing about it. Same old tricks nothing will change. Do we still have to secretly FAX our activity to get OT? is it "hush hush?" There should never be a quota system in policing. We should operate within the constitution and enforce the laws when necessary. Quotas are for bosses looking for promotion. PERIOD!
Will the Feds look into McCarthy and his compost meetings were he told commanders to ignore the RAP and get the contact cards. Almost every commander lost their minds over not having enough contact cards for McCompost at the weekly meeting. If anyone gets nailed by the Feds it should be McCarthy and Tracy!
Pushing activity is what gets bosses promoted even higher. They're still coming to roll call asking for more numbers. It will never change. Question.....Will the brass put it in writing that quotas aren't needed for overtime? It hasn't happened yet. Why? Interesting and suspicious. The OT sign up still lists the quotas needed to work it. What happened to the silly performance recognition system? It shows zeros.
The Feds aren't dumb. They should know damm well the CPD went on quotas. The performance recognition system is obvious. Color coded activity grades? Come on. The "we're down on numbers" BS at roll call.
Interesting the brass will tell the people scheduling the OT that activity quotas aren't being used anymore but they won't put it in writing to the POs. Why I wonder? Hmmmm. Keep the dream alive huh? Hey FEDs ask that question

I'm laughing so hard I'm crying. The thing the bosses and politicians never seem to realize is that if you want your subordinates to do everything by the book, then you end up having to do everything by the book too. You open up the windows and the flies land on everybody's food. Anyone that was denied VRI due to not having enough activity should file a lawsuit now.
Ive been questioning the validity of having "minimum activity" to be eligible for vri. Now if this is true, it opens up a nice lawsuit for a band of officers to sue the city for not being able to get their share of overtime because of lack of activity.
Chicago just want to do what they want to do. I'm a lowly blue shirt and I knew this was illegal when VRI started. But, the spaghetti heads at the puzzle palace think they are smarter then SCOTUS. I really hope the city gets spanked over this!
Hopefully they will eliminate the merit process next. I don't know how the city can argue that there are two sets of standards to get promoted. One that has to know directives and one that does not.
I have been saying this for years. It was a quota system. The overtime the city paid was supplemented by your activity. If you have to come in with 5 parkers 5 movers and 5 anovs you paid for your own overtime. If you made say 600 for the night, your movers parkers and anovs paid for it. So tell the city that their cries of paying overtime was actually paid for by YOU.

Uh oh. Guys that were counting on that "easy living cash" are going to have to go against all the others who never tried due to activity.
"Time on the job" should no longer be a determining factor when deciding who the brass should be. Most, if not all of the brass have over 25 years on the job, and were on the job when u could smack the shit out of an arrestee, or lock them in a room for 3 days until they talked.
The problem is, many do not see anything wrong with those tactics, despite everything that is going on. Many delay accepting technology, and he'll, some still don't know how to use a computer. (Which is why we are STILL not paperless).
It is no surprise then, that we have quotas with regards to VRI. They see nothing wrong with it, and can not be convinced otherwise.
Two issues arise from thid program which was created under the administration of Rahm.
1. The creation of a quota system for stopping and arresting citizens in order for police to be eligible for financial compensation through VRI.
2. The potential for a pattern of fraud and/or misuse of the program.
In both cases the city will be in serious trouble. Remember they dismantled MFF, TRU and. Effectively Gangs and spent $100,000,000 a yeat in VRI OT, only to have nearly as many murders as NY and LA combined.

Really, does that mean that someone will have to answer for all of those quotas and the threats and the denied employment that accompanied those quotas. Including the activity officer that if you didn't kiss their ass they would lose some of your required activity....forcing you to lose the employment opportunity. It was difficult to search through as month's worth of reports to find that 99th contact card when the activity officer said you only did 98.

Golly Gee Gomer. I never worked a day of VRI once but I ALWAYS questioned how you could have a quota system in place for ANYTHING. How can you not have a quota for on-duty shit but not for off-duty shit? Hmmm. DOUBLE STANDARD screaming at me here.
This is one good thing about them coming in. We all knew that there were quotas shoved on us and that it naturally led to some of the dumber youngsters going wild to meet those numbers. It's much easier to stay fetal now. Coming in with zeroes is now a sign that you are a good officer. Stay fetal.
To the guys and girls in all the Units, within Patrol, that are supposedly going to the 10.5 hr day schedule starting the 2nd Period. It is the FOP's opinion that such a move by the Department would be a direct violation of our existing contract. Only several Units are allowed, per the contract, to utilize the 10.5 hr day. Once again, Management and Labor Affairs and Chief of Patrol are aware of this but don't give a shit! The FOP recommends filing a grievance immediately should your respective Unit implement the 10.5 hr day schedule. I'm not saying I'm for or against the 10.5 hr day schedule. My concern is, once again, should we allow this the City will continue to chip away at our contractual rights.

In mid December the entire Performance Recognition System went down and it stopped recording your activity. It just froze. I called the help desk and the technology division and they told me that they are working on it. Now in hindsight we know why. IF they are going to get rid of the quotas for the VRI then fine. I ain't doin shit. Give me my overtime and I am a happy man.

VRI was always based on a quota system period. Now they have been caught using one. All individual officers activity have always been kept. Maybe it is time to get rid of that also in that it has been abused by the bosses to single out officers for what they may consider low activity.

We all know about the contact card push and pressure since McCarthy became Superintendant. I have been to compstat when he was on his tirades and I have heard his screams about contact cards. I know people that have been dumped from their cars, their units and their watches because they did not comply with the contact card quota. I have told supervisor's that I will not violate people's rights because the Commander is getting yelled at by McCarthy. It would be nice if the F.O.P. could muster up enough courage and finaly expose the past conduct of McCarthy, the exempt's, and Supervisor's who pretty much strong armed this department and it's member's into the biggest Civil Rights debacle the CPD will ever know. The lawyers from the fop should file a lawsuit on behalf of every po in the dept for requiring activity for the past years to work vri. Hard to say if this is true or not, but, there are rarely shootings in VRI boxes when there are VRI officers in that box.
Can you imagine what the murder rate will be if they stop VRI? They can't shift any more PO's out of 014, 016, 017, 019 and 020, they have somewhere near 200 total officers at this point.

Well your lobbyist at the time (Mark Donahue)was somewhere in Springfield but not in the Capital Bldg. at the time of the vote. The State Labor Counsel passed this bill for the rest of the state. Next time you see Donahue ask him where he was? Ask him why he signed in favor of the pension give backs for labor's and the rest of the city employees. Ask him why you no longer get a 3% cola for those born after 1955. Word was he dropped the ball on this work for his buddy's (Ted Street)bill for portability so he could transfer his time at another department.
The Feds are wiser and better organized than CPD. It is worth while following their advise or instructions.

It occurs to me that every day of VRI an officer had put in for, but was denied due to "INSUFFICIENT ACTIVITY", may have a grievance since there never should have been a quota requirement in place. Each of those days are recorded as such on your CLEAR page. And if it is further determined that you could've gotten the day(s) in question based on your seniority but were denied said VRI day, which is easy to verify because the rosters for all those days are stored under "View Assignment Roster", then we could be on to something.
Imagine, getting paid for all the days you were denied based on "INSUFFICIENT ACTIVITY".
Perhaps serious inquiries should be made to FOP. Not that they would have an answer for you, besides, "nah, you got nuthin'".

He said you still need the activity for VRI. I brought up the fact that I personally know a copper who worked it who didn't have all of his numbers. He said they let people work since the performance website showing PO's activity was not up and running.. I guess will have to wait and see if he's correct.
As usual the uneducated postings continue. The city never implemented activity in order to be eligible for vri assignments. An arbitrator made a ruling in regards to detectives being eligible thru the grievance process. It's called collective bargaining,and its all we have as employees to to ensure our future.

Once again, NBC running with their lead story, VIDEO MISSING from the camera footage of the kid who got shot fleeing police.
They make is sound so terrible, and that they are trying to rile up the villagers so they can gather their pitchforks and torches, when in the end, there may be footage missing from a streetlight camera, that took place a minute or two after the shooting already took place. It seems completely insignificant to me. How can that footage possible show anything of relevance? Other cameras worked. It would have showed the kid on the street, and the firetruck/ambulance, etc arriving.
Such garbage. It sickens me that I used to rely on this channel for my local information. You suckered me in though, after NBC nightly news ended. Kudos for your "journalism".

Well, in this anti-police climate, I would think the commanders with the LEAST activity would be rewarded--"Good job, your guys aren't stopping minorities! Good job not violating people's rights! Ahem, are you new here? The Feds ARE dumb. Have you ever worked any cases with them? You do the work, you explain it all to them, they take the credit. The Feds will see what they are told to see, not what they see on their own...which is unfortunate, but the absolute truth. If it's not in the script, it's not going in the movie.
Not true I called the special events section the day of the FOP meeting because this question came up at the mike. The activity requirements still stand except for contact cards. Today I was told that people at VRI were being told that activity was not required anymore, I again called to verify with special and spoke to the Capitan who also confirmed that activity was still required excluding the new investigative stop reports. I'm posting so that our membership does not lose their requested dates due to insufficient activity.
Don't miss your dates due to the rumor mill brothers and sisters. I received the info straight from the horses mouth.

Why doesn't everyone who was a victim of this contact the justice dept? Sign with a letter/number combination and not your name because you are afraid of being retaliated against? Detail how you were dumped/f-d with on start times and cars, etc? Inundate them with more info than they will be able to handle. They'll be so perplexed, it will be hilarious to watch them formulate a report.

They'll use the old court excuse. They're doing proactive work because they need court. The truth of the matter is that these people don't actually do proactive work to suck ass, or make overtime, to not be a dog or any of that other shit they spew to justify their proactive work. These officers all posses a certain personality trait that makes them prone to boredom and addiction. They have no patience, they act impulsively without thinking, they cannot sit still for more than a few minutes at a time, and they're typically very selfish people. The job becomes like a live action video game to them and they become addicted to it. Arresting people becomes their score card and they're not above cheating or bending the rules to increase their score at virtually any cost. If you are partnered with these types, they don't care if you're tired, sick, injured, have plans, or anything else. They will get their head and if you protest you are a "dog ass" in their minds. They typically gravitate to tact teams and units in order to work with similar personalities. JVD was one of these people. If he was to get out of his predicament, he'd go right back to his old ways just as sure as a scorpion would sting you if you picked it up. These officers can't help the way they are anymore than you can.

This has to be true. I checked my activity and it's all zeros! I put in for it everyday off including furlough for vri I only have less than 3 years on and I got denied for all of them! Where have you been the past six-seven years worth of greviences filed by the unit rep regarding violation of the contract regarding the use of fifth watch officers? Former commander W.D. knowingly and arrogantly broke the contract and did whatever he wanted with fifth watch officers, now at least the arbitrator has set out clear guidelines as to watch assignments a fifth watch officer can work. At one point there were approximately 120 officers in 018 on fifth watch, and if you include that with tact and normal watch management spots, you had over 50% of the district controlled by management. You're correct that it does suck for those of us on the watch, but it's not going away anytime soon, and my understanding is that all of the greviences that could be filed regarding it have, and have been resolved in one way or another.
It there a class action I can get in on for all the VRI I missed out on for not having met the quotas?
VRI should go away...results were negligible, at best...and even with 'needing activity' to be considered eligible to work it, most of the people who got it didn't do a damn thing for time and a half...it was basically a handout to the lazy. The city won't miss that huge OT bill at all.

VRI minimum activity requirements is not a quota,,---if you choose to volunteer for premium pay overtime in a violence reduction initiative you need to meet the activity requirement----the program is part of the VOLUNTARY special employment opportunities ----for years now people are obtaining the required activity during a VRI shift---and qualifying for next months assignments---and it is the only activity they have (what a joke)
I have 21 yrs on and to watch the dogs on the watch jump over each other to write that ANOV for the commercial alarm, or jump in someones "holding the offender" arrests and "put me on your contact" for thier VRI activity always my me laugh. Now I can remain fetal and make some good cash..
This was ruled by the US Supreme Court awhile ago. Cpd ignored ruling. So, if you are pressed for activity can we file a lawsuit?

Wasnt a grievance filed regarding this a while back and the arbitator said that since is was an overtime program they were allowed to set standards. Was that a FOP fairytale or a real arbitration decision?

Who said they were gone? They're in data warehouse, along with the ISRs.
Not true! Got it straight from the horses mouth. The brain trusts at headquarters are "upgrading" the system that keeps track of activity and managed to fuck it up. It's been messed up for months, but they never bothered to let anyone know. So for the meantime, anyone can put in and get VRI it, even the dogs. Once the system is fixed, it's back to the activity, with one exception...the contact cards are gone and not replaced by ISR's.
I think the Feds should start their investigation with McCompStat....I went to several compstat meetings, and he said over and over again, "we've got to get out there and PUT OUR HANDS on people". He did not give a tiny rats ass about having a reason to put hands on people. He wanted contact cards no matter whether you had a reason to stop people or not. He is the reason the Feds are here. Look at what happened in NJ.

Your post is wrong on many levels.
The trade off for the first missed pension payment was 29 and a day NOT the health care.
That sounds great on paper BUT that’s three years shorter that a lot of offers worked to get a full pension of 75%. That’s three years shorter they paid into the pension plan. You pay 9% and the city matches it with 18%. 75+9+18=102% net loss for each of those three years that the officer retired earlier and has put a drain on the pension fund.
Speaking of the health care issue that also got officers to leave the job sooner. Which also put a drain pension plan. Many officers worked till 60 to get the free health care even when they max’d their pensions at 75% and thus paid into the plan longer.
Don’t drink Mark’s water unless you do your homework.
