Interesting Theory

  • Chicago’s interim police superintendent John Escalante is struggling to explain the wild jump in shootings in the Windy City, and he thinks he has at least part of the explanation: it’s social media’s fault.

    At a Wednesday presser, interim Chicago police superintendent Escalante blamed the “spike” in shootings on the fact that many of the city’s gang members are driven by constant agitation on social media sites such as Facebook.

    “A lot of it is gang conflicts, but [it’s] also heavily driven by social media,” Escalante said, “It is the new way… of taunting and challenging other gangs, and is the modern way of gang graffiti.”

    Escalante isn’t the only local official to blame Facebook. Last May Alderman Joe Moore also blamed the increased number of shootings on the concurrent increase in “taunts and insults” on Facebook.
Couldn't be anything else, right?
  • But while this social media claim might satisfy some, others feel that it is the fault of changes in policy inside the Chicago Police Department.

    Chicago’s DNAInfo reports that there has been a major drop in the number of investigative stops in the city — and not just a small drop, either.

    “In the first 11 days of the year,” DNAinfo writes, “officers filed just 3,916 investigative stop reports compared to 16,698 during the same time period last year, according to police data.”
Oh yeah.....there's that.

The man has a valid point here. We all know of shootings that have occurred from "social media" woofin. This is what happens when extremely advanced technology and worldwide connectivity with a dumbed-down interface are placed in the hands of -- well, idiots.

Won't go near it myself. The entire world does not need access to pics of me wiping out the kitchen cabinets or something. I want someone, I give 'em a call. Sometimes the call just says "I'll be over in 1/2 hour." Sometimes I just show up around the right time and knock -- no call, no nothing.

What strikes me most about the whole thing is the unbelievable narcissism. Guy posting pics of his latest attempt at washboard abs, and he's not looking at you, but at that lousy camerathing. In love with his image...

I do like it, though, when criminals post evidence for us. By all means, keep it up. CPD should hand out free "selfie sticks" so they can get themselves, the weapon, the body, etc. all in the frame real nice.

Hey media.. Just so we are clear and there is no more conversation or confusion crime is up because we aren't stopping people, locking people up and pretty much not caring. I still stop and talk to some of the thugs, even though I don't leave my car and just b.s with them instead of investigate crimes and they even know they aren't getting stopped as much and can get away lately with having a pistol on them regularly... It's going to continue. We are done stopping people. We can do nothing for you anymore Chicago. The 3000 contact cards seem a little high to me... I'm guessing many of them are "safe" contacts... Meaning a copper knows it's an easy contact card of a person from a 911 call or some other interaction other than a street stop or traffic stop... I'm also willing to bet more than a few are fake names just for the VRI numbers next month

All you coppers saying Rham and Anita Alvarez need to go think about this: in the current climate, their replacements will be whoever the most liberal-on-crime, anti-police candidate is that the Machine picks to replace them. Our city will continue to go down the shitter as the fantasy that minorities are only the majority in jail because the police are racist will continue to be perpetuated from the highest levels. With Foxx and Preckwinkle grabbing power in the Van Dyke fallout, say hello to California style drug laws (PCS heroin and cocaine will become misdemeanors) as our new elected officials pretend nothing is wrong in the black community and the police are the source of all problems. Not that I give a shit about dead gangbangers but I still have to live here another decade and robberies are getting out of control in my formally safe neighborhood. The next wave of inevitable soft-on-crime politicians are going to exacerbate the problem.

If the numbers on proactive policing remain this low which I don't see any reason why it shouldn't we should be looking at over 500 homicides on the low end.

The police department that the LEFT/media have been clamoring for is here to stay. So, they better get use to the high body count. Nothing says you have to stop and challenge people as to their activity unless one has articulable suspicion. If AS isn't there, then there is no stop. Terry Stops that were once used to combat crime by being proactive will now be a tool of the past.

Michigan will be going up for grabs and tourism will suffer also, once the tourists find out they are now red meat for the roving thugs.

The fact that almost 4000 times police have taken it upon themselves to initiate an investigative stop, thereby necessitating an ISR, and then completing one, in this day in age, knowing the climate they're in, is sickening. That number is frighteningly high.

Decrease in arrests
Decrease in street stops...

No one has yet to toss out THE IMPORTANT NUMBER:
Where does the CPD stand on Log Numbers / CR Numbers from 01 Jan till today versus the same time period last year.

It's got to be a lot less! Let's use those numbers! Hey, it's the new CPD! We're less brutal than we were last year! Anyone from IPRA on our side? That information has got to be public domain, right?

Society gets the police and policies they want. The politicians in Springfield and ACLU want fewer stops of individuals fitting suspicious criteria, or stops that only meet extremely high criteria for "suspicious" individuals, so that is what is happening.

This goes beyond BLM, being "fetal", or any of the other stuff. This is a direct byproduct of political policies being implemented and forced upon police. Cause and effect. Very simple. If you tie someone's hand behind their back, it become far more difficult for them to do their job.

Not exactly shocking.

I have an idea on how to completely stop the violence in the ghetto...

Stop most stop and frisks..

Make any stop and frisk applicable to a lawsuit...

March downtown chanting Black lives matter....

Make the police work on more reports if they find anyone to be suspicious that they might stop on the streets to explain why they would stop them...

Raise the age for juvenile offenders from 17 to 18

Let more felons out of prison early..

Don't blame the communities for the rabid people they are raising..

Pour more money into the ghetto communities...

Show videos of any instance where police might have done wrong...

Have police monitored with gps..body cams...dashboard cams...

Give more money to anyone bearing children without any fathers.. to raise them..

Have the Mayor bow down to the reverends who have come up with absolutely nothing to help stave the shootings..

Write in the press everyday about how to get any officer fired for any grey area..

Give millions to lawsuits without even reviewing all the cases.. Even if they were truly guilty...because of the way the police handled the situation...

Just a few suggestions that might help!!!

Thought of a couple more ways to end the violence...

Allow protesters to get within inches of an officers face..and blow a whistle..or yell with a megaphone..

Don't charge anyone with battery to a police officer unless a significant injury occurs..

Don't demand any respect to any police officers..

Allow any person the right to freedom of speech even if it is demeaning ...Example "FUCK THE POLICE" to their faces...

Have judges allow people in the courts to say FUCK THE JUDGE.. Why do judges demand respect..it is freedom of speech..

Proactive policing was signed away by the city. Now the bad guys can roam freely looking for fresh victims and not ever worry about getting stopped. Think about this--since there are fewer stops being conducted, ACLU will have plenty of time to scrutinize the lower number of ISR's.

And if you think you covered yourself with great narratives, think again. Just because it makes sense to you doesn't mean it will to them.

If you are doing these stops, make sure everything you own is in a trust.

No, the problem stems from decades of entitlement programs which allow certain segments of society to live lives that require no responsibility to take care of their families, remain gainfully employed and contribute to the society that the rest of us live in. Some refuse to live a moral and law abiding lifestyle, because they somehow feel they are "entitled". This type of existence is then glorified by movies and music and then justified by the revrends and politicians. When those who live that lifestyle are challenged, they quickly cry "racism" and the media come to their rescue. We need strong leaders who will say "enough", and stop the entiitlements which are dragging this country down. If the #BlackLivesMatter movement has such an important role in our society, why are they not protesting the wholesale slaughter of Blacks and Browns by other Blacks and Browns. The number of shootings by Police Officers pale in comparison to the number of shootings and murders which are perpetrated by offenders of color. And yes, most of the shootings and murders which occur in Chicago, are perpetrated by armed offenders against unarmed victims. Where are the clergy and the politicians to protest this behavior. Oh, I know; they don't want to call out their own for being the root cause of societies ills. Come now Supt. Escalante, if you want to be a true leader in this city, why not be the first to publicly tell the truth. You have been around long enough to have seen what we have all seen, now use your position to state the facts.

To summarize the problem for the public and those few in the media who Have the courage to face the truth: Crime is on the ris because officers are stopping far fewer criminals. The first reason that officers are stopping far fewer criminals is the obvious lych mob mentality of the politicians, media, and "community" towards the police. Any street stop/traffic stop can turn violent or deadly in a fraction of a second and require the use of deadly force. Officers KNOW that they will be crucified in the media, sued by the family, and if opportunity exists, prosecuted by state or federal authorities for any perceived errors. The secondary reason that the police are stopping fewer criminals is the ISR. The ISR is a 2 page form that must be carefully completed by any officer who stops a person for any investigation. Trainers estimate the time to complete each ISR at approximately 30-45 minutes. That turns a 5 minute street stop of 2 people into a 1-1.5 hour ordeal. Real world example: A woman was just robbed of her purse at gunpoint by 2 offenders. Responding officers give a description of the 2 offenders. You observe 2 people matching the description of the people who committed the armed robbery. You stop 2 individuals who match the description and very quickly realize that they were not involved. You are now required to complete 1-1.5 hours of paperwork to document the stop and are therefore unable to continue to look for the offenders.
Additionally, officers are hestitant to complete the ISR because it is entered into a database that is designed primarily for the ACLU. The ACLU is perceived by many police officers to be a litigious anti-police organization. Officers don't want to be subjected to lawsuits for supposed civil rights violations when mistakes are made or words are twisted. The department has also made it clear to officers that any officers making mistakes on the ISR will be subject to department discipline.

There is no doubt that social media plays a part in conflict in this city ; facebook and snapchat . But, not to the extent that the current superintendent claims that it does. With the violent start to 2016, the low morale of the police officers, the really stupid law on street stops, I fear for what will happen in this city, and really every city in Illinois, when the weather warms . Peoria, Rockford, East St. Louis, Joliet, Aurora . How did that stupid law get passed in Springfield so fast ? It seems the unions just laid down and said and did nothing. Where was Madigan ?( oh, yes, counting his money)

They're actually not wrong about social media, to include both Facebook and Twitter.

How difficult would it be to track down the thugs posing with their cash flashing, hashish pipes, and illegal weapons? Thugs on both sites openly call for killing, and Facebook and Twitter's response is silence. But post anything slightly politically incorrect and whoosh!, it's gone.

Both social media sites support chaos, through thugs, gangs, ISIS, name it. IF anyone was truly interested in attempting to curtail the obvious problems with social media, these accounts would be investigated and then shut down. Their purpose IS to incite and facilitate chaos.

The other issue you raise, is of course, demonstrably valid, but don't diminish the issue social media plays with the very dangerous individuals and groups who use it.

The media for creating a fake widespread corruption scandal that a) makes officers afraid of making mistake less they get indicted or have their photo published (even when not charged). b) this has the wanted effect of having an increase in crime and shootings which is also a good story that sells papers.
The ACLU who killed proactive policing and are proud of it regardless of the aftermath.

Remember NEVER talk to the media or do an interview! If you do something good and the Dept wants to put you in front of media say no thanks that's the footage they will use against you like they did to the kid with the accidental shooting.

Also nothing is ever totally off the record so just refer them to news affairs...ALWAYS

I'm guessing there were police on the scene. No arrests? Why not? New policy in place whereby people engaging in criminal activity in the presence of the police face no sanction? Hey, some of us work in busy districts where we actually get calls and have to arrest people on signed complaints and have to do them. Don't want to, but have to. Cameras everywhere. Get caught on camera and beefed on for no ISR or receipt.. Yeah, not happening. So some have no choice. I'll never do one voluntarily, but if I have to lock someone up, there's no choice.

To summarize the problem for the public and those few in the media who Have the courage to face the truth: Crime is on the ris because officers are stopping far fewer criminals. The first reason that officers are stopping far fewer criminals is the obvious lych mob mentality of the politicians, media, and "community" towards the police. Any street stop/traffic stop can turn violent or deadly in a fraction of a second and require the use of deadly force. Officers KNOW that they will be crucified in the media, sued by the family, and if opportunity exists, prosecuted by state or federal authorities for any perceived errors. The secondary reason that the police are stopping fewer criminals is the ISR. The ISR is a 2 page form that must be carefully completed by any officer who stops a person for any investigation. Trainers estimate the time to complete each ISR at approximately 30-45 minutes. That turns a 5 minute street stop of 2 people into a 1-1.5 hour ordeal. Real world example: A woman was just robbed of her purse at gunpoint by 2 offenders. Responding officers give a description of the 2 offenders. You observe 2 people matching the description of the people who committed the armed robbery. You stop 2 individuals who match the description and very quickly realize that they were not involved. You are now required to complete 1-1.5 hours of paperwork to document the stop and are therefore unable to continue to look for the offenders.
Additionally, officers are hestitant to complete the ISR because it is entered into a database that is designed primarily for the ACLU. The ACLU is perceived by many police officers to be a litigious anti-police organization. Officers don't want to be subjected to lawsuits for supposed civil rights violations when mistakes are made or words are twisted. The department has also made it clear to officers that any officers making mistakes on the ISR will be subject to department discipline.

Officer, you forgot to mention another reason why officers are not stopping people; if you stop a subject, then you must complete an Investigative Stop Report. Cops hate doing any type of paper work. They just hate it. If it involves using your brain cells then most cops hate doing it. If you ask a police man to complete a simple accident report or a battery report they will spend 30 minutes talking a citizen out of it. They would rather be outside in their cars jibber jabbing about pop culture, current events, sports, etc.

Actually, there are certain situations where you have no option but to complete one. Why? Because there are cameras that capture the event, because of an arrest, because you have to conduct an investigation. An example, you are flagged down by a citizen that is holding an offender of a theft. So therefore, you would be a "Fool" not to do one.

Read the order. Listen when you go to the training. Its not going away. Be smart and use it to your advantage to protect actions you sometimes have to take.

I do like it, though, when criminals post evidence for us. By all means, keep it up. CPD should hand out free "selfie sticks" so they can get themselves, the weapon, the body, etc. all in the frame real nice.

It´s a thin blue line indeed office... We can´t strike. most of us above our means so we have a constant thirst for VRI and retro. We don´t even stick together as we just saw one of our own get thrown under the bus for political drama. So what do you expect? You will never see a stance of solidarity such as was demonstrated by NYPD officers...

Most of us are so damn egocentric we worry about bosses changing our start times or not giving us the early duck enough to look at the bigger picture. So yeah, they are going to keep boning us until not only all of our benefits are gone but this job turns what used to be the CPD beat cop, to clerks with badges. Its going to be like what the NYPD is now and detectives are going to be the only ones getting proactive arrests. All while police officers just process scenes, do traffic crash reports, give directions etcetera...


This cesspool of Nepotism that is Chicago has made it an art-form to divide and conquer. Seperating blue shirts to white shirts, shitty spot to cozy spot, and bars for stripes... why would we stick together? shit, we even all have different unions in this department. Other city cops all wear same color shirts with the rank distinguishing themselves by stripes or what have you... yup mostly Daley and others made it an exact science to divide and conquer and most coppers are too stupid or too selfish to give a damn.


It makes me sick to my stomach some idiots are still in awe of this politicos and their two-faced bs. I was on Dnainfo.com and could not believe how 009th district tac guys took a picture with this Mayor that hates us and completely decimated us, even airing out the code of silence... what a dumbass. Relax, it's only the same 2 guys on all the paper. They ain't been home since last Thursday and the chief kicked their furlos to 13 a&b provided they finish the paperwork by then. Both have 3.5 years on the job but by the time they finish they will be vested with working day furlos. Best part is they will easily clear $150K in overtime this year. If the aclu has a beef it will probably be that all of the stops are at the same apartment at the same address.
However, the bright side is that the entire event,when it's completed will be recorded on one ot slip for the sake of expediency.

At the West Side’s First Baptist Congregational Church it was one part religious assembly and one part political organizing as leaders of the Community Renewal Society called for passage of what’s called the FAIR COPS ordinance.

Rev. Robert Biekman says it would create a police auditor with the power to enforce any recommendations for reform.

“We need a independent police auditor that would be appointed by a third party where there would be true independence,” he said. “No more blue-ribbon commissions. No more special task forces.”

Four aldermen present, Walter Burnett, Emma Mitts, Rick Munoz and Roderick Sawyer, pledged to support and sponsor the measure.

One angry state rep is introducing a bill to eliminate the requirement to sign an affidavit for complaints against the police. The mayor accuses us of corruption through a thin blue line of silence. I guess it's the same reason why those 'freeloading, govt. handout' ranchers over in Oregon haven't been arrested (or touched in any way) either, after trespassing in that government facility, rifling through files, taking personal information on govt. employees, even getting caught away from the scene driving stolen govt. vehicles from that location. I have to agree with the above. Copper being dog's are endangering 99.00000 percent of the legit citizens here in our city. The legend in their own minds of the narcotic section do their one 1/10 gram buy a day and hit the bricks. The unit is useless and should be in an unmarked making street stops. 500 plus bodies there that serve no purpose.

Arrested with no complainant ? When the credit union asked the police to kick them out, they did. You need to be warned to leave a public place before you can be arrested for trespassing. Bet you get sued a lot.

No thanks. I don't care what unit or district you are in. Stop doing work. Don't do a thing. I'm on a team not in patrol and I haven't locked anyone up since late November. There is no need to. The public, media, department, states attorney, Feds and politicians from alderman all the way up to presidential candidates are against us.. Don't do anything. And to you guys in units and on teams, don't be fooled by your sgts who keep pushing you to do work.. If they don't understand why or keep pushing you hen they are clueless. Our Sgt told us in the beginning of December to go hands off and don't do a thing.. You should do the same. Of course though, every unit has their ultra aggressive sgts who want to keep working with the hopes they can get that merit LT spot one day

Where is the training for the new ISR report? If this is so important then provide the training? BTW, if a officer makes mistakes on the form, that officer can be disciplined. Also the ACLU reviews any and all reports. I do not need another line of work, I am content answering calls and providing high visibility patrol every day. The pay is the same.
