    You left out Johnson from 014 to 189 and Stevens from 004 to 121. Both VERY heavy.
So these are six of the thirty-six new lieutenants, and they've been in the Districts a total of two days, now they're headed back to cushy spots at HQ or the Homan Square "black site"? After two days??

We think this points to an obvious event - someone knows that new Superintendent (or the finalists) are to be named shortly, and the powers-that-be have to get all their people back in their spots before the new guy/gal/other shakes things up.

One also has to wonder when they're going to remove Mrs. Al out of 003 before she stresses out everyone else working there.

Now go out and get some more ISR's for people running this fixed system.

Why even bother sending them to a district at all? Why even bother making them take the test. Just make everything an appointed position and stop pretending it's legit. Fucking ridiculous. This is our leadership. Handpicked "leaders" based on who they know and the color of their skin, not anything that would actually qualify then as a good leader, or even a competent one. Can't wait to retire and watch it all go down the shitter. They're not even trying to cover this shit up anymore. Unbelievable.

Sedevic is going back to be a liaison for the Doj overview. Sedevic know she a lot about that and actually was quoted by the Doj in their review of San Diego PD pattern and practice investigation. The Feds like him so 35th will abide... And besides being a super nice dude he is a career house mouse. It's pretty bad when your wife makes tac and is ten times the copper he ever was... Still a nice guy though...

Sad, very sad and a comment on what is really wrong with the department and why morale is in the toilet and has been for many years. Will it ever be fixed? I am not sure, but I do know that in the short run the only hope is the DOJ investigation. In the long run? A new mayor, one who is honest and forthright and not beholden to the Cook County Democratic party. But, that is far too much to hope for.

I saw that too. I think HR screwed up and never changed their detail prior to getting promoted. As of yesterday that was all corrected I believe. But, it's completely believable.

So everyone will have to wait on the new supe. The list was sent to the mayor but the list had to go back to the police board because GW name was on it. Seems the IG is looking into his Lt study group and has plenty of evidence against him already. The question is will the IG bury the investigation like the IAD Deputy Chief did. If not what does the Department do with the cheaters that already got promoted?

Bielfeldt is a nice guy-I like him and call him a friend-but he has been taken care of ever since he got on the job...Area 5 saturation with two years on, Marine Unit, promoted to sergeant and spent maybe 2 periods on the street and then brought to headquarters to work for Mauer...where he stil sits today. His dad was a Sgt in the old intelligence and his mom was Mauer's secretary at one time. It's his birthright, don't you know. Sedevic on the other hand is the smartest guy on the department. So smart he had to be made merit because he didn't do well enough to make it legit.

Biefeldt NEVER IS / Was the police......EVER. He made MERIT SGT a short time on the job and has been taken care of ever since.

I mean it might be nice to be HANDED everything on a silver platter but my god....can't junior do a year or two in patrol to LEARN how to do the job????

Then again.....I'm sure CHRIS studied the test and scored the way he did for a reason....I mean another MERIT SGT scores in the top 30 of a LT'S TEST. It's all legit.

keep you ears open for announcement of upcoming sergeants class, its supposed to be announced at roll call everyday its posted and not just the night before the deadline. Why do some suckhole commanders even put a deadline to submit resumes?

SCC, you forgot to mention the 3 Sergeants promoted on February 1st 2016 went to work in IAD and never spent 1 day working in patrol. The kicker is that the 3 Sergeants are former Detectives who haven't been in patrol in years. It's apparent that they will never be going back to patrol. Also, 2 of those Sergeants were MERIT. Remember "earned not given."

They've been doing this so long, they don't even realize how unethical, corrupt and counterproductive these moves are.

It used to be, they could make a few of these moves, or promotions, or underhanded creations of new titles, and everyone else would step up and pick up the slack.
But when SO MANY are meritcloutorious, there's no one left to pick up the slack and the whole system grinds to a halt. That's exactly what's happening now.

Think about it; the Feds are crawling all over our department's rules, procedures, directives, equipment, implementation... yet Escalante thinks it's okay, just fine, to clout these newly minted lieutenants out of patrol 48hrs after they arrived there. The ONLY place they had a chance in hell of learning what the job is about, but Escalante deliberately denied them the opportunity, shorted the patrol division of leadership and - once again - went out of his way to drive morale into the ground. I hope the Feds tie him up in investigations, hearing and ultimately in Federal court for years to come. (Yeah, and you, too, Garry.)

Can someone please explain how a sgt (RM) from 008 3rd watch get's promoted to LT in the last group, and then goes right back to 3rd watch in 008 as a LT? Shouldn't he be moved to another district right after a promotion?

I thought big business was bad. But even big business answers to the stockholders who will vote with their money if the company fails to perform. Because ultimately, dollars matter.

But the CPD is run worse than anything I've seen. The only dollars at stake are "imaginary" pension ones that don't belong to the general public. It would be different if pay and advancement were tied to results, but clout has ruined that. Ultimately, where's the accountability to the citizens (shareholders?)

Suppose instead of the municipal mess that exists today, law enforcement was provided by a private, professionally run corporation. One where the mayor is consulted, but has no vote in company matters. Suppose all employees (coppers) could be shareholders of the company with a stake in the bottom line. Job descriptions and expectations would be clear with yearly reviews based on measureable results. Yearly training available and participation expected. Equipment maintained. Active and involved legal department willing to take on the ACLU. Pay, bonuses and advancement dependent on demonstrated proficiency and not politics.

How many would be willing to make the jump?

Who exactly were the subject matter experts in both the Sergeant and Lieutenants exams? Who were the representatives from politically active organizations such as LAPA and NOBLE who examined these exams prior to the test to insure that this test does not contain race, gender or cultural biases? Tests must be validated to ensure the test does not despairingly impact protected classes. Don O'Neil from human resources, come clean. And by the way, how much was payed out by the test vendor for all these "experts" and "consultants"?

At any one time there are under 1,500 police officers patrolling the streets of Chicago or answering calls. Patrol may have around 6,000 or so in districts. Average per district is between 200 and 300. Some districts have more, some less.

But out of a district's complement, how many are actually on the watch, and out of those, how many actually work a car, and out of those, how many are working and are not RDO, medical, or furlo?

My math was never strong, that's why I'm where I'm at, I suppose. Sitting a seat that has had fast-food gas blasted into it since day one, in a Tahoe that should've been replaced 50,000 miles ago.

But can anyone on this job be bothered to fucking work in a beat car anymore? This department is getting like some socialist shithole where the takers now outnumber the producers.

The "taken care of" (or the "Elect" as that whacko John Calvin would've said) seem to outnumber the working schlubs now.

But cmon if anybody is Merit 3 times and never passed a test are they legit?

Would you want that ass hat in charge of anything? Stick all those clown in units so they can drive a covert cars, receive motorcycles as gifts and pretend they matter.

But hey they are great people they will lose a felony file or assign a heater cases to a lazy Detective so it will fall apart. Feds Don't care about that!

What happened to the "NOJO" or notice of job opportunity? All these positions have to be posted and everyone is supposed to get the opportunity to interview for the position. Obviously, the Director of HR is laying low on this. All these changes go all the way up to the interim superintendent, too. Superintendents office also detailed a sgt with 8 mos on as a sgt up to the 5th floor.

To the guys wondering if the DOJ will investigate the LTS or Sgts put in clout spots the answer is NO. the DOJ could care less where someone goes or for how long. I'm sure they don't care about clouted merit promotions either or supervisors that work only 4-5 hours a day. They should however care about the dangerous depleted manpower due to lack of hiring under Daley and now Rahm.

Stevens...her dad was a boss...I think he retired before she got on the job. She went to 019 out of the academy....then made Sgt after time in grade was achieved....she's been taken care of her whole career...and she'll probably go up from Lt....crazy thing is....she'll be making policy and telling police who have worked for years in disticts how things should be done..... wtf does she really know about police work ? not a thing.

Why are you guys mad? Do you really want any of them in te district anyways???? Trust me, the absolute best place for these people to be is back in the hole. It's good for them and it's good for all of us. If they weren't moved you would be bitching that they were incompetent and screwing with us in the district and would be praying for them to go somewhere else... Don't worry about the DOJ going after the corrupt pattern and practice of political merit promotions in the chicago police department. NObamas brother-in-law was a recipient of this same corrupt PATTERN AND PRACTICE of meritorious promotions so the DOJ will NOT be disrespecting their master. Funny thing though, I always thought the Constitution, the laws and justice for the citizens of the United States of America was who the DOJ was suppose to be serving, silly me, I need to go back for some more progressive brainwashing so I can get these evil Republican ideals out of my head.

Supposedly this is a 30 day detail because of the new order that requires you to train the guy who took over your position. That wasn't done right away because they had Lts' school. If that's not the reason, then these people are clouted beyond all others and that sucks big time.

Yes you are correct. But, I suspect that you are one of those merit promoted, maybe even a multiple merit promoted. So, easy for you to say and dismiss the concerns of others so lightly. It is a rotten system and needs to be gone and only a lot of complaining will even have a chance of this happening. I saw the names of those on the captains promotion list, those who went to training and not promoted. It is full of clout, people who were merit promoted from officer to sergeant to lieutenant and soon to captain. The real dumb merit folks just get captain, the less dumb go to specialized units, even less dumb are district commanders. No wonder morale is in the tubes and no one wants to put themselves out there. If you do you are the fool. Many of the current crop of leaders worked for me as police officers before I retired. Do they deserve it? For a few, yes. For most of them, hell no. These merit packets should be made public and in the future they packets should go before a board blind, no names, no race, no ethnic background. See how that works

There are people who are needed to do admin work. Some people are really good at paperwork some some love the streets. Me, I didn't care for inside work. As a Sergeant I worked with Sedivic and Biefeldt and both are good inside. Every boss should pick his inside crew and they do. Rouse ll is Sedivic guy and Georges is Biefeldt guy. I think both should have spent a t least 6 months in Districts so you can learn your job. I spent a year out in the district ad a new Sgt. Before returning back to my unit. It was a good experience.

Marc sedevic did work a beat car in 008 briefly then went to gangs/tact in 008 briefly before never seeing the street again. Now I imagine he had Great War stories for those recruits in the academy, everyone there does. He wasn't an awful guy but I wouldn't go drinking w him. Just not my style. The merit apple is so easy buy some tickets for political events, take care your master boss, look at mayors detail you don't even need a phony test commanders pay or the least sergeants pay and they get the exempt pension plan, think about the next time they are carrying their fearless leaders laundry! Plus unlimited overtime, Mike Lappe why is this allowed to be taken from the pension fund? Kenny hauser how about you?

Stevens, unit 121 - Father Rich Stevens was a protégé of jimmy maurer who like to play the game that its all legit. His pompous ass ended up as Director of Personnel. So he had input on who became a SME for promotional exams. A real hack - but it's all legit!

Stevens was never sent to 004, just like Connolly was never sent there after Sgts school. They're hidden on the sheets but assigned elsewhere. Typical. I don't care who they know, or who knows them (or anyone else), but put the number where the body is. If they went right to a unit, then put them on the unit's sheets. Why hide them and reassign? That just shorts the place that has to eat the vacant spot.

Umm, wrong....Sorry. After 26 years, I want no part of it. Writing was on the wall in the late 90's when they really started with the 'merit'. At that point I knew we were doomed. Don't care. I can make it work on $86000/year. Not going to sell my soul to the devil. You can take the meritorious promotion and have everyone on the blog talk about you instead.
