Oh Eddie Eddie Eddie

  • Mayor Rahm Emanuel’s surprise pick to become the next top cop said Monday that his goal is to restore the public’s trust in the Chicago Police Department while maintaining his independence of City Hall.

    “The central challenge facing Chicago is trust,” said Eddie Johnson, later insisting that he has “complete autonomy” to run the department despite City Hall’s recent history of micromanaging it.

And we had such high hopes for Eddie. Everyone knows that the Superintendent is a figurehead and that City Hall runs the show. When Daley appointed the first outsider in decades to drive the Department into the ground, he installed J-Fled's Chief of Staff to make sure everyone knew Daley was to be kept in the loop for decisions. Rahm is no different. He was standing right there, staring at Johnson's back, probably positioning the knife. You could almost see the telepathic thoughts emanating from Rahm's forehead into Eddie's mouth, making sure he said all the right things.

You don't advance past a rank or two on this department without being someone's guy. And that means that you surrender a lot of so-called autonomy. Rahm picked a guy WHO DIDN'T EVEN APPLY FOR THE JOB! How dumb do you have to be to not think Eddie owes everything to this guy? If he had stood up there and given a speech without once mentioning City Hall, we might have thought that, "He's going to have a chance to change some things. Nothing drastic, but maybe soften up the edges of a very trying time." We'd be okay with that.

But to go up there and declare how independent you are and will be, with the guy who just handed you the job staring at you? Sorry, not buying it. Not buying it at all. Rahm is still running the show and will continue to for a while yet. He's been wounded, and he's playing the black and Hispanic caucuses against each other (see "Claiming a Tie" post below). But he's running the show, have no doubt.

Independent administrators don't have to tell anyone they're independent. It's obvious. But those who aren't, well, they have to tell everyone all the time.

UPDATE: This made us chuckle a bit:
  • Emanuel said Johnson will “lead by example,” including his unusual decision to wear a body camera when he’s out on the streets — like his officers will be expected to do. Johnson has also told his command staff that they, too, will be expected to wear the cameras.
Maybe we'll catch some footage of the 012 Commander  berating his sergeants in public? Or the 025 Commander soliciting input from the watch and then bouncing people off their assignments for daring to speak out of turn? Or the roll calls where Officers are routinely told to "get numbers" for the bosses next meeting lest they be denied time off or furlough extensions or whatever? Maybe even a "secret study group" or two so we can all learn how to qualify for a spot.

well eddie will smile and be professional to the mayor and revs. If you are smart thats what you do. In one ear and out the other. Do your thing and get away with it for as long as you can until you get called out on it then change things. Im sure eddie will operate this way. He will do it his way for a while, until he gets called out on it. Also, eddie has been around for 28 years.. Hes not looking to stick around for 4 or 5 more years...thats a fact. If it gets too hot for him and its a day over 29 years he is the type of guy to tell them to stfu and put his papers in. He knows that he made it already by being chief of patrol, the supt thing is all gravy in the end for him. He gets a nice big check every two weeks until the day he retires... if he stays one or 2 years it helps his 4 year pension average which is all he is thinking about trust me. Guys, im telling you that eddie johnson is ONE OF US. I know its hard to fathom on this department that such a gold star exists but he does. He will have to play the political puppet game but for only as long as he tolerates it after 29 and a day. its a hell of a retirement resume builder for him to say he was the CPD supt. everyone else who was is millionaires by now with great paying figure head type jobs... hes no dummy he know what he HAS to say and what he has to do.. what he actually does is to be seen...

anyone that would go and work for this moron in 012 needs to get their head checked. Pretty much the only people he likes are "his guys" from 007. And even a few of those guys are having a tuff time defending him with all the crap hes been doing. This guy is a complete maniac womanizer in my opinon. I guarantee he gets moved from 012 because I know for a fact Eddie Johnson is not a big fan of him nor is the new chief of patrol. I see kulbida getting moved inside somewhere at 35th or some dept chiefs XO where he has a leash put on him. I know that Eddie Johnson and Kulbida have had heated words in the past and I cant see Johnson keeping him around. The only thing kulbida has protecting him is when he was shot so he wont get dumped back to XO, he will be told retire or your going way south somewhere or inside at 35th street hidden in a back room at personel or something...

Bit disappointed Scc. Although not a stellar choice Rahms pick is way better than the 3 recommended. Yet you are already bashing the guy. Obviously he's beholden to the mayor since thats the guy that hired him. Things will never go back to how they were back in the day. But maybe this guy can keep them from getting any worse.

Escamilla is another 011 district goof from the 90s whose claim to fame (and promotion after promotion after promotion) is his Bridgeport juice and a family member being affiliated with a judge for decades. This is called a "trial by fire." Eddie probably knows he is being used, but he cares about the people and the department. I was so proud of him when he said "he was proud to wear the star" - he is a good guy and is and should continue to be respected - he's earned it. This is a REAL male role model for all those kids who are out there that would have been better off raised by wolves than their sperm donors. Rahm better not mess this up by disrespecting him.

Regardless of how good of a man or copper he is/was, it still doesn't change a damn thing. The horse is out of the barn. All you daydreamers that think "real policing" will make some kind of triumphant return because of a new, likeable face in the top spot are smoking crack.

Remember one thing: The person in the big chair, regardless of what kind of reputation he comes with or persona he projects, still serves at the mayors every whim and fancy. A likable guy who was a working copper back in the day turned fair sergeant, lieutenant etcetera can't - and shouldn't - give you the green light to resume gloves off policing. THOSE DAYS ARE DEAD, NEVER TO RETURN. And if you think otherwise, you're in for a very rude awakening.

He can only go to bat for us lowly blue shirted grunts so far, and that will be dependent on how much leash the Nine Fingered Prick allows him. I also worked for the man and vouch for his reputation and qualities; that said, he WILL toe the company line like every Supe that preceded him, simple as that.

And all you goofs complimenting Rahm for this move??? How quickly you forget that he does things that benefit Rahm, and Rahm only. If you think installing Eddie as Supe was done with our morale and wellbeing in mind, I've got oceanfront property in Arizona to sell you.

Maybe. It speaks volumes of where the city is headed when Ald Sawyer and Ald. Cardenas who head the black and hispanic caucus of the city counsel hold a press conference and outright say that they are the majority in the city and they will now run things. They might just as well say " white people don't apply". Nothing will change and this new " leader" will not be independent, no one ever is. The pressure is on to put more minorities on the job and in leadership positions, but the fact is the whites are the minorities now. The blood bath will continue and Johnson is not smart enough to find ways to stop it. As far as the body camera trick of his, there is no way the city will release that footage under normal circumstances. I love all of these comments about what a wonderful guy Johnson is. He is a triple merit political appointee and nothing else. Plenty of " nice people" out there who can never get promoted.

He said Alderman were always "recommending" to him who their commanders should be and who should be promoted! Yeah we coppers know how the game is played but it was interesting to hear Emmanuel actually admit that's how these promos are made. (I'm sure he wasn't thnking). But of course no lackey reporter followed up and asked him why promotions would be decided by politicians instead of the the police in the first place.

Eddie was a great patrolman, as I stated in an earlier rant when he worked for us at VSEP. And he was a good boss, personable and hard working. HE WILL NOT LAST 18 MONTHS! AND THAT IS A CONSERVATIVE ESTIMATE. Rahm is out of control and "Flawed". Rahm is never going to blame himself for his failures, and at this point they go beyond his betrayal of the Police Department. There was a Conspiracy that involved McCarthy, Alvvarez and of course Rahm. Withholding the McDonald Tape was a callous move to protect their political asses. McDonald and Officer Jason Van Dyke were pawns and collateral damage. Was Van Dyke suddenly guilty, 400 plus days after the incident? Was there any new evidence beyond the tape? Of course the answers are no. Yet they held back on the tape to protect their careers, and then of course we had to have the mandatory Perp Walk, where Van Dyke is shackled and chained for the international media, long after Rahm's re-election was assured. Sneed's "Bronx Bulldog" was full of shit and didn't have a clue, except to follow orders from the 5th Fl. without any semblance of resistance. At this point, NOBODY, EDDIE JOHNSON, OR JESUS CHRIST HIMSELF CAN CHANGE THE COURSE THAT HAS BEEN LAID OUT: 1. a contractual assurance that Unfounded, Not Sustained, and Exonerated complaints, would be expunged after a specific period of time. VIOLATED! 2. De-Escalante's assurance that review of ISR's would be fair and objective, is at this point absurd. De-Escalante had no control, nor does any Police Superintendent, over the ACLU! So that promise is nonsense. 3. The "New" assurance that the ISR"s will only be held for a specific period of time, is impossible to believe when you see what they did with the previous CR's. The ACLU will archive on their own.
4. Trust Rahm; REALLY? Consider the release of the McDonald Video. As they waited for the judge to decide on the date for release, Rahm had the "audacity of nope" to tell a reporter that he would see the video when everyone else did! Are we to believe that Rahm the micro-manager never saw the tape until it was released? DOES ANYONE REALLY BELIEVE COPPERS ARE THAT STUPID? THE VOTERS ARE THAT STUPID, BECAUSE OLD FOLKS IN UPTOWN BY THE BUS LOAD WENT TO TRUMAN COLLEGE AND VOTED FOR RAHM, THEY DRAINED EVERY OLD FOLKS HOME AND INSANE ASYLUM IN UPTOWN TO GET RAHM VOTES. But coppers deal with Reality, and we knew that Van Dyke was thrown under the bus for Strictly Political Gain. There was no issue of Justice, this was politics, Chicago Style and Chicago Values! I don't know the man but have heard great things about him. I'm sure he'll be a breath of fresh air this department needs.
That being said, I believe the ship has sailed. The hatred for the the police by some of the public and the vast majority of the media along with aclu, isr, in car cameras and every step being Monday morning quarterbacked, I believe this job is done.
Having been on this job 30 years, I've never seen such hatred and second guessing of our Officers.

You'll know Eddie is Rham's puppet when he starts calling for increased street stops and pushing all the groups of people off the corners. He will then follow that by starting what he will call ass kicking sweeps of gang members. Oh don't forget ISRs are to be done on EVERYONE stopped and swept up.
All this is done for the same community who does not want the Police there or messing with their gangs which supply them dope.
Officers don't fall for this line of shit. Like it's been written here before, ISRs go to the ACLU for review NOT the Superintendent. Nobody has your back but your fellow officers, period.

How the fuck does that work. Evidently he wasn't interested if he didn't apply. I didn't apply either was I considered. More clout bull shit and no one seems to care. 1000% on the $$$. His fiancé N.F. is this/close to Wysingers wife M.H. (weird......another CPD power couple that has different last names ---- TO TRY AND KEEP THEIR SCAMMING UNDER THE RADAR!!!). And magically they both become smart enough to kick ass on the lieutenants exam. And you wonder why morale is in the shitter??? In 22 on 3rd watch we were informed if we did not increase activity the Lt. is going to make our lives miserable. This is following a COMPSTAT meeting. Hey Mc Jersey shore is gone so why is 35th St continuing to use a policing model that is a failure let alone created the mess we are in. Seems the white shirts have no clue how to implement a policing model that works so they do what they know best threaten you like a school yard bully. Aoifinn Devitt will join the Chicago police pension on April 5 after a long career in the asset management industry. She was most recently the head of Nikko Asset Management’s hedge fund of funds platform. Devitt is also the founder of hedge fund research and consulting firm Clontarf Capital.

But rahm we know you read this insignificant blog, so here is what you mayor need to do immediately:
*Call barry and get all the missing cash from police pension fund restored
*Call barry again remove this doj witch hunt
*tell the aclu to remove the chains on every copper
*isr enough said
*Remove at least 1/2 of the overpaid do nothing no respect "gold star club"
*Let Eddie be Eddie, in that he is was and always will be "the police"
*Restore the old SOS style tactics not the bad the good when i worked in 007 the SOS crew would pull up to a call the thugs would actually run for cover they knew the "real police were here! When sos showed up,and before them the gang crimes north,south,west came on your calls you knew you were safe and these coppers did the control issues with the animals.
*Tell toni to cut her stupidity and keep the animals in the zoo jails where they belong so they cannot come back quickly laughing and cause more mayhem
*Stop letting your mayors press office and cpd press office feeding all the negative things on coppers causing the media government complex to hunt for anything no matter how minor a copper may do.
*How about a good arrest forget the dog and pony show in front of the corrupt city alderman to get a pin,gove the copper a day off a great arrest week off full pay thats a great incentive.
*Arm the doa coppers at the airports free up those coppers to work the streets no reason to have 2 police departments same locations.
*Put VRI in the taxpaying areas west end of 008,016,022 and of course downtown, and protect the lake front areas from the animals use the hundreds of millions thrown away in thugfest areas on the areas that pay taxes in order to help stem the taxpayer fight!

Why all this 'we have to build trust between the police and the community' stuff?
I'm a life-long Chicagoan; I trust the police...So maybe if the so-called 'community' stopped committing felonies and decimating our city they won't have to worry about a trustworthy relationship with the police. Isn't the Justice Department's so called investigation of CPD to involve a close inspection of our Merit process. In the Missouri investigation, the Justice Department recommended an increase in pay for their Officers. There may be some positive outcome of their investigation of CPD. I'm sure they are reading this blog.

Heard this today the city is planning to hire coppers that retired part time to work inside district stations in order to put more coppers on the streets, guess this is part of the new bosses plans, with summer coming may be a good idea to get the dollies out on the streets and out of the commanders offices, also heard an audit has been completed on how many inside people their are, the city originally planned to hire civilians from the outside but thought hiring coppers back would be better idea. read on this insignificant blog where iad was calling some retired coppers back wonder if this was the spark that ignited the flame?
Now that is thinking properly,and the airports will soon have the "rubber gun squad" DOA finally allowed to be armed freeing up more coppers for street duties another great concept.

I just saw Johnson on channel 7 4:30 news and I now know nothing will change, wants us out of the cars and pro active in the community where have we heard this before. He said nothing on how he will change moral other than he will never forget being a beat cop. I will tell you that I worked for Eddie Johnson in Area Four when he was a Sgt. there. He is a fine man, a real copper and a great boss who knows how to lead. You will see his work ethic and I hope you all get behind him and help him to get this ship that is the CPD back on course.

Basically old news. Almost two years ago Rahm did an audit and found around 391 po's to be replace with civilians. All smoke and mirrors, no one has been replaced.
Also heard the rumor about the retirees replacing desk crew. Can't see that happening. Most guys retired because they wanted to. To return to a district some on midnight snack and 3rd watch working weekends. Don't think that will happen and they are supposed to be unarmed and no uniform.

This is a excellent idea to hire retired officers. But nothing short of a nuclear explosion will move the inside dollies. Exempts are always surrounded by females to answer phones and file papers. Retired officers will be a big asset to any unit or district with their years of experience.

An unattended consequence of this specific process is going to show itself when next we hold a "nationwide search" for superintendent. Who in their right mind would participate in the lengthy process when the mayor is going to choose someone who didn't even apply? Kind of like applying for specialized units, you go through the process and they choose who they want, more than likely someone who wasn't even eligible but had that almighty phone call that trumps your hard earned experience everytime now that's the Chicago way!

What were his test scores for Sargent, Lieutenant & Captain? What are his church and political affiliations? I am certain Eddie was a recipient of our 30% merit promotions throughout his career. He is nothing more than a puppet for Rahm!

He's working on his Masters at Northwestern.......their "night school of professional studies" is not a rigorous program and offers masters degree (including one where you determine concentration).....MORE interesting is that the Supe Application REQUIRED an advanced degree----so why the fck is this guy sitting in the chair if he doesn't meet qualifications---oh thats right, its Chicago.

Well Asshat, 765 is an actual Beat # in 007. They are the day mission team. And 765 was housings unit # not their beat #'s , they used 45xx for beats. So who's the hairgel now.....

I don't believe this for one minute. I worked at IAD and if a complaint is filed and investigated and they find a rule violation, however small, no talk about " honest mistake" will ever come up. A rule violation is a rule violation. And, then there is the disorderly conduct of rules, " bringing discredit upon the department". Don't believe that BS for one minute.

Fenner did well on the Sgt.'s exam in which she was promoted several years ago.
Like it or not, she tests very well; many women do better on these promotion tests than do the men. Get over it.

True story. She's super book smart and knows how to study. She scored Really high on the sgts exam but had to wait because she didn't have enough time to get Promoted. But she doesn't know a thing about police work, decision making or leadership. She is the poster child for what's wrong with how we test for promotions. She's a super nice person, shes destined to be at HQ in a caps spot. She'll do fine there.

But her score is legit. No help. I guarantee it.

I wasn't going to make any comment here regarding Eddie Johnson as the new Superintendent only because there are guys who hold onto the notion that anyone wearing a white shirt is the enemy, and they are all assholes, they are out to do as much harm to the troops as possible and most of it is based on some selfless drive for another promotion or simply based on incompetence. But, I've been around a long time, been through many changes, many new/different bosses, many new ideas, many bad decisions and a few good ones too, so I decided to just throw out a brief statement and let it be. I've never work for Eddie Johnson, never even worked with him, but I have worked around him and have been in positions that have had the trickle down effect from his decisions. First, lets remember that like us he is human. He's not infallible, not beyond mistakes and bad ideas, just like any of the rest of us he is a common man but has had opportunities that some don't get. Maybe earned, maybe given, depends on who you ask I guess, but in any case I've seen him work and will offer an honest opinion that it isn't a bad thing for us that he was asked to take the spot. Yes, there are certain give and take decisions that are made in those upper positions, but there is a balancing concept that has to occur as anyone rises in rank. Every rank, every spot outside of a beat car comes with added responsibility, added decision making and additional cause to decide or to perform with the Department goals and orders in mind, and not just the what I think is best for me for the day thought process. I've seen that, I've experienced it too, and I've seen or at least been affected by Eddie Johnson under those conditions and he has performed well. There are a few bosses I don't trust, never will, but there are a few I do and Eddie Johnson is one of them. He is going to have to do some things we are going to say are piss-poor or are wrong, but overall he is one of us. He comes from us and even though he's been given a few ranks, the bottom line is that he doesn't hurt anyone who doesn't deserve it and hasn't cowered from that position or from that mindset in any rank he's had no matter what pressure or expectation he's had from above. I trust him. I'll have to wait to see if City Hall changes that trust, but that will come in time and will easily be telling in his actions. If he lets the politicians run the Department I'll lose all respect and won't be too ashamed to tell him that, because that is how he is- He's actually asked me before "what do you think", and I'm nobody that matters. He just came across me from time to time and we know each other, or are familiar with each other, and he asked me my opinion. I've given it, and would do it again as appropriate. I trust he will do the right thing, and maybe he can be the one to push politics out, or at least get them as far out as anyone short of the prison system can get politicians out. He's got my support, hopefully it stays that way, so I'd like to recommend we all try it.

Kulbida should be gone already but he still wants to be a boss. DOJ should look into what happened with the CR 2 cops got on him back in the day for stealing their money. He still wants to have command. He still wants people kissing his ass. He should not forget he's lucky he didn't go to jail and lose his pension. When he retires he'll just be another retired guy and he won't be a boss anymore. It's a shame. If I had his salary and time, I would've been long gone years ago.

Just copied this from city of chicago website ^ application for superintendent. Interesting, which most probably never knew, a degree of any kind is NOT required.

Minimum Requirements
The Chicago Municipal Code requires all City employees to reside within the City limits. If the successful candidate is not currently a Chicago resident, he or she must be prepared to relocate within the shortest feasible time after being appointed.
There are no other specific requirements for the position imposed by the Chicago Municipal Code. However, in the most recent Superintendent searches, nearly every candidate the Board nominated to the Mayor had at least the following minimum experience:

Earned a bachelor’s degree from an accredited college or university;

Earned a graduate degree from, or completed successfully a significant number of
graduate-level courses at, an accredited college
or university; and

Extensive experience as a high-level executive in a large law-enforcement agency.
